TATA PHOTON PLUS - my worst experience to surf the net

On 22nd June at 6 pm i purchased Tata Photon Plus, the device for Internet Surfing @ Rs. 1800/-. The brouchure offered maximum speed of  upto 3.1 MBPS at Rs. 950/- per month. In these TWO days, to my shock, the speed actually received was as below and that too after 3 times problem resolution :

It seems to be clear cut CHEATING with the consumers. Toll Free Number1800 266 121 informed me that if you are not satisfied, the device will be taken back by the company. But another executive informed that they will offer an average speed of 256 kbps. which is nowhere written on the brouchure which says speed upto 3.1 MBPS.
