RWAS and EMPOWERMENT ISSUE

Coperative Act 2003 and subsequent ammendments provided winding up of Societies (and setting up of association or what ever name you) and ensuring that all residents could become members.
Societies having properties like community centre etc were given two years to wind up or evolve a structure so that all residents could be members.
Through this esteemed blog, i had raised this issue, but unfortunately no body commented upon it.
It is correct there is no empowerment of RWAS and societies( like our DELHI OFFICERS CO OPERATIVE HOUSE BUILDING SOCIETY LTD MADHUVAN) failed to act. There may be hundreds of societies which have outlived the purpose( plots handed out to members, services handed to MCD OR OTHER RELEVANT AGENCIES)for these were created.
These societies charge maintenance and securitity charges.
The residents have no say. Maintenance means payment of staff salary or maintenance of community centre building.
Community centre is a income generating unit as plenty of money is received by way of booking charges.
The residents have no say either in any affair( like security or maintenance charges).
On a reference by one of resident of Madhuvan(member of societies since 1960s on ward) Registrar Co operative societies has directed our society to act in accordance with provisions of ACT.
The above reference was made by Sh. A.C Agarwal hony secretary of MRWA Madhuvan new delhi 110092.
I think it is high time we initiate discussion and some body advises us correct legal position.
Let us have informed information to enable to act in the true spirit of law and in the interest of citizens of delhi.

EMPOWERMENT OF RWA's

The Municipal Corporation of Delhi issued Guidelines for installation of security gates in Colonies in June 2007. As per the Guidelines, the office bearers of the respective RWAs have been made fully responsible and accountable for any mishap due to colony'ssecurity gates. All security gates have to be manned by guards to be hired by the RWAs.
All these responsibilities have been arbitrarily thrust upon the RWAs without any empowerment. RWAs have no source of income; funds have to be collecrted from the residents. It has beenexperienced that many of the residents do not pay, and the RWA has no authority to force them to pay. This issue has been raised by us as well as several other RWAs in various meetingswith the Hon'ble Chief Minister several times. But, no success so far. We don't know if someone, someday would consider this legitimate long-pending demand of the RWAs!

Courteous Make up for Police Force

The news is really astonishing and an example how to pass the buck. So, upto now the police was not effective in curbing eave teasing,chain snatching,tracing day light robberies..because either staff shortage or due to lack of powers.

I personally believe..if discipline is lacking in police force...if they are law unto themselves...if they cannot control traffic at crossings like vikas marg...patparganj near METRO NIRMAN VIHAR...or at krishan nagar,jheel,khureji etc then only two persons are responsible....CONSTABLE and COMMISSIONER.

What is the number of murder cases per police station and what how many cases solved. Why cases drag over years and just for information...is there any case remaining unsolved of murder or day light robbery.

SOCIAL RESPONSIBILITY MUST INCLUDE ACTIONS TO ENSURE FOOT PATHS ARE MEANT FOR WALKING. Just attemt a walk from Nagraj muni ..T point towards preet vihar new delhi 110092. Do not blame me if you cannot.....who is listening.

Bhagidars and Bhagidari meetings

PROBLEMS ...GALORE BUT NO SOLUTION With lot of expectations ,representatives of RWAS and societies attend meetings held in bhagidari hall and presided by dy.commissioner east. Minutes are recorded and duly circulated amongst bhagidars and officers. How ever even after couple of years problems remain without solution even where no funds are needed and only existing procedures and laws are to be followed.

Keeping this scenario in mind, suggestions have been made from time to times to constitute a COMMITTEE from bhagidars and this group shall follow up and chase up pending problems which have defied solution even for more than four to five years. Further, The minutes must have continuation and problems not resolved must remain on agenda.

It will be also worth while to circulate names, addresses and mobile numbers of bhagidars are attending meetings and are on list of Bhagidari cells. It will help to have better understanding amongst bhagidars. Also if meetings are organised subject wise then we can better results could be expected. One meeting could be for traffic, another for MCD and yet another one for DDA. At least once a month meeting must be held.

A Courteous Makeover For Delhi Police

The Delhi Police plan to present their friendly face before the Commonwealth Games. For this purpose, the 32- year- old Delhi Police Act is being amended to introduce a social responsibility code.
Eve- teasers will face a month in jail or a fine of Rs 1,000. Making indecent gestures and utterances at passers- by will be considered a crime, as will be getting so drunk that one is incapable of taking care of oneself in public.
People who make prank calls -- even a single such call to harass or scare someone -- and stalkers will be arrested.
Those who make hoax calls or send emails or any other communication about the presence of explosives or a crime being committed will also be punished.
A policeman found drunk on duty or guilty of gross insubordination will also face tough action, including dismissal or compulsory retirement for misconduct.

Members of the RWA Krishna Nagar were Aired live on the Delhi Aaj Tak TV Channel today at 12.30 PM in the programme HUM KAB SUDHRENGE. It was a live programme on the conservation of drinking water & to avoid wastage. The programme will be repeated today again at 5.30 pm on Delhi Aak Tak TV Channel.

CONVERSION AND PARKING CHARGES - MCD will not take cheque payments

New Delhi: The Municipal Corporation of Delhi on Wednesday said that it was not accepting conversion and parking charges payments in the form of cheques as a majority of them were being dishonoured.

Said an MCD official: ‘‘We are not accepting conversion and parking charges payments in the form of cheques as many of the cheques tend to bounce. We are also facing a similar problem with regard to cheque payments made for property tax, advertisement payments etc.’’ Meanwhile, Congress councillor captain Khavinder Singh said instead of sealing an entire building — which is the present practice — MCD should seal floor wise after ascertaining which floors have made payments and which have not. MCD’s standing committee said they would make required amendments in its present policy.

DERC to implement power supply code soon

NEW DELHI: After holding discussions with stakeholders on Wednesday, the Delhi Electricity Regulatory Commission says it will implement the Delhi Electricity Supply Code and Performance Standards Regulations-2009 within a month.
The draft regulation proposes to hike the penalties that can be levied on power discoms for deficiency in service apart from streamlining other service issues. “We received the feedback from consumers at the public hearing that was conducted on Wednesday and after sifting through the suggestions and incorporating what is relevant, we will notify the implementation of the regulations,” said a senior DERC official on Wednesday.
In the proposed draft, the Commission wants power discoms that fail to meet the laid down performance rules for various services to pay suo motu a prescribed compensation for each deficiency.
The regulations aim at empowering consumer against unfair practices and tardy services by the distribution companies.

Haryana to release more water for Delhi

NEW DELHI: Haryana has agreed to release more water for Delhi after the level at Wazirabad pond fell from 674.5 feet to 672.8 feet on Tuesday.
To prevent a huge shortfall in supply, Haryana will release more water from Wednesday, said Delhi Jal Board officials.
Officials were, however, quick to point out that the water supply in the city is still “normal” despite the dip in the Wazirabad pond level.
“There has been a dip in the supply of raw water from Haryana. The State's water needs have gone up because of the agricultural needs at this time of the year, but Delhi has notified them (Haryana) about the dip in the pond level and they have agreed to do the needful,” said an official.
