If mother or father rallies have any thing to do with " AAM ADMI"  ? for all these years have we seen any useful work or a law or an idea or any discussion in the Parliament giving suggestion for the betterment of the Nation  from  these useless "Rath Yatras" and  rallies etc.etc.

Simply to remain in media all such games are played with the Indians and nothing els. For example our revered Late Prime Minister Sh. Lal Bahadur Shashtri said let us have a fast on Mondays and our nation can save tons of food  for the starved poor nationals. The entire nation took it as a word of GOD and Monday was dedicated to the Nation !

Where do such rallies stand in front of the feelings we have for Sh.Lal bahuder Shastriji !

Property Tax.

Depositing Tax at Geeta Colony is a punishment to the Tax payers. This may be one of the reasons for low collection of tax. Why not East Delhi RWA's invite one official from there to sit in the office of RWA for a full working day and with the help of RWA get all the tax deposited of the colony in the office of RWA only.

OR

Let the RWA collect the forms and cheques in bulk; get it deposited in one go and let the receipts be issued on given date to get collected back and distribute receipts to the residents by RWA only.

Could we try this ? this will work, I think.

Why our leaders are to be protected at the cost of citizens

One reason cited for inadequate performance or non performance is the inadequate staff.This excuse was touted by desu officers since 1970 onward. We used to cite norms for staff on the basis of number of connections.
Now police is citing reasons of area,population explosion etc. A handful of foreigners came and subjugated us and governed us..over centuries. But the number did not matter. But alas they were not bhaane baaz as we are.
Now we have the advantage of technology,which our ancestors did not have.
Look at the level of police personell deployed to protect our netas..Does it have parallel in any part of the world.
My younger brother had been labour party councillor in London and even elected in recent elections.
I had the good fortune to study their social systems and how a common man is truley considered a bhagidar.
A councillor does not mean that he would be exempted from night shift duty of being a supervisor in metro.
No where you find police even around 10 downing street or near their parliament house.
In case shortage of staff is there, withdraw all the security from the politicians and let them live like a commoner, face chain snacther, or robbers and go to police station to lodge a police report or FIR and then see what happens.
We,the elected representatives of RWAS or societies must be trusted and schems like installation of CCTV CAMERAS must be allowed to be monitored by us. Let us atleast be allowed to know time frame for installation and monitoring of such security systems.
But in india, every body has to have police protection at the cost of exchequer.

Law and order situation in delhi and our blog

Respected vohra ji,it is time we review suggestions made in this blog on security issue. Throughout delhi, police response is pathetic and incidents of chain snatching,attack on senior citizens are on rise.

Kindly consider..space given to reproduction of news paper stories could be utilised to start discussions on burining issues. We are alreading reading news papers like hindustan times or times of india. So the stories though relevant become stale to all of us.

I got phone call from mr.sood who had been very active socially in rajdhani enclave. He was also of above view. Also kindly let us review our action plan.

Why government agencies are not commenting on specific situations and proposals. One example is provision of CCTV CAMERA AT IMPORTANT INTERSECTIONS OR SIGNAL POINTS..this could go a long way to identify criminals. My humble suggestion is let us donate such CAMERAS AND OTHER  EQUIPMENT IF TRAFFIC POLICE OR POLICE DEPARTMENT OR DELHI ADMINISTRATION IS NOT COMING FORWARD to install such cameras and connect it to their control room.

Common wealth games are nearing and there appears to be no attempt by police to rope in rwas to provide volunteers or to act as eyes and ears. Beat constables need to be transferred once a year so that vested interests are not developed. Status report to discipline traffic offenders...pending murder or heinous cases need to be published in blog or any site of police or delhi administration.

Sir, we have to ensure that we are not taken as a paper tiger and hence of no consequence. Kindly consider it.

UN ATTENDED OPEN DRAIN AND CHOKED SEWER LINES IN L-POCKET SHEIKH SARAI, PHASE-II

This is to bring the attention of the concerned authorities that, despite of our various requests for De-Silting of Open Drain, Sewer Line, Nallah & Nalis at DDA Flats, Pocket “L” Sheikh Sarai-II, New Delhi, it has not been done by the Sanitation Dep’t of MCD for the last so many years due which most of the sewer lines are blocked and are full of filthy water, garbage, malwa and other materials.

This colony has been constructed by DDA in 1983. The design of the building was Ground+ 2 1/2 storey and the public health designs were designed accordingly. But toady most of the buildings are ground + 4 storied. Due to these additional units constructed sewerage/waste water load increased and the pipe lines/manholes are chocked. Because of the chocking the pipe line, back flow in ground floor is a common problem in this area. Over flow of sewerage/waste from manholes/gully traps in most of the shafts are there and water is going under the foundation of the building which is very dangerous for the durability of the structure. The overflow of these shafts is connected to the open drain (snaps attached) in front of the houses. A periodic cleaning of sewer lines/open drain with sucking machines can solve these problems.

Due to the blockage of Sewer, Nallah & Nalis, there is a grate danger of epidemic spreading in the area.  To avoid the breeding of mosquitoes in this open drain and spread of diseases in the locality, there is urgent need of De-silting of Nallah & Nalis of our pocket. 

Concerned authorities are requested to take necessary action in this matter and arrange to issue necessary instructions to the concerned officials of Sanitation Deptt - MCD for early de-silting of Drain, Sewer, Nallah & Nalis of our Pocket “L”, Sheikh Sarai-II, New Delhi at the earliest possible.

My suggestion is that the concerned authority should issue a DAILY DAIRY to those people who supposed to do the cleaning of the colony on daily basis and  after cleaning, they should get it signed the dairy from any one of RWA members assigned by the RWA confirming that they have done their duty properly.

There should be a provision for RWA executive committee members to check the works before releasing the payment of development works carried out by different departments in the colony. This way we can cross check the quality and quantity of the work.

It is may they say,a tree in our mind or brain is not the tree what is existing out side us. Every instant we are changing. Infact every thing in this MRITYU LOKE IS CHANGING AND IS SUBJECT TO CHANGE.
Lord Buddha never talked about soul or god but only about DUKH.
We believe in torturing our body so that we may have place in heaven or better we do not come in this world at all.
This means we are not in hurry to correct our selves or to be humane to others.
That is why,we can overtake from left and defy every conceivable law.
Even we want to defy natural law of decay and death.
We want to be pardoned of all our sins, because we are religious or prentend to be so.
Why then we evade taxes and laws of land. Why our chosen ones fail set to example of exemplary behaviour.
But look, how we change when we go and work abroad.
Why god had to incarnate time and again in this land of ours. Surprising as it may seem, but the land of buddha and area associated with him are not shining example of peace and tranquility.
PERHAPS THINGS MAY CHANGE WHEN EVERY BODY SHALL HAVE UNIQUE ID AND COMPUTERISED RECORD.

Revive Encroachment Monitoring Body: RWA

The Municipal Corporation of Delhi (MCD) has failed to control illegal construction and encroachments, says a resident welfare association (RWA) in east Delhi, who has written a letter to the Lieutenant-Governor and sought his intervention in this regard.

The RWA has urged the Delhi High Court and the Union urban development minister to revive the high court monitoring committee, as illegal construction and encroachments have increased manifold even after the assurances given by the MCD and DDA.

The Delhi High Court had appointed a monitoring committee to keep a check on illegal construction and encroachments in Delhi. The MCD had got the committee suspended after assuring the high court that it will not allow any illegal construction to come up. Every fourth house in Delhi is being reconstructed illegally. Fourth floor is being allowed to come up despite the Supreme Court judgement on the issue still pending," said Anil Bajpai, president, RWA federation (east Delhi).

The members said the MCD had turned a blind eye to the rapid increase in illegal construction.

PGC ORDER TO REMOVE ENCROACHMENT OF PUBLIC PASSAGE BY UNIVERSAL PUBLIC SCHOOL PREET VIHAR NEW DELHI

Public Grivance Commission Hon'ble member Sh.Gupta had ordered in 2009 that SDM PREET VIHAR SHALL TAKE COGNISANCE OF ENCROACHMENT ON PUBLIC PASSAGE OF MADHUVAN NEW DELHI(by UNIVERSAL PUBLIC SCHOOL PREET VIHAR NEW DELHI) . The road was to be restored within two months to public passage.
Unfortunately this order remains on paper only.
Today hearing was to review status. I attended hearing but UNFORTUNATELY NONE WAS PRESENT FROM MCD SHAHDARA SOUTH ZONE. The next hearing date shall be ordered by honourable member of PGC. MC of DOCHBS LTD Madhuvan new delhi decided in 2005 for further appropriate action to ensure restoration of road for public use.Since then i as Hoy.secretary had been raising this matter in bhagidari meetings,and with VICE CHAIRMAN DDA, COMMISSIONER MCD. MLA and area councillor but the school authorities are powerful in every sense of the word. A private individual has got the guts to ignore law of the land and defy authorities. The school is unconcerned school building was denied completion certificate by MCD. The school premises are being misused to run office and residential quarters. Even inspections by top officers of MCD AND DDA FAILED TO CURB THIS ILLEGAL ACTIVITY.
MCD IS FAILING IN ITS DUTY TO BOOK SCHOOL AUTHORITIES FOR ALL ILLEGALITIES.
I had been threatened by goons.
My humble request to all of you is...please help us to restore road for public use from the clutches of private individuals running this school. Even TV channel coverage and front page coverage in news paper is not having any effect.
Where should we go to get justice.

We get what we deserve

Majority of us believe in Karam phal. We are reaping what we have sown in past life. We are constantly evolving by either moving upward or down ward.Good deeds and meditation will lead us up the ladder and vice versa.

What is moksha to many may mean reward of meditation or tapasy in jungle for years to gather. Buddhist and jains lay stress on good actions. Christians lay stress on serving mankind.
Scientists in their own way believe in above theories. Action and reaction will also lead to above.
It is then surprising why we indulge in illegalities of every conceivable type,like grabbing of public spaces, stealing electricity, willfully avoidance of taxes and disobediance of traffic signals.
Perhaps we feel law is to be implemented by weakest persons of society.
We can get away by muscle or money power.
What image we are presenting to world beyond indian borders.

yamuna paar is the best...south delhi envies east delhi

Believe me..south delhi top colonies like kailash colony,gk i and ii okhla industrial area phase one and phase ii are water starved, sewage choked, no parking place even in above areas besides ndse etc. There are numerous problems and fights when you search space for parking space.
We have stayed in south delhi in areas like lajpat nagar and east of kailash from 1960 to 1990.
All eyes were turned towards defence colony,gk, kailash colony and markets like lajpat nagar.
SItuation started deteriorating with 100 sq yard plots in daya nand colony and amar colony becoming centers of attraction for builders. Four storey buildings came up.
We had rented two houses in amar colony and one flat was purchased in daya nand colony.
We had to buy drinking water from 1995 on ward.
The worst was ohkla industrial area phase ii.
Our water bill for staff exceeded ten thousand rupees a month.
Electricity was seldom available and our 60 kw generator was daily running on average four hours a day.
During our RWAS JOINT FRONT MEETING..most of members said.." you are living in a paradise. we want water and electricity at par with east delhi."
Now we are on the already trodden path.
Builders are wrecklessly converting residential plots into four and five storey buildings.
Imagine what will happen to water,electricy problems besides parking of cars.
Already we have evolved.." i do not care attitude"
We are not alarmed if our footpaths are eaten away or the security is lacking..any body enters into colony etc.
Since we have failed to learn and our political bosses anre turning nelson's eyes to all illegalities..how long yamuna paar will boast of excellent water and bijli.
Will you please ponder and advise...what is store for yamuna paar citizens

COMMONWEALTH AND DELHI

Who is worried about image presented to the players from different countries. I am not talking about slums, unauthorised colonies or even our paan chewing habit or ease where ever we please...but our urgent requirement of money.

Tax collection machinery or political will is lacking. Neither congress nor others are willing to risk vote bank, but are not shy to empty pockets of aam admi by way of increasing prices of every item under the sun.

Why they fail to collect property tax from shops who have subdivided even in dda built commercial areas. No body is monitoring at what price or under what conditions land was allotted for primary schools in societies and now what is actual usage.

Even after directions of CENTRAL INFORMATION COMMISSION...MCD fails to recover legitimate dues. It baffles me why delhi government is committing harakari by increasing prices of essentials which have spiralling effect.

I propose, let signage be put up around area of COMMON WEALTH GAMES....beware..danger ahead..walk at your on risk on foot paths..even on road like NAGRAJ MUNI MARG from shakar pur t point to PREET VIHAR G BLOCK NEW DELHI 110092.

It does not matter if such issues were raised in bhagidari meeting, duly minuted and responded by police. Same is true of traffic signal even along vikas marg. Why such locations cannot be adopted(like children) by top officers(say upto october 2010).

PESSIMISM of public will have disastrous effect.

Let us act just for the sake of our children.

SOLAR ENERGY AND GOVT OF DELHI

BSES deserves kudos for commissioning 66kv/11 grid substation near AKSHAR DHAM METRO STATION. This fact was brought out in the grid inuguration function held to day ie on 3rd april 2010. Hon'ble CM, and others including Walia ji and sandeep dikshit besides others were present. The thrust of speeches was to search for alternative sources of power generation. Solar power generation was advocated.

The lead in this regard is to be given by government agencies. More than 1000MW Demand is due to government and semi government agencies. Their contribution is dismal. Even Metro having a large area to erect solar panels has not done any thing. If we are serious then above mentioned agencies will have to show a way to private sector and the common man.

Much has appeared on this blog but unfortunately this has gone unheeded. May i submit that at least BSES could give a lead. Also energy efficient lamps and fittings have not found their way in government offices. Who will monitor this. Can RWAS do it.

PWD Misuse of Govt Land

M.C.D. Councilors to spend 25 lakhs per Annum :

Congulations to the decision for giving additional fund to councilor to spend in consultation in with RWA. The councilors are always connected with certain Regd/non Regd RWA’S. They can even get the new RWA formed for spending the fund. It is suggested that RWA’S enlisted in Bhagidari yojana should be consulted as to avoid an isutilisation of funds. We have some examples.

In previous bhagidari work shop and meeting it was agreed upon that the copy of all tenders of all works to be executed will be sent to the RWA’S of concerned area but this decision has not been implanted up till now. Some times RWA’S are not known about scope and specification of work and cannot point out any better idea for the work, being carried out in the public interest.

BSES :- NO LIGHT ? Send SMS

It is very good step. All RWA’S will ensure wide publicity of this step so that everybody can get relief from waiting of complaint telephone lines and some times complaint number is not given with the plea that system is not working.BSES should ensure smooth functioning & keeping the records of SMS Recd and action taken.

PWD (Delhi Govt) Misuse of Govt Land

Encroachment on Govt land and converting into parking and charging the money and even local residents are denied parking space even against the payment. On enquiry from the E E PWD M-211 on dated 9th March 206 and on dated 21st April 2006.It was promised orally by the executive Engineer that un authorized parking will be closed with a week. The matter was taken up with Bhagidari cell then above office (E.E PWD M-211) gave a confusing reply that he is not concerned about the unauthorized running of parking

In reply of RTI the same office has admitted & given a U-turn reply to the previous and even incomplete reply as such that office do not believe in keeping the record or do not want to tell the truth.

The above action of E.E. PWD M-211 has put the govt, in a revenue loss over 25 lacs of rupees for the reason best know to them.

The road has been encroached by commercial vehicles. The road is 70feet wide but the passage for available traffic is not more then 12 feet.

For smooth flow of traffic on vikas marg lalita park T-point entry has been blocked. This point has now become a rest point for three wheelers and other commercial vehicles / rickshaw pullers and thus metro station to this point has become traffic hazards.

RIGHT IS NOT ALWAYS RIGHT

I read some where..may be in ramayana that actions can be viewed right or wrong depending upon your power. The powerful kings could go on hunting or marrying spree without attracting public censure or punishment. That is why our devtas and lord indra could even have dalliance with married ladies of highest station in life. We need only to read Mahabharat and our puraans.

Similar situations you find in greek civilisation of pre Socrates days and perhaps 1000BC earlier period. Their gods could do any thing but public will not resent. In fact citizens were only concerned with faithfulness to their kings and defence of kingdom was the only concern. Worship of city gods would be a state duty.

The same situation has been prevaling after 1970 on ward. It is immaterial if our dear politicians of all hues level charges of against each other. Take the case of Delhi. The common wealth games are not making dent on our illegal activities. The foot paths are not meant for walking.. The property tax is only to be paid by poorest of poor who is not having any clout. Look at the crossings and traffic flow in any part of delhi. The singnals are disobeyed by all on any mode of conveyance. The traffic constables look to be picture of utter helplessness.

The more social workers try to change ...the more it remains chaotic. The raising of issues in bhagidari meetings or in printed or electronic media does not make any difference.
Will any body advise me the helpless creature...what is in store for our children or their children.

Who will pay taxes if MCD and Delhi Administration fail to act

I as a very humble citizen of Delhi and as a senior citizen ask on my bended knees and folded hands...What is the PUNISHMENT to a nominated or elected member of MCD or Delhi Vidhan Sabha who knowningly defy law and fail to pay value of land according to actual to actual usage. If a shop in DDA DEVELOPED AND MCD MAINTAINED MARKETS in Madhuvan, Preet Vihar or Nirman Vihar New Delhi 110092( to quote an example). is subdivided and for years, MCD PROPERTY WING , area councillor and MLA do not act... this shows action is born out of considerations not in public interest.So is the status of electricity theft and other degraded activities.

If a citizen raises voice, he is threatened to be eliminated or stabbed. This happend to me on last friday(26th march 2010). The driver saw two persons in auto rikshaw just near boundary wall of my home..asking my house number. When he asked the purpose...they just ran towards gate. I was going to attend a weekly meeting of our philosophy group around 4.30pm in ankur appartment.The driver on my return to home told my wife that the two persons in auto were taking rounds around a group of neighbouring houses. When our saw them or rather they saw driver...they enquired my house number.

Over a couple of years.. i have been raising issues like illegal taxi stands in Madhuvan and Preet Vihar and since then a couple of times i faced ire of affected persons. But you know ladies..since that very time my wife is confined to bed due to disturbed blood pressure. But you persons who raise such issues face threats, gets beaten up or get eliminated..but even then we go on persisting...hoping...hoping...Kabhi subh woh aigee...kabhee subh who aigee.

Friends...time is running out. Our respectable CM needs money for developmental works. The government needs money for COMMON WEALTH GAMES.Let this be the agenda of our next RWAS meeting.Hope our VOHRA JI IS LISTENING.

Budget And The Common Man

Price hike and the on coming games are the subjects on the lips of every body in delhi. Requirement of fund no body denies. Money is required for developmental works and also for upkeep of existing facilities.

Are we serious about collection of funds or we want to just hike prices ?

I have raised this question because MCD, DDA or delhi administration are not collecting legitimate dues. The whistle blowers are threatened with dire consequences including elimination.

Please seek answers to the following :

The land allotted about twenty years ago at throw away prices to establish primary schools to influential individuals…but now they are running colleges over couple of years and no completion certificate ever obtained.No attempt to recover land cost and like mobile towers erected without permission have caused crores of rupees loss.

This shows government is NON SERIOUS ABOUT FUNDS OR PUNISHING CRIMINALS WHO ARE ALLOWING PRIVATE CARS TO PLY AS TAXIS…..OR ABOVE MENTIONED ACTIVITIES. The list is endless.

Even DDA developed markets now handed over to MCD . The shops have been converted to two or three shops without any fear of law or god.

Why Delhi Administration is been upon loosing good will of common man baffles me. A person like me has no plat form to raise voice. But the party workers are knowing pulse of people. Neither they are engaging themselves in introspection nor they are encouraging public inter action.

Let us not befool our selves.. LET US ACT.

Those who know must be fined thousand time than an ordinary person

Manu said that higher the station in life..the stiffer the fine and punishment for a crime committed by king or top person who gets the rules and regulations implemented. It is observed that MCD due to obvious reasons is shirking in its responsibility to collect legitimates dues, be it on account of approval of mobile phone towers or property tax. But our authorities are not shy of putting their hands in the pockets of poorest of persons to enhance property and other taxes. While disposing of second appeal , CIC(CENTRAL INFORMATION COMMISSION ) directed that guide line to approve location of mobile phone towers be put up on web site of MCD for information of all concerned.

MCD admitted that out of around 4500 towers throughout DELHI, around 2500 have been been in service without any clearance. Mobile service were introduced in 1995 and rupees one lac fee per tower was to be deposited by service providers. Imagine colossal loss caused by corrupt officers and staff who looked other wise, flouted existing rules and regulations and the greed of multi national companies who made quick buck by way of sale of air time. This happened in NOIDA and this happened in DELHI.

I was appearing along with the complainant Sh.Karam Chand when appeal his second appeal was heard and allowed. MCD was directed to identify staff who was responsible for allowing these mobile towers and thus causing immense financial loss to MCD. The order of CIC is available on their web site.

Similarly, MCD is lax to see that at least educational institutes follow MCD RULES regarding adherence to the very purpose for which plot of land is allotted. In case land is allotted for primary school around 1990—1991 and there after school building comes up for ten plus school and professional courses are run besides construction of residential complexes, then there is need to wake up. I am referring to the case of Universal Public School Preet Vihar.

Incidently CCN NEWS HAD INTERVIEWED THE THEN AREA COUNCILLOR SH.RAMESH PANDIT, SCHOOL PRINCIPAL and my self and covered it as a news item on 22/09/2006 on TV CHANNEL. PGC already closed this case by directing SDM PREETVIHAR (DY.COMMISSIONER EAST DELHI ADMINISTRATION) to take cogninance under relevant criminal code and get the public road vacanted from Universal Public School, PREET VIHAR NEW DELHI 110092.

PGC is reviewing status on 12 th april 2010 and have directed dy.commissioner shahdara south zone to file status report through their engineers who have been directed to be present on said date at 3PM.

DELHI is the capital of India. I do not know what type of example we are setting for others to follow.

Courteous Make up for Police Force

The news is really astonishing and an example how to pass the buck. So, upto now the police was not effective in curbing eave teasing,chain snatching,tracing day light robberies..because either staff shortage or due to lack of powers.

I personally believe..if discipline is lacking in police force...if they are law unto themselves...if they cannot control traffic at crossings like vikas marg...patparganj near METRO NIRMAN VIHAR...or at krishan nagar,jheel,khureji etc then only two persons are responsible....CONSTABLE and COMMISSIONER.

What is the number of murder cases per police station and what how many cases solved. Why cases drag over years and just for information...is there any case remaining unsolved of murder or day light robbery.

SOCIAL RESPONSIBILITY MUST INCLUDE ACTIONS TO ENSURE FOOT PATHS ARE MEANT FOR WALKING. Just attemt a walk from Nagraj muni ..T point towards preet vihar new delhi 110092. Do not blame me if you cannot.....who is listening.

Bhagidars and Bhagidari meetings

PROBLEMS ...GALORE BUT NO SOLUTION With lot of expectations ,representatives of RWAS and societies attend meetings held in bhagidari hall and presided by dy.commissioner east. Minutes are recorded and duly circulated amongst bhagidars and officers. How ever even after couple of years problems remain without solution even where no funds are needed and only existing procedures and laws are to be followed.

Keeping this scenario in mind, suggestions have been made from time to times to constitute a COMMITTEE from bhagidars and this group shall follow up and chase up pending problems which have defied solution even for more than four to five years. Further, The minutes must have continuation and problems not resolved must remain on agenda.

It will be also worth while to circulate names, addresses and mobile numbers of bhagidars are attending meetings and are on list of Bhagidari cells. It will help to have better understanding amongst bhagidars. Also if meetings are organised subject wise then we can better results could be expected. One meeting could be for traffic, another for MCD and yet another one for DDA. At least once a month meeting must be held.
