No power equation,

The government seems to be in no mood to ease the financial crunch for the common man. First, the hike in petrol and now the hike in electricity tariff. But, do we have any choice? Apparently, if the Resident Welfare Associations (RWAs) in the City are to be believed, ‘Yes we do’.
According to the data available on Delhi Electricity Regulatory Commission (DERC) website, the tariff during FY 12-13 for various categories of consumers and percentage increase over existing tariff is approximately 20.87 per cent. The revised tariff came into effect July 1.

The hike announced by DERC on June 27 was fourth over 10 months, prompting people to demand rollback.

For once the RWAs across Delhi have swung into action to oppose the hike. Sandeep Kapoor, General Secretary of East Delhi RWAs Joint Front says, “We have written letters to the chairman, DERC and are planning a meeting with the CM. The government will have to dilute its decision. This is a sure shot plan ahead of the elections in 2014. They cannot increase the rates at that time, so that is why they are playing a safe game here.”


Terming the hike improper, Kendra Prakash Sharma, President of Lajpat Nagar IV, Colonies RWA, says, “We strongly oppose this hike. It is like the coin in Sholay where Amitabh Bachchan used to win with the help of a coin having the same sides. BSES too seems to have that coin and always wins. Its the cons­u­mer who loses out each ti­me. Bhagidaari, a group com­prising RWAs and Delhi government officials are planning to meet at Talkatora com­plex today, to sort out the issue.”

DERC in August last had hiked the tariff by 22 per cent for all categories of consu­m­ers, which was again incre­a­s­ed by five per cent in February instant, another two percent in May and now this. When Metrolife tried to speak to DERC officials on the matter, they were too  busy to
respo­nd.

On your part, you as a consumer are free to register your protest by filing a complaint with Appellate Tribunal for Electricity about the proposed tariff hike.

Keep same power tariff in NDMC, other areas: RWAs

Fuming over the steep hike in power tariff, the Resident Welfare Associations demanded that the tariff rates in the New Delhi Municipal Council area should be brought at par with those of the three power distribution companies (discoms).
“The NDMC area which caters mostly to VIP population should have equal power tariff. The government has always been trying to favour discoms and safeguard their interest,” said B S Vohra, president, East Delhi RWAs’ Joint Front.
“Major manipulations are done in the maintenance, unnecessary purchase, deficit in power purchase, change of equipment and installation of new equipment. The discoms show deficit every time,” he said.
However, clarifying on power tariff in the NDMC area, senior power department officials in the Delhi government said that the sources of power supply in respect of NDMC and the three discoms are different.
“Discoms and the NDMC are not parallel as they have been operating on different parameters. The cost of purchase of power is quite different for both of them. It varies from Rs 2.32 to more than Rs 5 per unit. The NDMC’s major sources of supply are from three generating sources: BTPS (Badarpur), Pragati-I and Dadri-I whose cost of energy ranges between Rs 2.32 and Rs.3.40,” said a senior official.
He said that NDMC and discoms are operating on different platforms and structure in terms of load, energy supply and demand, transmission, distribution constraints and source of power purchase.
“Discoms’s sources of power supply are from 30 different generating units. In case of discoms, the supply cost varies depending upon demand, supply, consumer, etc,” added the official.

Officials skip Bhagidari meet, get notice

New Delhi: The government has taken a stern view of municipal officials skipping chief minister Sheila Dikshit’s Bhagidari meet last Sunday. Sources in the three corporations said chief secretary PK Tripathi issued show-cause notices to the commissioner and the deputy commissioner of North Delhi Municipal Corporation on Thursday. 

    “Since senior officials like the commissioner and the additional commissioners didn’t attend the meeting, even the deputy commissioners have been issued notices.
The strict action is a sign of the government’s seriousness in the run-up to next year’s elections,” said a BJP councillor who did not wish to be named. 

    More than 3,500 residents’ welfare associations have been participating in the eight-day event held at from June 26. The meets have been organized to discuss civic problems. “Important issues like sanitation, road repair and parking were discussed in the meeting. The RWA members were asked to point out their local problems and then a form was given to submit complaints in writing. Some officials weren’t pre
sent for the meeting,” said BS Vohra, president, East Delhi RWA Joint Forum. 

    Officials who have been served this notice, however, deny the allegations. “I don’t know why they have issued a show-cause notice against me when I was present. The RWAs’ grievances have been collected in writing and we are resolving them,” said Kuldeep Yadav, Narela zone deputy commissioner, North Delhi Municipal Corporation. 

    However, RWA members said the officials’ participation in the meets has been minimal as the opposition BJP controls all three corporations.

Delhi CM rules out roll-back of power tariff hike

Delhi Chief Minister Sheila Dikshiton Friday ruled out any roll-back in the power tariff hike announced on Wednesday. 

Even as protests raged across the city, Dikshit said the tariff hike would not be rolled back. Her latest stand was in sharp contrast to her views on Wednesday when she had hinted that a subsidy for poor consumers was likely. 

Dikshit's refusal on tariff hike roll-back came amidst BJP's city-wide protests and demonstrations. The main opposition party hit the streets to protest the steep hike and demanded immediate roll-back.

अगले वर्ष नहीं बढ़ेगा टैरिफ

पुरुषोत्तम भदौरिया/एसएनबी नई दिल्ली। राजधानी के बिजली उपभोक्ताओं को बिजली दरों की बढ़ोतरी से निजात मिलती नहीं दिखती है। तीन माह बाद फिर फ्यूल सरचार्ज की समीक्षा होगी और बिजली उत्पादन लागत बढ़ती है तो दरें फिर बढ़ेंगी, लेकिन इसके बाद दरों में बढ़ोतरी नहीं होगी। डीईआरसी ने वाषिर्क बिजली दरों और फ्यूल सरचार्ज बढ़ाकर दिल्लीवासियों को झटका दिया है, लेकिन अगले वर्ष बिजली दरें न बढ़ाने का दावा डीईआरसी अध्यक्ष पीडी सुधाकर ने किया है। उन्होंने कहा अगर बिजली उत्पादन लागत नहीं बढ़ी तो बिजली दरों में बढ़ोतरी नहीं होगी। उन्होंने कहा कि प्रति तीन माह में बिजली उत्पादन की समीक्षा की जाती है और इसके बाद ही फ्यूल सरचार्ज में बढ़ोतरी होती है। उन्होंने कहा कि अगले वर्ष एनुअल टैरिफ नहीं बढ़ेगा। गौरतलब है कि अगले वर्ष दिल्ली विधान सभा के चुनाव होने हैं। चुनाव वर्ष में उपभोक्ताओं पर नया भार न पड़े, इसलिए दरों में बढ़ोतरी नहीं की जाएगी। पूर्वी दिल्ली आरडब्ल्यूए के अध्यक्ष बी एस बोहरा ने कहा कि डीईआरसी बिजली वितरण कंपनियों के हाथ का खिलौना हो गई है। उन्होंने कहा कि डीईआरसी आम आदमी को दरकिनार कर बिजली वितरण कंपनियों के हितों की रक्षा कर रही है। उन्होंने कहा कि बिजली वितरण कंपनियों ने जितनी दरों को बढ़ाने की मांग की थी, उससे अधिक बढ़ाकर डीईआरसी ने स्पष्ट कर दिया है कि उसे आम उपभोक्ता की चिंता नहीं है। उन्होंने कहा कि अगले वर्ष विधान सभा चुनाव होने हैं, अत: अगले वर्ष सरकार बिजली दरों में बृद्धि नहीं करेगी, इसलिए इसी वर्ष एक साथ दरें बढ़ा दी हैं। दक्षिण दिल्ली आरडब्ल्यूए के अध्यक्ष पीडी तिवारी ने कहा कि सकार तो बिजली वितरण कंपनियों के हितों की रक्षा कर ही रही है, लेकिन अब डीईआरसी भी उनके हितों की रक्षा में लग गई है। किसी को आम उपभोक्ता की चिंता नहीं है। बिजली की दरें बढ़ने से आम आदमी पर इसका बोझ पड़ेगा और महंगाई बढ़ेगी। उन्होंने कहा कि दरों में वर्ष 2011-12 में 22 प्रतिशत उसके बाद फ्यूल सरचार्ज के नाम पर बढ़ोतरी और अब 24.15 प्रतिशत और 8 प्रतिशत फ्यूल सरचार्ज के नाम पर बढ़ोतरी कर डीईआरसी ने अपनी हकीकत को बता दिया है। उन्होंने कहा कि डीईआरसी के खिलाफ हाईकोर्ट का दरवाजा खटखटाना पड़ेगा। डीईआरसी अध्यक्ष पीडी सुधाकर ने किया दावा
