non delivery of bill BY BYPL STAFF

I AM RESIDENT OF NAVRACHNA APPARTMENT EAST ARJUN NAGAR DELHI-110032 I AM YOUR VALUABLE CUSTOMER AND I HAVE BEEN TOLD BY THE SECURITY GUARD OF THE SOCIETY THAT SOME PERSON CAME AT 2.30 PM ON 3.08.2016 TO DELIVER THE BILL GUARD SIMPLY TOLD HIM TO DELIVER THE SAME TO EACH RESIDENT HE REFUSED AND TAKEN AWAY THE BILL AND THE SAME HAS TILL WRITING OF THE MAIL. HE THREATEN THAT YOU HAVE TO PAY PENALITY AND I WIMLL NOT DELIVER THEBILL TO ALL RESIDENTS THE MANAGING COMMITTEE HAS INSTRUCTED THE GUARD NOT TO ACCEPT THE BILL AS EVERY MONTH SOME BILLS ARE FOUND MISSING AND RESIDENTS BLAMES GUARD FOR THIS IT IS DUTY OF THE BYPL I AM ALSO SENDING CC TO HON CHIEF MINISTER MY CA NO IS 100825576 I HOPE THAT YOU WILL INTERVENE AND  ENSURE THAT BILLS ARE DELIVERED BY TOMORROW EVENING.

Dear Friends,

While the mainline media calls it a Political Turf War between BJP and AAP or even Modi and Kejriwal ........ we the citizens who should have a larger say in how Delhi ought to be governed are reduced to being mere spectators.

Yes LG is appointed by the Center, and the center is a duly elected entity. But then so is the Delhi Government ....... and no political party should be allowed to decide what is right for citizens ..... we are well aware of our circumstances and are willing to reap benefits or suffer for our choice and when the time comes we shall punish the non performer.

We also do not want the Courts deciding on the basis of a Bad Law, of which true intentions are slowly unfolding ....... make the BULLY SEEM VIRTUOUS. Had it happened in any other state, it would have been termed murder of democracy.

Harsh words ...... and I MAY EVEN BE WRONG IN MY UNDERSTANDING ........ but keeping quiet will be akin to meekly Surrendering our Thinking Abilities and Right to Decide to the Politicians.

FOOD FOR THOUGHT ...... GOVERNOR RAJ CANNOT BE GOOD, AS HE IS NOT DIRECTLY ACCOUNTABLE.

Study on Waste Management by TERI

Household responses to information, communication of actions of community, incentives on Solid waste management Actions: A case study of Delhi Households

Solid Waste Management is a priority area both for the Central Government under the Clean India program and Smart Cities Initiative, and also for the Delhi Government as a focus area approved by Delhi Dialogues Commission. The Municipal Solid Waste Handling Rules 2016, specify that the generator of the waste has to segregate waste before it is collected. The rules also specify that landfilling may be permitted only for non- usable, non- biodegradable, non-recyclable, non-combustible and non-reactive inert waste [Municipal Solid Wastes (Management and Handling) Rules, 2016].

Delhi generates 8360 tons (approx.) of municipal solid waste (MSW) per day [DPCC website]. Keeping the current rules in mind, segregating waste at the source will not only improve the quality of work environment of the rag pickers [Sarkar, 2003] but also reduce emissions to air, soil and water and increase the quantities that can be recycled.

Methodology
The objective of the study is to understand the factors that would induce households to segregate waste generated at source. Localities will be randomly selected to receive thefollowing treatments--

·         Information on dry and wet waste: The intervention entails provision of dustbins and brochures listing what exactly comprises of dry and wet waste, which will also be displayed on the notice boards of the localities receiving the treatment.
·         Communication of action of peers: Provision of information on the percentage of households segregating their waste.
·         Incentives (Only for localities that are randomly assigned to this intervention): Provision of incentive to the households segregating waste at source (to a maximum of Rs. 50 for one month per household).
Within the participating localities, households will be randomly selected to be a part of the study. The study will involve a baseline survey to ascertain the current waste disposal practices and follow up surveys (3 follow up surveys and one survey a month after the end of the study).

The study will inform the policy makers of the barriers and drivers at the ground level to implementing the Municipal Solid Waste Handling Rules, 2016.

The participating RWAs will also be acknowledged for their support and cooperation and also be invited to a workshop to disseminate the findings of the study which would also involve representatives of the State and Central Government, and MCD officials, which will highlight the issues faced by the RWAs to the Government agencies.

आख़िर कब तक इन लड़कों से ग़लती होती रहेगी ?














कल नोयडा से बुलन्द्शहिर जाते हुए एक परिवार के साथ जो कुछ भी हुआ, शर्मनाक है. आख़िर कैसे कुछ बदमाश, चलती सड़क पर, एक कार को रोक कर, एक परिवार को लूट लेते हैं, और फिर, एक महिला ओर एक 14 साल की मासूम बच्ची को खेतों मे ले जाकर ...... लिखते हुए भी घिंन आती है, शर्म आती है. 

धिक्कार है ऐसी सरकारों पे जो इस तरह के क्राइम को रोक नही सकती. धिक्कार है ऐसे नेताओं पे जो यह बोल देते हैं कि 'लड़कों से ग़लती हो जाती है'. अरे आख़िर कब तक इन लड़कों से ग़लती होती रहेगी ओर कब तक हमारे नेता, बेशर्मो की तरह, इनका बचाव करते रहेंगे ? 

मुझे तो लगता है कि इन लड़कों से पहले, ऐसे नेताओं को कड़ी सज़ा मिलनी चाहिए ताकि कोई इन बलात्कारियों के समर्थन मे अपना मुह खोलने की हिमाकत ना कर सके, ताकि इन लड़कों को सख़्त से सख़्त सज़ा दे कर, ऐसे दरिंदों को सबक सिखाया जा सके.

यही सब कुछ हुआ हरयाणा के सोनीपत मे जब जाट आंदोलन की आड़ मे, बदमाशों ने, मासूम लोगों को अपना शिकार बनाया. लेकिन क्या हुआ ? क्या कोई पकड़ा गया ? क्या किसी को कोई सज़ा हुई ? अरे अभी तक तो मासूम निर्भया के क़ातिलों को ही फाँसी नही हुई तो किसी और के लिए, हम किस सज़ा की उम्मीद कर सकते हैं. 

आख़िर कब हमारी पुलिस को ज़िम्मेदारी का एहसास होगा, कब हमारी नयाय परनाली मे सुधार होगा, कब हमारे नेताओं को अकल आएगी, कब हम लोग इन दरिंदों को फाँसी पे लटकते हुए देख पाएँगे और कब घर से निकले हुए किसी भी परिवार को यह एहसास होगा कि वह सुरक्षित है ?

Study on Waste management !

Dear Mr. Vohra ji,

It is really an interesting and vital subject which affects everyone who dwells in a house - rented, owned or otherwise! Here the resident, street cleaner and garbage lifter are all involved. First and foremost we have to teach the residents and their children not to litter at all places, including streets, parks and such other common places but alas , it is not so. They are the worst culprits in spite of the RWAs making all requisite arrangements for arranging to keep the colony clean and tidy. 

Reverting to our arrangements relating to waste management, we have made arrangements through a contractor to go door to door to collect the domestic garbage, the MCD safai karmacharies clean the street and lanes etc. on a daily basis and gather the wastes littered on the streets and gather them at one place which are lifted by the MCD appointed garbage lifter with the assistance of a bullock cart and motorised van. Besides, we have also arranged a man with a cycle cart to go around the colony on a fixed programme to visit the streets and lift the malba, cut out plants etc. to supplement the efforts being made by the MCD. The mallies who are engaged to maintain the parks are expected to remove the leftovers on account of hedge/plants/trees cuttings but alas this is not done periodically and methodically albeit they are also under the banner of MCD! In spite of all these efforts earnestly being made, the residents, including their children, have no civic sense and throw all sort of things on the roads, parks etc. How to educate them is a big task! 

All the garbage etc. lifted from different places in a colony are thrown at a central place carved out/identified for the purpose, in our case in front of a senior secondary school in Anand Vihar, and this place is never cleaned on a daily basis and properly and as a result the garbage collected thereat are strewn all over the area making sickening sight and causing a bad smell too! I feel that unless and until all of us, including the MCD etc. cooperate with each other and imbibe in them a feeling of cleanliness, particularly amongst their children not to litter all over, we cannot achieve our laudable objective of "swatch Bharat"!! Our deep involvement is totally lacking and they don't have the urge to keep their surroundings clean and neat, a sight to be admired! Added an worse thing happens whenever there is a gathering of people in residential areas or at the temples etc. to litter all the residues over the street and nearby places, despite having arranged dustbins etc. located in such places!
