YE DELHI MANGE MORE THAN LONDON - IN THE DELHI BUDGET 2017

Dear Sir,

We welcome your proposal of converting Delhi into the London in Cleanliness in one year, though, cleaning the City equivalent to LONDON in one year, seems a big dream. But, In addition of being equivalent to London, in cleanliness, we expect much more from you, in this Delhi Budget :

1. POLLUTION : Pollution in Delhi has become a severe problem. Delhiexpects something constructive to save it from the clutches of Pollution. Therefore, we are expecting much more from you, in this DelhiBudget. You must install at least the Pollution Alarming mechanism in every Assembly seat for the benefit & awareness of residents.

2. TRAFFIC JAM : Traffic Jam in Delhi has reached to its climax. We must introduce a check on the purchase of new vehicles. It may be against the scrapping of old car. There must be a limit of vehicles in each & every family. Those who don't have enough space for parking a vehicle, must be restricted to only one vehicle in the city. Roads must be widened wherever required and proper parking places must be developed at strategic locations.

3. FLYOVERS : Some of the flyovers have got cracks in the last few months. Delhi Govt must check all the flyovers as time & heavy rush is taking its toll and must timely allocate, suitably for the maintenance of these flyovers.

4. METRO CONNECTIVITY : Metro has become the Life line of Delhi but residents suffer due to the non connectivity of Metro stations with nearby localities. Delhi Govt must allocate funds for developing the connectivity by mini buses or by other means.

5. DRAINAGE : Everyone knows about the Drainage system in Delhi. Every monsoon makes Delhi a Floating ship due to severe water logging every where. Delhi Govt must allocate funds to make the city free of Water logging.

6. HEALTH PROBLEMS : Health problems in Delhi are on the peak. Dengu, Chikungunya, Swine Flu, to other routine problems exist, due to the huge population of the city. Many a time people have to sell everything to get the treatment of Cancer etc. There must be a system, may be against a common fund, a small tax, to cover every citizen in the Govt hospitals. Suitable funds must be allocated for this.

7. Drinking water : Drinking water Scarcity in Delhi during summers is a common issue in various localities. Even though we are on the River belt, the water level is continuously lowering in certain localities. You must develop the natural water bodies in Delhi to raise the ground water levels.

8. Women Security : Women security in Delhi is at the worst level now. Some media houses have reported that Delhi faces a Rape every four hours. There are also unreported rape cases as well eve teasing in the city. You must install CC TV cameras to check this problem. Even though, you had promised it before the Assembly elections, nothing seems to have been done so far.

9. Security of Elders : No body is secure in the City. Even the Elders as well Children face many problems. Govt must keep a regular vigil on the lone senior citizens and must provide them a sense of security. Delhi Govt Must do something to control Child trafficking also.

10. Sanitation Workers Strike in Delhi : Last but not the least, you must allocate properly for the payment of Salary of the Sanitation workers, so that there is no more Strike of Sanitation workers in the City. It will also help to fulfill your promise of making Delhi a London.

Asha Kiran - A ray of hope for the mentally retarded, But ..... ( Part 3 )

In continuation of my earlier TWO posts : 

5. Development Prog. for  welfare of Mentally Retarded   ( PWD )( Annual Plan 2015-16 Rs 450.00 lacs PWD ) 

The aim of the scheme is to provide residential care to the mentally retarded for their education, training guidance, medical care and rehabilitation.  A home on vacant land at Narela is proposed to be built up.

The new home for mentally challenged persons will be having a capacity of 1200 inmates.

6. Construction of  Home for mentally challenged persons at Narela  Annual Plan 2015-16 Rs. 100.00 lakhs Capital
During 1983, the Revenue Department has acquired and handed over land measuring 47 Bighas 13 Biswas out of which the new Home is proposed to be constructed at the land measuring 7.72 acres.  The problem relating to demarcation of land has been now sorted out with Revenue Department,  PWD and DSIIDC.  The PWD has already completed the work of leveling and construction of boundary wall of the land since the possession of land is still with them. A latest lay out plan has been handed over to DSIIDC to whom the project work is entrusted with.  The DSIIDC is in process for engagement of the Consultant after completing all codal formalities.  DSIIDC has been requested to prepare conceptual plan and give presentation to go ahead with the project.

Besides above, possession of plots and further development on the plots at Salempur Majra,Burari and Usmanpur for the construction of school for Mentally challenged children, is expected to be executed during   the year.

My questions are still there, though the number of Inmates for the New Home have been reduced from 2000 to 1200 :

1. If the New Home was completed, why the inmates of the Asha Kiran were not shifted to the new home ?

2. If the new Home is not yet complete, what is the status of its construction ?

3. If the New Home is not yet constructed, where the money spent has gone ?

4. Who will be responsible for the deaths of 11 kids at Asha Kiran, in the last 60 days ?

Expecting answer from no where.

Historic decision of the AAP Govt in Delhi : Free surgeries at Private Hospitals *

Pleased to note that, Delhi Government has tied up with 41 private hospitals of Delhi for the Surgeries of Patients to be referred by the Govt Hospitals of Delhi. Normally if one visits a Govt Hospital, he has to wait for months for his turn & he is forced to visit a Private hospital and pay the huge amounts for the treatment. Now onward, if a Govt hospital gives a date, (as understood, hope no conditions attached ), of more than one month period, the patient can visit some of the designated private hospitals for the treatment. 30 types of   surgeries including the Heart By pass as well as Breast cancer have been included in it.  Delhi Govt will reimburse these private hospitals at Central Government Health Scheme (CGHS) rates for the complete treatment. Moreover, it will including pre-surgery consultation, surgery, medicines, food and hospital stay, and follow-ups for a month after discharge.
List of surgeries to be done at private centres:
1. Laparoscopic cholecystectomy: Minimally invasive gall bladder removal
2. Thyroid surgery: Surgery performed to treat nodules and cancer of thyroid and hyperthyroidism
3. Haemorrhoidectomy: Surgery to remove haemorrhoids, swollen and inflamed veins in the rectum and anus
4. Stapled Haemorrhoidectomy: Procedure to remove abnormally enlarged hemorrhoidal tissue and repositioning the remaining hemorrhoidal tissue back to its normal position
5. Haemorrhoidectomy + Fissurectomy: Surgery to remove haemorrhoids along with repair of a tear in the lining of the anus
6. Fissurectomy: Surgery to repair a tear in the lining of the anus
7. Fistula High End: Surgery to repair abnormal connection between organs above the anorectal ring, muscular structure between anus and rectum
8. Fistula Low End: Surgery to repair abnormal connection between organs below the anorectal ring, muscular structure between anus and rectum
9. Appendectomy (Laparoscopic): Surgery to remove the appendix
10. Excision of Pilonidal Sinus With Flap Cover: Surgery to remove an abnormal skin growth at the tailbone that contains hair and skin and covering the area with a skin flap
11. Excision of Pilonidal Sinus with Primary Closure: Surgery to remove an abnormal skin growth at the tailbone that contains hair and skin and suturing the wound
12. Thyroidectomy (Total/Subtotal): Surgery to remove part or all of the thyroid gland
13. Breast Lumpectomy: Surgery to remove cancerous lumps from the breast
14. Cataract with IOL with Tension Rings: Cataract removal surgery
15. Mastoidectomy: Surgery to remove diseased cells of mastoid bone in inner ear
16. Tonsillectomy: Surgery to remove tonsils
17. Tympanoplasty: Surgery to repair eardrum
18. Septoplasty: Surgery to correct deviated septum, the cartilage diving the two nostrils
19. Nasal Polyps/Sinusitis (Fess) – Unilateral: Surgery to remove non-cancerous growth within the nose
20. Nasal Polyps/Sinusitis (Fess) – Bilateral: Surgery to remove non-cancerous growth inside the nose
21. Cortical Mastoidectomy with Myringoplasty: Surgery to remove mastoid cells without affecting the middle ear along with closure of perforation in eardrums
22. Peritonsillar Abscess Drainage: Surgery to drain pus near the tonsils
23. Septoplasty + Turbinoplasty/Conchaplasty: Surgery to correct deviated septum along with reduction of turbinate bone that protrudes into the breathing passage
24. Myringotomy with Grommet Insertion: Surgery to insert a small tube in the eardrum to drain a thick sticky fluid from behind the eardrum
25. CABG: Heart bypass
26. PCNL – Unilateral: Minimally-invasive procedure to remove stones from the kidney by a small puncture wound through the skin
27. PCNL – Bilateral: Minimally-invasive procedure to remove stones from the kidney by a small puncture wound through the skin
28. Cystoscopy (therapeutic): A scope inserted through the urethra and into the bladder to check its insides
29. Prostate (TURP): Surgery used to treat urinary problems due to an enlarged prostate
30. Kidney stone removal

This can be called a Historic decision of the Delhi Govt as on the one hand, patients will get the Free Treatment, on the other hand, private hospitals won't be able to LOOT the patients as they will be paid at the fixed charges as approved by the CGHS. Hope that no preconditions are attached to the entire process.

In my opinion, Delhi Govt must enhance its own resources in such a way that all kind of surgeries could be done in the Govt Hospitals itself so that nothing is to be paid to the Private hospitals, resulting into no burden on the common public.

They can also hire the OT's & other facilities of the Private hospitals, for surgeries by the Doctors of the Govt hospitals, to save the costs.

A minor / small cess can be levied to create a fund to cover the costs.
