Cellular service providers did their best not to pay per tower fee.
Three cheers to those who went to RIGHT TO INFORMAtion act and news papers plus BLOG.
no cheer for MCD.
still mcd has not acted to pinpoint officers who allowed illegal towers to be erected and then operated.
mcd officers did their best to conceal information, BUT their attempts failed before CIC.
even now mcd must collect 2900/CRORES from service providers and act against corrupt and pliable officers.
THREE CHEERS for our blog to high light this issue.

Commuters say hike not fair, rap govt
NEW Delhi: Already burdened by skyrocketing food prices with inflation continuing to defy gravity, Delhiites are now in for another shock. With Delhi government announcing an upward revision in the fare structure of autos and taxis on Tuesday, residents will see their transportation costs shoot up.
‘‘Our household budget will be hit. In the last few months, prices of diesel, cooking gas and milk have shot up. School fee too has increased. Now, hike in auto and taxi fare will make life difficult for us,’’ said Manmohan Mehra, secretary of Kiran Vihar RWA.
The transport department has fixed the fare at Rs 19 for the first two kilometres. For each subsequent kilometre, the fare will be Rs 6.50 as against Rs 4.50 earlier. Taxi fare will increase from Rs 15 to Rs 20 for the first kilometre and Rs 11 for every kilometre.
For salaried professionals, still recovering from salary cuts and reduced bonuses, the hike in commuting costs comes as a shocker. ‘‘It is irritating. While prices of every essential commodity is going through the roof, salaries of professionals in many sectors have remained constant. The common man is the worst hit,’’ said Neha, a social worker.
Commuters hold Delhi government responsible for the spiralling transportation costs in the capital. ‘‘I fail to understand Delhi government’s logic of increasing meter down charges by a whopping Rs 10. Why is the government succumbing to the pressure from auto unions?’’ asked Ritesh Dhawan, an angry daily commuter.

Parking and proposed structure
Logic of taxation could be traced back to arthshastraa.
Tax must not be more than 10 percent of earning.
Important is collection.
Tax evasion must not look profitable.
But if cost of being caught or fines is low but tax evasion is high, then this is an invitation to tax evaders.
Parking fee or tax will only add to confusion and quarrels and theft of tax but in the coffer will be only brick bats.
Hope saner elements prevail .

Civic Body's New Policy Links Parking Rate To House Tax
Vehicle owners in the Capital might soon have to shell out more depending on where they park their vehicles. The Municipal Corporation of Delhi (MCD) has finalised a revised parking policy that proposes to link parking rates to house or property tax of the area. The New Delhi Municipal Council (NDMC) already fixes parking rates based on their location, congestion and other factors.
While the MCD policy is yet to be presented before the deliberative wing of the Corporation for approval, the same aims at "reducing the current parking menace in the Capital and simultaneously, encouraging the use of public transport". The MCD, in consultation with the Delhi Traffic Police, has already made a consolidated list of nearly 120 parking sites that required immediate attention.
The revised policy also includes the earlier proposal of bringing in exservicemen to manage parking spots. The civic body has now written to Director General (Resettlement), R K Puram, seeking a list of former Armymen interested in running the said parking lots.
The plan attempts to rectify the current parking policy by doing away with the `one time charge' for commercial vehicles. It proposes higher parking charges for private and commercial vehicles. "While the aim is not to discourage the use of private vehicles in the Capital, the new draft plan once finalised and implemented, will certainly regulate the parking scene. The aim is to use parking to regulate vehicular movement in the city," said Sunita Narain, member, Environment Pollution Control Authority.
"Delhi has a very high number of vehicles on its roads and the current parking policy fails to take into account all vehicles. While we stress mainly on private cars and twowheelers, there is hardly any provision for buses, lorries, three wheelers and other motorised vehicles.
The new plan takes into account all such needs," an official said. The new plan further attempts to revive the proposal to provide strip parking on 3,000-odd commercial and mixed land use streets.

Traffic Police Formulate New Rules To Check Autos And Light Transport Vehicles
There is good news for those who are tired of light four- and three-wheelers dis- turbing traffic on Delhi roads.
In an order issued on June 18, the Delhi Traffic Police has reg- ulated plying of the light trans- port and goods vehicles, both four- and three-wheelers, by assigning lanes to them.
If these vehicles drive out- side their designated lanes, they will be penalised, said senior officials of the Delhi Traffic Police.
According to official sources, currently there are 1,25,083 reg- istered light goods vehicle, including 55,000 three-seater rickshaws (TSR), on Delhi roads.
The order states that the light four-wheel transport vehicles will ply in the extreme left lane of the six-lane roads.
And the three-wheel light transport vehicles will be restricted to the second lane. Both the lanes are designated bus lanes.
On four-lane roads, three- wheel transport vehicles will ply on extreme left lane. The TSRs, however, can ply on all six lanes.

Radio Cabs At Rs 10 per km To Ferry Delhi, Govt To Give 1,000 Permits To Private Operators
In March, Chief Minister Sheila Dikshit had announced in the Delhi assembly that her government would consider phasing out autos if a good alternative was found for them.
Three months later, it looks like the Delhi government has finally zeroed in on an alternative: low fare non air conditioned radio taxis.
On Tuesday, Delhi transport minister Arvinder Singh Lovely announced the introduction of non AC radio taxi service for Delhi. This service will be available for a flat fare of Rs 10 per kilometre.
Lovely said his department is in touch with several private operators and the first fleet of about 1,000 taxis will be rolled out in next 3-4 months.
The new radio taxi will not only pave the way to phase out the black and yellow radio taxi service, but will also limit the utility of auto rickshaws to an option for shorter distances.

For getting a tree trimmed in his backyard
He has been left with a permanent hearing impairment, a fracture in his left hand, multiple wounds on his legs,
ribs and hips. All for getting a tree trimmed in his backyard.
The Jagatpuri police in northeast Delhi allegedly wanted their share of the axed tree for which they picked up Kapil Kurichh, 40, and purportedly framed him under the false charges of felling a tree. And what followed was the Radheypuri resident's welfare association president's worst nightmare.
Kurichh, along with his brother Ajay, were picked up allegedly at the behest of Rajesh Kumar, station house officer of the Jagatpuri police station, on March 21. "We were targeted because we squarely declined to pay a bribe to Rajesh Kumar's men," alleged Kurichh. He claimed that two months after the cops subjected him to physical and mental torture and despite a High Court direction all that the police had done is just order an inquiry.
"The inquiry has been on for the past one month and they are yet to come up with anything concrete," he said, showing his hand, which has now healed after a metallic plate was inserted through surgery to support the broken bone.

The DIU is investigating the case. Once it submits its report, we will be able to fix the responsibility.- A senior police officer

Tax evaders are smarter than mcd or Delhi administration
Now over a week I am in hospital but my spirit is with you.
Property tax or other taxes , the evaders know costbenefits.
Mcd or other bodies are known for inaction. That's why stAff in connivance is plundering exchequer.
BhAgidari cell has list of participAnts.
Start with any area and make the corrupt element to pay and then loose their already gotten wealth.
Immediate door to door collection will dent the zeal to conceal taxes.
Just do it sir.

Tardy Tax Collection: Govt Threatens To Cut MCD Grant
Delhi government may be nowhere near gaining control over MCD but it does help if you hold the purse strings.
The city government has told the civic agency that they will not give Rs 2,000-3,000 crore annual grant to the civic agency unless RWAs are involved in the property tax collection process an idea that was anathema to the civic body till some time back. The government told the Planning Commission about the plan on Wednesday and the response, sources say, has been ``quite positive.''
MCD now collects tax only from a third of the total 25 lakh households in the city. The government has also constituted a task force that, armed with the data of the newly drawn up geospatial infrastructure project, will go on a house to house survey for updating the MCD's own list. MCD officials now say that they are amenable to the idea of getting RWAs to increase tax collections in return for ``incentives'' but it is for the Delhi government which involves itself with RWAs under Bhagidari to evolve the modalities.
Chief secretary Rakesh Mehta, who admitted that the idea had been discussed with MCD quite a few times earlier only to be rejected each time, says that for the government it does not make financial sense to shoulder the burden of MCD's inefficiency. ``They are at present collecting only a third of the tax that they ideally should. If they can collect even another Rs 1,000 crore or so, that would mean so much more money available to us for development. That is why we have said unless they pull up their socks, we will be forced to cut the grant,'' Mehta said.
