मुनाफे में हैं डिस्कॉम, तो क्यों है घाटे का रोना!

नई दिल्ली ।। पिछले एक साल से बिजली कंपनियां लगातार घाटे में होने का रोना रो रही हैं और इसी आधार पर बिजली टैरिफ भी 22 फीसदी बढ़ाया गया। लेकिन दस्तावेज बताते हैं कि बिजलीकंपनियां घाटे में नहीं बल्कि फायदे में हैं। बिजली कंपनियां यह दलील देती रहीं कि बिजली के दाम बढ़े हैं इसलिए टैरिफ बढ़ाना जरूरी है लेकिन पावर एक्सचेंज के आंकड़ों से साफ है कि पिछले तीनसाल में बिजली के दाम बढ़े नहीं बल्कि घटे हैं। 

50 फीसदी से भी कम हुए दाम 
बिजली टैरिफ बनाते वक्त बिजली कंपनियों ने कहा था कि बिजली के दाम लगातार बढ़ रहे हैं और बिना टैरिफ बढ़ाए वह सरवाइव नहीं कर सकते। इसी आधार पर डीईआरसी ने टैरिफ बढ़ाया था। लेकिनपावर एक्सचेंज के आंकड़े देखें तो बिजली कंपनियां जो बिजली खरीद रही हैं उसके दाम 50 फीसदी से भी कम हुए हैं। सीईआरसी के अप्रूवल के बाद 2008 में पावर एक्सचेंज बना था। पहले साल बिजलीके दाम ज्यादा थे। तब एवरेज रेट 7.51 रुपये प्रति किलोवॉट था। 2009 में यह घटकर 6.03 रुपये हो गया। 2010 में 3.64 रुपये और 2011 में 3.31 रुपये था। एक्टिविस्ट अनिल सूद ने कहा किबिजली कंपनियों ने दाम बढ़ाने का जो आधार बनाया था वह आधार ही खोखला था। आश्चर्यजनक यह है कि डीईआरसी ने सारे फैक्ट क्यों नहीं जांचे। सवाल उठता है कि डीईआरसी और दिल्ली सरकारको बिजली कंपनियां बेवकूफ बना रही हैं या फिर ये सब मिलकर पब्लिक को धोखा दे रहे हैं ?

नई दिल्ली ।। दिल्ली इलैक्ट्रिसिटी रेगुलेटरी कमिशन ( डीईआरसी ) ने दिल्ली इलैक्ट्रिसिटी सप्लाई कोड एंड परफॉर्मेंस स्टैंडर्ड रेगुलेशन -2012 तैयार किया है। इस पर पब्लिक से सुझाव भी मांगे गए हैं। आरडब्ल्यूए का कहना है कि यह ड्राफ्ट पब्लिक को बहलाने के लिए है। इसमें किन्हीं भी ऐसे ठोस उपायों का जिक्र नहीं है , जिससे ढांचा सुधरे। बिजली कंपनियों की कोई जिम्मेदारी तय नहीं की गई है और न ही इसका इंतजाम किया है कि अगर कंपनी की वजह से कंज्यूमर को नुकसान हो तो उसकी भरपाई कैसे हो। डीईआरसी ने कहा है कि कोई भी इस ड्राफ्ट पर 11 फरवरी तक अपनी राय दे सकता है। जिसके बाद जन सुनवाई भी होगी।

आरडब्ल्यूए प्रतिनिधि राजीव काकरिया ने कहा कि जब तक बिजली कंपनियों की जिम्मेदारी तय नहीं होगी और परफॉर्मेंस स्टैंडर्ड पर खरा न उतरने पर पेनल्टी से लेकर लाइसेंस रद्द करने जैसे कदम नहीं उठाए जाएंगे , तब तक महज कुछ नियम बना लेने से कुछ नहीं होगा। काकरिया के मुताबिक इसमें कहा गया है कि कनेक्शन देते वक्त वायरिंग की जांच की जाएगी। अगर कुछ डिफेक्ट है तो कंज्यूमर को नोटिस दिया जाएगा और उसके ठीक होेने पर ही कनेक्शन मिलेगा। लेकिन इस बात का कोई जिक्र नहीं है कि जो 25 लाख मीटर पहले से लगे हैं और रेसिडियल बैक फ्लो की वजह से ज्यादा बिल आता है , उसे कैसे सुधारा जाएगा। इसके लिए बिजली कंपनियों की जवाबदेही भी तय नहीं की गई है। हर मीटर तक सेपरेट न्यूट्रल न देने की वजह से बिजली कंपनी ग्राहकों से 25 से 40 पर्सेंट एक्स्ट्रा बिल वसूल रही हैं। इसका हिसाब कौन देगा। ड्राफ्ट में जिक्र नहीं है कि कंज्यूमर्स को जो नुकसान हुआ है , उसे बिजली कंपनियां कैसे भरेंगी।

ड्राफ्ट में यह तो कहा गया है कि बिजली चोरी रोकने के लिए बिजली कंपनियां कदम उठाएंगी और आरडब्ल्यूए से मदद भी लेंगी। काकरिया ने कहा कि इसके साथ यह इंतजाम भी होना चाहिए बिजली चोरी के आधार पर टैरिफ नहीं बढ़ना चाहिए। अगर किसी दुकानदार का सामान चोरी हो जाता है तो वह अपने ग्राहक को महंगा सामान नहीं बेच सकता है , इसी तरह टैरिफ बढ़ाना भी गलत है। सिर्फ 3 पर्सेंट डिस्ट्रिब्यूशन लॉस ही उन्हें मिलना चाहिए। ऐसा होने पर ही वह बिजली चोरी रोकने के लिए गंभीर कदम उठाएंगे।

ड्राफ्ट में कहा गया है कि वोल्टेज की शिकायत होने पर इसे सुधारने के लिए जरूरी एक्शन लिया जाएगा। लेकिन ऐसा न होने पर कोई पेनल्टी नहीं लगाई गई है। आरडब्लूए के मुताबिक प्राइवेटाइजेशन हुआ ही इसलिए था , ताकि ग्राहकों को स्टेबल पावर मिले। लेकिन अभी भी हर कंज्यूमर को साल में 15 हजार रुपये इन्वर्टर पर खर्च करना होता है और स्टेबलाइज लगाना मजबूरी बनी हुई है। बिजली कंपनियों की लापरवाही की वजह से वोल्टेज फ्लक्चुएशन होने पर लोगों की टीवी , फ्रिज , कंप्यूटर , बल्ब जैसे आइटम फुंकते हैं। इसकी भरपाई कैसे होगी , परफॉर्मेस स्टैंडर्ड में इसका भी जिक्र नहीं है। चेतना संस्था के अनिल सूद ने कहा कि 2005 में बने रेगुलेशन में 2007 में बदलाव किए गए , लेकिन नोटिफाई करने के बाद ही उसे कहीं लागू नहीं किया गया। न ही इसमें पेनल्टी क्लॉज डाले , ताकि बिजली कंपनियों की जवाबदेही तय हो। इसके बाद 2010 में फिर कुछ बदलाव हुए लेकिन उसे आज तक नोटिफाई ही नहीं किया गया है। सूद ने कहा कि डीईआरसी बिजली कंपनियों का फायदा पहुंचाने वाले नियम तो तत्काल लागू कर देती है लेकिन ग्राहकों के हितों की हमेशा अनदेखी ही हुई है।

70% of milk samples failed to conform to standards

New Delhi: Beware,your daily glass of good health could actually be doing you harm.As much as 70% of milk samples picked up from the capital by a government agency failed to conform to standards.

Of the 71 samples randomly taken from Delhi for testing by the Food Safety Standards Authority of India (FSSAI),50 were found to be contaminated with glucose and skim milk powder SMP),which is usually added to milk in the lean season to enhance volumes.

Elsewhere in the 33 states and UTs study,milk was found adulterated with detergent,fat and even urea,besides the age-old dilution with water.Across the country,68.4% of the samples were found contaminated.

Only in Goa and Puducherry did 100% of the samples tested conform to required standards.At the other end were West Bengal,Bihar,Chhattisgarh,Jharkhand,Orissa and Mizoram,where not a single sample tested met the norms.

Other prominent states fared just a shade better.Around 89% of the samples tested from Gujarat,83% from Jammu & Kashmir,81% from Punjab,76% from Rajasthan,70% from Delhi and Haryana and 65% from Maharashtra failed the test.Around half of the samples from Madhya Pradesh (48%) also met a similar fate.

States with comparatively better results included Kerala where 28% of samples did not conform to the FSSAI standards,Karnataka (22%),Tamil Nadu (12%) and Andhra Pradesh (6.7%).

The samples were collected randomly and analysed from 33 states totaling a sample size of 1,791.Just 31.5% of the samples tested (565) conformed to the FSSAI standards while the rest 1,226 (68.4%) failed the test.

BSES willing to forward "TOD" scheme to DERC for consideration

































































































Mr Ramesh Narayan, CEO, BSES,  informed that BSES is willing to introduce the TOD scheme,  He added that BSES has the Data of usage for every consumer for every 15 minutes and therefore they exactly know about the Peak hours & Off Peak hours. BSES gave the RWAs a feedback form to be filled saying YES or NO for the TOD Scheme i.e. time-of-day tariffs for residential consumers in Delhi. RWAs were told that these forms will be sent to DERC for consideration of  TOD for Delhi.


Mr. B S Vohra, President, "East Delhi RWAs Joint Front", (A federation of RWAs), raised his immediate doubts with Mr Ramesh Narayan, asking, "under the TOD scheme ( i.e. time of day tariffs ),  if during off peak hours, BSES is willing to offer some discounted prices to consumers, during the PEAK HOURS, BSES MAY RAISE THE PRICES ". He requested Mr Narayan, to not to give the FEEDBACK forms for acceptance in such a way, instead, let's discuss more to come to a conclusion.

Higher water, CNG prices dull 2012 cheer

NEW DELHI: If you thought that 2011 drained your pockets, then get ready as 2012 will surely poke humungous holes in them. January 1, 2012 will see an automatic hike of 10% in water tariff, a CNG price hike has already been , a petrol hike is on the cards and power tariff too will see some level of jump. The most recent food price index shows that prices have come down but not one Delhiite will agree with this as prices of vegetables have taken a leap forward in December. 

Delhi Jal Board increased its tariff in 2010 with an in-built system for a hike of 10% each year for a period of four years. This is required, officials say, to keep up with the rising power tariff. However Delhiites, who often complain of poor water supply, could not care less. "We get water only for an hour or so each day. So how does it matter if power prices go up? At least services should be improved if we are paying more for water," said Sunita Bahri, a resident of Vasant Kunj. 

Power tariffs will also see some hike this year. According to sources, discoms are to recover Rs 4,800 crores over the next three years which will definitely necessitate a change in tariff. "The true-ups for 2010-11 for all three discoms, BRPL, BYPL and NDPL, amount to approximately Rs 3,000 crore which has to be recovered in future years, clearly hinting at more tariff hikes coming up in the Delhi power sector," said sources. With the government to infuse an equity of Rs 500 crore in discom BSES, Delhiites are worried that together with higher power bills, they might also be saddled with more taxes.

Respected Sir/s,

I am a resident of shekh sarai-2. Every year I have seen a customary practice to prune trees in winters. it happens in Sheikh sarai parks, which are government property. The residents cut the trees to an extent that it is only left with a small trunk which takes ,many years to grow again.

I dont know if its under RWA knowledge or RWA itself is practicing it. On asking people to stop cutting the trees they either make some excuse or dont listen at all. The trees that were cut in front of me were not causing any problem, they were not even stopping the sunlight from coming to their homes. This the most common excuse given.

Pls see to this practise as recently harming trees without permission in any way subjects to legal issues.
