Roads in a pathetic condition

Though most roads in east Delhi roads were widened recently, they are back to square one. The reason is the absence of footpaths or sidewalks, encroachment by makeshift vendors, extension of the existing shops and illegal roadside parking that is causing congestion. The exercise of providing smooth roads, wide pavements and dedicated cycle tracks seems to have become futile.
The joint commissioner of police (traffic), Satyendra Garg took a serious note of the bad condition of roads in a recent meeting with traffic police officers and instructed them to ensure smooth traffic flow, remove roadside encroachers and prosecute violators of traffic rules for better management.

The instructions are yet to be taken seriously by the traffic cops, as the roads are still in a mess with encroachers and haphazard parking. There are no signs that the present encroachment of busy roads and the traffic situation will improve soon. The main link roads in east Delhi such as road no 102, Dallupura Road, Swami Dayanand Road, Vikas Marg, Yamuna Vihar Road and Narwana Road in IP Extension are also the most encroached.

Says BS Vohra, a resident of Krishna Nagar, “Roads are meant for the movement of vehicles. But here, the roads are used as a market, parking lot and shops. The Krishna Nagar and Geeta Colony roads, the main connecting roads to ITO and nearby colonies are one such example. During rush hours, it is difficult to drive on these roads.” Says Parveen Sharma of Naveen Shahdara, “If encroachers are allowed to continue, soon they will grab major road space and traffic movement will be restricted to a narrow strip.” “The traffic department has been removing roadside auto repair shops and illegal parking. We have impounded several vehicles for violation,” said Amrik Singh, assistant commissioner of police (traffic), east.

Mystery shrouds death of RTI activist : The Hindu

Ravinder Balwani
Sustained fatal injuries after being hit by a car in Vasant Kunj
A power sector whistleblower and RTI activist of Delhi died three days after sustaining fatal injuries under mysterious circumstances at Vasant Kunj in South West Delhi on April 23. While his family sees foul play in the incident, the police are yet to take cognizance of the fact that the deceased, Ravinder Balwani, who had retired as manager of Delhi Transco Limited in 2010, had in the past also lodged a complaint with the Indraprastha Estate police station claiming that he feared a threat to his life from officials he had complained against.
Balwani's daughter Sonia, who is a physiotherapist, said her father had been fighting corruption in the power sector in Delhi for the past many years. “On April 23 too he had a hearing in the Delhi High Court in the matter against a former Delhi Transco Limited official. Thereafter he had gone and made some purchases of law books and in the evening while he was also carrying a number of case files with him, the incident took place. Some of the files pertaining to the cases subsequently went missing.”
Ms. Sonia Balwani said at 8-15 p.m. there was a call from the police on the landline at their 9668, Block C-9, Vasant Kunj residence stating that Mr. Balwani, had sustained serious injuries and calling over the family to the spot. “At the time my brother Varun and mother were at home and they rushed to the site of the accident opposite B-10 Market in Vasant Kunj. On reaching there, they were told that he had been taken by a Police Control Room van to AIIMS Trauma Centre, where he died three days later on April 26.”
Ms. Balwani said, “while there were a number of people at the spot who told us that my father had been hit by a car while he was engaging an auto-rickshaw to go home and that the car driver had also switched off his vehicle lights soon after the hit, the Delhi Police claimed that they could not find any witness. This is strange because a taxi stand, a paan shop and a bus stand are also very close to the spot.”
Ms. Balwani said what made the family suspicious about the whole incident was that their father was an RTI activist who had been regularly raising issues of corruption in the power sector and rights of consumers.
“He had filed three complaints in the office of the Lokayukta. One was against a DTL official and pertained to alleged ‘misuse of official position for personal benefit' and was now pending in the Delhi High Court.”
The other was against two former Delhi Electricity Regulatory Commission members and was regarding revision of electricity tariff by DERC. The order of the Lokayukta was reserved in this matter. The third case pertained to installation of power plants without adequate allocation of gas to them. This had been dismissed as withdrawn.
Ms Balwani said: “We strongly believe that this could be a normal hit-and-run case but only the way the whole accident was professionally conducted by the driver we fail to resist thinking it could be a foul play.”
She said the Delhi Police was, however, not taking the incident with the seriousness it deserves and the Investigating Officer ASI Rai Singh had not responded to the calls of the family. “We went to Vasant Kunj police station too and narrated my father's involvement in the power sector cases to one Mr. Thakur but our statements have not been recorded.”
“My brother also wrote to Delhi Police Commissioner, B.K. Gupta, on April 30 about the police response in the matter,” she said. In the letter, Mr. Varun Balwani had stated that the PCR van had as per his information reached the spot within 15 minutes of the occurrence of the incident, which happened around 7-55 p.m.
“We appreciate quick assistance by the police but no first aid was given to my father till 8-30 p.m.,” he lamented, adding that instead of being taken to the nearest hospital, namely Indian Spinal Centre or Indraprastha Apollo located within 400 metres of the site, the elderly victim was taken to a distant hospital.
Stating that she had not yet received any complaint alleging foul-play in the case, Deputy Commissioner of Police (South Delhi) Chhaya Sharma said: “Investigations so far have revealed that the person died in an accident. In case, the family lodges a complaint alleging foul-play, we will certainly conduct an enquiry.”

BYPL raises Fuel Surcharge by 7% on Power Tariff : Delhi AajTak

Protests, Objections, Gandhigiri - nothing works in front of DERC

This has again been proved that Protests, Objections, Gandhigiri - nothing works in front of DERC. In its order dated 1st May, 2012, DERC has again hiked the power tariff on the name of FUEL PRICE ADJUSTMENT SURCHARGE.

The order says that on the basis of the information submitted by the Discoms and considering the first power purchase bills ( excluding arrears ) and billed amount reflected in the auditor's certificate, the commission approves the following fuel price adjustment ( FPA ) charges for the quarter ending March, 2012 on the provisional basis :-
BYPL                 7.0%
BRPL                 6.0%
TPDDL ( NDPL ) 4.0%.

There is not even any mention of Public hearings or Protest by RWAs. Is there any sense in going to DERC for public hearings, protests or for Gandhigiri. The so called Public hearings are just an EYE WASH. We may cry, shout, protest or show Gandhigiri, but all these will not deter DERC from raising the Tariff again n again. Another steep hike in the Tariff is expected in the month of JULY.

Who will tell us the truth on the Power front ?

BSES - BYPL has made various claims on the losses being suffered by it. If you could check the Audited Balance sheets of the company, you will find that in the Year 2008 - 09, BSES Yamuna Power Ltd., had a Profit of Rs. 57.62 Crores. After adjusting the losses of Previous years to the tune of Rs. 116.12 Crores, There was a net carried forward loss of Rs. 58.50 Crores till 2008-09. In the Year 2009 - 10, BSES Yamuna Power Ltd., had a Profit of Rs. 76.85 crores. After adjusting the carried forward losses of Rs. 58.50 Crores, it still had a profit of Rs. 18.36 Crores

Even the trends showed that the Profits were up from 57.62 crores to 76.85 crores in 2009 - 10. While the fixed deposits were up from 19 crores to 21 crores and the Earnings per Equity Share rose to 6.63 from 4.97 earlier. The Administrative & other expenses included the BAD DEBTS of Rs. 86.64 crores while no bad debts were deducted in the Audited Balance sheet of earlier year. Moreover, all the cumulative losses have already been reduced to NIL.

Can DERC answer that inspite of BSES in Profits, why the Power Tariff was raised by 22% + 5% and WHY Delhi Govt. gave them a package of 500 Crores to bail out. And why again the process of Public hearing by DERC is under progress and the doubts being raised are that the power tariff will be up by 7% + 27% very soon. If DERc can't answer, than, who will tell us the truth on Power front ?

FLOWERS to the DERC

The Public Hearings by DERC are now over and our " East Delhi RWAs Joint Front", wishes to offer FLOWERS TO DERC TO SOFTEN IT'S HEART so that it could favour the residents of DELHI & order the Lowest possible minimum hike in Power Tariff. The Flowers being offered are not in APPRECIATION or REWARD or GIFT but just to show / realise the sentiments of the public at large.

BSES Audited Balance sheet showed a Profit after adjusting all the cumulative losses in 2009 - 10. Inspite of this DERC raised the Tariff by 22% last time & 5% later on. Even now, they have just finished the Public Hearings for another hike that is expected soon.

Our protest with DERC will continue till CAG audit is ordered. We will continue our efforts to reduce the Power Tariff. But the General Public is really in trouble due to price rise. If they could keep it at minimum, atleast the public can survive.

We invite all the RWAs of Delhi to be a part of this page :
