Tax must not be more than 10 percent of earning.
Important is collection.
Tax evasion must not look profitable.
But if cost of being caught or fines is low but tax evasion is high,then this is an invitation to tax evaders.
Parking fee or tax will only add to confusion and quarrels and theft of tax but in the coffer will be only brick bats.
