regularisation of self draw of navrachna appartment
Respected kejriwal ji,
Navrachna cooperative Group Housing society is fighting for regularisation of self draw since 1990 and Registrar Cooperative Society is silent on the matter. I have written to your office and Sh Manish Sisodia ji Office which has been transferred to Registrar cooperative Society but they are silent on the matter with excuse policy under submission to Delhi Govt. I have also raised this through SMS at Talk to AK but understand that your office has received large Number of question. Detail of Complaint is in attach file intervene and direct the Registrar Cooperative Society to regularise the draw as due to this conversion we can not convert our lease hold flat into free hold.

RWAs fume as AAP takes Mohalla Sabhas to the aam aadmi
With elections to the municipal corporations inching closer, the Aam Aadmi Party government is going full throttle with its plan to reach the grassroot workers in the 272 wards of the Capital. While it is pulling out all stops to make its key tool – ‘Mohalla Sabhas’ – appealing to the ‘aam aadmi’, a growing sense of alienation clouds the city's Residents' Welfare Associations (RWAs) as they rue of never being consulted for the project.
Trying to prepare a robust structure under the 'Swaraj' model, the government has come out with a detailed district and Assembly constituency wise list of mohalla sabhas. The 2,972 Mohallas are going to be spread across 11 districts and 70 constituencies with each one having a unique 'Mohalla ID Number'.
On deeper observation it emerges that the number of Mohallas given to a constituency has been based on the voting population of the area. Each of these mohallas has been mapped with the nearest polling booths in the respective constituency.
“Every district is going to have anywhere between 250-270 mohallas and if counted constituency wise then there shall be around 35-70 mohallas in each Assembly. With a mammoth 83 mohallas, South-West district's Matiala constituency is the biggest of the pack,” said a senior official.
Pressure builds
The pressure to urgently start the ambitious project on ground is seemingly visible in the urban development department and the District Urban Development Agencies (DUDA). The biggest challenge in their hands at present is appointing a staggering 5944 'Mohalla Coordinators' and 'Co-coordinators'.
While the work has to be voluntary, the government plans to offer each coordinator Rs. 5,000 per month to meet transportation and other expenses. The eligibility has been kept rather simple, yet technology driven. The applicant must be a registered voter as on 11.01.16 and a resident of the Mohalla being represented. Besides, s/he must have an Android phone and working knowledge of computers/emails.
“Mohalla Sabhas will be held once a month and the coordinators' role is most important as they will have to prepare the agenda, conduct door-to-door outreach programs to note the issues to be taken up, attend meetings with DUDA and so on,” the official explained.
While others may find the system of 'grassroot democracy' appealing, the RWAs are fearing their very existence. “No RWA was consulted for the entire Mohalla Sabha process. How do they plan to choose what work is to be done with public meetings where around 4000 people turn up. If a ward has say15 colonies, then 15 or 30 people – one or two from the RWA of each colony – are enough to decide upon works to be carried out,” said Atul Goyal, convenor of United RWAs Joint Action (URJA) – an umbrella body for about 500 RWAs in the Capital.
Disgruntled
We are not against the idea of Mohalla Sabhas, but we wanted it to be more structured. One that would involve RWAs and not alienate them, he added. Several others have questioned the AAP government about its promise to bring an RWA Act.
“The AAP before coming to power had promised in its manifesto of bringing an RWA Act to them legal sanctity. They spoke of empowerment of RWAs, but nothing seems to have happened. They are dismantling the topography of a colony this way,” said B S Vohra of East Delhi RWAs Joint Front.

Talk to AK : क्या हुआ तेरा वादा, वो कसम, वो इरादा ?
माननीय अरविंद केजरीवाल साहिब,
हम RWAs हैं. हम दिल्ली की हर गली, मोहल्ले, नुक्कड़ और चोबारे पे पाई जाती हैं. हमारी कोई जाती या धर्म नही होता. जगह के साथ-साथ, हमारे लोग तो बदलते रहते हैं, लेकिन सभी जगह हमारा नाम, सिर्फ़ एक ही होता है : RWA. हम अपने पल्ले से पैसे खर्च के, अपने बेशक़ीमती समय से, समय निकाल के, समाज के लिए कुछ करने को तत्पर रहते हैं.
शायद आप को पता नही कि हम तब भी थे जब 'आप' नही थे. हम तब भी थे जब माननीय शीला जी और उनकी भागीदारी भी नही थी और हम तब भी थे जब दिल्ली असेंब्ली भी नही होती थी. तब हम 'मोहल्ला सुधार समिति' हुआ करते थे. तब हमारे बड़े बुजुर्ग इस सेवा के लिए तत्पर होते थे. आज हम RWA हो गए हैं और सेवा का भार, हमारे बड़े बुजुर्गों से होता हुआ हमारे कांधो पे आ चुका है.
लेकिन दुख होता है जब बड़े बड़े नेता, चुनावों से पहले तो हमसे बड़े बड़े वादे कर लेते हैं और अपना वक्त निकालने के बाद हमसे कन्नी काटने लगते हैं. आख़िर हम आपसे चाहते ही क्या है ? हम आपसे कोई पैसा या पद नही माँग रहे. हम आपसे कोई गाड़ी या बांग्ला नही माँग रहे. हम आपसे कोई लाल बत्ती नही माँग रहे. हम तो सिर्फ़ इतना चाहते हैं कि हम ज़मीन से जुड़े हुए लोग, अगर अपने इलाक़ों मे कोई काम करवाना चाहते हैं, तो वो हो जाए. किसी मुद्दे पे, अगर हम लोग, अपनी कोई राय दें, तो उसको नज़र अंदाज़ ना किया जाए.
लो कर लो बात, अभी कुछ महीने पहले, आपने भी तो हमसे बड़े बड़े वादे किए थे, कि जैसे ही आप जीत कर आओगे, आप हमारे लिए RWA ACT लाओगे और दिल्ली असेंब्ली से पास भी करवा दोगे. आप ने भी तो वादा किया था की RWA को एम्पोवेर किया जाएगा. आप ने भी तो वादा किया था की हमारे काम मे MP और MLA का भी कोई दखल नही होगा. आप तो एक बड़े तगड़े मॅनडेट के साथ जीत गए और जीतने के बाद, शायद हमको भूल गए.
भाई साहिब, ये वादों वाली बात हम कोई खाली पीली ही नही कर रहे. जनाब ये सब तो आपकी अपनी वेबसाइट पे डला हुआ है. जिसके FTP का पासवर्ड भी सिर्फ़ आपकी टीम के पास ही होगा, अर्थात उसको अपलोड भी आप ही के लोगों ने किया होगा. चलिए साहिब, आपको, आपकी ही वेबसाइट के मोबाइल स्क्रीन शॉट दिखाते हैं और उम्मीद करते हैं कि शायद आपको सब कुछ याद आ जाए और अगर ओरिजिनल लिंक चाहिए, तो वो भी मिल जाएगा.
तो जनाब, इस वक्त तो हम आप से इतना ही चाहते हैं कि 17 जुलाइ को 'टॉक टू AK' मे आप हमारे सवालों के जवाब भी दें कि क्या हुआ उन वादो का जो खुद आपने किए थे हम लोगों से, चुनाव जीतने से पहले. हमे बताएँ कि 'क्या हुआ तेरा वादा, वो कसम, वो इरादा' ?

Talk to AK ....... FOR WHAT ....... to be Ignored Again ?????
Further to what Mr. B.S. Vohra has already stated with documentary evidence reminding the CM of his pre-poll promise of empowering the RWAs, by introducing the RWA Act which will make RWAs Statuary Bodies.
This election promise far from being implemented seems to have been shelved as the introduction of Mohalla Sabhas does not include RWAs. Nor were RWA representatives invited for discussions while formulating the Guidelines for Mohalla Sabhas.
By introducing one more layer of elected body for Grievance Redresal, it seems to be another attempt to accommodate Party Carders in positions of pelf ..... apart from the already established Avenues of Public Representation ie MP, MLA, Councillor, RWAs and now Mohalla Sabha ....... EVEN MEDIA PLAYS A ROLE in Voicing Public Issues ....... Where was the need for another Body to do what all the above have failed to achieve.
There are many avenues to voice our concerns for delivery of services ...... what needs to be addressed is to streamline the Delivery Mechanism ....... ON THAT FRONT BOTH MODI AND CM ARE SILENT.
We the RWAs will continue to play our Role ....... unwanted as we may be by the Political Class.
FOR REAL CHANGE ...... CHANGE WHAT NEEDS TO BE CHANGED ...... WORKING OF DELIVERY MECHANISM.
