Inter active sessions are a must

RWAS JOINT FRONT has been conducting meetings with DERC,BSES and honourable CM of Delhi from time to time. The front is a platform for participation of all RWAS OF SOUTH,WEST,NORTH and to some extent East Delhi. About four years ago at the initiative of front our dear CM had called meeting on electricity electronic meters. Besides others, FROM EAST DELHI Sarv shri SR SANGAR, GB SINGH and my self were present. Yesterday, the meeting was held at SAFDARJUNG CLUB, NEW DELHI. Very important points on issues like electricity, water bills, unauthorised guest houses etc etc were made. I in my personal capacity and as a humble social worker feel that trans Yamuna colonies are lacking in such joint ventures. Can any body suggest how to go about it.

No case for tarrif hike.. BSES

The news flashed tariff hike (20% or more) is applicable to State Electricity Boards as despite rise in input rates, the tariff did not see any hike. Please note... No tariff hike is possible without state consent.

DVB or DESU were sailing in the same boat for a couple of years. But with BSES the situation is entirely different, they seek hike every year. Since privatisation, tariff has seen hike many times. The performance parameters or implementation of DERC ORDERS needs to be examined.

This point i am going to amplify during DERC HEARINGS ON 10th March 2010. Unfortunately except our dear Sharma ji there is no input from any quarter. Tariff hike SHALL affect every body...rich..middle class and poor. In case we are public spirited persons...we should have voiced our concerns.

I once again plead... please come forward...do your best...least we are caught napping.

Deputy Commissioner issued notice for refusing information under RTI

In the first such case of its kind facing the Delhi Government, Information Commissioner Shailesh Gandhi has issued a show cause notice to a Deputy Commissioner seeking his explanation in a case of “dereliction of duty.”
In the order issued on Friday, which came in a case of short-listing non-government organisations for a Bhagidari project, the Information Commissioner has directed the First Appellant Authority and Deputy Commissioner (Central District) Akash Mahopatra, to send his explanation to the Commission before March 30 on “why the Commission should not recommend disciplinary action against him for dereliction of duty.”
The order assumes significance as disciplinary action is resorted to as a measure of last resort and fines up to Rs.25,000 are first imposed against officials.
In the immediate case, the appellant, Abha, a resident of Pushp Vihar, had in August 2009 sought information on the role of a district project officer, Sangeet Gaur, in the selection of non-government organisations. She had also asked of the office of the Deputy Commissioner if it had received any complaints against the DPO’s alleged corrupt activities and if so had demanded copies of the complaints. Also, she had asked if any complaints had been received then what action was taken. To this the Public Information Officer had replied that the query was “not applicable.”

I have viewed the link and I would profusely like to thank you for continuing to repose your trust in DSCI. Such feelings certainly provide further boost to our motivation and commitments.

Given the opportunity, I am sure we shall be able to set up a chain of DSCIs in Delhi as well as in other parts of our country, which all shall function with same zeal, dedication and sincerity in true letter and spirit, to provide relief to the thousands and millions of our patients suffering from cancer.

Private hospitals Vs. Govt. hospitals in Delhi

It's really shocking that, On the pretext of offering Free service to the poor patients, these private hospitals, grab the land and other facilities at throw away prices from the government. And while providing the free treatment, they don't even admit the poor patients. That's why 384 of the 504 Free beds are vacant. Shocked to view that 20 of 20 beds for poor patients are vacant in Dharmshilla Cancer hospital. Please read the complete news just under this post.

On the other hand, Just go n view the Delhi State Cancer Hospital started by Smt. Shiela Dikshit. Over 500 patients visit it daily for treatment. And every facility including Chemo Therapy as well Radiation is being offered free of cost. Dr.Grover at DSCI is providing the best of services to all the patients, poor or others.

The govt must deal firmly with these private hospitals and must give a boost to the hospitals such as DSCI.

If Admitted, Poor Patients Neglected


New Delhi: After a brief reprieve in the wake of the Delhi High Court order that fined Indraprastha Apollo Hospital for not admitting enough patients in the mandatory free beds, such beds in city’s private hospitals that got land at subsidised rates continue to go a-begging.

Of the 504 such beds available in Delhi, 384 were vacant on Wednesday afternoon. Many like Batra, Escorts and Jaipur
Golden hospitals had not even bothered to report the status to the government as they are supposed to do on a daily basis, with the result that the number of occupied beds is taken by the health department as vacant. This is as per a stated policy. The state health department, meanwhile, is fighting about 25 cases against various hospitals on the issue. The HC order on Apollo had been stayed by the Supreme Court sometimes back.

Sample this. All 20 beds in Dharamshila Hospital and Research Centre are vacant, as are all 11 in Rockland and Flt Lt Rajan Dhall Hospital each, 39 of 42 in Venu Eye Institute and Research Centre, 10 of 11 in Pushpawati Singhania research Institute. Escorts and Jaipur Golden have 26 free beds each, Batra has 50, Max Devki Devi Heart and Vascular Institute has 19. All these beds have been classified as vacant on the assumption that the hospital would have reported if there was something to report, said a senior health official.

No more missing deadlines: from April 1, babus pay penalty for delayed services

The Delhi government is set to start a pilot project for its service-level agreements (SLAs) to bring more accountability in its public dealings from April 1.
The concept is an initiative by Prime Minister Manmohan Singh, and Delhi will be the first off the block to implement it -- through its integrated services portal ‘Jeevan’.
As part of the initiative, it will be mandatory for each department in the Delhi government to adhere to SLAs of the government and deliver services within a deadline. Significantly, the official concerned would be penalised if delivery of a service shoots past the deadline.
The government will begin with nine services for now, Delhi’s IT Secretary Savitur Prasad said. While the basic framework for Jeevan is already in place, the government is also looking at keeping track of the status of these services provided online.
“Jeevan is already functioning through its 260 kiosks in the city,” Prasad said. “We have an internal system of tracking the status of services provided by various departments. This will now be digitised and accessed online.”

Tabs On Power Cuts, Power Discoms Will Now Have To List The Duration of Outages In Electricity Bills

POWER companies in the Capital will now have to mention the duration of outages every month in your electricity bill.
The Capital's power regulator, the Delhi Electricity Regulatory Commission ( DERC), has created a new format for the monthly bills that all power companies will have to follow.
The new feature in the monthly bills comes after the city's biggest power supplier, the BSES Rajdhani Power Limited ( BRPL), was found to have under- reported the duration of power cuts last June.
" Listing the duration of power cuts in electricity bills will provide greater transparency and alert the consumers in case the outages have been under- reported," said a senior DERC official.

MCD Not interested in collecting Property Tax

MCD confirms encroachment in Madhuban – Universal Public School, Preet Vihar,

Sir,

I am humbly reproducing certain order / information which pertain to the above said school located in Preet Vihar, New Delhi – 110092. You had kindly flashed problems of encroachments in Preet Vihar – Madhuban on front page as well as it continued on another page in your esteemed paper. This has caused tremors in MCD Circles. The residents had welcome and see it as the results of a struggle spend over 6 years. We humbly submit that MCD and Delhi Administration failed to honour and implement the orders of Public Grievance Commission, made contradictory reports to Hon’ble Lt. Governor, in response to the reference on the Hon’ble MLA Shri Nasib Singh. DDA Chief Engineer, Office admitted of encroachment by Universal Public School on public road of Madhuban. This report was sent after site inspection. However, on a second reference and under pressure from various quarters, a contradictory report was sent. We are indebted to you and Central Information Commissioner for bringing out the hidden information regarding this school. It is revealed that though the lay out plans and the building plans were approved in 90s but the school applied for completion certificate in 2007. Due to violations which were not compoundable, the completion certificate was not granted and their completion plans was REJECTED. It is also worthwhile to bring it on record that the original allotment to school was met for primary school. Obviously the land was allotted at dirt cheap price. Thereafter, the school was converted to other activities contravening terms of allotment. MCD and DDA failed to Act. Needs confirmation if property tax was recovered as per actual construction.

On one hand poor citizens of Delhi are sought to cough of more property tax and on the other hand MCD is failing to collect their legitimate dues from such institutes. MCD is also failing to collect the Property Tax from the shops which have been sub-divided. This needs to be seen whether such conversion are permissible under law and if so whether any conversion charges are required to be recovered.

Power tariff likely to rise by 20%

With what seems to be inevitable in this `age of inflation,' power tariff across the country including the national Capital is likely to rise by about 20 per cent. The Thirteenth Finance Commission (TFC) report tabled in Parliament last week has strongly recommended a substantial hike in power tariff structure across the country including Delhi which may see a hike of 15 per cent. The report states that a 7-19 per cent tariff hike is essential to ensure "sustainability and growth of the electricity distribution system."
The TFC report tabled on February 25 has favoured upward revision of power tariff by all state power distribution utilities to prevent them from adversely impacting the finances of states.
The report further said that the tariff increase should be accompanied by enhancement of operating efficiencies of utilities and reduction in overall transmission and distribution losses. "Absence of timely tariff increases has increased the gap and has impaired utility operations further. Some states have not raised tariffs for the past eight to nine years in spite of increasing deficits," the report says.

MCD To Upload Park Schedule On Website

Thanks to an application under the Right to Information (RTI) by a Residents' Welfare Association in south Delhi, the Municipal Corporation of Delhi (MCD) has decided to put up on its website broad work schedule regarding horticulture works for its parks across the city.
Frustrated with the contin- ued poor or nil maintenance of two parks in their colony, res- idents of Panchsheel Enclave filed an RTI with the MCD.
Senior Advocate Rajiv Dutta, also the vice president of the Panchsheel Enclave Residents Welfare Association Block A & A1, said, "We asked them various questions relat- ed to the upkeep of the parks."
These included sanctioned strength and actual number of employees at the park, their duty charts, record of main- tenance activity and pre- scribed schedule of the super- visory officer to inspect the parks.
