Talk to AK ....... FOR WHAT ....... to be Ignored Again ?????

Further to what Mr. B.S. Vohra has already stated with documentary evidence reminding the CM of his pre-poll promise of empowering the RWAs, by introducing the RWA Act which will make RWAs Statuary Bodies.

This election promise far from being implemented seems to have been shelved as the introduction of Mohalla Sabhas does not include RWAs. Nor were RWA representatives invited for discussions while formulating the Guidelines for Mohalla Sabhas.

By introducing one more layer of elected body for Grievance Redresal, it seems to be another attempt to accommodate Party Carders in positions of pelf ..... apart from the already established Avenues of Public Representation ie MP, MLA, Councillor, RWAs and now Mohalla Sabha ....... EVEN MEDIA PLAYS A ROLE in Voicing Public Issues ....... Where was the need for another Body to do what all the above have failed to achieve.

There are many avenues to voice our concerns for delivery of services ...... what needs to be addressed is to streamline the Delivery Mechanism ....... ON THAT FRONT BOTH MODI AND CM ARE SILENT.

We the RWAs will continue to play our Role ....... unwanted as we may be by the Political Class.

FOR REAL CHANGE ...... CHANGE WHAT NEEDS TO BE CHANGED ...... WORKING OF DELIVERY MECHANISM.

TALK TO AK : केजरीवाल से ‘टॉक टू आरडब्ल्यूए ऑफ दिल्ली’ अभियान शुरू करने की अपील

नई दिल्ली | मुख्यमंत्रीअरविंद केजरीवाल के ‘टॉक टू एके’ कार्यक्रम को लेकर दिल्ली के रेजिडेंट वेलफेयर एसोसिएशन (आडब्ल्यूए) ने अपने सवाल तैयार करना शुरू कर दिया है। 

आरडब्ल्यूए को कानूनी जामा पहनाने के मुख्यमंत्री के वायदे के बारे में आरडब्ल्यूए पदाधिकारियों ने एक बार फिर से पूछा है। आरडब्ल्यूए ने चुनाव पूर्व मुख्यमंत्री द्वारा किए गए वायदों की याद दिलाते हुए उन्हें एक लंबा-चौड़ा ईस्ट दिल्ली आरडब्ल्यूए ज्वाइंट फ्रंट के अध्यक्ष बीएस वोहरा ने मुख्यमंत्री अरविंद केजरीवाल को भेजे गए पत्र के जरिए पांच बिंदुओं को उठाया है। 17 जुलाई को होने वाले ‘टाक टू एके’ कार्यक्रम के जरिए वोहरा ने ‘टाक टू आरडब्ल्यूए ऑफ दिल्ली’ कार्यक्रम शुरू करने की अपील की है। उनका कहना है कि मुख्यमंत्री ने विधानसभा चुनाव 2015 से पूर्व दिल्ली के 700 आरडब्ल्यूए पदाधिकारियों के साथ हुई बैठक में वायदा किया था कि सत्ता में आने पर विधानसभा में आरडब्ल्यूए एक्ट को मंजूरी दी जाएगी, ताकि स्थानीय स्तर पर विकास के लिए सिटिजन लोकल एरिया डेवलपमेंट फंड स्थापित किया जा सके। लेकिन यह वायदा आज तक पूरा नहीं हो सका। इसी तरह आरडब्ल्यूए को पॉवर देकर सशक्त किया जाएगा। आरडब्ल्यूए को चार करोड़ रुपए सालाना फंड देने की बात की गई थी। 

आरडब्ल्यूए के कार्य को सरल बनाना, आरडब्ल्यूए द्वारा कराए जाने वाले किसी भी विकास कार्य में सांसद अथवा विधायक का हस्तक्षेप नहीं होने का वादा किया गया था। लेकिन सत्ता में आने के डेढ़ साल बाद भी इन पांचों बिंदुओं पर कुछ नहीं हुआ। आरडब्ल्यूए अध्यक्ष वोहरा का कहना है कि आप ने आरडब्ल्यूए को मजबूत तो नहीं किया, अलबत्ता मोहल्ला सभा के गठन की प्रक्रिया शुरू कर दी।

Before the Delhi Assembly Elections, you had made huge promises with the RWAs of Delhi on : 1. RWA ACT 2. EMPOWERMENT OF RWAs 3. STREAMLINING OF RWA FUNCTIONING etc. But once you won with a massive mandate, you sidelined the RWAs by introducing, Mohalla Sabha. Do you want us to believe / assume that you made all the Fake Promises with the RWAs of Delhi ?

Please recall the meeting, you had with the RWAs of Delhi, before Elections, where you had announced the so called, "RWAs empowerment vision planas below :

1. At a conference attended by the representatives of over 700 RWAs across Delhiformer chief minister and AAP convenor Arvind Kejriwal announced the party’s stand of setting up a Citizens Local Area Development Fund after giving a legal sanctity to RWAs by passing a RWA Act in the state assembly.



2. Kejriwal announced that after being elected by the people in the long overdue assembly elections, the AAP government’s priority will be to empower the RWAs by creating a Citizens Local Area Development Fund in each assembly constituency of Delhi and this fund will be equal to that of the MLA Local Area Development Fund.



3. He proposed an amount of Rs four crore annually to allow the legally recognized the RWAs  to carry out their local development, repair and welfare works without any external interference, once the RWA Act will come into existence.


4. The AAP proposes to streamline the functioning of RWAs in consultation with them. 

5. Kejriwal said the AAP stand was that there should be no scope for any external interference, including that of the MP or MLA, in the works that recognised RWAs can do with public consultation in their respective areas.

Your party won with a massive mandate, but nothing of this sort is happening any where. No RWAs Act, No Empowerment of RWAs, No Streamlining of RWAs Functioninginstead, we the RWAs are being sidelined, by introducing your own Mohalla Sabha. 

Sir, why you are giving a wrong message to the RWA community of Delhi ?  Do you want us to believe / assume, that all the promises, that you made with the RWAs of Delhi, were FAKE ?

Heartiest congratulations on conferment of the URJA Award adding one more feather to your over laden turban! You richly deserve it and much more!! May God bless you for doing more pioneering things in East Delhi and prompt to contest the ensuing election to the EDMC in April next. You know our problems and woes more than anybody else! You are down to earth with no 'air'! Your qualities of heart are appreciable and commendable. Hence you have all the requisite qualifications which nobody aspiring to become Councillor could have! It is mere hyperbole but arising from the core of my heart.

With eye on 2017 elections, NDMC announces development works, funds

Funds to Resident Welfare Associations (RWAs) to carry out minor repairs and instructions for cleaning of drains in unauthorised colonies may not seem like major announcements.
But, for the North Delhi Municipal Corporation (NDMC), which has been struggling to pay salaries on time, these announcements on Tuesday were seen as efforts to please residents ahead of the 2017 elections.
The civic body has been reeling under a financial crisis for over a year now, with development works on standstill. On Tuesday, however, top leaders of the BJP-ruled corporation announced that each of the 104 councillors would be allowed to sanction Rs. 25,000 each for 20 RWAs in a ward for minor repair and maintenance works. Also, drains in unauthorised colonies, which are currently maintained by the Delhi government agencies, would be de-silted by the corporation, which is only responsible for sweeping in such colonies.
Vijay Prakash Pandey, the Leader of the House in the NDMC, said that the Engineering Department and the Department of Environment Management Services would carry out repair and maintenance of storm water drains in unauthorised colonies.
“The decision has been taken to keep the unauthorised colonies free of waterlogging issues during the monsoon,” said Mr. Pandey.
In a bid to decentralise funding of minor works, the corporation decided that councillors will be able to allocate Rs. 25,000 a year each to 20 RWAs in their respective wards.
This amount would be used for petty repairs and maintenance works in municipal parks, lights and other infrastructure.
The chairperson of the Standing Committee, Parvesh Wahi, said the move would help citizens carry out minor works quickly as it would be done without floating a tender. The funds would be disbursed and monitored by the junior engineer of the area.
No fund allocation yet
While both these decisions can be seen as citizen-friendly, the NDMC has not allocated any extra funds for the same. Funds for the RWAs are supposed to be allocated from the area councillor’s development fund. But, due to the financial crisis, the councillor’s fund has not been disbursed on time.
Leader of Opposition Mukesh Goel said these were “merely election promises” and could not be implemented as no budgetary allocations had been made.
“We haven’t been able to pay salaries on time, or disburse pensions. So how can we carry out these works? Plus, there are hundreds of RWAs in a ward, and sometimes multiple RWAs in the same colony. How will we decide the allocation? It will become a political tool,” said Mr. Goel.
He added that last financial year, the corporation had allocated Rs.3 crore for each councillor, but only Rs.50 lakh was disbursed.
This year, he said, the councillors would get only Rs.25 lakh, which was insufficient for carrying out the necessary works.
