Around a month ago we had a meeting with BSES CEO Sh Ramesh Narayan at Karkardooma head office of BSES. CEO explained in depth about the TOD scheme. He informed that BSES has the Data of usage for every consumer for every 15 minutes and therefore they exactly know about the Peak hours & Off Peak hours. BSES gave the RWAs a feedback form to be filled saying YES or NO for the TOD Scheme i.e. time-of-day tariffs for residential consumers in Delhi. RWAs were told that these forms will be sent to DERC for consideration of TOD for Delhi.
We, there itself, enquired more and criticised it as there were clear apprehensions that in the garb of TOD scheme, consumers will be forced to pay more during the peak hours & there may be a little less charges during off peak hours.
Doubts raised by me were that PEAK HOURS may include the MORNING HOURS when our kids have to go to school or in the evening when the housewives cook the food n we all have our dinner. On the other hand OFF PEAK hours may be in the night after 12 am when we don't require any power at all.
The impact will be, that consumers will be FORCED to pay at PEAK RATES when they require the power MOST. Infact this is another way to increase the POWER TARIFF in Delhi & DERC must understand its hidden impact on the consumers of Delhi before proceeding further.
