Japanese Encephalitis looming over Delhi, government takes pre-emptive action

Posted on: 28 Sep 2011, 04:13 PM

New Delhi: To pre-empt the outbreak of Japanese Encephalitis in the national capital, Delhi Health Minister Dr AK Walia has given directions to the Animal Husbandry Department and MCD to send blood samples of pigs to the National Research Centre for Equine (NRCE) at Hisar.
Walia also spoke to the Director of Centre of Public Health requesting him to send the results of the samples to the Delhi government within 2-3 days. The Health Minister on Tuesday attended a meeting with senior officials to discuss the prevention of Japanese Encephalitis.
In the meeting, it was also decided that Babu Jagjiwan Ram Hospital in Jehangirpuri, Mahrishi Balmiki Hospital in Pooth Khurd and Baba Saheb Ambedkar Hospital in Rohini would be developed as new diagnostic centres to offer treatment to the people suffering from the disease.
Walia said that four cases of Japanese Encephalitis have been confirmed yet.

UP: Encephalitis kills 6 more, death toll 438

Gorakhpur: With six more persons succumbing to encephalitis, the death toll in the viral disease in eastern Uttar Pradesh has climbed to 438 this year, health officials said on Friday.
At present, 261 people suffering from encephalitis are undergoing treatment at the BRD Medical College in Gorakhpur besides in some other district hospitals.
The six deaths have been reported in the last two days, the officials said. More than 2600 patients were admitted to government hospitals in the region this year of which 438 have died, they said.
CNN-IBN had reported on the alarming situation last week, following which the UP government had granted Rs 18 crore to build more wards for patients. But it's a paltry sum compared to the over Rs 600 crore spent for the Ambedkar Park in Noida that is being inaugurated on Friday.
Infact UP Chief Minister Mayawati has spent Rs 2500 crore on five such major parks across the state.
The majority of patients are suffering from water-borne entero-virus encephalitis while the cases of Japanese Encephalitis are about 10 per cent of the total encephalitis patients admitted this year to government hospitals.

Japanese Encephalitis ( JE ) cases rise to 12, govt calls meet

NEW DELHI: Delhi government has called an urgent meeting to discuss the steps needed to check the spread of Japanese Encephalitis in the city. The number of cases of the mosquito-borne disease, which was first reported on September 21 from Bawana area in northwest Delhi, has gone up to 12.

Dr R P Vashishtha, state surveillance officer, said six persons tested positive for the disease in hospitals while the rest have been reported at the community level. There was no reason to panic as the JE cases were mild in nature, he said.

"We have launched largescale surveillance in community settings to identify JE cases in areas like Rohini, Shastri Park, Inderpuri, Raghubir Nagar, Mangolpuri and Khichripur. Pigs are the hosts of JE and it spreads through mosquitoes. Civic bodies have been asked to intensify fogging operations to check its spread," said Dr Vashishtha.

He, however, said that all blood samples taken from pigs in the affected areas have tested negative. Health minister A K Walia said he is going to hold a meeting of top health officials in two days. "We will be discussing the preventive steps and ways to identify the source., " he said.

Encephalitis is irritation and swelling ( inflammation) of the brain, most often due to infections.

Causes, incidence, and risk factors

Encephalitis is a rare condition. It occurs more often in the first year of life and decreases with age. The very young and the elderly are more likely to have a severe case.
Encephalitis is most often caused by a viral infection. Many types of viruses may cause it. Exposure to viruses can occur through:

Different viruses will occur in different locations. Many cases will tend to cluster in a certain season.
Encephalitis caused by the herpes simplex virus is the leading cause of more severe cases in all ages, including newborns.
A number of viruses for which there is now a vaccine may also cause encephalitis. These include:
Other viruses that cause encephalitis include:
The virus causes inflammation of brain tissue. The brain tissue swells (cerebral edema), which may destroy nerve cells, cause bleeding in the brain (intracerebral hemorrhage), and brain damage.
Other causes of encephalitis may include:
  • An allergic reaction to vaccinations
  • Autoimmune disease
  • Bacteria, such as Lyme disease, syphilis, and tuberculosis

  • Fever that is not very high
  • Mild headache
  • Low energy and a poor appetite
Other symptoms include:
Symptoms in newborns and younger infants may not be as easy to recognize:
  • Body stiffness
  • Irritability and crying more often (these symptoms may get worse when the baby is picked up)
  • Poor feeding
  • Soft spot on the top of the head may bulge out more
  • Vomiting
Emergency symptoms:
  • Loss of consciousness, poor responsiveness, stupor, coma
  • Severe headache
  • Sudden change in mental functions:
    • "Flat" mood, lack of mood, or mood that is inappropriate for the situation
    • Impaired judgment
    • Inflexibility, extreme self-centeredness, inability to make a decision, or withdrawal from social interaction
