India Gate To Get A Bath, ASI, CPWD Work Together To Give It A Facelift Before Games

There would be scrubbing, cleaning and also a little shampoo, not to mention the new dressing. No, we are not talking about a person getting a makeover but Delhi's one of the most popular hangouts - the India Gate - being spruced up ahead of the Commonwealth Games.

The 42.35 metre high arch, designed by Sir Edwin Lutyens and built as a war memorial, is set to get a thorough cleaning soon. The structure, built in the 1920s not just weathers heat, dust and rains, it is also showing signs of deterioration like seepage below the side openings on north and south sides and black marks at certain places due to moss and lichen.

Hike in petro prices on cards

The government may, from next week, find it easier to decontrol petrol and diesel prices as softening global rates would require fuel costs to be raised by just Rs 3.50 a litre for the purpose.

An Empowered Group of Ministers (EGoM), headed by Finance Minister Pranab Mukherjee, is scheduled to meet on June 7 to consider a Kirit Parikh Committee report that calls for the freeing of petrol and diesel prices from governmental control, besides steep hikes in LPG and kerosene rates to cut fuel subsidy.

"Earlier, there were doubts if the government would actually free auto fuel prices - particularly that of diesel — as the hike required to make them at par with international rates was over Rs 6 per litre. But the fall in global oil prices has made the task easier," an Oil Ministry official said.

The EGoM will have to raise the price of petrol by Rs 3.35 per litre and that of diesel by Rs 3.49 a litre to free them from government control.

International crude oil prices have shaved off over $10 per barrel to bring them down to $72-74 a barrel. "The hike needed to free auto fuel prices till last week was Rs 6.07 a litre in petrol and Rs 6.38 a litre in diesel. Raising prices, particularly that of diesel by such an amount in one go, was considered politically difficult," he said.

Sheila Taxes Us As Crores Go Unspent

The series of tax hikes effected by chief minister Sheila Dikshit to raise money for urban improvement could have been avoided had her government utilised central funds earmarked for infrastructure development.

The midterm appraisal of the Jawaharlal Nehru National Urban Renewal Mission ( JNNURM) accessed by MAIL TODAY shows the state government spent a mere Rs 22 crore of the nearly Rs 6,000 crore committed by the Centre for the fiscal years 2005- 06 to 2009- 10.

As a result, the huge amount was allowed to lapse, leading to a funds crunch for the Capital's urban development.

 

JNNURM funds are used for infrastructure development and creating facilities for the urban poor. The midterm appraisal report is prepared by the Union ministry for urban development.

The state government had only to submit detailed project reports on time. But it did not do this for three consecutive fiscal years 2005- 06 to 2007- 08. In 2008- 09, it got only Rs 22 crore against the sanctioned plans.

In 2009- 10, against its city development plans, that is draft proposals, the Centre sanctioned nearly Rs 5,500 crore.

Shockingly, Delhi bureaucrats yet again failed to prepare detailed project reports - the final project plans that include design details and execution plans - allowing the hefty amount to lapse.

Water Problem and DJB

Water shortage in delhi is known to DJB and political bosses and is there fore not a new phenomenon.
Solution may invole long term strategy and expenditure of crores of rupees.
But baffling is that tube wells functional in almost all residential societies and even services were handed over to MCD, were functional but were made in operative just a few years ago.
Such tubewells were boosting and to some extent mitigating water shortage.
Unfortunately, some decision at policy maker level has been taken without consideration of discomfort to citizen.
Could any body throw light as to how DJB COULD BE MADE TO REALISE THEIR FOLLY.

Stray dog problem in Geeta colony

In our area i.e. Block 18, Geeta Colony, the problem of stray dogs have worson.  Daily 3-4 people are becoming victims of these dogs.  Can these dogs be removed from our area?  We should make authorities aware of this.  Telephone/mobile numbers of officials concerned with this problem may please arranged to be put on this Blog so that everybody is aware and in case of need may contact them.

Green Panel Whip On MCD: Build Parking Lots By Aug

Civic Body Will Have To Return Rs 811Cr Taken From Traders If It Fails To Meet Deadline

The Environment Pollution Control Authority (EPCA) has put the MCD on notice. It has asked the civic body to provide parking on 3,000-odd commercial and mixed-land-use streets by August.

``If the MCD fails to meet the deadline, EPCA will declare these streets no-parking zones and the civic agency will have to give back the Rs 811 crore that it has collected from traders in the form of conversion, parking and registration charges over the past four years,'' said EPCA member Sunita Narain. EPCA is monitoring the government's parking policy according to Supreme Court guidelines.

The MCD had collected the amount from traders to upgrade infrastructure and, particularly, create parking lots. But not a single parking lot has come up in the past four years.

MCD press and information director Deep Mathur told TOI: ``The money collected as conversion and parking charges is being used for various parking projects. We are also using it for other development projects such as upgradation of roads. There are thousands of traders who are yet to pay the conversion and parking charges and the civic agency is sealing their properties.''

But some officials in the civic agency admitted that a large chunk of the money collected had not been used as the parking projects had been inordinately delayed.

'Secretary of Lajpat Nagar Traders' Association D N Rajpal said: ``Each trader in Lajpat Nagar has paid Rs 2 lakh to Rs 3 lakh as conversion and parking charges but we are yet to be provided with a solution to the parking problem. On top of that, the civic agency has told us not to park our cars in front of our shops. We, too, don't want to park our cars in front of our shops but what alternative do we have?''

 When asked about the delay, MCD officials said most companies were not willing to invest in parking projects.

‘‘The automated parking projects were conceptualised on a build-operate-transfer basis but companies were not keen as most of the projects involved an investment of Rs 200 crore. In many cases, like the car parking project at Rani Bagh, we had to call tenders thrice before any company showed interest.’’

There are 143 surface parking sites in the city which can accommodate 15,000 vehicles. Delhi has over 60 lakh registered vehicles. With parking problems increasing by the day, the civic agency has floated tenders for 120 surface parking projects. It has also lined up several stack parking, automated multi-level parking and conventional parking projects.

MCD Moots Plan To Widen Tax Net

The MCD on Monday gave its nod to the use of domestic breeding checkers (DBCs) as property surveyors that would help the corporation set up a database on the number of properties eligible for taxation. In the long run, this is likely to help the MCD shore up its revenues by bringing more houses in the property tax net.

The Standing Committee of the MCD passed the proposal, according to which DBCs, while making the rounds of homes to check mosquito breeding will carry a form that would have to be filled up by the owners.

Since long, the MCD has been trying to bring more people under the property tax net. Although in the last financial year, the MCD claimed to have collected record amount of property tax, it was attributed largely to the two amnesty schemes the corporation came up with. Only around 10 lakh houses are currently believed to be in the tax net. Officials maintain at least 22 lakh houses were not paying any tax.
