Open conference on water privatisation

The Delhi Jal Board (DJB) had launched three pilot projects for 24-hour water supply in the city under the PPP model and based on its results the scheme would be applicable to the entire national capital.  

Delhi is set to host a conference wherein activists such as Medha Patkar, Vandana Shiva and Himanshu Thakkar will speak at a day-long conference on 'Water Privatisation: Learning from Indian and International Experiences' on Tuesday. 

The conference will be open for public. A team from Bolivia, which has seen privatisation of water supply and its effects, is likely to make a presentation.  

Along with the activists, Ajay Kumar (Member of Parliament, Jharkhand Vikas Morcha), Arvind Kejriwal (Aam Aadmi Party), Naresh Sirohi (BJP) who are set to deliver 'political opinion' on 'Water as Human Right: Governance and Social Issues'.     

"India is also promoting PPPs in water sector despite being a signatory to the UN Resolution of 2010, which recognises 'Right to Water as a Human Right'," said SA Naqvi of Citizens Front for Water Democracy. 

The Front along with Focus on the Global South in partnership with PEACE and Water Workers Alliances are organising the day-long conference to be held at Indian Social Institute, off Lodi Road. 

The activists will discuss and debate the PPP model in water sector in India and learn from different states' experience and plan strategies to "protect water as a common good, which cannot be privatised and commodified", he said. 

The recently revised National Water Policy 2012 also foresees the minimisation of the government's role in water services and promotes the involvement of private parties through PPP model, encouraging commercialisation of water services.

NOW WE ARE FACING STRAY DOGS PROBLEMS IN OUR APPARTMENT. NOW THESE DOGS  HAVE STARTED ATTACKING CHILDREN IN THE APPRTMENT ONE GIRL A RESIDENT OF C-8 WAS ATTCKED BY 10 DOGS AND SOME HOW SHE WAS RESCUED BY BRAVE WOMENS. 
 
IN THE ABSENCE OF RESIDENT WELFARE ASSOCIATION THERE IS NO ONE TO REPRESENT THE PROBLEM. HOWEVER A COMPLAINT NO 5757 WAS LODGED WITH MCD CONTROL ROOM ON 09.03.2013 BUT NO ACTION WAS TAKEN PLEASE HELP US IN SOLVING THIS PROBLEM.

बीजेपी के मंच पर आरडब्ल्यूए!

 

नई दिल्ली।। पावर की लड़ाई में आरडब्लूए अहम कड़ी हैं। फिर चाहे पावर ( बिजली ) का मसला हो या फिर पावर ( सत्ता ) का। इसलिए पॉलिटिकल पार्टियां आरडब्लूए को साथ लाने और दिखाने में कोई कसर नहीं छोड़ना चाहतीं। बिजली की लड़ाई लड़ रहे आरडब्लूए के जाने पहचाने चेहरे बीजेपी प्रदेश अध्यक्ष विजय गोयल के साथ एक मंच पर आए तो चर्चा तेज हो गई कि आरडब्लूए किसके साथ हैं ? हालांकि आरडब्लूए प्रतिनिधियों ने मंच साझा करने का मतलब बीजेपी को सपोर्ट होने से इनकार किया है। लेकिन बीजेपी नेता इसे अपने सपोर्ट के तौर पर ही देख रहे हैं और पब्लिसिटी भी कर रहे हैं।

विजय गोयल के साथ मंच पर जीके -1 के आरडब्लूए प्रतिनिधि राजीव काकरिया , ईस्ट दिल्ली आरडब्लूए जॉइंट फ्रंट के बी . एस . वोहरा , ऊर्जा संस्था के नॉर्थ एरिया कॉर्डिनेटर सौरभ गांधी और चेतना संस्था के अनिल सूद मौजूद थे। ये लोग लगातार बिजली के दाम कम करने की लड़ाई लड़ रहे हैं। बिजली कंपनियों के फर्जी अकाउंट से लेकर डीईआरसी की मिलीभगत का खुलासा लगातार यही लोग करते रहे हैं। 


 बीजेपी के साथ मंच साझा करने के बाद यह सवाल उठ रहा है कि क्या वे बीजेपी के साथ आ गए हैं। प्रेस कॉन्फ्रेंस के दौरान जब यही सवाल इनसे पूछा गया तो बीजेपी अध्यक्ष ने खुद जवाब देना मुनासिब समझा और इन्हें मंच से जवाब देने का मौका नहीं मिला।

बाद में आरडब्लूए प्रतिनिधियों ने कहा कि मंच शेयर करने का यह मतलब कतई नहीं है कि हम बीजेपी वाले हो गए या बीजेपी को सपोर्ट कर रहे हैं। हम मुद्दे को सपोर्ट कर रहे हैं और जो भी पब्लिक की दिक्कत दूर करने की बात करेगा हम उसकी मदद करने को तैयार हैं। इन्होंने बताया कि वे अरविंद केजरीवाल के साथ भी जा रहे हैं और उन्हें भी डॉक्युमेंट्स दे रहे हैं। 
 
हालांकि जब विजय गोयल से यह पूछा कि क्या ये आरडब्लूए बीजेपी को सपोर्ट कर रही हैं तो उन्होंने जवाब दिया बिल्कुल , वह हमें सपोर्ट कर रहे हैं। बीजेपी नेताओं ने यहां तक कहा कि अगर यह बीजेपी को सपोर्ट नहीं कर रहे होते तो वह बीजेपी ऑफिस में मंच साझा करने की बजाय कहीं और प्रेस कॉन्फ्रेंस रखने की बात कर सकते थे।

Random check of Mobile Towers for Radiation in East Delhi

The World Health Organisation's International Agency for Research on Cancer (IARC) says radiation from cellphone handsets and towers is "possibly carcinogenic to humans" and may cause glioma, a type of brain cancer. It says, Towers are more dangerous than handsets because they emit greater-intensity of radiation 24X7.

Therefore, we thought of checking the Radiation from various Mobile Towers in East Delhi. COAI co-operated with us for a random check of few Towers in East Delhi on 9th March, 2013. The readings measured by NARDA equipment were all within the norms of 0.45 w/m2. 

However, we have been informed by the experts from Radiation field, that, from health point of view, safe value is less than 0.0001 W/m2 = 0.1 miilwatts/m2 for 24x7 exposure, and DOT as well our Govt. must look into it and change the norms suitably.

Living in constant din : HT Live East

    Krishna Nagar and Geeta Colony residents seem to be living in din constantly. The constant rush of vehicles to and fro has become a headache for them and they want the problem to be addressed on priority. 

     
    The traffic police responsible for maintaining a semblance of order on the roads are accusing people for the situation. So there seems no respite in the near future, feel most people. 

    Several meetings of the residents and Delhi Police traffic department have been held and despite lengthy discussions nothing came out of it. 

    Last month, traffic personnel assured us that they would increase the timings on signal lights so as to easily clear the traffic but it has not been done so far. 

    “We have been demanding better traffic management and proper signal lights at every big crossing, but no one is interested in listening to our grievances,” says Shyam Sundar Gulati, a shopkeeper. 

    Krishna Nagar and Geeta Colony are hubs of activity during the day. The streets remain clogged. 

    Many shops and business establishments are haphazardly located surrounding the residential colonies and the shopkeepers and visitors park their vehicles on the main roads, which leads to a lot of chaos on the roads. 

    The movement of heavy vehicles worsens the situation. For two-wheelers, negotiating the dense traffic is a big task. So is the job of crossing the roads for pedestrians. 

    Apart from heavy vehicles, DTC buses and RTVs also ply through some roads, which are not wide enough. So it leads to a lot of congestion and chaos on the roads. 

    Many shops have been extended up to the road and they have eaten up a chunk of road space. The footpaths too have been usurped by the small time vendors and encroachers. 

    Residents say that politicians talk about everything else except traffic management. No political leader wants to include such problems in their manifesto, nor does anybody bother to do anything concrete for them, they add. 

    Better traffic management, wide roads, maintained footpaths and proper traffic signals are the basic need of the colony, say residents. 

    “Several meetings with traffic police have been organised but no permanent solution seems to be in sight to control the traffic congestion,” says Sonia Vohra, resident, Krishna Nagar. 

    “The roads have not been developed properly and electricity poles have still not been removed from the middle of the roads,” says Ravinder Singhal, shopkeeper. 

    “We are trying to decongest the main roads and streamline the traffic. We have received some suggestions from RWAs regarding traffic management,” said Rajesh Kumar, area traffic inspector.

RWA initiative to check cell phone tower radiation : HT Live East

    For the first time in east Delhi, the East Delhi Residents’ Welfare Associations (RWAs) Joint Front along with the members of Cellular Operator Association of India (COAI), took the initiative to check radiations emanating from cell phone towers. The RWAs are now planning to get an opinion from experts and scientists about recorded radiation levels. 

    The move comes at a time when various cases of high level of radiation are being registered across Delhi and complains of its health hazard has been increasing. The government and court, however, have set the guidelines for cellular operators but it is often seen that some operators don’t follow the norms of permissible levels. 

    “The people are well aware about the evil effects of radiation. So we decided to check the radiation level in east Delhi area,” says BS Vohra, president, East Delhi RWAs Joint Front. 

    Cell phone towers have mushroomed all over the city and have in turn led to growing concerns about the health effects of radio frequency radiation. 

    “For this, we have been pursuing the matter with COAI for the last six months. Finally, it agreed to our proposal and sent a team on Monday to check radiation,” adds Vohra. 

    The RWA members and COAI members checked seven towers of different areas, Laxmi Nagar, Preet Vihar market, Mandawali, Jhilmil, Vishwas Nagar, F Block Krishna Nagar and Lal Quarter. “The areas and towers were not pre-decided and the RWA members randomly selected the area and one of the towers at that location so that the actual level could be detected,” says Vinod Kumar, a resident of Jhilmil. 

    The RWA members, now, have decided to refer the matter to experts and scientists for further analysis. 

    The association members will also educate the residents on the subject of cell tower radiation in order to make them aware. 

    If the radiation level is found beyond permissible level or is above health hazard level, the association members will take up the matter with the government to curb the menace. 

    According to the latest government norms, the permissible radiation exposure limits are 0.45 w/m2. And as per experts and scientists, if the radiation is beyond this level there are possibilities of childhood leukaemia, brain tumours, genotoxic effects, neurological effects and neurodegenerative diseases, immune system deregulation, allergic and inflammatory responses, breast cancer, miscarriage and some cardiovascular effects. I have been living in Mayur Vihar Phase 2 for the past 13 years. The whole area is divided into pockets named A, B, C, D, E and F. Pockets A, E and C have markets developed by the Delhi Development Authority, while Pocket B has a local shopping complex, which caters to all our needs. The best thing that I like about our area is that it has been designed in such a manner that each flat faces a park. 

    Phase 2 has a sizeable population and people from different religious groups and regions of the country have made it their home. They live in harmony and share good community ties. 

    Also, in each area there is a community centre which is abuzz with activities. People gather there for celebrations, festivals, marriages functions etc. So we have a multi-cultural environment which gives us a very unique feel. 

    As there are a number of hospitals, clinics, diagnostic labs and chemist shops, within easy reach, healthcare is good. Each pocket has its respective residents’ welfare association and they make all efforts to work.

    अधिक चार्ज पर डिस्कॉम पर कार्रवाई के लिए चौतरफा मांग

    कमेटी बनाओ - मांग उठी है कि अगर कोई भी किसी भी इलाके में ट्रांसफॉर्मर से हुई सप्लाई और बिल की पड़ताल कर लेने पर अंतर का खुलासा हो जाएगा। वित्तीय विशेषज्ञों के अलावा दिल्ली आईआईटी और रूड़की आईआईटी के विशेषज्ञों को कमेटी में शामिल कर वास्तविकता का पता लगाने का सुझाव आया है।

    राष्ट्रीय राजधानी में बीते पांच साल के भीतर निजी बिजली वितरण कंपनियों की ओर से उपभोक्ताओं से 4,500 करोड़ से अतिरिक्त वसूली होने से तमाम रेजीडेंट वेलफेयर एसोसिएशन के प्रमुख नाराज हैं।उन्हें इस बात की तकलीफ है कि जिस बिजली की सप्लाई हुई ही नहीं उसका बिल क्यों वसूल लिया गया।

    'चेतना' एनजीओ की एक रिपोर्ट में कहा गया कि तीनों डिस्कॉम ने तीन फेज वाले न्यूट्रल लाखों इलेक्ट्रॉनिक मीटर की कमी का लाभ उठाकर रिशिड्यूडल बैक फ्लो के जरिए उपभोक्ताओं से हर साल औसतन 900 करोड़ रुपये वसूले।चेतना के अध्यक्ष अनिल सूद ने कहा कि बिना सप्लाई किए ही डिस्कॉम ने उपभोक्ताओं से बीते पांच साल में 4,500 करोड़ रुपये वसूल लिए। दूसरी ओर तीनों डिस्कॉम ने इस रिपोर्ट को खारिज कर दिया है।
    डिस्कॉम के खिलाफ अविलंब कार्रवाई की मांग करते हुए ग्रेटर कैलाश-1 आरडब्लूए के राजीव ककरिया ने कहा कि उन्हें यह जानकर हैरानी हुई कि जो बिजली उपभोक्ताओं को सप्लाई नहीं हुई उसका अतिरिक्त बिल बनाकर वसूल लिया गया। उन्होंने खुलासा किया कि टाटा पावर दिल्ली डिस्ट्रीब्यूशन लिमिटेड के 327 ट्रांसफॉर्मर के खातों में नकारात्मक घाटा नहीं दिखा।

    इसका मतलब हुआ कि डिस्कॉम ने बिजली सप्लाई से अधिक वसूल लिया। यह सरासर बेईमानी है।ककरिया ने बताया कि अगर कोई भी एक माह में किसी भी खास इलाके में ट्रांसफॉर्मर से हुई बिजली सप्लाई और कितनी बिजली का बिल बना इनकी पड़ताल कर ले तो अंतर का खुलासा हो जाएगा।

    ककरिया ने मांग की कि वित्तीय विशेषज्ञों के अलावा दिल्ली आईआईटी और रूड़की आईआईटी के विशेषज्ञों को कमेटी में शामिल कर वास्तविकता का पता लगाया जाए। इसी तरह जनकपुरी आरडब्ल्यूए के गुलशन राय ने दावा किया कि इस संदर्भ में जो पक्के सबूत जो जुटाए गए हैं उससे साफ दिखाई पड़ता है कि डिस्कॉम ने उपभोक्ताओं से सप्लाई की गई बिजली से अधिक वसूले।

    डिस्कॉम के खिलाफ अविलंब कार्रवाई की मांग करते हुए राय ने कहा कि दिल्ली बिजली नियामक आयोग ने 2011 में माना था कि यह बेहद गंभीर मामला है और तब बिजली कंपनियों को सुधार के लिए कदम उठाने को कहा था। 

    ईस्ट दिल्ली आरडब्ल्यूए के बीएस वोहरा ने कहा कि यह एक तरह का घोटाला है और मांग की कि यह गलत वसूला गया धन उपभोक्ताओं को लौटा दिया जाए।

    अपने बयान से पीछे हटीं शीला दीक्षित
    नई दिल्ली - बिजली की दरों में बढ़ोतरी के बारे में दिए गए बयान के बाद चौतरफा आलोचनाओं से घिरी दिल्ली की मुख्यमंत्री शीला दीक्षित सोमवार को इससे पलट गईं। उन्होंने कहा कि मीडिया ने उनके बयान को गलत तरीके से पेश किया।
    दीक्षित ने रविवार को बिजली की दरों में इजाफे को सही ठहराते हुए कहा था कि अगर लोग 24 घंटे बिजली की सप्लाई चाहते हैं तो उन्हें भुगतान करना ही होगा। शीला ने छतरपुर की रैली में कहा था कि अगर लोगों को बिजली का भुगतान करने में मुश्किल हो रही है तो उन्हें खपत घटाने के लिए बिजली उपकरणों के उपयोग में कटौती करनी चाहिए।

    The curious case of roads being built when elections are due

    The internal roads of Kailash Colony in south Delhi were relaid almost overnight in March last year. The reason: The civic polls were just round the corner.

    Kailash Colony's wasn't a one-off case. Most Delhiites claim that civic agencies wake up only when elections are due as there's pressure on them to get their act together. 
     
    Claimed Dr Lalit Verma, a resident of Haiderpur near Rohini Sector 18, "The road to Haiderpur from Outer Ring Road was last built nearly four years ago, when the general elections were due. Immediately after the polls, it was dug up. Since then, it has been in a shambles. Councillors and MLAs usually use their funds when polls are due in order to get votes. Many of them even put up boards and posters, claiming how they got a particular road built."

    But many politicians claimed this was not the case. "We try to construct roads as and when required. But sometimes, the executive wing delays the project and it coincides with elections. But it is true that every councillor and MLA wants to exhaust their funds before the elections as they are accountable to the public," said Mahender Nagpal, leader of north Delhi Municipal Corporation.
    Jagdish Mukhi, Janakpuri MLA, said, "I work 365 days a year. But dense carpeting can only be done after five years. Some councillors save their funds and try to get votes by completing work around elections. But I don't believe in such cheap tactics." 

    The situation in some colonies is so bad that many have started believing that holding elections every year is the best way to bring about development. "That work gets done almost overnight when elections are due affirms the fact that civic agencies have the expertise to do their jobs. The problem is they don't want to work," said Harvinder Singh, a member of Lajpat Nagar III RWA.

    "There have been instances when the road roller is put to use when the people are going to cast their votes. But the roller stopped, when voting got over. It is easy to get work done whenever polls are due. Those same councillors become inaccessible for the rest of their tenure," said BS Vohra, president of east Delhi RWA.
