New Delhi, Oct 10 (PTI) Over 100 Resident Welfare Associations today petitioned Prime Minister Manmohan Singh demanding a scrutiny of accounts of private power distribution companies by the Comptroller and Auditor General.

In the letter to the PM, the RWAs said the Delhi Electricity Regulatory Commission has been heeding to the demands of discoms to hike tariff though their balence sheets reflected clear profits.

"We have sent a petition to the Prime Minister demanding a CAG scrutiny of the accounts of the discoms," President of East Delhi RWAs Joint Front B S Vohra said.

The RWAs across the city have been demanding a roll back of the 26 per cent hike in power tariff effected by Delhi''s power regulator DERC in July. BJP as well as Arvind Kejriwal and his supporters have also been demanding roll back of the hike.

Vohra said RWAs have sent copies of the petition to Delhi Chief Minister Sheila Dikshit and DERC chief P D Sudhakar.

"Though the audited balance sheets of discoms exhibit clear profits, still DERC admits their plea of losses. As a result, power tariff is being revised upwards regularly and consumers are forced to pay high rates due to monopolistic practices of the companies," the RWAs said in the petition.

'बिजली कंपनियों का सीएजी ऑडिट हो'

बिजली कंपनियों के अकाउंट का सीएजी ऑडिट कराने की मांग करते हुए आरडब्लूए प्रतिनिधियों ने पीएम को पिटीशन भेजी है। जिसमें कहा गया है कि बिना अकाउंट की सही से जांच किए बिजली के रेट तय करना दिल्ली वालों के साथ अन्याय है। 

ईस्ट दिल्ली आरडब्लूए जॉइंट फ्रंट के बी.एस. वोहरा ने कहा कि दिल्ली सरकार कह चुकी है हम सीएजी ऑडिट के लिए तैयार है। हाईकोर्ट में करीब छह महीने पहले कहा गया था कि सीएजी ऑडिट कराया जाएगा। लेकिन अभी तक भी कुछ नहीं हुआ है। बिजली कंपनियों की बैलेंस शीट साफ बताती हैं कि वे फायदे में हैं। बावजूद इसके डीईआरसी ने उन्हें घाटे में मानते हुए बिजली के रेट बढ़ा दिए। बिजली कंपनियों के एकाधिकार और मनमानी की वजह से लोगों को ज्यादा कीमत चुकानी पड़ रही है। 

एक्टिविस्ट एस.के. माहेश्वरी ने कहा कि कैबिनेट ने पिछले साल दिसंबर में बीएसईएस को 500 करोड़ का बेलआउट पैकेज देने पर सहमति जताई थी। साथ ही जब से बिजली निजी हाथों में गई है तब से अब तक कंपनियों के अकाउंट की सीएजी से ऑडिट कराने का भी फैसला लिया था। बेलआउट तो दे दिया गया लेकिन ऑडिट अभी तक नहीं किया गया। 

ऊर्जा संगठन के सौरभ गांधी ने कहा कि सरकार ने विधानसभा में सीएजी ऑडिट कराने का प्रस्ताव पास तो कर दिया पर इसे लागू नहीं कर रही । जब तक ऑडिट नहीं हो जाता तब तक कैसे साफ होगा कि कंपनियां लॉस में हैं या प्रॉफिट में। कंपनियां पावर फाइनेंस कॉरपोरेशन को अलग आंकड़े दे रही हैं और डीईआरसी को अलग। एक ही कंपनी के अकाउंट में करीब 2000 करोड़ की हेराफेरी है। ऐसे में जब तक सीएजी ऑडिट नहीं हो जाता कैसे यकीन किया जाए कि जिस अकाउंट को आधार बनाकर दिल्ली की जनता से मोटे बिल वसूले जा रहे हैं वह सही हैं। उन्होंने कहा कि बिजली कंपनियों को आरटीआई के दायरे में लाया जाना चाहिए। जब कंपनियों में 49 पर्सेंट शेयर सरकार का है तो सरकार क्यों आरटीआई से बच रही है।

बिजली कंपनियों के खातों की हो सीएजी जांच

 

नई दिल्ली। बिजली कंपनियों के खातों की जांच कराने की मांग को लेकर ऑनलाइन सिग्नेचर कैंपेन चलाया गया है। बिजली दरों की बढ़ोतरी को गलत बताते हुए आरडब्ल्यूए ज्वाइंट फ्रंट ने इस मुहिम की शुरुआत की है। फ्रंट का कहना है कि जैसे ही सौ लोगों के ऑनलाइन सिग्नेचर मिल जाएंगे, हम उनकी प्रति व मांगों की सूची मुख्यमंत्री, प्रधानमंत्री व डीईआरसी के चेयरमैन को भेज देंगे। मुहिम में हिस्सा लेने के लिए वेबसाइट बनाई गई है। वेबसाइट पर मांगों की जानकारी व सरकार के रुख के बारे में बताया गया है। अगर उपभोक्ता इससे सहमत है तो वह उसे पढ़कर अपना नाम व पता लिखकर सहमति जता सकता है। बाद में उन नामों की सूची मांगों के साथ भेजी जाएगी। ज्वाइंट फ्रंट के अध्यक्ष बीएस वोहरा ने बताया कि बिजली कंपनियां फायदे में है, इसके बावजूद बिजली के दाम बढ़ाकर उपभोक्ताओं पर भार डाला जा रहा है। सरकार ने खुद एक साल पहले कंपनियों के खाते की जांच के लिए कहा था। कोर्ट में भी यह दलील सरकार की ओर से रखी गई थी, लेकिन आज तक इसको लेकर कोई पहल नहीं की गई है। इसके उलट लगातार दाम बढ़ाए जाते रहे। सरकार से बिजली कंपनियों के खातों की जांच सीएजी से कराने के लिए हमने यह मुहिम शुरू की है। राहत भरे नए स्लैब को उपभोक्ता के साथ छलावा बताते हुए उन्होंने कहा कि इससे उपभोक्ताओं को महज 40 रुपये का फायदा होगा।

बिजली कंपनियों की कैग से जांच की मांग ने जोर पकड़ा

 

राज्य ब्यूरो, नई दिल्ली : बिजली दरों में भारी बढ़ोतरी से परेशान दिल्ली वालों का कहना है कि यदि निजी बिजली कंपनियों के खातों की जांच भारत के नियंत्रक एवं महालेखा परीक्षक (कैग) से कराई जाए तो उन्हें बढ़ी बिजली दरों से मुक्ति मिल जाएगी। इसके लिए रेजीडेंट वेलफेयर एसोसिएशनों (आरडब्ल्यूए) के प्रतिनिधियों ने प्रधानमंत्री मनमोहन सिंह, मुख्यमंत्री शीला दीक्षित के नाम एक ऑनलाइन याचिका शुरू की है, जिसमें अब तक 100 से अधिक आरडब्ल्यूए प्रतिनिधि हस्ताक्षर कर चुके हैं। 

यह मुहिम शुरू की है कि पूर्वी दिल्ली आरडब्ल्यूए ज्वाइंट फ्रंट ने। फ्रंट के बीएस वोहरा का कहना है कि इस मुहिम को बहुत समर्थन मिला है, क्योंकि कंपनियां दिल्ली बिजली नियामक आयोग (डीईआरसी) के समक्ष बार-बार गलत खाते पेश करके जनता को परेशान कर रही हैं।

Kejriwal’s power crusade irresponsible: CM

 

Delhi Chief Minister Sheila Dikshit has slammed India Against Corruption activist Arvind Kejriwal’s campaign against inflated electricity bills in Delhi, calling it ‘irresponsible’. “In New Delhi, record electricity was consumed, more than 5,500 MW. You and I have done so. Naturally the prices will go up. In this situation, to make irresponsible statements is wrong,” Dikshit said.

Meanwhile, with all appeals falling into the deaf ears of the Delhi Electricity Regulatory Commission (DERC), the Federation of RWAs has now sent an online petition to the Prime Minister demanding a CAG audit into the accounts of the discoms.

For the past over one year, various federations of RWAs have been writing to DERC chief PD Sudhakar and the CM to conduct a CAG audit into the accounts of these discoms. “The balance sheets of these discoms reflect that they are making profits. The DERC annual report also shows that these discoms are making profits. The audit conduced by the Power Finance Corporation Limited also shows that there are no losses,” said BS Vohra of the East Delhi RWA Joint Front.

Dikshit had also ordered a CAG inquiry into the accounts of these discoms and had also told the Delhi HC that a CAG audit will be done.
