The crimes like loot, rape and murder look to be new and always following ascending curves.
But look at the way we have been over the last three thousand years or even more. CHAKRAVARTEE(pardon my spellings) MEANS a raja who could subdue his neighbours and remain unchallenged.
We had great admiration for such rules. The rajas were challenged to fight or accept the might of a would be charvartee. Then came a period that what ever you grab in battle becomes yours, be it wealth or women. The viceroys in british days faced challenge of THUGS and dacoits.
Even in 1940..to 1950, villagers who were traders were suspectible to dacoity and this was the major reason for them to shift from villages to towns and then to cities.
Now we see delhi becoming unsafe for eleders and women.
Common Wealth Games are fast approaching.. TO COVER major roads even near games village by CCTV is a dream only. Police is apathetic to public participation. There is an element of distrust and an attitude of helpless ness on the part of common man.
We need to correct this image before we lose face in the presence of visitors from all corners of the world.

Documentation fees raised on purchase of property in Delhi
Delhi government has now raised the Documentation fees on the purchase of Property in Delhi. The new rate is 1%. i.e. if you want to buy a property of Rs. 50 Lakhs in Delhi, you will have to pay the 1% Documentation fees i.e. Rs. 50,000. Details awaited.

If mother or father rallies have any thing to do with " AAM ADMI" ? for all these years have we seen any useful work or a law or an idea or any discussion in the Parliament giving suggestion for the betterment of the Nation from these useless "Rath Yatras" and rallies etc.etc.
Simply to remain in media all such games are played with the Indians and nothing els. For example our revered Late Prime Minister Sh. Lal Bahadur Shashtri said let us have a fast on Mondays and our nation can save tons of food for the starved poor nationals. The entire nation took it as a word of GOD and Monday was dedicated to the Nation !
Where do such rallies stand in front of the feelings we have for Sh.Lal bahuder Shastriji !

Property Tax.
Depositing Tax at Geeta Colony is a punishment to the Tax payers. This may be one of the reasons for low collection of tax. Why not East Delhi RWA's invite one official from there to sit in the office of RWA for a full working day and with the help of RWA get all the tax deposited of the colony in the office of RWA only.
ORLet the RWA collect the forms and cheques in bulk; get it deposited in one go and let the receipts be issued on given date to get collected back and distribute receipts to the residents by RWA only.
Could we try this ? this will work, I think.

Why our leaders are to be protected at the cost of citizens
One reason cited for inadequate performance or non performance is the inadequate staff.This excuse was touted by desu officers since 1970 onward. We used to cite norms for staff on the basis of number of connections.
Now police is citing reasons of area,population explosion etc. A handful of foreigners came and subjugated us and governed us..over centuries. But the number did not matter. But alas they were not bhaane baaz as we are.
Now we have the advantage of technology,which our ancestors did not have.
Look at the level of police personell deployed to protect our netas..Does it have parallel in any part of the world.
My younger brother had been labour party councillor in London and even elected in recent elections.
I had the good fortune to study their social systems and how a common man is truley considered a bhagidar.
A councillor does not mean that he would be exempted from night shift duty of being a supervisor in metro.
No where you find police even around 10 downing street or near their parliament house.
In case shortage of staff is there, withdraw all the security from the politicians and let them live like a commoner, face chain snacther, or robbers and go to police station to lodge a police report or FIR and then see what happens.
We,the elected representatives of RWAS or societies must be trusted and schems like installation of CCTV CAMERAS must be allowed to be monitored by us. Let us atleast be allowed to know time frame for installation and monitoring of such security systems.
But in india, every body has to have police protection at the cost of exchequer.

CONGRATULATIONS..
Chairman public grievance commssion has stepped into our long pending grievance of encroachment(and merger) of public passage of madhuvan new delhi 110092 by a private primary school( universal public school preet vihar new delhi 110092.
Since 2005, after approval of MANAGING COMMITTEE of our society, i as honorary secretary had been unsuccesfully fighting this case. A simple information regarding land use and ownership of this public passage was denied by VICE CHIARMAN DDA AND COMMISSIONER MCD..DELHI.
Despite regular follow up, raising this issue in BHAGIDARI MEETINGS, REFERENCE BY OUR DEAR MLA Sh.Naseeb Singh to Lt.Governor DELHI besides other functionaries..there was no success. Finally in a case KK GHEI V/S MCD
Honourable Member of Public Grievances Commission ordered removal of encroachment public passage. SDM PREET VIHAR WAS DIRECTED TO ENSURE VACATION OF ROAD IN 2009.
But ALL authorities failed to act and meanwhile i started receiving threats of elimination. One person in feb or march 2010came to our home and advised my wife in my presence that i should not creat enemities. EVEN OUR SOCIETY(of ias,high court judges,police officers etc) stopped taking interest. CCN NEWS REPORTES CAME AND RECORDED MY INTERVIEW AND TV FOOTAGE BUT due to pressure did not aired it. They Had done it as a news item when Mr.Vijay kapur was in CCN NEWS.
Finally, it was CITYPLUS which front paged this encroachment and then OUR BLOG TOOK UP THIS.
Last hearing in chamber of Honourable Member Sh.Gupta did not bring any result as NONE OF MCD was present.
It is now at this juncture that Deputy Secretary PGC has sent hearing notice whic reads as under"Hearing in the following cases will be taken up
on 31/05/2010 at 11 AM in the chamber of Honourable CHAIRMAN Public Grievances Commission,Govt Of NCT of Delhi,M- block Vikas Bhawan New Delhi 110110.
I appologise for this longish mail but seek your pardon and advise how to handle this case. Through this blog i request CITYPLUS TO KINDLY PUBLISH THIS NEWS IN THEIR ESTEEMED NEWS PAPER.

India 'Diverts Funds For Poor To Pay For Delhi Games'
Tens of millions of dollars have been diverted in India from schemes to fight poverty and used to fund Delhi's Commonwealth Games, a report says.
The Housing and Land Rights Network pressure group says its report is based on official documents obtained under India's right to information act.
The group says there should be an independent inquiry into how this was allowed to happen. Government officials in Delhi say they are looking into the allegations.
'Clear evidence'
This report is a damning indictment of the way the Commonwealth Games have been financed and planned by the central and state governments.
It says tens of millions of dollars have been diverted from funds which are supposed to help raise underprivileged low caste communities out of poverty.
The report also says spending on the Games has spiralled out of control: expenditure on sports infrastructure alone is more than 2,000% of the initial projected budget.
In addition, more than 100,000 poor families have already been evicted due to projects connected with the Games, and up to 40,000 families are likely to be displaced before the Games begin in October, the document says.

WHOLESALE PRICES - Inflation crossed into double digits in Feb
India's inflation eased in April even as revised data showed wholesale price infla- tion has already crossed the double-digit mark in February.
The decelerating price data along with moderating factory output may ease the pressure on the central bank to immedi- ately raise policy rates at a time when the impact of the emerging crisis in Europe is yet unknown. However, econo- mists say the Reserve Bank of India (RBI) may continue raising interest rates in a slow and calibrated manner.
Provisional data released by the department of industrial policy and promotion showed that in April, inflation stood at 9.59% while data for February was revised to 10.06%.
While inflation for manufac- tured items surprisingly de- clined in April due to a fall in the prices of sugar and edible oil, food inflation rose on the back of higher prices of pulses, milk, condiments and spices.

Now, Know The Air You Breathe
Come October, each day you will know how pollut- ed the air you breathe will be the following day.
Following the pattern of weather forecasts, the Indian Institute of Tropical Metrology (IITM), an autonomous body under the Ministry of Earth Sciences, is set to start a pilot project to forecast the air qual- ity in the city ahead of the Commonwealth Games (CWG).
Once the experimentation stage is over, the project will be taken over by the India Metrological Department (IMD).
"The experiment phase starts in July. Twenty micro- processors with a resolution of three kilometers each will be placed all over Delhi to assess the quality of air," said B Mukhopadhyay, Deputy Director General, IMD.
The air quality will be calcu- lated in percentages.
"If the air quality forecast predicts 80 per cent air quali- ty it will mean that the air is 80 per cent safe while 20 per cent of the air has particles harmful for humans," Mukhopadhyay added.

Security of residential colonies ?
Dear Mr. Vohra ji,
I totally agree with Mr. Ghei re. security concern. Let's frankly admit that security situation in residential colonies is going from bad to worse. Police is helpless. A situation has now come that the affected residents, irrespective of the volume and nature of calamity on account of thefts that had taken place at their residences do not report to Police nor file FIR, as it has been found useless except the residents' harrassment! Let's admit frankly. The Police is also ineffective not because of lack of system but due mainly to acute shortage of manpower. For instance, the SHO/Anand Vihar has been provided over 200 police personnel but he has to look after a huge/unmanageable area under his jurisdiction. Consequently, he has provided, for example, only two constables to Anand Vihar colony which covers an area of 90 acres of land and over 1500 residential dwelling units! Can 2 constables manage the entire area 24 hrs.!
It is high time that the Govt. also support under the Bhagidari scheme provision of major and expensive equipment like CCTV and/or facilitate provision of 'iron gates' at the main outlets and construction of periphery walls etc. to make the colony a 'gated one' so that we could have better security management. The Govt. could subsidize the expenditure on this account, monetarily, with a fool proof system, like the 'subsidy being given to maintenance of parks' to the RWAs. The Govt. must have faith and confidence on the office-bearers of the RWAs who will be accountable for all transactions on this account. A time has come to doubly strengthen the RWAs and bring about 'guidelines' as in the sport bodies which the Sports Ministry is trying hard to bring about to streamline the functioning of National sports federations, where the office-bearers never quit unless by nature of death!
We could meet and mutually assist each other with such above suggestions, provided the matter is discussed dispassionately and with no ulterior motive except with the basic concept of 'serving and loving' aam admi i.e. our residents!

In Delhi’s footsteps, city gets its ‘bhagidari’ system
CHB committee to undertake survey, suggest need-based changes.
The Chandigarh Housing Board (CHB), in association with the CHB resident’s federation, has decided to launch a ‘bhagidari’ system in the city, on the lines of Delhi. Under the system, a committee shall be formed which will be headed by a CHB official and include members from the federation.
The purpose of the committee is to hold a survey of all the sectors and list the need-based changes as demanded by residents. Speaking to Newsline, Nirmal Datt, a member of the federation, said: “We have discussed the idea with CHB officials and they have agreed. There have been a lot of changes over time and the rules related to the construction of houses need to be altered. There are some immediate changes which are required urgently but the rules don’t permit the residents to undertake the task. The committee will take stock of all such need-based requirements, consider them and allow changes if possible”.
