New Delhi, Mar 17 MCD today said no residential premises operating commercial units will be sealed without a 48-hour notice.

This assurance came as the issue of sealing of premises which have not paid conversion charges was raised in the Standing Committee meeting today.

Senior MCD officials informed the meeting that no sealing is taking place without a 48-hour notice.

According to statistics, MCD has collected Rs 729 crore as conversion charges.

The officials told the meeting that a number of cheques submitted by people as conversion charges have bounced. - (Agencies)

Road number 57 intersection at Mandir marg, Krishna nagar : Deep pits were digged for over bridge on both the sides of the road. For the last few months, these are lying open, uncovered. Any mishap, accident or tragedy can happen here, any time in day or night.

Road number 57 intersection at Mandir marg, Krishna nagar : Any one from any direction, with or without helmets, without caring the traffic lights, can cross the road. Bikers from inner lane intersect the flow of traffic. You can find one sided traffic on both the sides of the divider. Barriers removed for 26th Jan Republic day parade are not yet back.

'We need to reduce our dependency on Yamuna'

Q: How important do you think is the participation of civil society in programmes like cleaning of Yamuna? Can Bhagidari make the task easier for the government by bringing people into a direct confrontation with the problems?

A: We heartily welcome people's participation in movements like river cleaning. The more private associations and NGOs get involved, the better is the impact of such exercises. These movements are an expression of the people's concern for their surroundings. However, we need to have a sustained involvement. All rivers in India are in a similar shape. People have to be taught not to throw things like pooja samagri, rubbish etc into the river. The idea is `It's my river and I must keep it clean'. The bigger task of keeping the water quality good is the government's job.

Q: Where do you think the government slipped in the Yamuna Action Plan (YAP)? Several crores were spent on cleaning the river with absolutely no results.

A: I'll point out one example. Several hundred toilets were constructed by the Municipal Corporation of Delhi under YAP. When I inspected them, I found that some did not have water connections, some were being used as cowsheds and others were located very far from the population. As a consequence, most were not being used at all for the purpose for which they were constructed. It was an utter waste of funds. But MCD is in-charge of sanitation under YAP and I don't know what can be done about it since it is not directly answerable to the government.

Krishna Nagar Chain snatching

On 30th March, around 12.30 pm, Mrs. Khurana and her husband were going to the Gurudwara in F Block, Krishna nagar. They were very happy as their daughter had scored 1st position in class 6th. All of a sudden two persons from no where appeared on a bike. In a split of a second they snatched her 5 Tola chain along with the Dupatta from her neck. Before Mrs. Khurana & her husband could understand that what has happened, the bikers were no where in sight. Later they reported the matter to Police.

RIGHT IS NOT ALWAYS RIGHT

I read some where..may be in ramayana that actions can be viewed right or wrong depending upon your power. The powerful kings could go on hunting or marrying spree without attracting public censure or punishment. That is why our devtas and lord indra could even have dalliance with married ladies of highest station in life. We need only to read Mahabharat and our puraans.

Similar situations you find in greek civilisation of pre Socrates days and perhaps 1000BC earlier period. Their gods could do any thing but public will not resent. In fact citizens were only concerned with faithfulness to their kings and defence of kingdom was the only concern. Worship of city gods would be a state duty.

The same situation has been prevaling after 1970 on ward. It is immaterial if our dear politicians of all hues level charges of against each other. Take the case of Delhi. The common wealth games are not making dent on our illegal activities. The foot paths are not meant for walking.. The property tax is only to be paid by poorest of poor who is not having any clout. Look at the crossings and traffic flow in any part of delhi. The singnals are disobeyed by all on any mode of conveyance. The traffic constables look to be picture of utter helplessness.

The more social workers try to change ...the more it remains chaotic. The raising of issues in bhagidari meetings or in printed or electronic media does not make any difference.
Will any body advise me the helpless creature...what is in store for our children or their children.

Another fee hike in the offing?

Could there be another fee hike lurking behind the Right to Education Act?

Private schools in the Capital are now acknowledging the possibility since the Act requires them to reserve 25 per cent seats for students from weaker and disadvantaged sections of the society.

According to the Act, which comes into effect on Thursday, the state government will cover the tuition costs of these students. But the reimbursement will be equal to what the government spends on each child in its own schools or fees charged by the private school, whichever is less.

This, according to the private players, is not enough to meet what they actually spend on each student. So, they will have to foot the bill to parents in shape of a fee hike.

“We have state-of-the art facilities and extra teachers to ensure our children do well. This does not come cheap,” said Bharti Sharma, principal, Amity International School, Saket.

As per government rules, around 400 schools that have received land from the government at subsidised rates have to reserve 15 per cent of their seats for students belonging to the EWS category.

Tagore International School, Vasant Vihar is an example. Principal Madhulika Sen said, “There is a 10 per cent increase for us. We don’t have the funds for 15 per cent coming regularly, so I am sceptical about the 25 per cent.”

RIGHT TO EDUCATION

Pleased to note that the RIGHT TO EDUCATION has come into existence from today i.e. 1st April 2010. All the childrens from 6 years of age to 14 years of age will now get free compulsory education in Government schools. It has got some very good clauses which can be beneficial for the childrens from EWS.

But it also has a clause which says that the Private schools will have to keep 25% seats reserved for childrens from EWS. Private Schools are already knocking the doors of Supreme court in this regard. But the worry for the parents of rest of 75% students of these private schools is that who will bear the cost of these 25% EWS students. In any case, these schools will not bear this cost & if Government too ignores this issue, it will be the rest of the parents who will be FORCED AGAIN to bear this cost. Can we just wait n watch ?

RWA wrong to stop residents from feeding dogs: animal rights body

A quiet war has been raging in the high-rise residential complex for Central government employees, MS Flats, on Kasturba Gandhi Marg.

Notices in Hindi put up on every other block clearly instruct that “no dogs can be fed in the premises”. They also threaten action against anyone who disobeys the “order”, and directs security guards to ensure the ‘resident dogs’ — some of them sterilised — are driven out of the complex.

The notice comes on the heels of a Delhi High Court direction, which recently recommended feeding of homeless dogs in designated areas of localities, saying it helps in their sterilisation and keeps a check on their population. Other court directives have also asked the police to protect residents who feed dogs in their areas.

The Animal Welfare Board of India (AWBI) has now sent a notice to the residents’ welfare association of the housing society, calling the note “unlawful”. “An RWA cannot issue directions... that are contrary to law of the land. You may therefore immediately withdraw the circular/s that you have issued or put up, and the unlawful directions issued to the security guards in this regard,” the AWBI’s notice reads. Non-compliance with the notice will lead to legal action, the notice states.

The RWA, however, maintains it cannot have dogs inside the complex. Days after the notice was sent, it refused to take down the circulars or allow feeding of dogs.

The AWBI will now visit the complex to see if sites can be designated to feed the dogs.

SNATCHERS ARE ON PROWL AT METRO STATIONS AT NIGHT

When you are at some isolated Metro stations at Dwarka at night, be over cautious about your purse, chain and other belongings, as they may be snatched. After snatching, you may be heading for another trouble in attempting to lodge an FIR for the loss, forget about its recovery for a moment, as the recovery rate is minimum in such cases.

On 25th March, 2010 the purse of Mrs. Madhu Gupta was snatched which contained US$ 3800 and important documents when she was returning to her house from Sector 10 Metro Station, Dwarka. According to the complaint, duly acknowledged at the Police Station, a copy of which is with the author, the total loss is about rupees three lakh plus important documents like credit cards, cheque book and so on but the police station has not written an FIR on one pretest or the other. In the absence of an FIR, she has to satisfy herself by delivering complaint on the next day i.e. on 26th March. Mr Gupta told on 27th, that when he and Mrs. Gupta again requested the police for registering the FIR, the cop asked her to give the serial numbers of dollars and upon failure to do so, he did not register the FIR.

Mrs. Gupta was returning with her son Karan Gupta at about 10.45 p.m., on 25th March when a bike hit her from behind and consequently, she fell down on the ground. Her son helped her to stand and when she stood, she immediately realized that her purse has been snatched and told this to her son who tried to catch the biker by taking lift from some body else but he could not catch the two-bikers on one bike as they ran away taking advantage of darkness. He or her mother failed to note the number of the bike due to darkness and due to shock of sudden ambush. Karan is working in Illinois, USA, and came to Delhi on 20th March and drawn the money from his bank to pay the installment of his education loan.

The lost items include US$ 3800, Swiss Frank 600/-, Rs. 9,000/-, Credit Cards of HDFC, HSBC, City Bank, ICICI Bank, PAN Card, Driving Licence, Cheque Books, key of locker, Id. Card of Punjab National Bank, Insurance documents. On all the documents, address of her previous residence at Ashok Vihar, Delhi has been given as she has shifted from there to Dwarka recently few days ago. She is working in Punjab National Bank, New Delhi and resides at Sector 10, Dwarka, New Delhi.
