Arvind Kejriwal - The new CM of Delhi !




























कल, अरविंद केजरीवाल और उनकी टीम ने शपथ ले ली. यह तो सच है कि उन्होंने एक करिश्णा कर दिखाया है लेकिन उनके सामने चॅलेंजस भी कम नहीं हैं. 

700 ल्ट पानी फ्री कर देना तो शायद उनके लिए आसान हो सकता है लेकिन आती गर्मियो में जबकि दिल्ल्ली एक एक बूँद पानी के लिए तरस जाती है और जब पानी या तो आता ही नही है, या फिर नालियों का गंदा बदबू वाला पानी आपके नल्कोन से निकलता है, उसका इलाज जब तक नही होगा, तब तक लोगो को चुप कैसे करवाया जाएगा, यह एक बड़ी चुनौती होगी.


इसके साथ साथ बिजली का टॅरिफ 50% कम करने की बात है. इन बिजली कंपनीज़ का देल्ही सरकार के साथ एक समझौता हुआ था. अब अगर अरविंद उस समझौते में चेंजस कर के उनको काग के ऑडिट के तहत लाने की कोशिश भी करेंगे तो ये बिजली वाले पहले की तरह कोर्ट का रुख़ कर के स्टे लेने का पर्यास करेंगे.


यक़ीनन अरविंद की नीयत तो बिल्कुल सॉफ है और वो देल्ही के लोगों के लिए काफ़ी कुछ करना भी चाहेंगे लेकिन इन आड्वर्स हालातों का सामना करना भी एक बड़ी बात होगी.

CAG all set to audit three discoms

NEW DELHI: The Comptroller and Auditor General (CAG) is ready to start audits of three joint venture power distribution companies (discoms), supplying power in the national Capital, with top officials in the federal auditor's office citing examples of similar exercises of private firms and public private partnership (PPP) ventures in the past.

Delhi has three discoms - BSES Rajdhani Power Limited (BRPL); BSES Yamuna Power Limited (BYPL) and North Delhi Power Limited (NDPL) - and in each the state government holds 49% share and the rest with private firms (51%).

A top CAG official expressed hope that with the Arvind Kejriwal regime willing to ask the federal auditor to examine the books of these companies, the state government may be able to convince the Delhi High Court to permit scrutiny of their accounts on the grounds that similar audits of private companies such as Reliance Industry Ltd's KG D-6 basin had been done in the recent past while another one is in progress. Besides RIL and other oil and gas companies, the CAG had audited several PPP projects in highways and infrastructure sector, including the Delhi airport.

Sources said one of the two private companies having majority share in discoms in Delhi have stopped paying the National Capital Territory (NCT) government share in the revenue it has been collecting. The arrears, on account of the government's share in the revenue with one such private company, have mounted to Rs 1,200 crore.

Audit is likely to reveal other discrepancies like total cash collection and how much it has been shown in the account books of these firms; billing cycle and if customers have been charged as per the actual tariff slabs applicable on monthly basis.

Aam Aadmi Party (AAP) chief and CM-designate Arvind Kejriwal had earlier claimed that then Delhi Electricity Regulatory Commission (DERC) chairman Brijender Singh had in 2010 recommended slashing of tariff by 23% based on his assessment that private companies were making profit as high as Rs 3,500 crore and all their claims of losses were allegedly fictitious.

The auditor, say CAG sources, would also look into certain policy matters where the Delhi government prevented its consumers from open access to choose which discoms to subscribe to. A similar option in Mumbai had led to one operator keeping its tariff 50% lower than its rival.

Kejriwal had also claimed during electioneering that tariffs for domestic consumers could actually be brought down by 50% as the discoms were allegedly fudging accounts by showing zero billing to big customers like the Delhi airport and the Delhi Jal Board (DJB).

Low voltage for Arvind Kejriwal's power vow

A 50% cut in retail rates at one go a tall order, say experts, as the cost of buying electricity is tangibly real and high.

While Arvind Kejriwal of the Aam Aadmi Party is set to take over as chief minister of Delhi, experts and industry alike say the poll promise of a 50 per cent cut in electricity prices seems far away.

Two listed private distribution utilities, Tata Power and Reliance Infrastructure, supply power in the capital city. R-Infra has  management control of BSES Rajdhani Power and BSES Yamuna Power.

These distribution entities say it is tough to decrease retail power rates. “The cost of power in Delhi has increased by 300 per cent since 2002, while the retail rate has increased by (only) 65-70 per cent. This has created a huge financial burden for all the private discoms in the city,” said a distributor who refused to be named.

The city’s power regulator had said earlier that the private discoms were facing as much as a Rs 19,500-crore revenue gap due to the difference between the price of the power they procure from generating companies and their retail rates. None of the companies responded officially to e-mail queries on the possibility of rate cuts.

Stock market analysts are wary of the consequences of the AAP taking charge. For, it had made corruption charges against Reliance Infrastructure-owned entities for allegedly artificially inflating the expenses. The stock of Tata Power fell by 1.7 per cent to Rs  89 in Monday’s trade; those of, while that of R-Infrastructure gained by 0.7 per cent to Rs 429.

Apart from other impacts, experts feel power rates could be reduced over time by reducing power procurement costs. The AAP has not specified any timeline on the rate reduction. However, a 50 per cent cut at a single go seems difficult.

Delhi’s discoms are short on internal generation. They procure power from West Bengal, Madhya Pradesh, Jharkhand, Uttar Pradesh, Himachal Pradesh, Rajasthan and Jammu & Kashmir.

“Power tariffs (rates) have two components — power purchase costs and operational efficiency, and returns to the investor. It is possible to reduce power purchase costs as equity returns are fixed and operation and maintenance costs can be reduced by bringing in efficiency and value,” said Umesh Agarwal, associate director at PricewaterhouseCoopers.

In Mumbai, the power purchase costs of R-Infra were reduced over time. “Reliance was buying expensive power from the market but now these (rates) have stabilised and not increased since,” said Agarwal.

Analysts suggest another way to reduce rates is if the government  takes a liberal view of own returns from the part-ownership it has of the private utilities. “The earnings of these utilities would anyway go to government coffers, so they could pass these on to the people,” said a power sector expert.

From Bhagidari to AAP’s self-rule in cities

NEW DELHI: It was in January of 2000 that the capital was introduced to the concept of Bhagidari by the then first-time Congress government, under the leadership of chief minister Sheila Dikshit. The institution of a resident welfare association received official sanction.

Fifteen years later, the Congress government has left behind a legacy of 3500 associations registered under Bhagidari that are restricted to the planned areas of a city burgeoning with unplanned residential and commercial areas in its unauthorized settlements, resettlements and slums. The new AAP government now faces a big challenge as it would first have to reconcile the existing system with its objectives if it wants to introduce a participatory government model through mohalla sabhas.

According to the existing norms, the state government can spend developments funds only in planned and regularized areas through RWAs, market and industrial associations. It was to overcome this restriction and reinvent Bhagidari, that Congress - in a belated attempt to reach out to the angry aam aadmi - spoke of Bhagidari -II in its manifesto. It aims at linking associations from the areas out of the purview of the existing RWAs.

Even Kejriwal recognizes that reforms will require legal re-organization of the existing system. "There is widespread demand in Delhi for giving legal recognition to resident welfare associations. A draft Model Nagar Raj Bill was sent to all state governments by the Centre in which it was requested that they should make necessary amendments, using their intellectual discretion, and pass the Bill in their respective vidhan sabhas," says Kejriwal in his book, 'Swaraj'. He adds that while this is a big step by the central government to recognize the RWAs as a unit in the city, the draft falls short of vesting real powers in the RWAs.

"Civil society members have rejected the draft of the local government bill. Many prominent citizens ...have come up with a new draft for the local government bill which is being demanded by civil society," Kejirwal states. The amended draft says 3,000 individuals (voters) living in a specific locality of a city should be allowed to form an association. One representative should be chosen from the association of each locality with the help of the election commission.

Representatives of all associations of localities in one ward will form a committee. This committee will be headed by the ward councillor or MLA. All matters related to a locality must be managed by the association. They should take decisions through a voice vote and mutual consent of members of the ward. The ward committee must have independent revenue and hence should be empowered to collect taxes and get funds from corporation, state and central governments. The local association must have the power to summon government staff and contractors and stop their salaries or payments as a penalty.

Delhiites need not pay power bills till tariff reduces: Arvind Kejriwal


Private power companies in Delhi are in for a tough time if Arvind Kejriwal ends up becoming the Chief Minister of Delhi next week . Speaking exclusively to the India Today Group, the Aam Aadmi Party leader said his party is committed to slashing electricity tariff by 50 per cent, regardless of the consequences .

"Let Tatas and Ambanis leave if they want. We are committed to reducing the power tariff within the first four months of assuming office. There is no shortage of private companies in India. We will find other companies to handle electricity distribution if these companies decide to leave."

Arvind Kejriwal stressed that the government would step in and handle electricity distribution in case no private company was willing to replace BSES and Tata Power. "Private companies cannot blackmail the government and threaten that they will leave if the government doesn't let them continue with their crooked ways. We will put officials from these private companies in jail if they continue being dishonest. We cannot tolerate corruption. If no private company steps forward, the Delhi government will take over electricity distribution."

Kejriwal went to the extent of saying that the citizens of Delhi need not pay their electricity bills till the time the government slashes power tariffs. Kejriwal said, "Those consumers who want to pay their bills can do so and those who do not want to pay their bills need not do so till the time this process is completed. We will order an audit of the accounts of the private power companies and also have an independent agency do an audit of the electricity meters in people's homes. We hope to finish this exercise in four months." (Watch the interview)

Kejriwal's assertions are the worst possible news for the private distribution companies of the capital, which insist that they are deep in the red and have been petitioning the Delhi Electricity Regulatory Commission (DERC) for a 2-7 per cent hike in power tariff starting January 1, 2014. Private power companies claim they have aggregated losses of more than Rs 11,000 crore over just the last one year. BSES Rajdhani has sought a 3 per cent hike in power tariff, while Tata Power Delhi sought a 2 per cent hike, and the East Delhi discom BSES Yamuna had sought a 7 per cent hike in tariff from the DERC.

With the prospect of Kejriwal becoming the chief minister looming large, these companies are worried about what the future holds for them. When contacted, officials from both BSES and Tata Power refused to comment on record. However, a spokesperson from Reliance said, on the condition of anonymity, "BSES is already a loss-making proposition. We have already seen what happened in the case of the Airport Metro. We had to leave the Metro project, we may have to leave power distribution as well." 

Meanwhile, a spokesperson for Tata's NDPL said, "If Arvind wants to run the electricity business he is most welcome. It is beyond our understanding how Arvind can claim that he will buy electricity from producers at cheaper prices."

Apart from sounding the warning bell to power companies, Kejriwal said his other big priority would be to investigate the misdeeds of the Sheila Dikshit administration. "After passing the Lokayukta Bill, we will order a probe into all the scams of the Congress government over the last 15 years and of the MCD run by the BJP the last 7 years. All the ministers who are found guilty will be sent to jail. Just because Congress is supporting our government doesn't mean that they will get special concessions."


Kejriwal also taunted the established political parties, saying that Congress and the BJP do not know how to do politics. "Political parties think that they are laying a trap for us. What they do not know is that we are the ones who will trap them. We are teaching these parties how to do politics. Everything Aam Aadmi Party does these parties want to copy. All they seem to know is how to make money.'

Kejriwal seems to be marching in the direction of assuming office next week. His decision to seek SMS responses from citizens on whether he should form the next government in the capital has come in for criticism from all political parties, which are dismissing his move as a political reality show. But the Aam Aadmi Party leader is unfazed. "Everyone in the country knows that the Congress's track record in supporting minority governments is very bad. Tomorrow they can turn around and say Arvind coughs too much and so we withdraw our support. There was a big divide on whether we should take support from the Congress or not, so we decided to go to the people's court. This is the sort of participative, direct democracy that we hope to practice."

The BJP has been targeting Kejriwal arguing that this referendum style of politics can work in a small country like Switzerland but not in a big country like India. Kejriwal responded to the criticism saying, "There is not much difference between the size of Delhi and Switzerland. This criticism would be valid if we were holding a referendum across the country. We will not go to the people on every issue, but on an issue as important as this, it is critical to know what people think."

Kejriwal acknowledged that the public meetings and the SMS poll is not a very structured way of understanding public opinion but insisted that the 270 meetings would help the Aam Aadmi Party get a sense of the mood among the people of Delhi. Preparations are already on for a special session of the Delhi Assembly being called at the Ramlila Maidan in the beginning of January, where Kejriwal hopes to pass the Janlokpal version of the Lokayukta Bill.

BJP against power tariff hike: Vijay Goel

NEW DELHI: Vijay Goel, president of Delhi BJP, said on Saturday that his party was opposed to the move to hike the power tariff in the city again. The party will soon meet the chairman of Delhi Electricity Regulatory Commission (DERC), he said.
Discoms BSES Yamuna, BSES Rajdhani and Tata Power have filed petitions before DERC seeking a tariff hike of 2%-4% towards Power Purchase Adjustment Cost to be applicable from the next quarter.
Goel said BJP would oppose any such move. "We have been in favour of reducing the power tariff by 30%. The same we promised in our manifesto. The BJP believes it is time to go for a CAG audit of the accounts of discoms before allowing them to move a proposal for a hike."

East Delhi discom, police train girls in self-defence

NEW DELHI: East Delhi discom BSES Yamuna has partnered with the Delhi Police special unit for women and children, Nanakpura, to impart self-defence training to schoolgirls and young women. The initiative aims to equip the participants to take care of their own safety. The participants are given tips to handle sticky situations besides physical training. They are also told to share the knowledge with their friends, neighbours and family members.
More than 500 girls and women have been trained in the first phase. The training has been organized at five locations, including three schools in east and central Delhi. Looking at the overwhelming response, the programme will be rolled out in more schools and colleges in east and central Delhi. A BYPL official said, "The training programme, which is spread over 10 days with daily two hours, strives to educate women and girls on the importance of speaking out, raising the alarm and wriggling out of tricky situations.''
Schools where the programme has already been organized include Rajkiya Pratibha Vikas Vidyalaya (Yamuna Vihar), Happy School (Daryaganj) and Eknath Sarvodhya Kandya Vidyalaya (GT Road). The participants said they all felt more confident after attending the 10-day programme. On completion of the training, the participants are awarded certificates by police. Such has been the impact of the programme that the trained girls are being asked by school principals to give a demonstration in the morning assembly.

अरविंद केजरीवाल ने सोनिया को चिट्ठी में क्या लिखा ?

श्रीमति सोनिया गांधी जी,

कांग्रेस पार्टी ने दिल्ली में सरकार बनाने के लिए आम आदमी पार्टी को बिना शर्त समर्थन देने के लिए कहा है. हमने तो कांग्रेस से समर्थन मांगा नहीं था.

आम आदमी पार्टी का जन्म ही बीजेपी और कांग्रेस जैसी पार्टियों की भ्रष्ट, आपराध्कि और साम्प्रदायिक राजनीति के कारण हुआ. जब देश का आम आदमी भ्रष्टाचार से कराह उठा तो इस देश के आम लोगों ने खुद अपनी पार्टी बनाई और आवाज़ उठाने का निश्चय किया. ऐसे में आम आदमी पार्टी कांग्रेस और बीजेपी जैसी पार्टियों के साथ कैसे हाथ मिला सकती है?

चूंकि आपकी पार्टी ने कहा है कि आप बिना शर्त समर्थन देने के लिए तैयार हैं तो देश की जनता जानना चाहती है कि इसका क्या मतलब है? दिल्ली की जनता के कुछ ज्वलंत मुद्दे हैं जिसकी वजह से दिल्ली की जनता परेशान है. 15 वर्ष के शासनकाल में कांग्रेस की सरकार ने इन मुद्दों का समाधन करने की बजाय कई जगह तो जनता की परेशानियों को और ज़्यादा बढ़ा दिया है. सात वर्ष के अपने शासनकाल में भाजपा ने नगर निगम को जमकर लूटा है. ऐसे में यदि अब आप आम आदमी पार्टी की सरकार को बिना शर्त समर्थन देते हैं तो आपका इन मुद्दों पर क्या विचार होगा?

आज देश में राजनीति केवल सत्ता हासिल करने का एक माध्यम बन गई है. सत्ता हासिल करने के लिए चाहे कुछ भी करना पड़े. हर पार्टी किसी भी तरह से सत्ता हासिल करना चाहती है. लोगों के मुद्दों से किसी को कोई लेना-देना नहीं है. हम राजनीति में सत्ता हासिल करने नहीं आएं हैं. हम आम लोग हैं, बहुत छोटे लोग हैं, भ्रष्टाचार और महंगाई से दुखी और त्रास्त लोग हैं. हमारी समस्याएं हैं. हम जनता उन समस्याओं का समाधन चाहती हैं.
ऐसे कुछ मुद्दे मैं इस पत्रा के साथ संलग्न कर रहा हूं. आपसे उम्मीद करता हूं कि आपकी पार्टी हर मुद्दे पर अपना रुख साप़फ करेगी. चूंकि हमारी पार्टी की बुनियाद ही सच्चाई और पारदर्शिता पर आधरित है, इसलिए यह पत्रा मैं जनता  के बीच रख रहा हूं. आपका जो भी जवाब आएगा उसे भी हम जनता के बीच रख देंगे और पिफर जनता से पूछेंगे कि आपके जवाब के मद्देनज़र क्या आम आदमी पार्टी को सरकार बनानी चाहिए?

और हां. कृपया हर मुद्दे पर अपना नज़रिया स्पष्ट रूप से बताइएगा. गोलमाल करके मत कहिएगा, जैसे - ‘‘नैतिक रूप से हम साथ हैं’’ इत्यादि.

मुद्दा नं.-1 दिल्ली में वी.आई.पी. कल्चर बंद करना
दिल्ली सरकार का कोई भी विधयक, मंत्री या अप़फसर लालबत्ती की गाड़ी नहीं लेगा, बड़े बंगले में नहीं रहेगा और अपने लिए विशेष सिक्योर्टी नहीं लेगा. हर नेता और अफसर आम आदमी की तरह रहेगा. दिल्ली में विधयक और पार्षद फंड बंद किया जाए. यह पैसा सीधे मोहल्ला सभाओं को दिया जाए ताकि जनता तय करे कि सरकारी पैसा उनके इलाके में कहां और कैसे खर्च होगा.

प्रश्नः क्या कांग्रेस पार्टी उपर्युक्त प्रस्ताव का बिना शर्त समर्थन करती है और उसे लागू करवाने में पूरा सहयोग देगी?

मुद्दा नं.-2 जनलोकपाल बिल
भ्रष्टाचार के खिलापफ एक सख़्त जनलोकपाल बिल पास होना चाहिए. अगस्त 2011 में अन्ना जी के 13 दिन के अनशन के बाद संसद में बैठकर सभी पार्टियों ने प्रस्ताव पारित किया था और अन्ना जी से अपील की थी कि अन्ना जी अपना अनशन समाप्त कर दें और संसद को अन्ना जी की तीनों शर्तें मंजूर है. प्रधनमंत्री ने भी अन्ना जी को चिट्ठी लिखकर यही बातें कही थी. आज दो साल हो गए. संसद के उस प्रस्ताव का और प्रधनमंत्री की उस चिट्ठी का क्या हुआ?

आम आदमी पार्टी उसी जनलोकपाल बिल को दिल्ली के लिए पारित करना चाहेगी. जाहिर है कि यह कानून बनने के बाद 15 वर्ष के कांग्रेस शासनकाल में हुए घोटालों की भी जांच की जाएगी. बीजेपी के दिल्ली नगर निगम में सात वर्षों में किए गए घोटालों की भी जांच की जाएगी. आपकी पार्टी के समर्थन का यह मतलब कतई नहीं होना चाहिए कि यदि आपके किसी भी नेता के खिलापफ भ्रष्टाचार का कोई भी सबूत मिलता है तो उसे किसी भी प्रकार की रियायत दी जाएगी.

हम दिल्ली के लिए जनलोकपाल बिल रामलीला मैदान में दिल्ली विधनसभा का स्पेशल सत्रा बुलाकर पारित करना चाहेंगे. क्या यह हो सकता है? हां, बिल्कुल हो सकता है. इस बारे में हमने कानून के बड़े-बड़े विद्वानों से भी राय ले ली है. उसकी चिंता आप बिल्कुल न करें.

प्रश्नः जब आपकी पार्टी ने केंद्र में जनलोकपाल बिल पास नहीं होने दिया तो क्या आपकी पार्टी बिना शर्त
दिल्ली में जनलोकपाल बिल पारित करने और उसे लागू करवाने में समर्थन देगी?

मुद्दा नं.-3 दिल्ली में स्वराज स्थापित हो
अपने-अपने मोहल्ले, कालोनी और गलियों के बारे में निर्णय लेने के अध्किार सीधे जनता को दिए जाएं. अधिक से अधिक निर्णय मोहल्ला सभाओं के जरिए सीधे जनता ले और सरकार उन निर्णयों का पालन करें. ऐसी व्यवस्था लागू करने के लिए आम आदमी पार्टी स्वराज का कानून लाना चाहेगी.

प्रश्नः क्या कांग्रेस पार्टी उपर्युक्त प्रस्ताव का बिना शर्त समर्थन करती है और उसे लागू करवाने में पूरा सहयोग देगी?
मुद्दा नं.-4 दिल्ली को पूर्ण राज्य का दर्जा
आम आदमी पार्टी की सरकार केंद्र सरकार से यह मांग करेगी कि दिल्ली को भारतीय संघ के अन्य राज्यों के समान दर्जा मिले. डी.डी.ए. और पुलिस पर केंद्र सरकार का नियंत्राण खत्म हो.

प्रश्नः क्या कांग्रेस पार्टी उपर्युक्त प्रस्ताव का बिना शर्त समर्थन करती है और उसे लागू करवाने में पूरा सहयोग देगी?

मुद्दा नं.-5 बिजली कंपनियों का आडिट
कई ऐसे तथ्य जनता के बीच में आएं हैं जो यह शक पैदा करते हैं कि बिजली कंपनियों ने अपने बहीखातों में भारी गड़बड़ कर रखा है. ऐसा भी माना जा रहा है कि दिल्ली में बिजली के निजीकरण में भारी घोटाला हुआ. इन कंपनियों का ऑडिट करवाए बिना हर साल बिजली के दाम बढ़ा दिए जाते हैं. आम आदमी पार्टी इन बिजली कंपनियों का निजीकरण से लेकर आजतक का स्पेशल ऑडिट करवाना चाहती है. जो कंपनी ऑडिट करवाने से मना करेगी, उसका लाइसेंस कैंसिल किया जाएगा. ऑडिट के नतीजे जनता के सामने रखे जाएंगे और उसी आधार पर दिल्ली में बिजली की दरों का निर्धरण किया जाएगा. दिल्ली में बिजली के बिल आधे किए जाएंगे.

मुद्दा नं.-6 बिजली के तेज चलते मीटर
कई लोगों को शक है कि दिल्ली में बिजली के मीटर तेज चल रहे हैं. इन मीटरों की किसी निष्पक्ष एजेंसी द्वारा जांच करायी जानी चाहिए. अगर ये मीटर तेज चलते पाए जाते हैं तो जब से ये मीटर लगाएं गए हैं, तब से लेकर आज तक जितना अध्कि पैसा बिजली कंपनियों ने वसूला है, वह उनसे वापस लिया जाए और मीटर बदले जाएं.

प्रश्नः क्या कांग्रेस पार्टी उपर्युक्त प्रस्ताव का बिना शर्त समर्थन करती है और उसे लागू करवाने में पूरा सहयोग देगी?

आज दिल्ली की आधी से ज़्यादा आबादी के घरों में पानी नहीं आता. क्यों? क्या दिल्ली में पानी की कमी है? दिल्ली सरकार के आंकड़ों के मुताबिक दिल्ली में 220 लीटर प्रतिव्यक्ति प्रतिदिन पानी उपलब्ध् है. अगर इतना पानी वाकई उपलब्ध् है तो यह पानी जाता कहां है? क्योंकि ये पानी लोगों के घरों तक नहीं पहुंच रहा. ऐसा देखने में आया कि दिल्ली में पानी का एक बहुत बड़ा मापिफया काम कर रहा है, जिसे सीधे अथवा परोक्ष रूप से बीजेपी और कांग्रेस दोनों पार्टियों के कुछ नेताओं का राजनैतिक संरक्षण प्राप्त है. ऐसे मापिफया और उनको संरक्षण देने वालों के खिलापफ सख़्त कार्रवाई की जाएगी. दिल्ली में पानी की चोरी रोकी जाएगी और यह पानी लोगों के घरों में पहुंचाया जाएगा.

मुद्दा नंबर 5
दिल्ली जल बोर्ड आज भ्रष्टाचार का अड्डा बन गया है. इसका पुनर्गठन किया जाएगा. दिल्ली जल बोर्ड ने बिना टैंडर निकाले, कुछ कंपनियों को गलत पफायदा पहुंचाने के लिए कुछ ठेके दिए हैं. पहली नज़र में ऐसा प्रतीत होता है कि इनमें से कुछ ठेकों से जनता का लाभ नहीं होने वाला. ऐसे सभी ठेकों की पुनर्समीक्षा की जाएगी.

किसी भी जिम्मेदार सरकार का पहला फर्ज है कि वो सापफ पानी मुहैया करा सके. पिछले सात साल में दिल्ली में पानी के दाम 18 गुणा बढ़ा दिए गए. हमारा प्रश्न है कि अगर एक गरीब आदमी पानी का बिल न भर सके तो क्या उसे पानी पीने का अध्किार नहीं होना चाहिए?

आम आदमी पार्टी हर घर तक 700 लीटर साप़फ पानी प्रतिदिन मुफ्ऱत पहुंचाना चाहती है. जो लोग 700 लीटर से ज़्यादा पानी इस्तेमाल करेंगे उनसे पूरे पानी के पैसे लिए जाएंगे. उस कानून को रद्द किया जाएगा जिसके तहत हर साल पानी के दाम बढ़ाने का प्रावधन है.

प्रश्नः क्या कांग्रेस पार्टी उपर्युक्त प्रस्ताव का बिना शर्त समर्थन करती है और उसे लागू करवाने में पूरा सहयोग देगी?

मुद्दा नं.-8 दिल्ली की अनाधिकृत कालोनियां
दिल्ली की 30 प्रतिशत से ज़्यादा आबादी अनाध्किृत कालोनियों में रहती है. चूंकि ये कालोनियां अनियमित हैं, इनमें मूलभूत सुविधएं उपलब्ध् नहीं कराई गईं और यहां पर रहने वाले लोग जानवरों सी जि़ंदगी व्यतीत कर रहे हैं. इन लोगों के साथ अभी तक केवल गंदी राजनीति की गई है. पिछले चुनाव के पहले कांग्रेस ने वादा किया था कि सरकार बनने के एक साल के अंदर इन्हें नियमित कर दिया जाएगा. लेकिन पांच साल में भी सरकार ने कुछ नहीं किया. आम आदमी पार्टी चाहती है कि इन कालोनियों को एक वर्ष के अंदर नियमित करके इनमें तुरंत सभी मूलभूत सुविधएं उपलब्ध् कराई जाएं.

मुद्दा नं.-9 दिल्ली की झुग्गी-बस्तियां
दिल्ली का एक तिहाई हिस्सा दिल्ली की झुग्गी-बस्तियों में रहता है. ये लोग दिल्ली वालों के लिए सभी मूलभूत सेवाएं प्रदान करते हैं. इनकी सेवाओं के बिना दिल्ली एक दिन भी नहीं चल सकती. लेकिन ये बेचारे इतना कम कमाते हैं कि झुग्गी-बस्तियों में रहने को मजबूर हैं. झुग्गी-बस्तियों में लोग जानवरों सी जिंदगी जीते हैं. कोई भी अपनी मर्जी से झुग्गियों में रहना नहीं चाहता. ये लोग भी आज तक गंदी राजनीति और भ्रष्टाचार का शिकार रहे. कई इलाकों में यह कहकर झुग्गियां तोड़ दी गईं कि उन्हें पक्के मकान या प्लॉट दिए जाएंगे. लेकिन आजतक उन्हें कुछ नहीं दिया गया. उनके नाम के प्लॉटों पर नेताओं के साथ मिलकर भू-मापिफयाओं ने कब्जा कर लिया.

आम आदमी पार्टी चाहती है कि झुग्गियों में रहने वालों को सापफ-सुथरी और ईमानदार जिंदगी दी जाए. उन्हें आसान शर्तों पर पक्के मकान दिए जाएं. जब तक पक्के मकान नहीं दिए जाते उनकी झुग्गियों को तोड़ा न जाए और वहीं पर उनके लिए साप़फ-सप़फाई और शौचालयों की व्यवस्था की जाए.

प्रश्नः क्या कांग्रेस पार्टी उपर्युक्त प्रस्ताव का बिना शर्त समर्थन करती है और उसे लागू करवाने में पूरा सहयोग देगी?

मुद्दा नं.-10 स्थायी एवं नियमित कार्यों के लिए ठेकेदारी पर कर्मचारी

दिल्ली में पिछले 10 से 15 वर्षों में ठेकेदारी पर कर्मचारियों के रखने की प्रथा बड़ी तेजी से बढ़ी है. नियमित एवंस्थायी किस्म के कार्यों के लिए भी कर्मचारियों को ठेकेदारी पर रखा गया है. जैसे आज दिल्ली सरकार में सफाई कर्मचारी, अध्यापकों, नर्सों, डाॅक्टरों आदि को भी ठेकेदारी पर रखा जा रहा है. ठेकेदार इन लोगों का तरह-तरह से शोषण करता है. आम आदमी पार्टी स्थायी और नियमित कार्यों में ठेकेदारी प्रथा बंद करके सभी लोगों को नियमित करना चाहती है और इनका शोषण बंद करना चाहती है.

मुद्दा नं.-11 व्यापार एवं उद्योग
आज दिल्ली का एक सामान्य व्यापारी एवं उद्योगपति भी त्रास्त है. जानबूझकर ऐसी-ऐसी नीतियां बनाई जाती हैं कि व्यापारी रिश्वत लेने के लिए मजबूर हो जाता है. इतनी मेहनत करने के बाद भी व्यापारी सर उफंचा करके ईमानदारी और सम्मान की जिंदगी नहीं जी सकता. किसी भी विभाग का एक अदना-सा इंस्पेक्टर अच्छे-अच्छे व्यापारियों और उद्योगपतियों को ध्मका कर चला जाता है. आज दिल्ली में वैट इतना जटिल बना दिया गया है कि एक आम व्यापारी का बिना रिश्वत दिए काम ही नहीं चलता. वैट की दरें ऐसी कर दी हैं कि दिल्ली का अध्कितर व्यापार दिल्ली से उठकर दूसरे राज्य में चला गया है.

आम आदमी पार्टी दिल्ली में व्यापार और उद्योग करने के लिए एक ईमानदार व्यवस्था चाहती है. ऐसे सभी कानूनों और नीतियों की पुनर्समीक्षा की जाएगी, जो दिल्ली में व्यापार और उद्योग करने में बाध बनते हैं. वैट का सरलीकरण किया जाएगा. वैट की दरों की पुनर्समीक्षा की जाएगी ताकि दिल्ली पिफर से होल सेल व्यापार का केन्द्र बन सके. आज दिल्ली के औद्योगिक क्षेत्रा का बुरा हाल है. वहां सड़क, बिजली, पानी जैसी मूलभूत सुविधएं भी नहीं है. आम आदमी पार्टी इन क्षेत्रों में सभी मूलभूत सुविधएं उपलब्ध् कराकर उद्योग को बढ़ावा देना चाहती है.

आम आदमी पार्टी दिल्ली में किराना में एफ.डी.आई. लाने के खिलाफ है.

मुद्दा नं.-13 दिल्ली के गांव-देहात
इस वर्ष जनवरी में दिल्ली में ओले पड़े. कुछ पत्राकारों ने जब दिल्ली की मुख्यमंत्री से पूछा कि दिल्ली में खेती को कितना नुकसान हुआ? तो मुख्यमंत्री शीला दीक्षित जी ने कहा कि दिल्ली में कोई खेती नहीं होती. यह बड़े दुख और आश्चर्य की बात है कि 15 वर्षों तक दिल्ली में राज करने के बाद भी दिल्ली की मुख्यमंत्री को यह नहीं पता कि दिल्ली में 360 गांव हैं और उनमें आज भी खेती होती है. गांव में रहने वालों की जमीनें बिना उनकी मर्जी के सस्ते दामों में छीनकर बड़े-बड़े बिल्डरों को दे दी जाती हैं.

आम आदमी पार्टी दिल्ली के किसानों को वो सभी सुविधएं और सब्सिडी देना चाहती है जो दूसरे राज्यों के किसानों को उपलब्ध है. ग्रामसभा की मंजूरी के बिना किसी भी गांव की जमीन का अध्ग्रिहण नहीं किया जाएगा. दिल्ली में लालडोरा का विस्तार किया जाएगा. दिल्ली में सभी गांवों को मूलभूत सुविधएं जैसे- स्कूल, अस्पताल, स्टेडियम, बस सेवा इत्यादि उपलब्ध कराई जाए.

प्रश्नः क्या कांग्रेस पार्टी उपर्युक्त प्रस्ताव का बिना शर्त समर्थन करती है और उसे लागू करवाने में पूरा सहयोग देगी?

मुद्दा नं.-14 शिक्षा

दिल्ली में लगभग तीन हज़ार सरकारी स्कूल हैं. इनमें 1800 नगर निगम के स्कूल हैं, जिनका बीजेपी ने बेड़ा-गर्क कर दिया और 1200 दिल्ली सरकार के स्कूल हैं, जो कांग्रेस की वजह से बुरी हालत में है. इन स्कूलों में लगभग बीस लाख बच्चे पढ़ते हैं. जिनका भविष्य बर्बाद है. दूसरी तरपफ प्राइवेट स्कूल वाले मनमाने तरीके से पफीस बढ़ाते जा रहे हैं और दो नंबर में डोनेशन लेते हैं. ऐसा क्यों हो रहा है? क्योंकि दिल्ली में बीजेपी और कांग्रेस के कई मंत्रियों और विधयकों के खुद के कई स्कूल चल रहे हैं. इसलिए जानबूझकर सरकारी स्कूलों का बंटाधर किया जा रहा है ताकि लोग अपने बच्चों को प्राइवेट स्कूलों में भेजने को मजबूर हों. प्राइवेट स्कूलों की पफीस पर कोई लगाम नहीं लगाई जाती क्योंकि इनमें कई तो विधयकों के अपने स्कूल हैं.

आम आदमी पार्टी सरकारी स्कूलों में शिक्षा का स्तर प्राइवेट स्कूलों से भी बेहतर करना चाहती है. दिल्ली में 500 से भी अधिक नये सरकारी स्कूल खोले जाएंगे. प्राइवेट स्कूलों में डोनेशन का सिस्टम बंद किया जाएगा. प्राइवेट स्कूलों में पफीस निर्धारण प्रक्रिया को पारदर्शी बनाया जाएगा.

मुद्दा नं.-15 स्वास्थ्य
दिल्ली में सरकारी अस्पताल की भारी कमी है और जितने अस्पताल हैं भी उनका बुरा हाल है. दिल्ली में नए सरकारी अस्पताल खोले जाएंगे और सरकारी अस्पताल में प्राइवेट अस्पतालों से भी बेहतर इलाज का प्रबंध किया जाएगा.

मुद्दा नं.-16 महिला सुरक्षा
दिल्ली में महिलाओं की सुरक्षा के लिए स्पेशल सुरक्षा दल बनाया जाएगा. दिल्ली में इतनी नई अदालतें बनाई जाए और जज नियुक्त किए जाए ताकि महिलाओं के साथ उत्पीड़न के किसी भी मामले में तीन से छः महीने के अंदर सज़ा हो और सख़्त से सख़्त सज़ा हो.

प्रश्नः क्या कांग्रेस पार्टी उपर्युक्त प्रस्ताव का बिना शर्त समर्थन करती है और उसे लागू करवाने में पूरा सहयोग देगी?

मुद्दा नं.-17 न्याय व्यवस्था
दिल्ली में इतनी नई अदालतें खोली जाएं और इतने नए जजों की नियुक्ति की जाए ताकि कोई भी मामला छः महीने से एक साल के अंदर निपटाया जा सके. न्याय व्यवस्था में भ्रष्टाचार के खिलापफ भी सख़्त कदम उठाए जाए.

प्रश्नः क्या कांग्रेस पार्टी उपर्युक्त प्रस्ताव का बिना शर्त समर्थन करती है और उसे लागू करवाने में पूरा सहयोग देगी?

मुद्दा नं.-18 केंद्र सरकार की मदद
प्रश्नः उफपर दिए गए कई मुद्दे ऐसे हैं जिनमें केंद्र सरकार की मदद की जरूरत पड़ेगी. हम आप से जानना चाहते हैं कि क्या आपकी पार्टी का समर्थन दिल्ली विधनसभा में आठ विधयकों तक ही सीमित रहेगा या आप दिल्ली की जनता के इन मुद्दों का समाधन निकलवाने के लिए केंद्र सरकार पर भी दबाव डालेंगी?

Power rates in Capital likely to go up

Elections over, it is time for a revision of power rates in the Capital or so it seems.
The Delhi Electricity Regulatory Commission (DERC) has received a representation from the power distribution companies seeking a power tariff increase of 3 to 4 percent as part of the power purchase adjustment charges.
The power regulator said it had received a representation from the three power distribution companies — BSES Rajdhani Power Limited (BRPL), BSES Yamuna Power Limited (BYPL) and Tata Power Delhi Distribution Limited (TPDDL).
“We have received their proposals and are examining their claims. A decision will be taken soon on the matter. They have asked for an increase of 3 to 4 per cent. But we are yet to take a decision on it,” said PD Sudhakar, DERC chairman.
High power tariffs and promises to reduce it considerably was a major rallying point for a number of parties during the recently concluded Delhi Assembly elections. Both the Aam Aadmi Party (AAP) and the Bharatiya Janata Party (BJP) during their campaigns had promised that if elected to power, they would slash power tariffs considerably.
While AAP had said it would bring down the power bills by 50 per cent, the BJP had claimed that it will reduce power tariff by 30 per cent. The power distribution companies have also filed their aggregate revenue requirements to decide power tariff for the next year.
“Their claims are being examined but we have a few queries and have sought a reply from them,” said a senior official.

Discoms claim that they have to pay power suppliers such as National Thermal Power Corporation and Delhi’s Indraprastha and Pragati on a monthly basis while it took them at least two years to recover the expenses from consumers, hence a system of PPAC wherein tariff increased quarterly is helpful.

Issue based support or Re polling ?


Mr Prashant Bhushan suggested giving issue-based support to the BJP, but Mr Arvind Kejriwal refused, saying : "Neither we will take support nor give support (to form a government). There is no question." Mr Arvind Kejriwal instead advised the Bharatiya Janata Party, with 32 seats, the single largest group in the 70-member house, to take power with the help of the Congress, which has eight legislators. 

What’s your opinion on his statement ?

Water Problem in the area of Shalimar Park, Shahdara

We are facing difficulty water problem from 02.12.2013, Reliance company had damaged the DJB Pipe Line in our area Shalimar Park on 02.12.2013. I have also logged complaint at CCR on 04.12.2013 at about 5.30 A.M. I have also inform this problem to Dr. Narender Nath, MLA of our area.
I had also talk with you on 07.12.2013 at about 8 A.M in this matter on the telephone. DJB team came with Shri Brij Lal ( Z.E.) on the same day at about 10.30 A.M. and repaired the Pipe Line, but water supply has not done O.K. till today.
I have logged Complaint No. 21487 dated 07.12.2013 at CCR & 1426 dated 08.12.2013 at Jagriti SPS Emergency Centre. I have also talking with Mr. Tyagi J.E. Mr. Brij Lal Z.E. and Mr. Sudhir Chauhan E.E. continuously in this matter, but no response/result.
I had also demanded the water tanker in our area on 0812.2013 & 09.12.2013 from the Emergency at Jagriri S.P.S. Mr. Giri Telephone operater told me on the telephone tanker has been sent at your area on both the days, whenever no tanker has come in our area. 
I had also contact Mr. Rajesh (J.E.) emergency and its Mat Mr. Narender.Kindly look the matter personally and solve the the above problem in the largest interest of publik.

देश की जनता अब जाग चुकी है

यह जो वोट पड़ा है यह केवल Anti Incumbency का वोट नही है, बल्कि यह वोट है महंगाई के खिलाफ, बिजली के बिल के खिलाफ, गंदे पानी के खिलाफ, भरष्टाचार के इल्ज़ामों के खिलाफ जिसके लिए शायद कॉंग्रेस पार्टी ने कभी विचार ही नही किया. सिर्फ़ फुड सेक्यूरिटी बिल पास कर के अगर आप सोचते थे की आप चुनाव जीत जाएँगे, तो वो ग़लत था. जब आग पेट में लगी हो, अपने घर में लगी हो तो लोगों को मजबूरन उसे बुझाने के लिए उठना पड़ता है और उसका नतीजा है की एक नई नवेली पार्टी ने बड़े बड़े नेताओं को धूल चटा दी. अब सरकार बने या दुबारा चुनाव हो, इन नेताओं को जनता के बारे में गंभीरता से सोचना पडेगा वरना यह सच है की देश की जनता अब जाग चुकी है.
