Dr. V.Srinivasan from Pocket-1, Mayur Vihar-1, Delhi-110091



































This is to bring to your and the concerned authorities’ notice the appalling state of civic infrastructure in the national capital of India.

We have been living in the colony named Mayur Vihar-1, Pocket-1 for the last 20 years. This is concerning our block of houses from 13-16( applicable to nearby blocks also).

Here there are two drains on either side of the houses that are perpetually full of stagnant, dirty water. One can, on any day see thousands of mosquitoes breeding on the surface in broad daylight. This drain is meant for rain water which is only seasonal. Once upon a time it used to be dry now due to some faulty road engineering (somewhere!) there is no outlet for the water to drain consequently the stagnant water breeds mosquitoes and emanates foul smell. This season the houses have been swarmed by mosquitoes leading to mosquito borne diseases.

On a personal note I am a medical practitioner working in this area for many years. I am down with malaria and missing my pledged duty of seeing suffering citizens. In this year 2010 if this is the condition of our civil engineering skills where drains do not drain and we consciously breed vectors to spread disease, our dream of becoming a global power (super!!) at the end of the decade will remain wishful thinking.

P.S This condition persists despite numerous complaints to local municipal councilor and efforts of the local RWA. This problem has also been highlighted in the respected local citizen newspaper The Mayur Infomail.

Getting a solution or a suggestion for a civic issue will not require visiting the authorities several times anymore as an innovation by BS Vohra will ensure this doesn't happen. After seeing the immense impact of Internet, this gentleman has started a blog for people to get easy solutions of their civic problems.

This new portal, http://www.rwabhagidari.blogspot.com/, is a common platform where RWAs of Delhi East District can interact and share problems being faced by them, as well as contribute their suggestions, ideas, opinions and a lot more. Though it's a private blog, it can be a link between RWAs and the Bhagidari cell of Delhi Government.


"I have been attending RWA meetings a very long time and whenever I attended them, I saw that only prominent members of the association got a chance to speak and many members don't get an opportunity either due to lack of time or due to any other reason. This made me think of doing something so that I can create a network among RWAs across the city and civic authorities and they can share their suggestions, grievances or can seek for suitable advice sitting at home," said BS Vohra, an active member of Krishna Nagar Welfare Society.


This blog was launched on Jan 1, 2010.


The blog has been designed in a user friendly manner so that even a novice doesn't have to struggle hard while operating it. One just needs to subscribe to this new portal and he will start receiving latest updates of RWA activities.


The blog is not restricted only for RWA members or media and authority but any residents can access it. The blog has many interesting parts, which can be summed up as follows:

Search RWA bhagidari blog: The blog has this facility for people wherein whoever wants to search for any specific RWA of east Delhi area doesn't need to go through the entire pages to search for it. Only a pin code of that area is required to be mentioned in the column provided and then the entire list of RWAs that fall in that specific area will appear on the screen instantly. The list of the entire east district RWA members with their names and addresses are maintained according to their pin codes.

Contributors: People can discuss about civic issues and can also seek suggestions. To make it informative people can also provide information or awareness messages which they think can be beneficial for the people. Two representatives from various RWAs can also upload the videos, photos and details about any event or complaints regarding any issue.

Visitors from any part of the world can be seen here. The red indicators on the world map signify the response that the blog receives from which part of the world.
Blog archives: The updates by the blog are shown under this icon. Anybody can click on this icon and can easily view all the updates by the people.
The blog has received more than 1500 hits from all over the world after its launch, which is again a commendable thing.
BS Vohra is now also trying his best to make this blog popular among the civic authorities so that they can come to know more about the civic
problems in the respective areas.

Delhi Aaj tak aired the protest against water tariff hike by RWABhagidari blog

On 1st January, 2010, on the very first day of new year as well on its launch, RWABhagidari blog raised its voice against the massive tariff hike in the water bills by Delhi Government. Mr. Anil Vajpai, President, Raghubarpura resident welfare association criticised the action of the Delhi Govt. Mr. Gurbaksh Singh from Krishna nagar requested the Delhi Government to extend the date for New meters. Mr. B S Vohra explained in details the use of the blog for the RWA's of east delhi. Many RWA's are showing great interest in the blog & likely to join it as contributors so that they could upload the contents. The detailed story was aired on Delhi Aaj Tak on 2nd January, 2010.

UPTO Rs. 500 /- being charged for the Nursery application forms by various schools of Delhi.

A common problem being faced by the parents in Delhi is the amount being charged by various schools on the Nursery Admissions. As per Directorate of Education (DoE), the charges for the application form should not be more than Rs. 25 /-. But it’s a well known fact that the schools are charging upto Rs. 500 /- for it on an official receipt of just Rs. 25 /-. May we request to our Education Minister Mr. Arvinder Singh Lovely, to please look into the matter at the earliest.

1. A letter on your letterhead, nominating you as the contributor on behalf of your RWA.
2. A few lines about you, about your experiences etc.
3. A photograph of you for uploading on this blog.
