Give us solutions to sanitation, parking woes, RWAs tell parties - The Hindu


Door-to-door garbage collection, dhalaos are main concerns

Days ahead of the civic polls on April 23, residents’ groups have asked political parties to come up with solutions for Delhi’s biggest problems — sanitation, illegal parking, encroachment and the blame game agencies play.

The East Delhi Residents’ Welfare Association (RWA) Joint Front wrote to Chief Minister Arvind Kejriwal, Deputy Chief Minister Manish Sisodia, Delhi BJP president Manoj Tiwari and Delhi Congress president Ajay Maken on Friday, asking them to come up with solutions in their manifestos to the 15 problems that have been highlighted.
According to the RWAs, door-to-door garbage collection and open dhalaos in residential areas are among the main concerns for residents. “We don’t want just promises. We want to know how each party plans to solve our problems. We all know what the problems are in the Capital,” said B.S. Vohra, president of the East Delhi RWAs Federation.
In an email sent to the leaders, the RWAs have also asked for better coordination between the municipal corporations and different departments of the Delhi government. Many problems, like water-logging of roads during the monsoon, can be solved if the agencies work together, said Mr. Vohra.
“Every year, we hear the same excuses. The municipal corporations blame the Public Works Department or the Delhi Jal Board, who in turn accuse the corporations of not cleaning drains. We don’t want any blame game,” he added.

‘Address funds dispute’

Another problem that hit east Delhi was the multiple strikes by sanitation workers in the past two years. Faced with a financial crisis, the East Delhi Municipal Corporation (EDMC) was unable to pay workers on time, triggering strikes and allowing garbage to collect on the streets. The RWAs have demanded that the parties address the dispute over funds between the EDMC and the Delhi government.

Green Panel Whip On MCD: Build Parking Lots By Aug


Civic Body Will Have To Return Rs 811Cr Taken From Traders If It Fails To Meet Deadline

The Environment Pollution Control Authority (EPCA) has put the MCD on notice. It has asked the civic body to provide parking on 3,000-odd commercial and mixed-land-use streets by August.

``If the MCD fails to meet the deadline, EPCA will declare these streets no-parking zones and the civic agency will have to give back the Rs 811 crore that it has collected from traders in the form of conversion, parking and registration charges over the past four years,'' said EPCA member Sunita Narain. EPCA is monitoring the government's parking policy according to Supreme Court guidelines.

The MCD had collected the amount from traders to upgrade infrastructure and, particularly, create parking lots. But not a single parking lot has come up in the past four years.

MCD press and information director Deep Mathur told TOI: ``The money collected as conversion and parking charges is being used for various parking projects. We are also using it for other development projects such as upgradation of roads. There are thousands of traders who are yet to pay the conversion and parking charges and the civic agency is sealing their properties.''

But some officials in the civic agency admitted that a large chunk of the money collected had not been used as the parking projects had been inordinately delayed.

'Secretary of Lajpat Nagar Traders' Association D N Rajpal said: ``Each trader in Lajpat Nagar has paid Rs 2 lakh to Rs 3 lakh as conversion and parking charges but we are yet to be provided with a solution to the parking problem. On top of that, the civic agency has told us not to park our cars in front of our shops. We, too, don't want to park our cars in front of our shops but what alternative do we have?''

 When asked about the delay, MCD officials said most companies were not willing to invest in parking projects.

‘‘The automated parking projects were conceptualised on a build-operate-transfer basis but companies were not keen as most of the projects involved an investment of Rs 200 crore. In many cases, like the car parking project at Rani Bagh, we had to call tenders thrice before any company showed interest.’’

There are 143 surface parking sites in the city which can accommodate 15,000 vehicles. Delhi has over 60 lakh registered vehicles. With parking problems increasing by the day, the civic agency has floated tenders for 120 surface parking projects. It has also lined up several stack parking, automated multi-level parking and conventional parking projects.

Park And Pay Only Rs 10


Do not pay more than Rs 10 for parking your car up to 10 hours at any MCD park- ing lot and Rs 20 up to 24 hours.
In DDA-controlled lots, the charge for upto 12 hours is Rs 10 and Rs 15 for 24 hours.

Anything charged beyond that is illegal. The civic bodies submitted the statements of existing parking fees in the Delhi High Court on Tuesday after a lawyer, Sugriva Dubey, complained he was charged Rs 700 for parking his car for seven hours at the New Delhi railway station.

We park where ever we want

Recently Metro has built upfoot path from Madhuvan chowk to Karkri Mod along south side of Vikas Marg. The cars climb the foot path as at couple of spots near Nirman Vihar, Malba has been dumped to make a ramp.
Go from Nirman Vihar towards Madhuvan Chowk and on the side of Nirman Vihar, You will see foot path blocked by cars. Even on road below railway station, half the carriage way is blocked by parked cars, causing immense jams.
Traffic staff just at less than 50 yards do nothing to challan or tow away.
Please tell what is the solution.
Is there any solution or we have to live with it.
