MCD proposal to assist RWAs


Dear Mr. Vohra ji,

It is really surprising that the MCD, on the one hand professes starvation of funds but on the other, willing to dole out Rs.1,000/- p.m. per RWA for meeting incidental expenditure etc. Of course, this is something novel and innovative and a wasteful and unproductive exercise and expenditure! Notwithstanding, we welcome the proposal of financial assistance to the RWAs being contemplated by the MCD. But I wonder whether it is an election stunt to fetch votes of RWAs and their members or really serious about it. It is also not known wherefrom they will get the funds for this purpose and how long the proposal will survive!

In this context I would like to mention the pattern of financial assistance in vogue to the National Sports Federations recognized by the Union Ministry of Sports, GOI. In this case the NSFs could appoint Assistant Secretaries in consultation with and approval of the Ministry of Sports, who would be the main secretarial staff in each Federation and supposed to maintain liaison between the NSF and the MOS and on paper answerable to the MOS although the truth is, to the contrary! In such cases the salaries of such Assistant Secretaries are borne by the MOS under the ‘financial assistance scheme of the MOS’. Besides, the MOS also extend financial assistance to the NSFs for training of National teams and sending teams abroad, meeting the expenditure thereon towards board and lodging, air passage, daily out of pocket allowance etc.

On the same lines, I would recommend that since most of the RWAs have no place for their offices etc. financial assistance may be extended on the pattern of the MOS towards the salary of the secretarial assistance etc., so that we could ensure that the RWAs do not suffer on this account and this would also lead to strengthening the secretarial functions of the RWAs, which are essential to the services being rendered by them. The office secretary, so appointed, shall be held responsible for correspondence with the Govt. agencies in particular, maintenance and audit of accounts and ensure that all the relevant provisions of the Cooperative Societies Act and Rules, including the bye-laws of the respective RWA are observed/complied with. He/she will also be held responsible/answerable to RCS/MCD officials at an appropriate level and function under the overall administrative control of the Hony. Secretary/President of the RWA concerned. This will, besides improving the administrative functioning of the RWAs, be of great help/assistance to the office-bearers of the RWAs. Can we think on these lines to strengthen the functioning of the RWAs which will reap immense benefit to all concerned!
