Removal of Tinted Film from Buses ...... The Poilce and Polity are involved

I had filed RTI seeking information on removal of Tinted film from Busses and other vehicles operating within IGI -T-1 & T-3 around IGI and action taken by Traffic Police in compliance with Supreme Court directives as the tint was removed fro Cars and SUV's in and around Delhi. I was informed that the tinted film in busses is permitted because the glass panes are sliding, whereas no such exemption was granted by the Apex Court.

Barring a few Busses manyfactured by Volvo or Merecedes non of the other busses whether with sliding glasses or fixed glasses does not have tinted glasses. Most of the Busses and vehicle operating within IGI have tinted films on all the glasses.

It is matter of record that some of the cases of accidental deaths within airport have remained unresolved as vehicles could not be idnetified for simple reason that at night time due to dark film pasted on the glasses make the busses/Vehicles  non transparent and the culprit cannot be seen or identified.

The Sunday Rape incident with in moving bus having curtains etc necessistates removal of curtains, tints from all the busses plying within Delhi and entering Delhi at the earliest in compliance with Apex Court directive.

Removal of Tinted Film from Buses ...... The Poilce and Polity are involved

Dear All,

This shameful incident should be a wake up call for all law abiding citizens. There is a lot that ails our Police and Polity ....... why else do you think that the following happens .......

1. Auto Rickshaws do not form any Vote Bank as they are too few in numbers ...... yet the politicians keep quiet to their fleecing and misbehaviour ...... the police does not take any action ........ is it beyond them or is it that they do not wish to take any meaningful steps as it will block illegal payments (Hafta). The rot does not stop at the home guard stage or SHO ...... the illegal collections must be going all the way to the TOP ...... why else no action despite public outcry ........ if the Autos had not refused to go this incident would not have happened.

2. Every illegally moving vehicle allowed sends a message of invincibility/protection to hudlams and to the entire police force on the roads, not to check at any barricade as the free passage Hafta has already been made. How else do you think these White Line buses and Call Centre Cabs pick up passengers. If Mr. Neeraj Kumar does not know that then I seriously doubt his and his ilks intelligence and integrity. Many incidents of theft and molestation go unreported (actually unbooked) as the, unwritten rule is "Do not bite the Hand that Feeds". Even in this case these people had robbed a passanger but he did not initially report to the police.

3. We all see in our areas the Yellow Patrol Bikes chasing trucks carrying Building Materials ...... but does that stop the trucks from moving around ...... NO ...... all the Patrol Bikes and Khakhi Clad Cops are only Collection Agents ....... if they had been out to stop these Trucks from moving around Delhi during no entry hours then no trucks would be seen ....... These Truck Drivers have become so fearless and the system is so will oiled that, they even opt for a Monthly fee, with different Stickers issued ....... can you believe it that Mr. Neeraj Kumar is unaware or for that matter the Politicians and even the Media is unaware ....... Citizens no need Protesting ....... if the problem was unknown the solution can be found ...... but how do you find a solution to a problem that is Raking in Crorers of ill gotten wealth, while citizens die on roads every day and night.

4. Every Delhite burns expensive fuel at numerous barricades ....... with home guards checking papers of Motor Cycles ...... where as such vehicles are neither stopped or checked ....... the tempo used in Dhaula Kuan Rape and this Bus ....... in both the cases the culprits were sure that they can drive around the city, with no checks ...... imagine they caught this bus with the help of  CCTV footage from a Toll Booth ......... ?????? Have you ever heard of any Stolen Vehicle or a Robbery Heist being intercepted at  these barricades ....... dont you think Delhi Police will not go in PR overdrive if they catch any one. We only hear of some encounters and some gangster shot every few years ....... with so many crooks walking the streets, the number should be much higher ...... these barricades are a false security blanket to show to the world at large that the Police is with you for you blah blah ........ in fact these are also collection points for haftas and to extract extra pocket money from Motor cycles.

5. Now these PCR vans ........ again they are busy ferrying breakfast, lunch, dinner etc for the bosses ...... as also for collection of protection money from various illegal massage parlours, offices in residential areas, shops in non conforming zones, street hawkers and illegally run Taxis with private Numbers ...... SURPRISE ....... we know it .... but the Powers that be do not have a clue ........ with so much to loose in this parallel economy ....... DO WE STAND A CHANCE.

DELHITES STOP LIVING IN A FOOLS PARADISE ...... the CROCODILE TEARS THAT YOU SAW IN LOK SABHA AND RAJYA SABHA ....... were to cool the tempers down ......... a few days later all will be forgotten ........ HAVE WE NOT FORGOTTEN THE DHAULA KUAN RAPE .........

The Volley Ball that you see Shiela and Shinde play is all a ploy to divert attention ....... we all know that they both come from the same political party (13 years and 9 years respectively) ........ YET DELHI DOES NOT GET  SECURE STREETS ........ because they are partners in this MULTI CRORE parallel economy ........ and who BITES THE HAND THAT FEEDS.

Enough is Enough ......... "Enough of Human Rights ........ its time for CITIZENS RIGHTS ........ RAPISTS be CASTRATED and BRANDED ....... and Police being made Accountable ........ Enough of make believe activity of Police ...... Spend on CCTVs and not on Fancy PCRS/Bikes. Let every VIP be STRIPPED OFF special facilities ......... like .......

Pickup and Drop from Airports, Stations .... Let them move in Public Transport to feel what the Public Faces ...... Withdraw Security .... no one is so precious that they need to be protected at the expense of our Women and Citizens. The list is long .........

CAPITAL OF INDIAN LEADING THE COUNTRY IN RAPES & MURDERS

CAPITAL OF INDIAN LEADING THE COUNTRY IN RAPES & MURDERS

WAKE UP DELHI BEFORE IT IS TOO LATE!!!!!!!!!!!

Dont you think that it is high time that Delhi Police gets into the act and sheds some of the lethargy to restore the pride of Police Department and city of Delhi. Sorry to state that past Commissioners have towed their political masters and today we are seeing the capital city of the country fast becoming the rape & murder capital of India. The criminals have least respect for the law and authority as some of your predecessors may have shielded the law breakers due to which they operate openly & fearlessly.

Strangely New Delhi is the seat of the Central Government, State Govenrment, all the MP’s of the country, major intelligence and investigation departments and home to major VVIP’s and still such heinous crimes are committed and criminals get away with no action from the government. In 2012 653 rapes have been committed with no justice to the victims infact the criminals have got away. Most disgusting has been the comments from Panchayats or Khaps or society that ladies/women should not venture out or their should be no communication with them. Have you ever thought of restraining the young men who are at large after committing such crimes? Why should the women be in PURDAH – don’t they have equal right to freedom.

What is our government and justice department doing – waiting for someday when they gather courage to enact strong laws or waiting for the day when some VIP’s daughter/sister/mother is harassed or raped to wake up? Politicians are only interested in the media coverage but fall short of taking any serious action. They are more interested in “RESERVATION IN PROMOTION” or “CASH SUBSIDY SCHEME” which gives them political mileage

Lok Satta Party is fully supportive of all strong action that Delhi Police may take and enact to ensure such acts are not repeated and also set a strong deterrent for the future offenders.

Lok Satta Party suggest the following:

-        - Free Delhi Police of their political masters. Make them accountable and fix responsibility on the DCP/ACP/SHO of the area(s) where the incident takes place and suspend them immediately if no action is taken.
-        - Setup fast track courts to settle issues relating to rape, molestation, eve teasing with maximum decision time at 3months to pronounce the guilty.
-       - Proper lighting should be there on roads
-        - Police should patrol thoroughly during all times/hours to prevent such incidence. Major areas where possibility exists we should install cameras on roads so that nearest PCR vans can be alerted.
-        - Any political interference in such issue should be strongly dealt with and condemned in the strongest words publicly.

LLok Satta Party has also written a letter to the Home Ministry though we all know that it is going to fall on deaf ears and is planning on gheraoing the HM residence and also the Delhi CM's residence to make them to act fast on this major issue.

Best Regards

Rape capital ?

I entirely agree. No govt official or minister is bothered. They will take drastic action only when their daughter is raped by a gang of  goonda with animal lust. Then they will move all  provisions of I P Cand ensure death penalty to the criminal. Next time when we get a   brute  as the rapist let us silently hijack him from the police custody (so that he does not escape with light punishment) and give him  the punishment given in Saudi Arabia and  Iran-  they bobbit him. That is the only way to prevent repeat occurences of raping incidents

May we ask from our CM that what's the definition of STRICT ACTION in the Dictionary of Delhi Govt.?

A 23-year-old girl who was raped by a bunch of men in a moving bus is battling for life at Safdarjung Hospital in Delhi. Chief Minister Sheila Dikshit, appalled at the girl's condition, said: "Strict action will be taken against her attackers. The transport department has told me that the licence of the bus has been cancelled and strict action would be taken not only against the White Line bus but also to prevent any such incidents."

May we ask from our CM that what's the definition of STRICT ACTION in the Dictionary of Delhi Govt.?

Almost daily we get the news of such incidences from one or other part of Delhi. What strict action Govt has taken against any of such cases, so far ?

It's really a SHAME for all of us if such acts of these maniacs can not be controlled. In my opinion, they must be hanged till death, publicly.

Chander nagar traffic problems !

Dear Mr Vohra,
I request you to kindly take a neccessary action against unauthorised parking of Trucks , school van on holidays near chander nagar school , pollution , unauthorised coverage of all shopkeepers on main chander nagar Raod . People who are residing near Chander nagar facing lot of problems .Also i need your help to maintain our Park.

Day to day problems of the area !

Dear Mr. Vohra,

It is indeed very nice of you to expose the day to day problems which are being faced by aam aadmi! What is the net result? It is mounting day after day and the authorities concerned do some cosmetic treatment and then recurs and then the same usual treatment. In other words it is cancerous and never ending. We have not taken a 'holistic view' of the problems and chalked out short and long term solutions. In this respect I won't blame the authorities alone. We are also equally responsible. We are all selfish and wish to lead a luxurious life at the cost of others about whom we are least bothered. Our ethos and culture have gone with the wind! What is the solution. We are still groping in dark. Our suggestions are unheard and not savoured! Our daily life begins with problem and ends with problem but no solution. Might is right and we will be fighting with each other and creating chaos for ourselves. We are not self-disciplined but utterly selfish; we are law abiding only when enforced but over come them with 'power' and 'money' at our disposal! From 'sane' we are becoming 'insane'. Little do we care for others except in 'lip service'.  This lot is increasing manifold with no sight of solution! We are facing with a number of problems from dawn to dusk - parking, traffic, air and noise pollution, water and electric power scarcity, soaring prices all round with little respite in sight! Problems focussed in writing or otherwise are never heeded and attended to. It is a pitiable condition. Many a times I hover my mind why should we live in India - why not quit! It is wondered why we are so and how we arrived at this mess! Let's ponder over and find suitable and feasible solutions for being followed.

With best regards,

TK Balu

But why to close India gate for general public ?

Dear Mr. Vohra ji,

I totally subscribe to your views! Let's concentrate on our economic progress by creating employment potential to the educated lot who are resorting to crimes etc. Let's educate our people! Let's take care of aam aadmis' health and hygiene!! We should concentrate on two specific fields - Education & Health for all - instead of memorials and statutes and samadhies and celebration of our leaders by releasing full page advts. in all newspapers and having meetings and seminars eulogizing their services which they had rendered and meet all expenses thereon. True they may be there but let's spend the money involved on more useful things which could benefit the people at large. There is no denial that there should be a "National War Museum" but should everything be in Delhi which is already full of memorials ad nauseum. Let's all focus on how to improve roads, sanitation, hygiene, health and education etc. to meet the needs of ever-increasing population of Delhi! India Gate is the only place in Delhi where people could 'breathe' fresh air and move about freely. Let's not get it crowded with such Museum. Princes' Park could be ideal!

With best regards,

TK Balu

But why to close India Gate for general public ?

We must honour our martyrs who sacrificed their lives for our country. Princess park is one such place where a good NATIONAL WAR MUSEUM can be built as area is already under the control of armed forces. But why an aditional national war memorial complex at India Gate, which will close the entry of the general public to the area

India Gate is the only open place and green lung, where residents of Delhi as well visitors visit regularly & enjoy the free time. It's the only place where we can stand and feel, Proud Indians, as on the other side it has the Rashtrapati bhavan. How the Central Govt and a GOM can decide to close the place for general public ?

The same thing happened with Delhiites when the only recreation centre of Delhi, the famous APPU GHAR was closed by the govt. to meet other requirements.

It's also strange that after so many years of independence,  if we require investment, it's FDI & if we require an architect for our post independence war martyrs, it's Charles Correa.

Please let us have your opinion too in this regard.

Thanks

Why you need to apply for a new cheque book

.
Considered to be a major milestone in the history of Indian banking, Cheque Truncation System (CTS) aims to make cheque clearance more efficient and reduce the clearance time of cheques to one day, thereby trimming down the floating time considerably. India processes as many as 1.2 billions cheques annually and therefore, the implementation of this system would drastically cut down the waiting period involved. The system will be implemented nationwide from January 1, 2013.
CTS cheque sample
How does it work?

An online image-based cheque clearing system, the collecting bank branch would deploy scanned images along with the magnetic ink character (MICR) of the cheque which will be sent out electronically using their Capture System, removing the need for physical/manual transfer of cheques. The captured images and the data is then signed and encrypted and sent to the Clearing House or the central processing location and thereafter forwarded to the drawee or paying bank.

This helps speed up the cheque collection process that eventually helps provide better and faster customer service.

Key Features of Cheque Truncation System
  • User friendly graphic user interface
  • Automated coding and endorsing of cheques
  • Encryption of data file before transmission to the clearing house or the service branch
  • Employs a unique transaction follower process to confirm the status of cheque
  • Improved and efficient settlement and prevention of fraud
  • Equipped with enhanced archival procedure that stores images and data facilitating report generation along with future enquiry
  • Alerts RMs in case of return of cheque due to insufficient funds

New cheque leaf

Impact of CTS on Customers

Handling of EMIs with the Introduction of CTS

In cases where customers have issues post-dated cheques (PDC) for payment  of monthly installments towards an ongoing loan, they would need to issue fresh cheques to the bank or service provider as per the new directive on CTS by the RBI. The replacement of these cheques needs to be done latest by December 31, 2012 and is applicable on all banks and NBFCs.

Encashment of Old Cheques

If you have an old cheque with you, you should get it encashed by December 31, 2012. The RBI mandate states that payments for such cheques will be honoured only till then.

Banks need to issue the new types of CTS-compliant cheque books with the prescribed features to all their customers latest by December 31, 2012. Customers may need to surrender their old cheque books or cancel them and show proof of cancellation. No replacement fee will be charged by the bank for issuing new cheque books

Apart from these aspects, the system does not, in any way, affect the way things function for a customer. They would continue using cheques as they do currently; however, cheques that have been altered or modified will not be permissible under the new system. The other precautions that need to be taken while issuing or writing a cheque are:

  • Ensure that all details are clear and readable, using black or blue ink
  • Write the name of the payee, amount and the date and sign the cheque correctly.
  • In case you use seals on the cheque, ensure that they are imprinted in a manner that they do not mask or hide the other important fields of the cheque.

Benefits of CTS for Customers

There are many benefits of the cheque truncation system from the perspective of a customer.

  • Clearance cycle gets shortened - As this system is being implemented, the physical or manual movement of cheques for clearance has ceased. With cheques being transmitted electronically, the settlement process becomes quicker, facilitating reduction in the clearance cycle.
  • The fear of loss of cheques during transfer from the collecting bank to the drawee or payee bank is eliminated.
  • Limitations of the current clearance system with respect to jurisdiction and geography are eradicated. This enables integration and consolidation of several clearing locations across various banks offering different service levels into one standard clearance system applicable throughout the country.
  • CTS helps reduce the scope of fraud significantly. Moreover, the electronic transmission is quick and allows early detection of fraud or any alteration with respect to the payee, amount or the issuer of the cheque. CTS prescribe minimum security features under ‘CTS-2010 standards’ along with superior verification process that further facilitates in the reduction of frauds.
  • The operational efficiency of both the bank as well as the customer is enhanced with the introduction of this system.

City has dismal record of structural safety

NEW DELHI: Two building crashes and the tilting of another building, within a month, highlight Delhi's worrisome record of structural safety.

In 2011, 60 people died and 75 were injured in 68 cases of structure collapse here. In a comparison of 53 cities, Delhi suffered the most due to structure collapse, said the National Crime Records Bureau reports.

Only last week, a building had collapsed in east Delhi's Jheel Khurenja area without causing any casualties. On November 23, a building had tilted in Lalita Park, where 70 people lost their lives in a building collapse in 2010.

While unauthorized construction is to blame for weak buildings, the civic agencies have failed to check it, especially in colonies lining the Yamuna's bank. "The area is deprived of civic amenities but the real estate business is thriving. The corporation needs to act," said B S Vohra of East Delhi RWAs Front.

Rampant illegal construction has not only added to congestion but also weakened old structures. The walls of many houses have developed deep cracks and their foundations have become weak.

Corporation officials say they are helpless due to a shortage of supervisors. "Staff crunch has been a persistent problem with the corporation after trifurcation. The application for recruitment of junior engineers has been pending for over two years. It is impossible for an engineer to keep a check in almost five wards," said S S Yadav, commissioner, East corporation.

New Taxes in EDMC budget ?

Dear Vohra ji,

Thanks a ton for taking up this important issue. MCD had been squeezing only the honest tax payers rather than bringing the almost 70% of the property owners who have not been paying any tax, in their net.  EDMC seems to be a step further.  We can understand that their coffers are empty and they need money to pay salaries and meet other expenses, but putting all the burden on the existing tax payers looks like a day light robbery.  Instead, they should try to control rampant corruption in every department so that legitimate money goes to their treasury rather than in some pockets; they should honestly try to take strict action against those not paying taxes and bring them in the tax net; empower and involve RWAs/housing societies in tax collection, etc.

Vohra ji, we would be pleased to extend our whole-hearted co-operation and support, and wish you all the success in your efforts.

Best regards

New Taxes in EDMC Budget ?

Dear Mr. Vohra ji,

I fully endorse your views! The woes are increasing while the MCD is taxing the law-abiding citizens. If they wish to increase their revenues there are many ways and could be done in consultation with the recognized RWAs/Federations etc. We won't be unreasonable and illogical. With the all round increase in all spheres the honest people would also be reasonable in their demands which could be considered and conceded! This is real 'bhagidari' and not the other 'official one' which is given publicity all over.

Thanks for taking up the cause and difficulties of the hon/citizens with the authorities concerned through various means at your disposal but I wonder whether they will have any impact at all! However, our good wishes and cooperation are always with you, for you and forever and ever!!!

With best regards,

TK Balu

EDMC Budget : Jago Delhi Jago !

EDMC Commissioner Mr S S Yadav today announced a whole lot of NEW TAXES for East Delhi.

Property Tax : It's quite strange that instead of widening the Tax net, EDMC is harrassing those who are already paying it and those who are not in their Tax net have again gone scot free.  Property tax in the area is likely to go up with East Delhi Municipal Corporation today proposing an increase of property valuation by 1.6 times and imposing education cess and betterment tax on it.

Betterment Tax : What betterment Tax they can charge to the residents when the Roads condition has worsened. Traffic jams have widely increased the travelling time. Pollution levels are touching the peaks. Yamuna has been converted into a drain. The Dirty drain water is being supplied as drinking water. The residents have to suffer from Dengu to Swine flu due to the declining sanitary conditions.  But expect a 10 % Betterment Tax on Property Tax. Rs. 22 Crores expected by EDMC.

Education Cess : Just ask the Parents that how many would like to send their wards to a MCD Govt school for education. No quality, no standards, no compatibility with any of the private schools. Just for the future of kids, parents are forced to pay high fees to the private schools so that kids could compete with the future. Govt or MCD has totally failed to provide quality education to students of Middle class or lower middle class segments.  But again a 5 % Education cess on Property tax. Rs. 11 crores expected by EDMC.

Professional Tax : Professionals are already paying Income Tax / Service Tax and many other related Taxes. Businessmen are already in the net of CST, VAT, EXCISE etc. etc. Why a new tax at all ?  Professional Tax of Rs. 1200 to 2400 on vatious Income slabs.

Generator Tax :  Those using Generators have to pay this. Seems Govt won't leave you in any segment, you may be.  Electricity Tax on Generators of 5 KW and above.

Car Parking : They are not able to provide any new parking, any better parking in the area. The parking mafia is already making good money. Now they want to make it at minute rate basis for the further harrasments of users of parking sites. Minute based Car Parking rates with 50 % additional for Peak hours between 5pm to 9pm & monthly parking charges up from Rs. 500 to Rs. 1500

It's just politics or the impact of trifurcation of MCD, but one thing is clear that one who elects any form of govt is the one who is forced to pay for the working of that form of Govt. None bothers if you can or can't afford it.

JAGO DELHI JAGO !

Cup of Coffee on the Wall

I sat with my friend in a well-known coffee shop in a neighboring town of Venice, the city of lights and water. As we enjoyed our coffee, a man entered and sat on an empty table beside us. He called the waiter and placed his order saying, ‘Two cups of coffee, one of them there on the wall.’ We heard this order with rather interest and observed that he was served with one cup of coffee but he paid for two. As soon as he left, the waiter pasted a piece of paper on the wall saying ‘A Cupof Coffee’.

While we were still there, two other men entered and ordered three cups of coffee, two on the table and one on the wall. They had two cups of coffee but paid for three and left. This time also, the waiter did the same; he pasted a piece of paper on the wall saying, ‘A Cup of Coffee’.

It seemed that this gesture was a norm at this place. However, it was something unique and perplexing for us. Since we had nothing to do with the matter, we finished our coffee, paid the bill and left.

After a few days, we again had a chance to go to this coffee shop. While we were enjoying our coffee, a man entered. The way this man was dressed did not match the standard nor the atmosphere of this coffee shop. Poverty was evident from the looks on his face. As he seated himself, he looked at the wall and said, one cup of coffee from the wall. The waiter served coffee to this man with the customary respect and dignity.  The man had his coffee and left without paying. We were amazed to watch all this when the waiter took off a piece of paper from the wall and threw it in the dust bin. Now it was no surprise for us – the matter was very clear. The great respect for the needy shown by the inhabitants of this town welled up our eyes with tears.

Coffee is not a need of our society neither a necessity of life for us. The point to note is that when we take pleasure in any blessing, maybe we also need to think about those people who appreciate that specific blessing as much as we do but they cannot afford to have it.

Note the character of this waiter, who is playing a consistent and generous role to get the communication going between the affording and the needy with a smile on his face.

Ponder upon this man in need….he enters the coffee shop without having to lower his self-esteem…he has no need to ask for a free cup of coffee…without asking or knowing about the one who is giving this cup of coffee to him…he only looked at the wall, placed an order for himself, enjoyed his coffee and left.

When we analyze this story, along with the other characters, we need to remember the role played by the wall that reflects the generosity and care of the dwellers of this town.

Green & Environmental Taxes : now pay 2% for petrol & 4% for Diesel existing OLD cars

A new rule is in the offing whereby, you may be asked to pay 25% of the cost of a NEW Diesel car as the Green Tax. But the problem area is that for all of your existing OLD cars, you may have to pay 2% for Petrol cars and 4% for Diesel cars per annum alongwith your insurance premium on the name of ENVIRONMENTAL TAX.

We had a LIVE today on Delhi Aajtak on this topic. Your valued comments are being awaited.

Thanks
