As per earlier guidelines of URJA, we are already aware our residents to make vote and we athrough RWA we are not supporting any candidate. We are only giving the information and making awareness to our residents.

Govt seeks RWA feedback on draft law

RWAs To Reply To Govt Questionnaire On Special Powers To Ward Committees

New Delhi: Residents will now be giving suggestions to the government on the yet-tobe drafted Delhi Municipal Corporation (DMC) Act which will soon replace the 1957 municipal Act. The Delhi government will send a questionnaire to 800-odd resident welfare associations (RWAs), seeking their views on ward committees, which is being finalized.

The questionnaire, which will be sent to RWAs within a week, is designed to get people’s feedback on the new concept. RWAs have three weeks to respond to the questionnaire.

The government will shortlist 50-60 replies and is likely to hold a three-day session with RWAs after the municipal elections.

“As RWAs have a stake in the efficient and responsive municipal government of Delhi, the committee desires to elicit their views on the changes needed in the new MCD Act,” the government letter states.

The questionnaire comprises 14 questions. Some of these are: Should ward committees have a separate budget and be assigned a part of the proceeds from taxes and fees collected from their areas? Should seats be reserved for women and Scheduled Caste members? Should all members be elected, or should there be a few nominated members too? If yes, who should be these nominated members? Do they need any special qualifications?

Suggestions will also be sought on how to include the poor living in slums and JJ colonies. “The idea is to find out how the new Act can provide greater decentralization of municipal governance and increased participation of citizens in decision-making. To this end, we are debating how best to form the ward committee and what functions be assigned to it,” said K Dharamrajan, chairman of the expert committee appointed to formulate the Act.

Under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM), all states have to establish ward committees. The wards may be divided into subwards depending on the size.

The Delhi government constituted a committee of experts to draft a new law that will replace the Delhi Municipal Corporation Act of 1957. According to Delhi government’s proposal, a ward committee is to be constituted for one or more wards in all municipalities with a population of more than three lakh. These committees will be headed by the councillor and will include RWA members and local officers of civic agencies.

The committees, when constituted, will meet every month to discuss local issues that are to be addressed on priority. The government is also considering the possibility of holding an annual general meeting of all registered voters of the area/sub-ward with the ward committee. Andhra Pradesh, Karnataka and Kerela are some of the states that already have such committees.

There are confusing signals emanating from various groups regarding the role of RWA in the forthcoming Municipal elections and support to candidates. To dispel some myths and offer clarity the following advisory is being issued. RWA are meant to lobby for the rights and requirements of residents and are not supposed to lobby for candidates People’s Action Through its RWA wing URJA clarifies thus:

 • URJA will not offer support to any candidate, either from a political party or of independent status.

 • The stated objectives of RWA are meant to enable residents to vote freely without influence basis their own conscience

 • RWA should strictly not influence any resident to vote one way or the other

 • RWA are meant to assist residents in verifying voters lists and helping and exhorting them to vote freely

 • Residents are requested to vote freely as per their own wish

 • Caution: Please be aware any person campaigning for a candidate will have his expenses added to the campaign expense of the candidate

"Vote Delhi Vote" - A compaign is to be launched in East Delhi by "East Delhi RWAs Joint Front", for generating awareness on the Fundamental Right of the citizens, to vote. We have a plan to visit the weekly bazars, when they are at peak & talk to the general public to spread awareness. We can also visit the local schools and  talk to the childrens so that in turn, they can ask the parents n relatives n neighbours to vote.

वोटरों से बच्चे कहेंगे कम आउट एंड वोट

एमसीडी चुनावों में उन वोटर्स को बाहर लाने के लिए अब बच्चे अलख जगाएंगे, जो वोट देने नहीं जाते। इंडिया गेट से इस अभियान की शुरुआत होगी। बच्चे गाएंगे- ऐ मेरी दिल्ली वालों जरा हाथ में लगा लो स्याही... तुम्हारा वोट है हमारे भविष्य की वाणी... बाहर निकल, वोट करना है तुम्हारी जिम्मेदारी। 'ऐ मेरे वतन के लोगों' गाने की धुन पर इसे तैयार किया गया है। बच्चे आजकल इसकी प्रैक्टिस में जुटे हैं।

 दिल्ली के आरडब्ल्यूए और कुछ एनजीओ मिलकर वोटरों को जागरूक करने का अभियान शुरू करने की तैयारी कर रहे हैं। 25 मार्च को सुबह 8:30 बजे इंडिया गेट पर इसकी शुरूआत होगी। 12:30 बजे तक यहां वोटरों को जागरूक करने के कई कार्यक्रम होंगे। आरडब्ल्यूए प्रतिनिधि और एनजीओ शील्ड की रंजू मिनहास ने बताया कि बच्चे गाने की प्रैक्टिस कर रहे हैं। बच्चों को इस कैंपेन में शामिल करने का मकसद यह था कि सिर्फ मौजूदा वोटरों को ही जागरूक न किया जाए बल्कि फ्यूचर जेनरेशन भी वोट डालने की अहमियत समझे। इससे भविष्य के वोटर भी यह समझ सकेंगे कि वोट डालना कितना जरूरी है। ग्रेटर कैलाश-1 के आरडब्ल्यूए प्रतिनिधि राजीव काकरिया ने कहा कि लोग शिकायत कर देते हैं कि सही उम्मीदवार नहीं है तो वोट क्या डालना। लेकिन जब हम लोग ही वोट डालने नहीं जाएंगे तो सही उम्मीदवार कैसे सामने आएंगे। जब पढ़े लिखे और जागरूक लोग वोट देना शुरू करेंगे और टर्न आउट बढ़ेगा तभी सही उम्मीदवार चुनाव में सामने आएंगे। उन्होंने कहा कि 25 मार्च से शुरुआत के बाद अगले रविवार यानी 1 अप्रैल को कनॉट प्लेस के संेट्रल पार्क में यह अभियान चलेगा। सभी आरडब्ल्यूए से कहा जा रहा है कि वह अपने इलाकों में भी अभियान चलाएं और लोगों से कहें कि कम आउट एंड वोट।

Power Tariff in Haryana ?

There is a news that Power Tariff in Haryana will be increased on 1st April, 2012. But do you know the extent by which, it will be raised ? For the residential areas it is 10 paise per unit & for the commercial sector it is 15 paise per unit.

In comparison with neighbouring state, power tariff in Delhi rose by 22% at the first go and than another 5% and even now the DISCOMs are trying their best for a further mega jump.

RWAs must unite for some Joint activity in this regard.

29 रुपये खर्च करने वाला गरीब नहीं!

नई दिल्ली।। सरकार की मानें तो देश में गरीबी कम हो रही है। सोमवार को योजना आयोग ने इस संबंध में आंकड़े जारी किए। नए आंकड़ों के मुताबिक, रोजाना 28.65 रुपये खर्च करने वाला व्यक्ति गरीब नहीं है और साल 2009-10 में देश में गरीबी का अनुपात घटकर 29.8 पर्सेंट हो गया।

 आयोग ने विवादास्पद तेंडुलकर कमिटी की प्रणाली पर आधारित अपना ताजा आकलन पेश किया है। इसके मुताबिक, शहरी क्षेत्र में 859.60 रुपये प्रति महीने और ग्रामीण क्षेत्र में 672.80 रुपये प्रति महीने खर्च करने वाला व्यक्ति गरीब नहीं है। योजना आयोग ने इस आकलन में गरीबी रेखा को प्रति व्यक्ति 32 रुपये प्रतिदिन (शहरी क्षेत्र) और 26 रुपये प्रतिदिन (ग्रामीण क्षेत्र) की उस सीमा से भी नीचे रखा है, जिसे आयोग ने पिछले साल पेश किया था। जून 2011 की कीमतों पर आधारित इस आंकड़े के कारण खासा विवाद पैदा हो गया था।

आयोग ने कहा कि 2009-10 में भारत की गरीबी का अनुपात 29.8 फीसदी रहा। 2004-05 में देश में 37.2 फीसदी लोग गरीब थे। सोमवार को जारी रिपोर्ट में कहा गया कि 2004-05 से 2009-10 के बीच शहरी इलाकों के मुकाबले ग्रामीण क्षेत्रों में गरीबी का अनुपात तेजी से घटा है। वित्त वर्ष 2009-10 में देश में गरीबों की कुल संख्या 37.47 करोड़ रही, जो कि 2004-05 में 40.72 करोड़ थी।
