Your proposal is timely and important.  We too have a serious concern on this matter and have been talking every where.  In the recently held URJA East Conference,  most of the RWAs raised their serious concern on it. Hence, please chalk out a strategy and invite the RWAs to have their opinion and line of action.

RWAs Vs Mohalla Sabha !

RESPECTED MR. VOHRA, 

AS PER MY OPINION MOHALLA SABHA IS NOTHING BUT TO ENGAGE THE APP WORKER TO EARN THE MONEY. THEY CAN DO BETTER WITH THE BHAGIDARI. THROUHG THESE MOHALLA SABHA THEY WANT TO GIVE BENEFITS TO THEIR WORKERS ONLY. IN DELHI NO BODY KNOW ABOUT THIS. 

DURING THE 49 DAYS OF APP GOVT., THEY HAD STARTED MOHALLA SABHA. IN WARD NO 181 AND D BLOCK KRISHNA PARK, THEY HAD APPOINTED PRESIDENT BELONG TO CHIRAG DELHI. OTHER MEMBERS WAS SOME MALVIYA NAGAR, NEB SARI ETC. WHOSE DID NOT KNOW AREAS OF KRISHNA PARK.

Dear Sir,

Please consider as below :

If the Bus aggregator has to decide the Bus route, he will prefer the posh localities as the starting / end point to maximize his gains. This will leave, most of the other colonies untouched by this premium bus service.

Moreover, the passengers mostly have to go to different destinations. How the Bus aggregator will adjust his route ? Will there be more than one buses from every starting point for different destination’s ? In such a case it will again add to the pollution & traffic jam on the roads.

If the Bus aggregator has to fix the fare, he will go for the maximum possible fare as there is no upper limit prescribed. This will have budgetary impact on the pocket of common man. This will also have an impact on the pre booking of the bus.

Payment of tickets through mobile app may also be a problem for few. Similarly, due to pre booking, if bus remains empty, it will impact on the reliability of the service as the passengers on the way are not allowed in the service. Similarly, if at the last minute, bus aggregator pays ten times to the passenger and refuses to take the bus, it will again impact on the reliability of this service.

Such kind of pre booked passengers on the fixed destinations will mainly be during the office hours. Will the buses ply as a routine after the office hours also as in case bus remains empty, bus aggregator will try to avoid the journey.

Last Mile connectivity is a major issue for Delhiites as once out of the Metro there is no suitable connectivity available. Govt must consider this kind of service atleast for the Last Mile Connectivity.

Sub: Suggestions for APP Based Aggregator Luxury Bus Service

Sir,

Following are some points that I see missing in your proposal and a few points that I feel need to be further clarified or amended. The points are in random order, not necessarily in order of importance.

1. PHOTOGRAPH AND BADGE OF DRIVER is not enough ..... Proper Verification of driver and Conductor/Cleaner must be ensured. Anyone with past criminal record must be kept out.

2. EVERY DRIVER SHOULD UNDERGO SPECIAL TRAINING in Social Etiquette's and driving test conducted by Transport Department involving independent institution like AAUI or IIT etc so that we do not suffer like in Blue Line days, especially in case of Licenses issued in other states.

3. ENSURE DRIVERS AND CLEANERS SHOULD HAVE UNIFORMS ......... Blue Line Drivers were seen driving in Sleeveless Vests during summers and wrapped in blankets during winters.

4. TIME LIMIT OF JOURNEY - a reasonable fixed Time Limit for completing a Journey.

5. THE OWNERS AND AGGREGATORS MUST HAVE PARKING FACILITIES for each bus ..... in the Blue Line days the Colony Roads more so near Urban Villages became the Parking Lots ...... causing congestion and feeling of insecurity as the support staff made the bus their home and night shelter ....... from cleaning the bus to bathing in the open was a common sight.

6. THE SERVICE SHOULD BE AVAILABLE 27X7 maybe at correspondingly reduced frequency between 10:00 pm to 7:00 am ....... only then will people be encouraged not to buy cars. If people have cars they are unlikely to move to Buses.

7. THE BUS AGGREGATOR CANNOT BE ALLOWED TO DECIDE THE ROUTE of the bus as suggested ........ all Routes must be prefixed and once the Aggregator picks the route he shall have no right to alter and/or change it. Otherwise they will make the routes longer and serpentine with the passenger not knowing how long it will take to complete the journey.

8. INCENTIVISE LOW DENSITY ROUTES by allowing higher rates. We Must Learn from the Uber And Ola Experience ...... maximum rate per KM must be fixed and not wait for Cartels to form or everyone vying for lucrative routes like in Airlines, A cess can be introduced on high density routes to subsidise low density areas.

9. PRE-APPROVED SPECIFIED DESIGN / COLOUR MUST BE ENSURED -  all buses under the scheme should have Large clear windows without curtains. For night driving buses should be well lit inside for clear visibility from outside. Nirbhaya case should be kept in mind.

These are preliminary submissions, I request you to give an opportunity to elaborate in person along with fellow activists so that our concerns are suitably addressed.

Delhi Mohalla Sabha

Where do duly regd and elected RWAs stand in view of latest Delhi Govt's nod for Mohalla Sabha ? It's a political move to put in place paid volunteers in charge.

According to the Delhi cabinet, these sabhas will be entrusted with the task of coordinating with different government agencies to carry out “developmental works”.

The Delhi cabinet Thursday announced that it will set up 2,972 ‘mohalla sabhas’ across all 70 assembly constituencies of the capital. The AAP government will provide Rs 350 crore for the project under the citizen local area development (LAD) for 2016-17.
The amount will be equally distributed among the 2,972 ‘mohalla sabhas.’ All the registered voters in an area would automatically become members of the ‘mohalla sabha’. Each sabha will have two ‘coordinators’ who will ‘organise’ monthly meetings.
According to the Delhi cabinet, these sabhas will be entrusted with the task of coordinating with different government agencies to carry out “developmental works”. They will also identify and facilitate “beneficiaries” for social sector schemes. These sabhas will also “solve grievances” with the help of local officers, said the cabinet.
In a statement, the government said, “There will be quarterly performance review of all such institutions…. Mohalla sabhas will also act as an engine for spreading awareness about government programmes, such as the odd-even scheme.”

Special Session of Delhi RWAs - To Discuss SOLUTIONS ....... We all know the PROBLEMS

Refer to thought provoking letter from Sh Rajiv kakaria letter on the subject my submission is that:
1. MP  councilor and mla fund should be scrapped and instead Distric development committee be formed representing rwas politicians and bureaucrats and expert on the development.
2. all mcd employees represnting sanitaion staff must wear i cards so that proxy workers be caught.
3. there should be single authority for all sanitaion work in delhi
4. services of all types in Group Housing Societies be taken over by the respective departments withdraw special rebate of 15% in house tax
5. Bring CGHS at par with plotted colonies societies.
6. all CGHS should be provided with single water connection
7. discrimination with CGHS be stopped immediately
8.reduce sewerage charge and service charge on water bill which is high.
9. all street lights should be open with single button and swithced off in similar manner the light are on at several places even during day time.
10 energy audit and water audit may be conducted in theft prone area other should not be forced to pay for thief.

Today, 9th June 2016 Delhi Government and the three MCDs are going to sit for Special Sessions respectively, to POINT FINGERS AT EACH-OTHER.

We the RWAs do not have the same Luxuries of Space and Funds to call for a Special Session at the Drop of a Hat ........ SO I TAKE THE LIBERTY OF CALLING THIS SPECIAL SESSION ..... ONLINE.

To get the Discussion for Solutions moving I place before you a Proposal and seek your inputs on how to SET THE MCD HOUSE IN ORDER ........ this proposal is further to my earlier mails on the State Election Commission's fresh attempt DELIMITATION ........

Is it time to formulate Separate Municipalities based on DEMOGRAPHY and not GEOGRAPHY ?????

There are many Delhi’s within Delhi ...... Urban Villages; Rural Villages; Unauthorised Colonies; Resettlement Colonies; Planned Developed Colonies (Flats & Plotted); Lutyens Delhi and Cantonment. The needs and lifestyles of inhabitants are vastly different and Municipal Laws and Delimitation of Wards on the basis of Geography and Population have failed to provide orderly development or quality services in the city.

While NDMC for Lutyens Delhi and Cantonment Board have performed well in maintaining their respective areas, MCD has failed miserably on all fronts. The past decade has seen many experiments to make MCD work efficiently ....... but things have gone from bad to worse.

The question is, why have all attempts to streamline MCD come to naught? Doubling of Councillors and Trifurcation of MCD ...... were experiments carried out to achieve a POLITICAL STRANGLEHOLD RATHER THAN TO ACHIEVE EFFICIENCY.

The latest attempt at Delimitation of MCD Wards on the basis of Population is again aimed at Political Hold over the most Vulnerable section. No one is against development of deprived sections of the city but tilting the balance of Political Power on the basis of Population alone will create animosity amongst fellow citizens.

Democracy does not mean Majoritarianism, if the same formula were to be applied in Assam / West Bengal / Bihar / UP etc, then many High Density Areas would get many more MLA’s ....... if such Delimitation Formula is not acceptable there, then why in MCD? Populism and Discriminatory deployment of funds and resources will be the net outcome of Population Based Delimitation.

Therefore, is it time to formulate Separate MCD’s based on DEMOGRAPHY and not GEOGRAPHY ????? ...... ie URBAN/RURAL VILLAGES; RESETTELMENT & UNAUTHORISED COLONIES; PLANNED DEVELOPED COLONIES etc on the lines of NDMC and Cantonment Board.

This way areas and population of similar Demographic Profile will have the complete attention and fund allocation for development based on ground realities. What works for Planned Areas does not work for Resettelment Colonies or Village areas. The type of Manpower and Infrastructure required is also vastly different ...... or for that matter, even the MINDSET.

Fund Allocation for the different Municipalities can then be based on Weightage Points for Population, Geographical Spread, Tax Collection, Infrastructure etcwhich can be fine tuned by experts.

PLEASE SEND YOUR INPUTS/IDEAS ...... AND WE SHALL COLLECTIVELY PRESENT THE SOLUTIONS TO BOTH THE DELHI GOVERNMENT AND THE THREE MCDs.
