Low-Cost Meals For Capital's Poor

A nutritious and good quality meal for just Rs 15 is Delhi government's promise and aim for the hundreds of poor and homeless people in the Capital.

The plan includes dispatching mobile food units to areas predominantly inhabited by the homeless.


"We have already floated a tender for the scheme, which is expected to be operational sometime around the second week of June," said a senior offi- cial from the department of social welfare on condition of anonymity. The government is following the example of Brazil's `Homeless and Landless Unite' scheme under which the government provides subsidies to NGOs that prepare food for the homeless in community kitchens.

The government proposes to give the city's poor, shelterless population - mainly rickshawpullers, daily wagers, labourers and the like - access to regular but good quality, nutritious food items at a reasonable price through these food units.

The scheme, an extension of Delhi CM Sheila Dikshit's Apni Rasoi (community kitchen) pro- gramme, will reportedly be inaugurated on June 15. "These mobile food units will provide a thali with roti, dal, chawal, chole, etc., to the home- less at Rs 15," said Manoj Parida, principal secretary, Ministry of Social Welfare, Delhi.

The programme comes after an order each from the Supreme Court and the Delhi High Court and will utilise the existing infrastructure of the mid-day meal scheme.

Groundwater Bill opposed

Leader of Opposition in Delhi Assembly V. K. Malhotra has said that about 1,700 unauthorised colonies and slums would be deprived of water if the Delhi Government introduces the groundwater Bill.
Reacting to the proposed Bill, Prof. Malhotra said these colonies are dependent on groundwater for their daily needs.

"While the Government's concern over the falling levels of groundwater is shared by all, it is equally true that there has been no serious attempt by it to help raise the groundwater level. Now, by suddenly introducing the groundwater Bill, the Government will effectively cut off the only source of water for hundreds of colonies across the city," he said.

Prof. Malhotra said the Chief Minister, who is also the chairperson of the Delhi Jal Board, has failed comprehensively in improving its management and working: "Shortage of water is the single most important issue for most people, particularly those living in South Delhi. The Chief Minister has also failed to curb the growing menace of the tanker mafia in the city."

Traders Get A Month's Time To Pay MCD


Traders in the city now have a month's time to pay conversion charges to ensure their establishments are not sealed. The Municipal Corporation of Delhi (MCD) has also decided to come up with the rates that the local shop- ping centres need to pay.

HT, on May 28, had report- ed about the fact that although the MCD had decided to start the sealing drive, it had not informed the traders how much they were supposed to pay.

"Traders can pay conversion charges till June 30. We have decided that no units will be sealed until then," said MCD's Additional Commissioner R.K.Srivastava. Several councillors had raised the issue of sealing at a meeting of the standing com- mittee. The new chairman of the MCD standing committee, Yogender Chandolia, had said traders who wanted to pay the conversion fee should be given time to do so. "The system of collecting the charges at the MCD zones should be stream- lined. We do not want to put additional burden of sealing on the citizens," he said.

DERC Rejects Discoms' Tariff Hike Demand

In a major setback to the power distribution companies in the Capital, the Delhi Electricity Regulatory Commission (DERC) has once again rejected the contentions of discoms seeking hike in power tariff. Hardening its position on the ongoing faceoff over the power tariff dispute, the DERC has shot off letters to all three private discoms rejecting their arguments point-by-point, demanding an increasing in the rates. 
 
The Delhi Electricity Regulatory Commission also sent a letter to the Government, believed to be sympathetic to the demands by the discoms, strongly objecting to any hike in tariff. The letters to discoms as well as to the Government from the DERC came days after a top official in the Chief Minister's office said genuine demands of the discoms must be addressed by the regulatory board while finalising the new electricity rates.

In its letter to Tata backed discom - NDPL - the DERC said the company made a profit of Rs 468.82 crore in 2009-10, which increased from Rs 169.60 crore in 2004-05, an increase of 176 per cent. The regulator also charged NDPL of giving "figures without any basis" in its representation to the Government demanding a hike while ignoring the fact that the audited accounts for 2009-10 showed a cash profit of Rs 468.82 crore. 

Also rejecting the discom's arguement that banks have refused to lend money to the company for its poor financial position, DERC said credit rating agency ICRA has given NDPL high credit quality rating for its healthy financial position.

No Right To Probe Cops : RTI Activist Harassed By Police ?

Thirty-two year old Goverdhan Singh has paid a heavy price for running a campaign against corruption in his native district of Bikaner.
 
A 100 Right to Information (RTI) applications filed by him exposed corruption in banks and government departments, but things got uncomfortable for Goverdhan when he asked questions about the properties and assets of police personnel. Overnight there were nine FIRs lodged against him.

"As soon as I filed an RTI application against the police, they started putting cases against me, so that I stop my activism," said Goverdhan..

The police also raided his house, seized his car and locked his office. Goverdhan's family members say they are being constantly harassed.

"The police threaten us. They say they will kill my son in an encounter," says Goverdhan's wife The People's Union for Civil Liberties investigated the matter and came back with a report of extreme police high-handedness, forcing the government to transfer the Bikaner SP. But surprisingly, even now the role of the police is being investigated by the police themselves.

"Initially the local police station was probing the case, now it will be probed by a Deputy SP," said Bikaner SP, Habib Khan Goran.

PGC HEARING REGARDING ENCROACHMENT of madhuvan road BY Universal Public School preet vihar

MCD officers or authorised person was absent as was the case in earlier hearings also.
One of the reason is that Commissioner MCD was directed in earlier hearing to send STATUS REPORT.
Order passed earlier by PGC MEMBER has not been implemented so far.
This case was initiated on reference from sh.naseeb singh Hon'ble MLA to chairman PGC IN 2008.
MC of our society resolved in 2005 to check status from MCD AND DDA ABOUT OUR 15 FT ROAD running at the back of houses from 68 to 77 on the eastern side of madhuvan.
Surprisingly, despite admission by DDA of encroachment of above road (by above mentioned school)in report to Lt.government nothing has been done.
So, now our last hope is the authority of chairman PGC.
Hope at least order from said authority may be able to elicit reply from Commissioner MCD.

Game Set : Delhi Gets Its Latest Architectural Marvel

Delhi will soon have a new tourist spot, just in time for the Commonwealth Games.  

Guru Tegh Bahadur Memorial, an architectural marvel that promises to give an insight into the life and teachings of the Ninth Guru of Sikhs, is ready and likely to be inaugurated soon.

Constructed along National Highway 1 (GT Karnal Road) near Singh Border by Delhi Tourism and Transportation Development Corporation (DTTDC), the memorial would be known for his architecture, design and world class illumination.

"It has a unique concept. The central pylon represents Guru Tegh Bahadur while the three semi-arches represent his three disciples. Ten mono- liths around it represents ten Sikh Gurus and disseminate their teachings," chief engineer Jose Kurian said.

Delhi chief minister Sheila Dikshit, who also has the charge of the tourism department, visited the memorial on Saturday evening and commented that this architectural marvel would also be known for its greenery and soothing landscape.
