Crisis not cooked up, say discoms


NEW DELHI: Reliance-backed discoms BSES Rajdhani and BSES Yamuna have stuck to their stand that their liquidity crisis was not exaggerated. They have submitted a clarification to Delhi Electricity Regulatory Commission(DERC) on their accounts. 


"We have already made detailed submission to DERC regarding the financial package being worked out by the IDBI led consortium of banks. Both the promoters have already pledged fresh equity infusion in BSES discoms of which Reliance Infrastructure has already invested Rs 520 crore (51% share). Delhi government is expected to infuse its share of equity soon. This is to ensure that consumers continue to get regular power supply," said a spokesperson.

STRANGER THAN FICTION : MOONLIGHT IS PROVIDING ELECTRICITY CONNECTIONS

In laxmi nagar district centre, HT CONNECTION was provided to laxmi deep, vikasdeep and other buildings .
After completion of these buildings in all respect, buyers were handed over the possession of individual flats. Moon light company was created by ANSALS to render services to flat owners and moonlight started acting as distribution company and started collecting electricity charges.

MOONLIGHT IS NOT A LICENCEE AND HENCE CANNOT PROVIDE PERMANENT electricity connections. We are being denied permanent connections by BSES YAMUNA POWER LTD.

Do you think BSES has any right to add Fuel surcharge in the next bills ?

DERC has raised the objections on the Audited statements of BSES. Earlier Mr Vijay Goel lodged the strongest protest from Talkatora stadium in the presence of over 2000 RWAs. Various opposition party's too have raised doubts over it. 


Hundreds of RWAs including our "EAST DELHI RWAs JOINT FRONT", raised doubts on the working of BSES in various Public hearings with DERC. Once again, we have mailed our objections on the Audited statement of BSES to DERC with a copy to CM on 27th January with a request to opt the CAG Audit and to Roll Back the prices.


Inspite of all this, there is again a news in the media, that, in the next Bills, BSES will add the Fuel Surcharge and the consumers will have to pay more.

फ्यूल सरचार्ज का लगेगा जोर का झटका

नई दिल्ली।। दिल्ली वालों को मार्च में बिजली के बिल काझटका लगेगा। इस बिल में फ्यूल सरचार्ज जुड़कर आएगाऔर सभी को से लेकर 12 पर्सेंट तक ज्यादा बिल चुकानाहोगा। बिजली कंपनियों ने दिल्ली इलैक्ट्रिसिटी रेगुलेटरीकमिशन डीईआरसी को फ्यूल सरचार्ज का हिसाब देदिया है। इसकी जांच की जा रही है। कंपनियों ने कंस्यूमर सेसे 12 पर्सेंट ज्यादा कीमत वसूलने की मांग की है ,क्योंकि कंपनियों ने भी बिजली उत्पादक कंपनियों को इतनाफ्यूल सरचार्ज दिया है। 

फ्यूल सरचार्ज के साथ बिल देना होगा 
यह फ्यूल सरचार्ज अक्टूबर नवंबर और दिसंबर में बिजलीकंपनियों ने पावर जेनरेशन कंपनियों को अदा किया है। यहपहली बार होगा जब दिल्ली वाले फ्यूल सरचार्ज बिजलीबिल के साथ अदा करेंगे। जब से दिल्ली में बिजली देने कीजिम्मेदारी प्राइवेट कंपनियों को दी गई है तब से ही बिजली कंपनियां फ्यूल सरचार्ज की मांग कर रही थी।महाराष्ट्र सहित 17 राज्यों में इस तरह का सिस्टम है। दिल्ली में 1997 से पहले यही सिस्टम था। लेकिन यहउपभोक्ताओं के लिए परेशानी का सबब बन गया था जिस वजह से इसे हटा लिया गया। बिजली कंपनियों नेफ्यूल सरचार्ज के लिए डीईआरसी से अपील की जिसे पिछले साल डीईआरसी ने मान लिया।

BJP seeks CAG audit against Discoms


Delhi BJP president Vijender Gupta has demanded that Delhi Electricity Regulatory Commission and the state government file a case of fraud against power companies that submitted forged accounts to DERC. 

A recent DERC report had indicated that despite getting a profit, two Reliance companies had shown a loss to get a bailout package.

Gupta said the bailout package given to the power distribution companies should be taken back with interest. 

“DERC in its preliminary examination of the accounts of BSES Rajdhani and BSES Yamuna, both Reliance Infrastructure firms, found that the information given by them about purchase of electricity is full of discrepancies. Instead of submitting clear data, they have made the process more complicated. A criminal case should be registered against these companies,” said Gupta. 

Leader of opposition in Delhi Assembly Vijay Kumar Malhotra said the CAG should check the accounts.

Water meter reading problem ?


I am a resident of Mayur Vihar-1 at Pocket One for the last over 30 years.  Though our Association has done a lot for the development of our colony. I am facing a small problem which I could see no resolution.

I got my water meter changed   2 years back after the  notice to the residents to get their water meter changed. I thereby got it  installed  in the toilet of my flat which is at 2nd floor because most of the time water meter get stolen  by the miscreants . In addition to that I and other members of my family remain away during the day time.  The problem arises here that the meter reader do not find it convenient to climb at 2nd floor  to record the  meter reading and just mark  flat being  locked.  The bills are therefore raised with exorbitant charges at highest consumption basis.

I request the RWAs to take up this issue at appropriate level since it is a common problem being faced by the residents.  I suggest that whenever the meter reader visit the flat and find it locked he should paste a slip with his telephone number at the door of the flat informing his visit. The resident would inform him the meter reading when back home that would lead to get our bills at genuine consumption basis.    Similar process is already in practice adopted by the Indprastha Gas Ltd.

Our observations on prima facie unexplained discrepancies of BSES.

Dear RWA Freiends,

We have just sent a long & detailed E Mail to DERC under copy to our CM, stating our observations on the prima facie unexplained discrepancies of BSES. We have requested for an Independent Audit preferably by CAG and till than all the AIDs to Discom's must be stopped. We have also requested for a ROLL BACK of the POWER TARIFF with immediate effect.
