Hanging Kasab may take years

New Delhi, May 6 (IANS) Hanging 26/11 terrorist Ajmal Amir Kasab may be sooner said than done as the death sentence given by the special court in Mumbai Thursday will now have to be endorsed by the Supreme Court and, in case of a mercy petition, will require the president's assent.

The entire process could take years if not decades as there are at least 52 people still waiting for presidential assent on their execution, while nearly 300 others condemned to the gallows by lower courts are awaiting the apex court's endorsement.

As Kasab, the lone Pakistan-based terrorist caught alive in the Mumbai terror attack, has been tried under various charges of terrorism under India's latest anti-terror law, the Unlawful Activities (Prevention) Act, 2004, by a special anti-terror court, he will be entitled to approach the Supreme Court directly to challenge the trial court verdict, including his death sentence.

And even if the apex court conducts an expeditious hearing over his appeal, it is highly unlikely that the final decision in the case will be taken in less than five years, say legal experts.

For, even if the apex court decides in favour of the death sentence, Kasab will be entitled to seek a review of the verdict. And in case, if the apex court sticks to its stand, he may approach it a third time with what is known as a curative petition, raising some question of law.

In case the apex court again decides against Kasab, he will still have the freedom to approach the President of India with a mercy petition to seek commutation of his death sentence into life or outright release under Article 72 of the constitution.

Death sentence for Kasab

A Mumbai Special Court, which conducted the trial of 26/11 Mumbai terror attacks, today announced the death sentence for Ajmal Amir Kasab, in four cases, while announced Life imprisonment in 5 cases.The sentencing by Judge M L Tahiliyani makes Kasab the 52nd person on death row in India. Kasab was handed capital punishment for killing 72 people and waging war against the state.

ARBITRARY ATTITUDE OF DISHTV

I purchased a Dishtv connection on 06/11/2006 through Paras Image Associates, Preet Vihar,  which was activated on 17/11/2006.  Since then I have been paying the quarterly/half-yearly subscription regularly, and my renewal date has always been 17th of the respective month. Lately, I paid half-yearly subscription of Rs.2,000/- vide Paras Image receipt No.052 dated 07/11/09 for period 17/11/09 to 16/05/10.

From first week of April, I started getting SMS messages, message on the TV screen that my subscription was due on 26/04/10.  I was surprised, and contacted Paras Image, who after checking with Dishtv, told me that  we ordered on 09/12/09 the paid UTV channel @   Rs.28/- per month charge, and the due date was advanced to cover the rental of the channel. It was a shock, as neither I nor any member of my family ordered al-a-carte' UTV channel.  I contact Paras Image again and also Customer Care of Dishtv and explained that no one from  my family order the paid UTV channel.  After a protracted discussion, they revised the subscription date to 06/05/10.  In order to avoid any hassle, I accepted that date. 
 
In the meantime, I paid my subscription of Rs.3,200/- (for ten months, two months free under a Dishtv shcme) for period 07/05/2010 to 06/05/2011, vide Paras Image receipt No.002 dated 24/04/2010.  It was the shock of the day, when I received a message from Customer Care of Dishtv that as per their daily billing process my renewal due date was 01/05/2010.  Now, no one is prepared to listen to me.  'My Account' on TV screen says subscription due date is 06/05/10,  email received from Customer Care (Mr Ankit Jain) on 26/04/10 also confirmed that the renewal date was 06/05/2010.  On every step, there is contradiction in their statements; no one is prepared to listen.  I am sure, there would be many more Dishtv customers like me who are suffering in the hands of Dishtv.  Dishtv management should look into this dictatorial attitude of its staff. 
 
The connection is in my son, Adarsh Gupta's name.  I am not giving my VC number to avoid any further dirty trick by Dishtv with my connection.

RTI No Help: `Don't Reveal The Secret Of Others'


Your right to get information from the government has become slightly more difficult.The government has prohibited public information officers (PIOs) from providing information marked as confidential by another department with- out consulting the latter.

The Department of Personnel and Training (DoPT), the nodal office implementing the Right To Information (RTI) Act, has curbed the power of information officers by invoking the "third party" clause for sharing inter- departmental information with RTI applicants.

The third party clause under the RTI was mostly applied in cases of an individual about whom an information would be sought.The RTI law clearly says third party information cannot be provided without prior consent of the concerned party.

But, there have been instances of a department pro- viding the information it received from another depart- ment as part of inter-depart- mental consultations to RTI applicants, apparently creating disharmony. So, the DoPT arrived at the conclusion that the third party clause under RTI law is also applicable to inter-government information.

Guru Harkrishan Public School, Hgbd enclave

We have been informed that Guru Harkrishan Public school, Hargobind enclave has reduced the school fees. As instructed by Mr Param jit Singh Sarna, President, DSGMC, they have reduced the fees & intimated all the parents by way of SMS.

We are thankful to the Minister of Education Mr Arvinder singh Lovely as well  Directorate of Education, for this initiative to safeguard the interests of the parents. But it is quite strange that the schools lobby is not in favour of it.

Flyover City: Delhi Plans Another 19 To Give Traffic A Leg Up

Traffic in Delhi will literally be a cut above the rest once a web of 19 proposed flyovers is put in place by the state's Public Works Department.

Apart from these, there are two road projects that also promise to shorten travel time road 57 in East Delhi will be widened and a bridge will come up over the Yamuna connecting the third Pushta on M B Road to Majnu Ka Tilla on Ring Road.



Eight of the 21 projects have got the nod from the United Traffic and Transportation (Planning and Engineering) Centre or UPPTEC. The feasibility study of another five is on; the rest are approved but still on the planning table.

Among the first eight, four flyovers are coming up on Outer Ring Road  between Vikaspuri and Wazirabad to make the stretch signal-free. These are from Vikas Puri to Meera Bagh, from Mangolpuri to Madhuban Chowk, from Madhuban Chowk to Mukarba Chowk and from Mukarba Chowk to Wazirabad. There is a recently-completed flyover already at Mukarba Chowk.

Among the rest are two that the Delhi Urban Art Commission has put the breaks on by rejecting the plans one at Bahadur Shah Zafar Marg and the other on the East West Corridor. But the PWD has not given up hope.
Significant among those undergoing the feasibility study is one at the traffic intersection of Captain Gaur Marg, close to the Modi Mill Flyover. There are major slowdowns here during peak hours because of the intersecting traffic from East of Kailash, turning left towards the Modi Mill flyover and that which goes straight down to the flyover on Outer Ring Road.

Dirty Drinking water - Krishna nagar

I am one of the resident of Krishna Nagar which comes under the Shahdara south zone area. Our area is suffering from highly dirty and smelly water from past one week which is not even suitable for washing and cleaning purpose, no one can even think of drinking it. It smells like it comes from some dead bodies. Please help us in this matter since it becoming a serious issue and already made some persons hospitalised.

We hope that our government will take some strict action in this matter so that we can proudly say that WE ARE DELHITIES

Now, DTC Launching A New Bus Express Service Direct To Office

Delhi Transport Corporation is launching a new Express Service to ferry office-goers from Monday. These buses air conditioned and non air-conditioned will ply on 72 routes. These routes will connect areas like Connaught Place, CGO Complex, Nehru Place, AIIMS, ISBT and ITO, etc where most of the government as well as private offices are located with residential areas like Vasant Kunj, Dwarka, Malviya Nagar and Mayur Vihar Phase-III.

Delhi chief minister Sheila Dikshit said that special arrangements would be made to ensure success of the Express Service, which is also expected to help in lessening the number of private vehicles on city roads. "Use of private vehicles by office-going people in the morning and evening hours causes huge jams. When people drive their own cars, there are more vehicles on the roads and this lead to more environmental pollution. The Express Service is aimed at curbing this problem," said Dikshit, adding that the Express Service will start from Monday.



The chief minister flagged off 200 new low-floor buses from India Gate on Sunday. Of these, 54 AC and 90 non-AC buses will be used for the Express Service and the rest will run on regular routes.
According to Naresh Kumar, managing director of DTC, the fare on express routes falling in the city will be Rs 20 for non-AC buses and Rs 30 for AC buses. For NCR routes, the inter-state fare charging pattern will be followed, he added.

These buses will not ply on weekends and gazetted holidays. It has been decided that express bus services will pickup passengers from each stop for the first four kilometres and after that they will run non-stop. However, the driver will alight passengers on their request at authorized stands, said Kumar.

Dirty drinking water in Krishna nagar


The news of the Dirty Drinking water was Aired live on Delhi Aaj Tak TV Channel, CCN cable news channel. The news was covered by Dainik Jagran - City plus  as well other news papers. Dr. Harshvardhan personally visited us to view the water & the things were better for the last few days. But today again we have heard that again the dirty water has started coming out of DJB taps.

Nothing will change

Nothing will change so long as the attitude of the MCD, CPWD remains the same. The roads continue to be full of illdiposed garbage rotting for days because there is no proper procedure for the diposal system be it kitchen waste, chemical waste or industry waste.

The beautification work in Delhi in poorest quality material , design and workmen ship. it is there for everyone to see. road dividers before completion are already collapsing every where.Construction Projects of such level should be aiming at sustainability with minimal maintainance. The structures and construction should last a few decades if not centuries so that the taxpayers money is well spent for different needs. As a country we cannot afford road project every yeart. only contractors, builders and middle men are really having a good time, no accountability for the rubbish they are dumping on the public and there is no stopping no body is complaining.

Water logging is a very minor issue for them to deal with, because it is short and seasonal.

Suggestions:
Personal honesty and integrity alone at every level of functioning, thinking and planning can do the desired.

A hope atleast : Delhi to have task force to check water logging.

We will be thankful to Delhi Government for forming any such task force, which can check the water logging in various parts of Delhi. The first task can be the Krishna nagar, the first DLF Colony, which  is very much prone to water logging. Even on the normal rain we get knee deep water on roads & in case of heavy down pour, we can see the Floating beds, Sofa sets and other house hold items in various houses, which has become a routine for the last over 25 years.

While the other localities of Delhi, may think of Pakoras on viewing the clouds in the sky, the residents of Krishna nagar, start fearing the nightmare of water logging instead. Atleast a hope for the residents of Delhi that any such task force is being formed in Delhi, which will check the water logging.
