Let us make little effort to keep environment friendly carry bags  in our vehicles.
Return the polybags to your colony fruit and vegetable vendor.
Collect all the accumulated  plastic carry  bags in your house and gift  the polybags to your veg and fruit vendors or better still gift him a cane or plastic basket used during earlier times.

LET US SAY NO TO NON BIODEGRADABLE POLYBAGS.

NHPC snaps supply to Delhi BSES, trades surplus in energy exchange

NEW DELHI: State-owned power companiesincluding hydropower giant NHPC have snapped supplies to defaulting utilities - BSES Delhi and a distribution firm in Uttar Pradesh - and have started trading the electricity profitably in open market, top executives told NHPC chairman and managing director ABL Srivastava told ET that the company began selling through exchanges on Thursday to recover losses arising from defaults. He said BSES Delhi owed about Rs 460 crore to NHPC while another Rs 490 crore were due from Uttar Pradesh power distribution company. 

The trend could mean further trouble for the distribution companies ahead of summer season as they have already accumulated huge financial losses but generating companies are happy as most of the power is fetching higher rates than being offered under bilateral agreements.

Soon, different power rates for peak, off - peak hours


New Delhi: Power regulator Delhi Electricity Regulatory Authority (DERC) has fast-tracked the proposal to introduce different tariffs during peak and off-peak hours, and the move will be implemented this year. The differential tariff is expected to change power consumption patterns in the Capital, reducing the demand gap in peak and off-peak hours.

Following the implementation of the new tariff method, power consumers in the Capital are expected to get advanced metering systems that will give them real-time information on the price of power — depending on availability and procurement cost. This metering system, popular in the US as well as European countries, will have the option of making energy consumption a matter of informed choice as consumers will be able to shift their power usage to non-peak hours, thereby, saving on power cost.

We have numerous examples in Delhi, the proud initiator of the Bhagidaari movement, where details of projects that directly affect the lives of millions of residents are rarely put before the RWAs even as they meet high-level officials regularly at gatherings hosted by the government. The planning and execution process is not part of even legislative business. Most of these projects are rarely discussed in the House and rarely take into account inputs from the MLAs or councillors. The authorities find it easier to have their way where the RWAs are a divided lot. Proliferation of more than one RWA in a locality, each trying to subvert the other, is the biggest handicap for the citizen's movement in Delhi and the NCR. Half a dozen residents from a disgruntled faction and a few thousand rupees are all it takes to register yet another RWA under the Societies Registration Act.

DERC to bring 'smart' metres, consumers will mange consumption

New Delhi, Feb 26 (PTI) Taking a giant leap forward in bringing next-generation reforms in power sector, Delhi's power regulator DERC has decided to introduce a smart metering system through which consumers can make "informed choices" about electricity use based on varying cost and availability during the course of a day. Through the initiative, first of its kind in the entire country, consumers will get real-time information about price of power depending on availability and procurement cost and accordingly they will have the option of shifting energy consumption, like running water pump or using washing machines, to non-peak hours. For this, Advanced Metering Infrastructure (AMI), widely used in US and European countries, will be installed to facilitate a two-way wireless communication between consumers and power distribution utilities. "We have decided in principle to introduce the advanced metering system which will empower the consumers to voluntarily decided on their power consumption based on price of power, availability and load factor," Delhi Electricity Regulatory Commission chairman P D Sudhakar told PTI. He said DERC wants to installation of AMI to put in place an effective demand response mechanism through which consumers will be able to save money on power consumption while discoms will be able cut down power purchase cost as price of power goes up during peak hours. The AMI is The DERC had already the major stakeholders like power distribution companies and industrial consumers who hailed the initiative terming it as "quite encouraging and acceptable. "Initially we are planning to involve the industrial consumers having a load of 300 Kilo Watt and above. "We do not want to impose it on anybody," Sudhakar said adding issues like who will incur cost of AMI and making the distribution network compatible with the proposed metering system are being finalised.

BSES in its petition to DERC says that :



11. The Petitioner is in a scenario where its financial health and ability to pay for power procurement besides statutory dues has been constrained such that presently the applicable tariff in terms of Tariff Order dated 26.08.2011 is not adequate to even meet 40% of the Aggregate Revenue Requirement of FY 201112.

The right to information is implicitly guaranteed by the Constitution. However, with a view to set out a practical regime for securing information, the Indian Parliament enacted the Right to Information Act, 2005 and thus gave a powerful tool to the citizens to get information from the Government as a matter of right. This law is very comprehensive and covers almost all matters of governance and has the widest possible reach, being applicable to Government at all levels- Union, State and Local as well as recipients of government grants


UNDER RTI Act, A Public Authority includes : The bodies owned, controlled or substantially financed by the Central Government or a State Government and non-Government organisations substantially financed by the Central Government or a State Government also fall within the definition of public authority. The financing of the body or the NGO by the Government may be direct or indirect.

As the BSES has been bailed out by the Delhi Government, by giving a grant of Rs. 500 crores, Why can't we ask BSES under RTI act on various discrepancies, cost of purchase & profitability ?


140 सड़कों पर सीलिंग अटैक !

नई दिल्ली।। राजधानी की करीब 140 उन सड़कों पर सीलिंग का खतरा मंडराने लगा है, जिन पर एमसीडी ने पहले से कारोबार करने की इजाजत दे दी थी। एमसीडी ने इन सड़कों का दोबारा सर्वे कर नियमानुसार उन्हें कारोबार के योग्य नहीं पाया है। यह सर्वे सुप्रीम कोर्ट के आदेश से किया गया था। वैसे एमसीडी की स्थायी समिति ने अभी इन सड़कों को डिनोटिफाई करने से इनकार कर दिया है, लेकिन एमसीडी के सामने कोर्ट की अवमानना का अंदेशा खड़ा हो गया है। इस मामले में अगली तारीख मार्च में है। माना जा रहा है कि अभी इतनी ही और सड़कों पर भी कारोबार बंद करने की गाज गिर सकती है। 

स्थायी समिति की बैठक में शुक्रवार को कमिश्नर के. एस. मेहरा ने इस आशय का प्रस्ताव पेश किया, जिसे फिलहाल एमसीडी नेताओं ने मानने से इनकार कर दिया है। प्रस्ताव में जानकारी दी गई है कि 2006 में एमसीडी ने केंद्रीय शहरी विकास मंत्रालय के आदेशानुसार बड़े पैमाने पर सर्वे कर राजधानी की 2183 सड़कों को कारोबार करने के लिए नोटिफाई किया था। इनमें से कई सड़कें कमर्शल (सभी फ्लोर पर कारोबार की इजाजत), कई मिक्स्ड लैंड यूज (सिर्फ ग्राउंड फ्लोर पर कारोबार) और कई पीएसएस (पेडस्ट्रियन स्ट्रीट शॉपिंग) रोड शामिल थी।

वीआईपी इलाके में सस्ती बिजली से लॉस

नई दिल्ली।। दिल्ली के वीआईपी इलाके में सस्ती बिजलीदेने से एनडीएमसी को नुकसान हो रहा है। इसलिए इसबार एनडीएमसी ने दूसरी बिजली कंपनियों के मुकाबलेज्यादा पावर टैरिफ की मांग की है। दिल्ली इलैक्ट्रिसिटीरेगुलेटरी अथॉरिटी को दिए एवरेज रेवेन्यू रिक्वॉयरमेंट (एआरआर में इस बार एनडीएमसी ने बिजली दरों में 27पर्सेंट बढ़ोतरी की मांग की है जबकि पिछले साल 16पर्सेंट और उससे पहले 20 पर्सेंट बढ़ोतरी की मांग की गईथी। एनडीएमसी का कहना है कि दाम कम होने की वजह से270 करोड़ रुपये का रेवेन्यू गैप हो गया है। 

दिल्ली में बीएसईएस और टाटा पावर एनडीपीएल केउपभोक्ता हमेशा यही सवाल उठाते रहे हैं कि वीआईपीइलाके यानी एनडीएमसी एरिया मंे बिजली पूरी दिल्ली केमुकाबले सस्ती मिलती है तो सभी उपभोक्ताओं को सस्तीबिजली क्यों नहीं मिल सकती। अपने एरिया में एनडीएमसी खुद बिजली सप्लाई करता है। इस बार बिजलीकंपनी टाटा पावर एनडीपीएल ने 18 पर्सेंट बीआरपीएल ने 19.8 पर्सेंट और बीवाईपीएल ने 27.85 पर्सेंटबढ़ोतरी की मांग की है। एनडीएमसी के सेक्रेटरी संतोष वैद्य ने कहा कि इस बार हम 27 पर्सेंट बढ़ोतरी की मांगकर रहे हैं। अगर पिछले दो सालों में जितनी बढ़ोतरी की मांग की गई थी उतना अगर हो जाती तो यह स्थितिनहीं आती। लेकिन तब कम बढ़ोतरी की गई। 2010-11 में 20 पर्सेंट बढ़ोतरी की मांग की गई थी लेकिन तबनए रेट तय ही नहीं हो सके। 2011-12 में हमने 20 पर्सेंट बढ़ोतरी की मांग की थी और पुरानी मांग भी इसमेंजोड़ने को कहा था लेकिन बढ़ोतरी कम हुई। इस वजह से रेवेन्यू गैप बढ़कर 270 करोड़ रुपये हो गया है। उन्होंनेकहा कि दूसरे इलाकों के मुकाबले एनडीएमसी एरिया में स्टेब्लिशमेंट कॉस्ट ज्यादा है। पावर परचेज कॉस्ट बढ़नेसे रेवेन्यू गैप बढ़ता जा रहा है। वैद्य ने कहा कि टेक्निकल लॉस तो कम हुआ है लेकिन स्टेब्लिशमेंट और रेवेन्यूलॉस को पूरा करने के लिए दरों में बढ़ोतरी की जरूरत है।

26 more services added to eSLA to empower citizens


To widen the ambit of delivery of services in a time bound manner, 26 more services have been added to the list of 70 e-SLA (essential Service Level Agreement) in Delhi. 

The additonal services will include  addition or deletion of members in the ration card, change in head of family or residential address, issuance of duplicate ration card within 12 days and transfer of ration card within 45 days by food supplies and consumer affairs department. 

Licences also need to be issued within a specific frame of time, which include factory or general trade licence, health trade licence and renewal of factory licence by MCD within 60 days.  

Other services are issuance of certified copies of revenue records NOC for registration of sale deeds, delayed birth order, delayed death order by Revenue Department within 30 days; registration for thrift and credit society by Registrar Cooperative Societies within 45 days, issuance of duplicate national permit within seven days by Transport Department. 

Services related to electricity under the category of e-SLA are load decrease or increase upto 10KW for domestic consumers by NDPL, BSES Yamuna and BSES Rajdhani within 35 days, surrender of supply of electricity connection domestic, bifurcation of load, load enhancement of electricity connection and load reduction of electricity connection domestic within 35 days by NDMC.
