RWAs flout rules:cause health hazards

Residents of Noida have been facing a lot of health hazards due to the constant rise in air pollution in the area in recent years.

One of the factors that contribute to the air pollution is the generators that are placed in private and government housing townships as they have not been installed in societies as per the Uttar Pradesh Pollution Control Board (UPPCB)'s guidelines.

There are more than 250 townships that have been developed already, while around 100 new townships are being constructed by the private builders. These buildings are located all over Noida. Noida Authority has handed over all their townships to concerned RWAs.

Likewise, some of the builders have also completed same procedure. But still there are some builders who have not given title of land to the related RWA of the township. The residents of these townships pay to the RWA or builder for maintenance and miscellaneous services like lift, plumbing, garbage and power backup, etc.

As there are a lot of power cuts in Noida, many RWA's and builders have installed their own generators in their townships to provide uninterrupted supply of electricity to the residents, but these generators don't have the chimney's of the heights that are set by the UPPCB, which has become the cause of health hazards for the residents of townships.

UPPCB has given a clear and safe procedure to install generators in premises of the society. An official of UPPCB said, "The townships are not following this guidelines and as a result, residents have been facing health hazards and many diseases like asthma, bronchitis, skin diseases and other breathing-related problems." "According to the guidelines, chimney (pipe of emitting smoke) of generator should be above the standard height of the building, but here not even a single township is following these guidelines," added the official.

Jatin Sen, a resident of Sector 22 said, "Generators are generally placed on the ground floor of the township and the height of their stack is too low. As a result they spread smoke, which gets in our houses through windows and doors due to which we are having health problems.

Vineet Chaudhary, a resident of Sector 50, said, "If guidelines are present so it is also sure that UPPCB had also decided penalty for violation of these guidelines. So the board should take strict action against the defaulters." "We will give instructions to all RWAs to follow the guidelines, because this issue is directly associated with interests of residents," said AN Dhawan, senior vice-president of FONRWA.

Dr Gurpreet Singh, signatory of Alok Vihar-I Committee (F-3), sector 3 said, "Most of the RWAs have given the Annual Maintenance Contract (AMC) of generators to private companies. They have installed generators in maximum societies. We are not aware of guidelines of UPPCB. Although it is not possible to bring the stack to generator to roof of building as they are too long.
