The matter regarding public passage of madhuvan new delhi blockage and merger has been pending since september 2005.
As Vice Chairman DDA and Commissioner MCD chose not to respond or reply our society letters and bhagidari meetings also failed to get even a response from MCD and DDA, I brought this to the notice of our Area Councillor as well as MLA.
Sh.Naseeb Singh our MLA wrote to Lt.Governor of delhi, Chairman Public Grievances Commission and also Monitoring Subcommittee appointed by Supreme court of India.
Chairman PGC held a hearing on this case on 16th june2010 and orders were issued on 23rd june 2010.
Extracts from orders are reproduced for your kind perusal.
Complainant Sh.K.K.GHEI A-78 MADHUVAN DELHI 110092
RESPONDENT..............DEPUTY COMMISSIONER (SHAHADARA SOUTH ZONE MCD
NEXT HEARING .....ON 14/07/2010
Direction of the PGC
Attention of Additional Commisioner( HQ) MCD is drawn to the absence of the concerned officials from the Shahadara South Zone,MCD.We need to implead the Director, Directororate of Education, GNCT of Delhi.
The contention of complainant,MCD and DDA are at variance with each other.
We need to determine the factual position.
The position on the ground too should be assessed under intimation to PGC in the next hearing.
The next hearing is scheduled on 14th july 2010 at 11am.
The above indicates that MCD and DDA are not responding to even hearings conducted by MEMBER PGC and now chairman PGC.
This could have been easily clarified if Site inspection of DDA officers AND SDM Preet VIHAR had recorded what existed at site and what is provided in LAY OUT PLAN OF PREET NAGAR CHBS(now known as preet vihar).
The sublease of school plot known as UNIVERSAL PUBLIC SCHOOL will also clear the status of our 15 ft road.
in whose favour school plot was subleased, purpose of subleas( it is a primary school but now land use is entirely different) and conditions of sublease.
SINCE THIS SERVICE LANE IS WITHIN MADHUVAN AND ON EASTERN SIDE OF HOUSE NO 68 TO 77, the sublease and free hold records were studied. The location of plot clearly mentions 15 ft road beyond which plot of PREET NAGAR CHBS is located.
ALL SUCH RECORDS ARE AVAILABLE WITH DDA and MCD.
Let us see what happens in next hearing.

Amul Milk Costlier By Rs. 2 Litre Likely Soon
Gujarat Cooperative Milk Marketing federation Ltd (GCMMF), which markets dairy products under Amul brand, is likely to increase full cream milk price in national capital region by Rs 2 a litre.
Currently, GCMMF charges Rs 30 per litre for full cream milk in and around Delhi market. According to sources in the apex milk marketing body, the hike has been necessitated by soaring milk procurement, processing and transportation costs.
GCMMF supplies close to 11 lakh litres of full cream milk in NCR markets.
GCMMF's constituents Dudhsagar dairy in Mehsana district and Sabar dairy in Sabarkantha district in North Gujarat supply over a million litre milk to cater to the NCR market. Earlier, Delhi market witnessed two price hikes in July 2009 and January 2010 from Rs 26 to Rs 30 per litre today.
GCMMF caters Amul milk to the key markets like Mumbai, Pune, and Kolkata where it is charging Rs 34 per litre for full cream milk compared to Rs 28 in Gujarat and Rs 30 in NCR.
"The hike is imminent for Delhi market considering the soaring costs for procurement, transportation and processing of the milk. Transporting milk from Mehsana and Sabarkantha in Gujarat to Delhi involves significant transportation costs," a senior official in the federation said.

The officials said that the department is expecting more people during the last days of payment. According to the Master Plan-2021, premises under mixed use shall be liable to mixed use charges every year.

Bad Governance: India Is Among 13 Corrupt Nations:Washington Based Results For Development Institute
New report states that common drugs were not available in clinics for six to eight months and doctors were not available for 37% of the time
India is among thirteen countries that have been declared to have a high level of corruption and abysmal government performance.
According to the report prepared by the Washington based Results for Development Institute (R4D), Guatemala, Paraguay, Ghana, Kenya, Peru, Argentina, Russia, Romania, Albania, Moldova, Poland, and Indonesia are the other countries that were listed for review and assessment on these two counts.
As far as India was concerned, the report based its assessment on two districts in the state of Karnataka, which has a population of 53 million.
It quoted the Indo-Dutch project management society (IDPMS) as saying that it found that 24% of all positions were vacant at public health centres, including half of the pharmacy jobs.
They also found that common drugs were not available in health clinics for six to eight months at a time, and doctors were not available for 37% of the time during clinic hours.
In some cases, the investigators said, unqualified people were disbursing drugs because no pharmacist was available.
The report, From the Ground Up, which was published by the Brookings institution press, documents a growing phenomenon of watchdog groups in developing countries examining key issues in government performance, seizing a role that has long been delegated to Western institutions and a cadre of outside consultants.

Commuters say hike not fair, rap govt
NEW Delhi: Already burdened by skyrocketing food prices with inflation continuing to defy gravity, Delhiites are now in for another shock. With Delhi government announcing an upward revision in the fare structure of autos and taxis on Tuesday, residents will see their transportation costs shoot up.
‘‘Our household budget will be hit. In the last few months, prices of diesel, cooking gas and milk have shot up. School fee too has increased. Now, hike in auto and taxi fare will make life difficult for us,’’ said Manmohan Mehra, secretary of Kiran Vihar RWA.
The transport department has fixed the fare at Rs 19 for the first two kilometres. For each subsequent kilometre, the fare will be Rs 6.50 as against Rs 4.50 earlier. Taxi fare will increase from Rs 15 to Rs 20 for the first kilometre and Rs 11 for every kilometre.
For salaried professionals, still recovering from salary cuts and reduced bonuses, the hike in commuting costs comes as a shocker. ‘‘It is irritating. While prices of every essential commodity is going through the roof, salaries of professionals in many sectors have remained constant. The common man is the worst hit,’’ said Neha, a social worker.
Commuters hold Delhi government responsible for the spiralling transportation costs in the capital. ‘‘I fail to understand Delhi government’s logic of increasing meter down charges by a whopping Rs 10. Why is the government succumbing to the pressure from auto unions?’’ asked Ritesh Dhawan, an angry daily commuter.

Parking and proposed structure
Logic of taxation could be traced back to arthshastraa.
Tax must not be more than 10 percent of earning.
Important is collection.
Tax evasion must not look profitable.
But if cost of being caught or fines is low but tax evasion is high, then this is an invitation to tax evaders.
Parking fee or tax will only add to confusion and quarrels and theft of tax but in the coffer will be only brick bats.
Hope saner elements prevail .
