Public hearing by DERC on the issue of revision of power tariff

East Delhi RWAs Joint Front was today invited by DERC to participate in Public Hearing. Mr. B S Vohra, Mr Sandeep Kapoor & Mr K K Ghei, participated in the public hearing & raised various issues.

Mr Vohra specifically raised the issue of  inconsistency of the figures as below :

Please refer the Annexure 9 on the bsesdelhi.com. On page number 10, paragraph 5 says that, “It is pertinent to note that while in the corresponding paragraph the Chairman has alleged that after the prudence check the actual trued up figures shows a revenue surplus of around Rs. 75 Crores as against a deficit of Rs. 606 Crores claimed by the DISCOMS, on the other hand at paragraph G (ix) at page 12 of the advice, the Chairman has stated that the DISCOMs had claimed a gap of Rs. 606 Crores which, after the prudence check was found to be a surplus of Rs. 25 Crores. This inconsistency in the figures provided in the advice further puts to question the veracity of the statement made in the advice and the conclusions arrived therefrom.”. It continues saying that, “ without prejudice to the above, assuming but not admitting that the said figures are correct, it is submitted that…………”

Therefore, it was requested to DERC to opt the CAG Audit as only that Audit can lead us to a proper direction. Hence we should wait for the Audit & till than there should be no UPWARD REVISION in the Power Tariff.

AREA COUNCILLOR, B.B. TYAGI VISITED PRIYADARSHINI VIHAR

Dear Sir,

 

Shri B. B. Tyagi, MCD Councillor and Chairman of Shahadra (South) Zonal Committee was  invited by the RWA to Priyadarshini Vihar to discuss the problems of the residents with regard   to broken roads, stinking rain water drains, delapidated parks, and overflowing sewers.

Over 20 prominent residents gathered at the Priyadarshini Club and raised the problems. Mr Tyagi appreciated the problems and promised to  get them resolved as early as possible.  With monsoons already knocking at the door, de-silting of rain water drains, which should have been done long time back, should be done immediately, said the residents.

 

After the meeting, Mr Tyagi was taken around the colony to show him all the work that was required on priority basis.

RWA Pressure me for unjustified dues

I am owner of DDA Flat, C block Janakpuri.  I purchased this flat in month of October 2009 and since then i am regularly paying my monthly RWA charges and supporting them in every activity. Last owner of this flat did not paid the  monthly RWA charges for about 15 months and RWA is now pressuring me to pay the due for that period in which i was not a owner of the flat (Flat was closed for 15 months by last owner{they are property financiers}) and threatening me by sending a letter that i should pay the amount within one month otherwise prepare for  legal litigation. Is this correct ? if i am paying my dues regularly from the date i purchased this flat. Every RWA is doing betterment for their residents but it is correct to paid the dues for the period when i was not a owner the said  flat. The amount is  just Rs. 1600 but it is not a matter of money it is matter of  misuse of their power and after paying this i will obviously  not participate in any activity of RWA. RWA is our organisation and consist and work with the help of residents and if it works like tarter then whom should we complain. Hope you will understand the matter and will do the needful. thanking you in anticipation.

DDA - construct the boundary wall or pay back the amount

In D block sector 15 ROHINI DELHI DDA has alotted MIG flats in 1991 and for that flats DDA has computed the cost of Boundary wall and accordingly charged Rs.10 lacs from the alottes but the flats were handed over without boundary wall. In reply to our enquiries DDAs vague reply is that flats have been handed over to MCD long back and not cared to give correct information.Now we have information that cost of Rs.10 lacs has been computed against construction of boundary wall and has beeen charged from the alottees vide file No. F21(929))86.

Is not the fraud played on alottees by the DDA and is DDA not duty bound to construct the boundary wall or pay back the amount to the residents with intrest.

एक रुपये यूनिट महंगी होगी बिजली!

मुख्यमंत्री शीला दीक्षित के बयान के बाद दिल्ली की सभी आरडब्ल्यूए ने मिलकर आर - पार की लड़ाई का मन बना लिया है। इनका कहना है कि अगर बिजली के रेट बढ़ाए गए तो वह फिर कोर्ट का सहारा लेंगे। वैसे आरडब्ल्यूए ने ऐसे तमाम दस्तावेज जुटा रखे हैं जिनसे साबित होता है कि बिजली कंपनियां भारी मुनाफे में हैं। बिजली कंपनी में उच्चपदस्थ सूत्रों के मुताबिक , डीईआरसी से उन्हें जो संकेत मिल रहे हैं उसके मुताबिक बिजली के दाम एक रुपये प्रति यूनिट के हिसाब से बढ़ सकते हैं।

मुख्यमंत्री ने यह कहकर बिजली की कीमत बढ़ने के संकेत दे दिए कि बिजली की प्रॉडक्शन कास्ट काफी बढ़ गई है और चार सालों से रेट रिवाइज नहीं हुए हैं। दिल्ली की सभी आरडब्ल्यूए इस बयान से खफा हैं। ग्रेटर कैलाश -1 के आरडब्ल्यूए चेयरमैन राजीव काकरिया ने कहा कि मुख्यमंत्री के बयान से साफ है कि दिल्ली सरकार डीईआरसी को प्रभावित करने की कोशिश कर रही हैं। उनका बयान डीईआरसी के लिए साफ इशारा था कि बिजली के दाम बढ़ाए जाएं। राजीव ने कहा कि अगर गलत तरीके से बिजली के दाम बढ़ाए गए तो हम फिर कोर्ट का सहारा लेंगे। दिल्ली सरकार पहले कोर्ट में अपनी फजीहत करा चुकी है। उन्होंने कहा कि हमारे पास पक्के दस्तावेज हैं कि बिजली कंपनियां 3700 करोड़ रुपये से ज्यादा के फायदे में हैं। ऐसे में दाम बढ़ाने का सवाल ही कहा उठता है। दिल्ली की सभी आरडब्ल्यूए ने डीईआरसी के पास अपनी पिटिशन डाली है। हम पब्लिक हेयरिंग में साबित कर देंगे कि बिजली के दाम बढ़ाने नहीं , बल्कि घटाने की जरूरत है। एक्टिविस्ट नंद किशोर गर्ग ने कहा कि हमारी मांग है कि बिजली कंपनियों के अकाउंट की सीएजी से जांच कराई जाए। इससे सच सामने आ जाएगा। उनके सारे खरीद की बारीकी से जांच हो और बाकी बिजली बोर्ड से भी उनकी तुलना की जाए। क्योंकि सभी बिजली बोर्ड भी उसी दाम पर बिजली खरीद रही हैं। गर्ग ने कहा कि डीईआरसी मेंबर श्याम वाडरा को टैरिफ बनाने की प्रक्रिया से अलग किया जाना चाहिए। चूंकि वह पहले ही इस मामले में एक्सपोज हो चुके हैं कि वह बिजली कंपनियों के हित की बात करते हैं।

दूसरी तरफ बिजली कंपनियों का कहना है कि जब दूध से लेकर पेट्रोल तक के दाम बढ़ रहे हैं तो बिजली के क्यों नहीं ? उन्होंने कहा कि अगर डीईआरसी थोड़ा सोच समझकर टैरिफ बनाए तो जनता पर भी बोझ नहीं बढ़ेगा और बिजली कंपनियों का काम भी चलता रहेगा। एक अधिकारी ने कहा कि सभी सरकारी स्कूल और हॉस्पिटल को डोमेस्टिक रेट पर बिजली दी जाती है। आखिर सरकार को सब्सिडी की क्या जरूरत। वहां की छूट खत्म कर वह जनता को दी जा सकती है।

'40 पर्सेंट का लग रहा है चूना '

आरडब्ल्यूए ने डीईआरसी से शिकायत की है कि बिजली कंपनियां कंस्यूमर से 25 से 40 पर्सेंट ज्यादा बिल ले रही हैं। यह उनके मीटर की वजह से हो रहा है। राजीव काकरिया ने बताया कि पहले मिकैनिकल मीटर में न्यूट्रल वायर मीटर के रिकॉर्डिंग मैकेनिज्म से कनेक्ट नहीं होता था। जब नए इलैक्ट्रॉनिक मीटर लगाए तो न्यूट्रल वॉयर को भी रिकॉर्डिंग मैकेनिज्म से जोड़ दिया गया। आउट ऑफ बैलेंस की वजह से बिल ज्यादा आ रहा है। उन्होंने कहा कि हमने डीईआरसी से सभी एरिया के ट्रांसफॉर्मर की डिटेल मांगी है कि किससे कितनी बिजली सप्लाई की गई। इससे साबित हो जाएगा कि बिजली सप्लाई कम हुई और बिल ज्यादा आया। हम उनसे रिफंड की भी मांग कर रहे हैं।

अब 600 का सिलिंडर, 100 रुपये लीटर पेट्रोल?

नई दिल्ली।। रसोई गैस, डीजल और केरोसिन के दाम बढ़ने के बाद राजनीतिक पार्टियां इस मुद्दे का राजनीतिक फायदा उठाने में लग गई हैं, मगर महंगाई के दौर का सिलसिला थमने वाला नहीं है। 


ऐसे में आम आदमी को और झटके सहने के लिए तैयार रहना होगा। मार्केट एक्सपर्ट्स का कहना है कि पेट्रोलियम सेक्टर में जिन नीतियों को लेकर सरकार चल रही है, उसके चलते इस साल के अंत तक पेट्रोल 80 से 100 रुपये प्रति लीटर और रसोई गैस सिलिंडर बड़े शहरों में 600 रुपये तक पहुंच सकता है। 


सूत्रों के अनुसार अगले माह तेल कंपनियां पेट्रोल की मूल्य समीक्षा करने जा रही हैं। पेट्रोल को सरकारी नियंत्रण से मुक्त किया जा चुका है। तेल कंपनियां ने हाल ही में पेट्रोल की कीमत में 5 रुपये की बढ़ोतरी की है। इसके बावजूद कंपनियों को अब भी पेट्रोल पर करीब 7 से 8 रुपये का घाटा हो रहा है। 


एक तेल कंपनी के उच्चाधिकारी का कहना है कि सरकारी नियंत्रण से मुक्त होने का मतलब है कि उस प्रॉडक्ट पर सरकार कोई घाटा नहीं सहेगी। कंपनियों को वह प्रॉडक्ट नो प्रॉफिट और नो लॉस पर बेचना होगा। ऐसे में कंपनियों क्यों घाटा उठाएगी? जब भी मूल्य समीक्षा बैठक होगी, स्थिति का आकलन करके उचित फैसला किया जाएगा। 


मार्केट एक्सपर्ट के. के. मदान का कहा है कि मौजूदा समय में पेट्रोल की रिटेल कीमत का आधार 70 से 75 डॉलर प्रति बैरल है। तेल का आयात 100 डॉलर से ज्यादा पर चल रहा है। तेल कंपनियों को अब भी पेट्रोल पर घाटा हो रहा है। जिस तरह से अमेरिका और यूरोपीय देशों की वित्तीय हालत है, उसे देखते हुए तेल का खेल चल रहा है। तेल सस्ता होने का मतलब है कि भारत जैसे एशियाई देशों की आयात मोर्चें पर मजबूती और अर्थव्यवस्था में सुधार। यूरोपीय देश इस बात को बर्दाश्त नहीं करेंगे। यही कारण है कि तेल की कीमत कभी भी किसी भी स्तर पर पहुंच सकती है। ऐसे में रिटेल कीमतों का बढ़ते रहना तय है।

100th Bhagidari workshop on civic issues concludes in Delhi

Delhi Chief Minister Sheila Dikshit today said her Government has enforced a time-bound service delivery mechanism under Service Level Agreement that will ensure timely delivery of services and in turn people would be spared the hardship of repeatedly visiting government offices. This was stated by the Delhi Chief Minister while addressing the concluding session of the 100th Bhagidari Workshop on civic issues which started on June 28 here at Talkatora Stadium. Speaking on the time-bound service delivery mechanism, she said people will get a response within stipulated period, failing which, the officer responsible for the delay will be fined by the Government. Fourteen services provided by the various departments have been brought under the purview of this mechanism. Further, the mechanism is electronically controlled which will put an end to hardships being faced by the citizens in getting the services being provided by the Government agencies. Ms Dikshit also referred to the Jeevan Centres which have been functioning as a lifeline of Delhi enabling citizens to avail services, get various certificates and make payments of various bills and tickets from a single window close to their place of residence. She added that Delhi is having a world class public transport system with more than 6000 low-floor ordinary and air-conditioned buses. The entire fleet is being provided GPS to ensure regularity and punctuality of buses. The GPS is also being provided in the autos which will overcome reluctant attitude of auto drives and ensure security and safety of passengers. Ms Dikshit also stated that all parking lots, which are being constructed, will be commissioned by this year end. Further, the Government has decided to monitor and ensure that malba should be regularly lifted. She called upon bhagidars to render their active cooperation in planting saplings during this season. Delhi has developed 42 city forests and decided to make 25 per cent of its area as green.

Around 1000 RWAs participated in 100th Bhagidari Workshop which is a milestone in providing an effective citizen - Government partnership. A large number of suggestions were presented by the bhagidars. The suggestions includes time-to-time repair of old water lines, checking of quality of water, immediate action on complaint on water leakage, awareness of wastage of drinking water, better DTC services in rural area, RC to be issued to only those people who have parking space, display of time-table on bus stops, proper maintenance of buses and others.
