‘Metro line brought more chaos to us’























The government's proposal to tax residents to arrange funds for expansion of the Delhi metro hasn't gone down well with the people. Residents said the argument that the value of a property goes up and quality of life improves in areas with metro connectivity is highly misplaced and does not hold truin most areas. More often than not, residents added, proximity to metro stations leads to nuisance and chaos.
"Thanks to the metro station next door, there is lot of nuisance around my house all the time. Rickshaws and autos cause traffic snarls and there are unknown people moving around all the time making us feel insecure," said Sudhir Kakkar, a resident of Rohini Sector 13.
While the government is working on a plan to levy additional property tax and betterment tax on properties along the proposed metro corridors in phase 3, the municipal valuation committee has also prepared a report on re-categorisation of residential colonies and upgrade those that fall within half-a-kilometre of a metro line.
"If increased property tax is the price we will have to pay for a metro line near our houses then we don't want metro corridors anywhere near our house," said RK Jain, a resident of Krishna Nagar, which is likely to be connected by metro in phase 3.

Regarding Malviya nagar main bus terminal

Dear  Sir,
 
We are facing lot of problem near the Malviya nagar bus terminal.detail given below:
1. Last 2 months bus parked in front of Shivalik.
2. last one month malba are near the Bus stand.
3. No cleanness near the Bus stand.
4. Last year in Shivalik 20 cases was dengue.
5. no cleaness of the drainage.
6. No - out fall of the drainage.
 
My request pl. help us &do the needful.

माननीय महोदय जी,

जैसा कि आप को टेलिफोन के माध्यम से दिनांक १९.४.२०११ को रूट नं १९२, बस
नं डी.एल. १ पी ६९५९ केशव नगर तक जाने वाली बस जिसे ड्राईवर ने नत्थूपुरा
पर रोक कर सवारियों को उतारने, तथा बस को केशव नगर ना ले जाने व इस विषय
में कन्डक्टर द्वारा शिकायत पुस्तिका ना देने एवमं सवारियों से बतमीजी
करने के बारे में अवगत किया जा चुका है,

लेकिन अब भी ड्राईवर कन्डक्टर अपनी मनमानी करने से बाज नहीं आ रहे हैं।
अधिकतर ड्राईवर कन्डक्टर बसों को दोपहर के समय जब बच्चों की छुट्टी का
टाईम होता है तो नत्थू पुरा मोड पर बस रोक कर सवारिय़ों को उतार देते
हैं, जिससे मासूम बच्चे गर्मी मे परेशान होते हैं आगे केशव नगर तक बस ले
जाने के लिये जब बच्चे व अन्य सवारी कहती है तो बतमीजी से गाली गलोंच
करते हैं, यही हाल सांयकाल के समय में होता है, शाम के समय ६ से ८.३० बजे
तक कोई बसे आगे नहीं जाती हैं। कई बार श्री कौशिक साहब ने भी इन की मन
मानी को खुद आकर देख था।

ड्राईवर कन्डक्टरों के वर्ताव से बच्चे, महिलाएं, बुजुर्ग तथा अन्य
सवारियां पैदल चल कर केशव नगर का सफर तय करती हैं, रास्ते में अन्धेरा
होने के कारण कई बार उनके साथ लूट्पाट भी हो चुकी है, या फिर प्राईवेट
सवारी या रिक्से से अपने गनतव्य स्थान तक जाते हैं।
जब की नत्थू पुरा मोड के बाद कई कालोनी के यात्री ड्राईवर कन्डक्टरों के
व्यवहार से परेशान हैं जिससे डी.टी.सी को तो भारी नुकसान हो ही रहा है इस
के साथ अन्य लोग भी दुखी हैं।
इसी तरह कई ड्राईवर कन्डक्टर बसों को केशव नगर से करीब १०० मीटर आगे
झाडियों में ले जाकर बस खडी कर देते हैं ओर आराम से शराब/सिगरेट पीते हैं
या सोए रहते हैं जब कि सवारी बस आने का इन्तजार करती रहती हैं।
इस सम्बन्ध में कई बार शिकायत की जा चुकी है लेकिन इस बारे में कोई
कार्यवाही नहीं की जाती।

अत: आपसे निवेदन है कि इस तरह की हरकत करने वाले ड्राईवर कन्ड्क्टरों के
किलाफ कानूनी कार्यवाही की जाए तथा नत्थूपुरा मोड पर बैठने वाले टाईम
कीपर को केशव नगर स्टेन्ड पर बिठाया जाए जिससे ड्राईवर कन्डक्टरों की मन
मानी पर तो रोक लगेगी ही, डी.टी.सी. को भी काफि फायदा होगा।

MCD extends date for nominating RWA members for RWCs

New Delhi, Apr 19 (PTI) The MCD has extended by two more weeks the last date for residents welfare associations to nominate a representative each to ensure formation of residents ward committees, which will work as consultative bodies for local-level development. The corporation had announced the scheme for constituting residents ward committees (RWCs) on March 10 and said it will boost public participation in civic decision-making. "We are extending the last date from April 15 to April 29 to facilitate cooperative group housing societies and DDA societies, which are also part of the scheme but had sought some clarifications. We have received applications from 700 RWAs," Mayor P R Sawhney told reporters. He said the process of formation can start and those who apply later will be accommodated gradually. As per plan, the RWCs will comprise a representative from each registered residents welfare association within a municipal ward, apart from the area junior engineer (works), sanitary inspector and section officer (horticulture). The councillors will chair the committees. The MCD had issued a public notice for commencement of the scheme and said the RWAs can send a letter of nomination along with application for registration to the Chief Coordinator of RWC Management Cell under the Mayor's office. Sawhney said though most of the municipal councillors involve RWAs while deciding on development works in their areas, the new panels will "institutionalise" this system. The panels will meet once a month and give suggestions on development plans and help prioritise their needs.

missing foothpath on mcd road

Dear Madam / Sir

I am a resident of Mount Kailash (flats 61-120) Packet A. The junior Section of DPS also exist in this pocket of DDA housing. However the road infront of School has no footh path and it is dangerous for small kids to walk upto Bus / Car. The cars use this road with very high speed Whole day the persons neither living here nor working here park their cars leaving almost no space for pedestrians. The roads are being used as parking area by sarrounding markets. The area also takes shape of public toilet. I feel all these activities leaves very bad impression on small chidrens and needs to be improved on priority. The mails to DC (c), taffice police , MCD remains unattended. You are our last hope for improvement of this environment are sure that necessary action will be taken at the earliest

Anna worked as a crusader for decades, got several cases registered in this struggle but now the stage has finally been set for drafting of LOKPAL BIL.

Dear Sir,

Mr Jeet Kumar of Mayur Vihar  has  very  rightly  asked  the  authorities  to  explain as to why the RWA  has been held responsible and FIR lodged against the office bearers in the Noida sisters' death case.  Yes, what admin/judicial authority the RWA has to peep into one's personal affairs.
If the RWA had done something, the same NGO would have asked - who is RWA to interfere  in someone's personal affairs?
Similarly, the MCD guidelines for installation of iron security gates in colonies, hold the RWA office bearers responsible for any mishap due to non-functioning of iron gates.  And, surprisingly everyone has been quiet, or in other words, accepts the responsibility.  The Priydarshini Vihar RWA has raised the issue of empowerment of RWAs with the MCD on various occasions, and also also sent letters  asking them either to empower RWAs to collect subscriptions from all the residents and take other appropriate decisions for the welfare of the residents; or withdraw Clause 3.q) from its Guidelines issued on 30/06/2007. 

The issue of empowerment of RWAs has also been raised by us and several other RWAs, at several meetings with the CM.  I think, it is time, the Joint Front take the lead and fight for empowerment of RWAs.

Bhagidari meeting on 21.4.11 at 3 pm at DC ( East ) Office

Our problems with different agencies and authorities

we seek your good offices to help us solving our problems with deferent agencies and authorities that Administer the city of delhi.

Most of the problems relate to negligence on part of MCD , condition of roads, storm water drains, footpaths cleanliness are in poor state.

portion of Roads which belong to PWD are bad ,protecting grill required on the road running along with Outer Ring Road is neccesity which is missing inspite many request.

DDA has an adjecent park located at N-81A between our colony and neighbouring colony Shahpurjat is being missused by the neighbours by converting a park into parking lot and made part of it an open  sewerage which stinks and breeding mosquitoes. The park is no more a park without any greenary .Our complaints about this park have folowen on deaf ears. The roads under PWD like August Krinti Marg and Outer Ring Road need pruning of trees as the street lighrs at many places are affected.

Footover bridge on outer RIng Road is approved (28th meeting of sub-committee held on 06-112009 under the chaimanship of Pr. Secretary PWD) the work on this bridge shouls start.

Why to blame the RWA ?

WHY ? Why the RWA is just blamed for every matter ? Will some one answer What is the Admistrative or Judicial power / Authority to the RWA office bearers ? For that matter what the NGO had done in this case who has roped RWA now? This is a very personal family matter, the girls are educated and their own real brother , who lives near by has not done any thing or the Police for that matter. What role RWA has in this family matter ?
 
So, why blame RWA and not their Brother or Police ? This is not justified to blame persons those who are rendering honerery Social work/ service to the residents. All the registered RWA should join to protest such an un justfied action by any one.

RWA says cops did nothing

NOIDA: Anuradha Behl's death has led to a blame game in Sector 29. While the RWA has alleged that even though its office-bearers had approached the police to take appropriate action in the case, the cops were reluctant to do anything, social activist Usha Thakur, who rescued the sisters, has registered a complaint with the Sector 20 police station against the RWA office-bearers . Her charge – that they allegedly came in the way of the rescue operation on Tuesday. 

Office-bearer RC Sharma alleged that the apathy of the police led to the incident. "We had approached the police a number of times. Four times we visited the police station but every time instead of taking any action, the police personnel came up with excuses. They did not even receive our complaint. We, being office-bearers , have no right to enter somebody's residence. We can only approach the administration to intervene if something is wrong," Sharma said.

Noida sisters: FIR against Sec-29 RWA


Social activist Usha Thakur, who rushed to the aid of the two sisters — Anuradha and Sonali Behl — said the fact that their condition went unnoticed for as long as six months “raises a question on the society at large. What were they doing?”
Thakur, who reached the Behls’ first-floor flat in Sector 29 along with police and a few members of her NGO on Tuesday, had jumped over on to the terrace and peeped inside.

The neighbours said they did their bit, but the sisters denied them access and refused all help. They checked on them through Vinod Kumar, the man who supplied groceries to the sisters. They did not want to intrude beyond that.
On Wednesday, Thakur registered an FIR against the Sector 29 RWA, claiming negligence.

पूर्वी दिल्ली, जागरण संवाददाता : दिल्ली जल बोर्ड के एक अधिकारी ने निगम पार्षद जितेंद्र सिंह शंटी पर पूर्वी जिला की भागीदारी बैठक में दु‌र्व्यवहार करने और धमकी देने का आरोप लगाया और शिकायत शकरपुर थाने में की है। पार्षद जितेंद्र सिंह शंटी ने आरोपों को बेबुनियाद बताया है। गुस्साए जलबोर्ड कर्मचारियों ने शुक्रवार को शकरपुर थाने के बाहर प्रदर्शन व नारेबाजी की और आरोपियों के खिलाफ कार्रवाई की मांग की है। अपनी शिकायत में दिल्ली जल बोर्ड पूर्वी जिला के जोनल इंजीनियर सत्यप्रकाश ने वार्ड नंबर 238 के निगम पार्षद जितेंद्र सिंह शंटी पर दु‌र्व्यवहार और धमकी देने का आरोप लगाया और उनके खिलाफ कार्रवाई की मांग की है। सत्यप्रकाश का कहना है कि बुधवार को पूर्वी जिला उपायुक्त कार्यालय में भागीदारी बैठक आयोजित की गई थी। बैठक में वे भी विभिन्न आरडब्ल्यूए पदाधिकारियों की समस्याएं सुनने गए थे। वहां पर वार्ड नंबर 238 के पार्षद जितेंद्र सिंह शंटी और झारखंडी रेजीडेंट वेल्फेयर एसोसिएशन के अध्यक्ष दिनेश कुमार गुप्ता ने उनसे दु‌र्व्यवहार किया और उन्हें जान से मारने की धमकी दी। यह जानकारी जब जल बोर्ड कर्मचारियों को मिली, तो वे म्यूनिसिपल वर्कर्स लाल झंडा यूनियन के महासचिव सुशील कुमार और सचिव उमाशंकर शर्मा के नेतृत्व में शकरपुर थाने पर पहंुचे और वहां प्रदर्शन व नारेबाजी की। यूनियन के सदस्यों ने थानाध्यक्ष को ज्ञापन एवं शिकायत दी। उधर, पार्षद जितेंद्र सिंह शंटी का कहना है कि उन पर लगाए गए आरोप बेबुनियाद हैं। धमकी उन्होंने नहीं दी, जलबोर्ड अधिकारी सत्यप्रकाश ने उन्हें धमकी दी थी। जिला उपायुक्त आरके मिश्रा ने उनके बीच सुलह करा दी थी

Meeting with dy.commissioner east bhagidari

I was really happy that during last ten year , first time an officer has come who knows his powers,realises that colonial days are over and officers must realise they are there to accelerate improvement in civic life.
I was encouraged to make following suggestions
Meeting schedule must be e mailed,SMSed and through courier so that bhagidars come fully prepared.
Nodal officers must be made responsible to understand they represent concerned departments. ONLY NODAL OFFICERS MUST BE ALLOWED TO ATTEND?
Department wise meetings should be held.
One meeting say for police
Second for MCD and third for DDA matters.
Old items appearing on agenda for the last three years could be picked.
MOST OF ITEMS DO NOT REQUIRE FUNDS BUT administrative action.
KINDLY offer your comments on this.

Taking picture of vehicle must before towing

NEW DELHI: After getting many complaints against cops demanding bribes with threats of towing away vehicles , Delhi Traffic Police have asked all contractors who provide cranes to the department to come equipped with a digital camera.

"Starting Friday, it will become mandatory for traffic personnel to take a picture of the vehicle errantly parked before attempting to tow it away. Towing a vehicle without taking a picture will be illegal. This will not just ensure that no bribes are taken by the traffic cops, but also help in keeping proof of the errant vehicle, if required," explained joint commissioner of police (traffic) Satyendra Garg.

In a new order issued to the dozen-odd private contractors who supply the 58 cranes to Delhi Traffic Police, both the contractor as well as the traffic personnel will become liable if they attempt to tow a vehicle without taking a picture of the vehicle first. Each of the contractors signed the new contract on Monday.

"It has been found that traffic constables demand bribe in exchange of not towing away an errantly parked vehicle or threaten to tow away a vehicle if not given a bribe even if the vehicle is not flouting any norms. The new order should be able to curb the problem," explained a senior traffic police officer.

Europe 'losing' superbugs battle












The emergence of antibiotic-resistant infections has reached unprecedented levels and now outstrips our ability to fight it with existing drugs, European health experts are warning.

Each year in the EU over 25,000 people die of bacterial infections that are able to outsmart even the newest antibiotics.

The World Health Organization says the situation has reached a critical point.

A united push to make new drugs is urgently needed, it says.

Without a concerted effort, people could be dealing with the "nightmare scenario" of worldwide spread of untreatable infections, says the WHO. 

One example is the New Delhi or NDM-1 superbug recently found in UK patients.

They brought the infection back with them from countries like India and Pakistan, where they had visited for medical treatment and cosmetic surgery.

Becoming untreatable
These superbugs are resistant to carbapenem antibiotics, which is concerning for experts because they are some of our most powerful weapons and are used for hard-to-treat infections that evade other drugs.

The Cardiff University researchers, who made the discovery last August, now say bacteria with this new genetic resistance to antibiotics have contaminated New Delhi's drinking water supply, meaning millions of people there could be carriers. 

Dr Timothy Walsh and his team collected 171 swabs of seepage water and 50 public tap water samples from sites within a 12km radius of central New Delhi between September and October 2010. 

The NDM-1 gene was found in two of the 50 drinking-water samples and 51 of 171 seepage samples.

Worryingly, the gene had spread to bacteria that cause dysentery and cholera, which can be easily passed from person to person via sewage-contaminated drinking water.

"Oral-faecal transmission of bacteria is a problem worldwide, but its potential risk varies with the standards of sanitation.

Superbug in Delhi's water, say UK experts

NEW DELHI: A superbug immune to almost all known antibiotics has been found in Delhi's water. British scientists said they have found the New Delhi metallo-beta-lactamase (NDM) 1 gene that makes bacteria highly resistant to all known drugs in the capital's public water supply used for drinking, washing and cooking.

In August last year, after announcing the existence of this superbug created by the NDM1 gene, scientists had said it was hospital-acquired.

"Now, we know it is not present in hospital ICUs but is actually freely circulating in Delhi's environment, both in the water people drink and those that lay stagnant," Dr Mark Toleman from Cardiff university told TOI.

"Drinking contaminated water will help the superbug enter our bodies. However, we still don't know how many in the population are already carrying the superbug," Toleman said.

The most worrying factor was that the NDM1 gene had already spread to the bacteria that causes cholera and dysentery in India, the scientists said. Their findings were published in British medical journal 'The Lancet Infectious Diseases' on Thursday.

BRING AN EFFECTIVE JAN LOK PAL BILL - ACCEDE TO THE DEMANDS OF ANNA HAZARE AND OTHER MEMBERS OF CIVIL SOCIETY

We, citizens of this great country, have suffered enough due to corruption. We are deeply hurt and disappointed with lack of a real and meaningful solution from you and your government to control this menace.

We want change, we want accountability and we cannot wait any longer as we have already waited for 48 years for a Lok Pal Bill.  We will not vote for you if an effective anti-corruption bill is not enacted. Not the farce Lok Pal Bill proposed by your government, but the peoples “Jan Lokpal Bill”. We want strict and effective punishment for the corrupt. They MUST go to jail! Or you Mr. PM, along with your party, will fall from the people’s grace. We assure you, stand by us, and we will stand by you. The opposite will also hold true.

Your government has appointed a Group of Ministers to draft the Lokpal Bill. This GoM include- Sharad Pawar, Veerapa Moily and Kapil Sibal. Mr. Pawar and some other leaders of his party have and are facing many charges of corruption.  Strangely, Sibal does not feel that there was any corruption of loss to nation exchequer in the 2G allocation. Having these people draft the anti-corruption law – is it not an insult to the people of India? How can the corrupt be asked to draft an anti-corruption bill? We urge you to consider the choice put forth by the people – credible names such as Justice Santosh Hegde, Shashi and Prashant Bhushan and others should be part of the committee to draft the Lokpal Bill or the bill proposed by them should be adopted.

Shri Anna Hazare, one of the Greatest Social Reformers India has ever seen, has started a Fast Unto Death beginning today i.e. April 5th and so have thousands of ordinary citizens of this country.  His demands are extremely beneficial for the bright future of India. We urge you to immediately accept the demands of the people of India represented by Shri Anna Hazare lest the discontent among the people grows out of control.

The sentiments against rampant corruption in this country are quickly becoming as strong as those that led to the uprising in Tahrir Square (Cairo, Egypt). The government should also remember the upsurge of 1977 when the ruling Congress was uprooted for smothering the democracy and should not reinvade such a situation. The honest and hardworking people of this country refuse to be mute spectator in the public looting of public money that is taking place under your leadership. Some spots have also been put on your clean shirt in the case of appointment of Suresh Kalmadi as Chief to supervise the CWG, after removing late Sunil Dutt, the then Sports Minister. Finding of the inquiry being conducted by the Committee will bring out the truth to the fore.

We request you immediate and strong response to this concern of the people as corruption should be the top priority of your government. If the challenge is not met effectively and promptly, it has the potential of undermining every valuable effort made by upright citizens of this country over the last century - including you.

We trust you will take immediate steps to give and not force us to take the above steps. By doing this, you will be doing great service towards the motherland and will ensure an honourable place in the history.

Bhagidari meetigs of preet nagar

It was really wonderful to attend bhagidari meet held after long time.
our Deputy commissioner is really dynamic and forward looking officer.
It is first time that all the departments have been reminded to send their NODAL OFFICERS.
To make these meetings more effective, the items which have been discussed since 2005 but not solved so far merit attention.Our Madhuvan problem like foot path along NAGRAJ MUNI MARG FROM SHAKARPUR T POINT TO PREET VIHSR G BLOCK IS GRABBED BY ILLEGAL VEHICLE TAXI STAND AND ZIGZAGGED BY PRIVATE HOUSE OWNERS.
Since 2006 we had been pointing this in bhagidari meetings,duly recorded in minutes but traffic police and MCD have failed to act.
My offer is reward of rs 1000/ to any person to walk on foot path from madhuvan to preet vihar.
I INVITE deputy commissioner EAST TO KINDLY INSPECT AND TRAVEL ALONG THIS FOOT PATH TO CHECK VERACITY OF MY STATEMENT.
For six years i as honorary secretary of DELHI OFFICERS CHBS LTD MADHUVAN and NOW as president of MADHUVAN RWA HAVE FAILED TO GET THIS PROBLEM SOLVED.

It is with great presure that I inform all our friends that the Priyadashini Vihar RWA has won the Hindustan Times award for observing the Earth Hour on 26th March in a most innovative way.

(see page 2 of Hindustan Times of 4th April).  It would not have been possible without the whole-hearted support and co-operation of all the residents, who switched off their lights at 8:30 pm and came out in the three designated parks in P.D. Vihar and joined the activities organized by the RWA .

I am not surprised to read this mail.. DJB ? This cancer of " who Cares" in ALL Public departments has entered in the vines of our Society since Independence. 

Therefore, this is bound to kill Public with it's in-action- Action.

Priyadarshini vihar - DJB .....

Dear Mr. Vohra ji,

I fully endorse the views and share the anguish of the residents of the Priyadarshini Vihar mouthed by their Genl. Secretary! The Govt. machinery has become immune to everything and unless and until the DJB is privatized, like the BSES, things are not expected to improve at all. Incidentally, I may also inform you that whatever difficulties being faced by us which we had expressed time and again and brought to notice of officials at the highest level, things have not improved. We may bring to your notice once again and through you to the notice of all others that the DJB say is levying Rs.2/- water charges for consumption of 1 Kltr., we are paying in addition Rs.1/20 as 'sewerage charges; Rs.50/- as 'service charges' Rs.0.02 as 'pollution charges' constituting an increase of 32.98% at the lowest slab while there were no such charges like 'sewerage charges' etc. at the base level! If we consume say, 100 Kltrs. of water, the percentage increase works out to 168.12% over the then existing charges, made effective from 1.1.2010 - all accepted by us coolly and without any protest!  This is the height of our action/inaction on such a sensitive and an essential item for our living!! DJB is only interested in increasing their revenues with no commensurate service to consumers/clients! This is the 'unique service' being rendered by them!

As the General Secretary rightly points out that unless and until we universally and unitedly raise our voice nothing will happen. Why not the East Front takes up such 'serious matters' with the highest authorities concerned and get relief to its members?
