Cleanliness drive cosmetic, Delhi a mess


NEW DELHI: Will the city be free from garbage and dirt by August 15? A week-long sanitation and cleanliness drive was launched with much fanfare by the administration a few days back, but a reality check reveals that it has remained sporadic. While the civic agencies are making tall claims publicly, the enormity of the task rules out making any significant difference by the end of the exercise.

TOI took a round of the city. Overflowing garbage dumps and waste and debris along the roads were a common sight though the corporations claim to be removing 30% more of garbage daily as part of the drive.

Hardly 500m away from the north and south corporations' headquarters, Civic Centre, on Jawahar Lal Nehru Marg, at Turkman Gate, one found a huge garbage dump with the waste spilling on to the road. "It is a shame that the corporation has failed to clean the area visible from its own office. In the past one month, hardly anyone has been seen cleaning the area," said Ramesh Babbar, a local trader.

Across the city, on CV Raman Road, outside New Friends Colony, there is a huge garbage pile. The residents have complained to the corporation several times since during peak traffic hours, this stretch becomes a bottleneck. "Never are the bins placed on the road clean. From the dhalao, garbage spills on to the road," complained Madhu Arora, a resident living just across the road.

Similarly, in Lajpat Nagar-I's B-block, just outside a government school, garbage has remained dumped for days. Several complaints have been made but to no avail. "From the school principal to parents, everyone has complained about the heap of garbage outside the school. It is very difficult for the girls to pass through this stretch. The stench is overpowering, especially during monsoon, and diseases are rampant in the area. The lane is narrow and the parked cars and garbage ensure that it remains blocked," said area councillor Abhishek Dutt.

Across the river, near Laxmi Nagar's V3S mall, the story is no different. There is a dhalao virtually in the middle of the road and the garbage spills out, making the space even narrower. With massive gridlocks during peak traffic hours, it is a nightmare for commuters. "With shops and a mall nearby, there are cars parked on the road, and the dhalao only adds to the chaos. It's a breeding ground for mosquitoes, and for pedestrians, it's a nightmare. But the corporation isn't doing anything despite several complaints," said BS Vohra of East Delhi RWA's Federation.

But corporation officials are patting themselves on the back. A rally of school children was organized by North Delhi Municipal Corporation for City Zone on Tuesday to create awareness about sanitation, health and hygiene. "From every zone we are removing around 150 metric tonnes more than usual. On an average, Delhi produces 7000 metric tonne of waste everyday, but for the past one week, we are removing more than 9000 metric tonnes," said Mukesh Yadav, south corporation's spokesperson.

Onion & Potato for Direct sales through RWAs !

Today we got 4 vehicles containing Nasik Onions. These vehicles covered various areas of Krishna nagar. Monday / Tuesday onwards we are expecting over 25 to 30 such vehicles at various RWA names forwarded by us. Today, the Nasik onion was sold by them at Rs 30 /- per kg, while the Price of SAFAL is 35 /- The quality seemed best. RWAs can expect Potato as well Tomato also in the coming days.

PARKING PROBLEM IN COLONIES

Parking, in fact, is a serious problem. Every day you see some news or the other about fight over parking in different areas. One more reason for lack of parking space is conversion of single storey houses in to four-storey buildings, meaning four families in place of one or 8-10 cars in place of 2. The problem is compounded when the stilt parking in these multi-storey buildings is illegally used for commercial purposes and the cars are parked on the road.  It is high time, government/MCD has to formulate a policy to tackle this problem and then strictly implement it.

Solution to the parking problem

Dear Mr. Vohra ji,

My immediate reaction and solution to the parking problem is as follows based on my experience in our (Anand Vihar) colony.

- Identify in each block/area vacant spaces like nursery plots, parks/tot lots etc. for conversion into parking lots where the compound walls can be raised, high mast light installed, gates are provided and secured with a chowkidar who could look after the vehicles day/night and clean them also and thereby earn his livelihood from the charges (of course it has to be nominal on a monthly basis) recovered who park their vehicles based on the numbers and type of vehicles;

-kitchen gardens and encroachments in front of the houses to be demolished to make space for parking of vehicles;

-service lanes where provided have to be gated on both sides and vehicles of owners of the houses at the back of service lanes could profitably be used by adjustments where found necessary.

-All residents who have parking space (stilt parking area) below their flats should be forced to park their vehicles when they are no longer required

-identify the places for parking duly marked in front of markets, like Vikas Marg etc. for parking of vehicles who come to shopping in those areas;

Hospitals/Schools etc. should identify the spaces for parking of the vehicles of visitors etc. failing which no permission should be granted to do their business. As and when they are established parking area should be made compulsory as an integral part of building sanction by the authorities concerned. Roads etc. should be widened and wherever obstacles are found they have to be removed by the authorities concerned.

All the above require a coordinated approach by the Police/MCD and such other authorities to identify and take further course of action.

As a long term measure, the authorities concerned have to get constructed underground parking space below the parks, nursery plots etc. inside the colonies. Registration of vehicles should be restricted like in many countries i.e. Singapore, Japan etc.

Public transport like EMUs (Railways)/bus/metro should be encouraged and planned out in phases so that vehicular traffic on roads could get reduced considerably.
