Rs. 32 /- of Planning Commission

May i ask our leaders as well members of various commissions to please set an example of a healthy & simple life as per details mentioned below :

रिपोर्ट के मुताबिक, एक दिन में एक आदमी प्रति दिन अगर 5.50 रुपये दाल पर, 1.02 रुपये चावल-रोटी पर, 2.33 रुपये दूध, 1.55 रुपये तेल, 1.95 रुपये साग-सब्‍जी, 44 पैसे फल पर, 70 पैसे चीनी पर, 78 पैसे नमक व मसालों पर, 1.51 पैसे अन्‍य खाद्य पदार्थों पर, 3.75 पैसे ईंधन पर खर्च करे तो वह एक स्‍वस्‍थ्‍य जीवन यापन कर सकता है। साथ में एक व्‍यक्ति अगर 49.10 रुपये मासिक किराया दे तो आराम से जीवन बिता सकता है और उसे गरीब नहीं कहा जाएगा।

अनर्थशास्त्र: 32 रुपये में गुजारा करने वाला गरीब नहीं!


नई दिल्ली।। योजना आयोग ने सुप्रीम कोर्ट को बताया है कि खानपान पर शहरों में 965 रुपये और गांवों में 781 रुपये प्रति महीना खर्च करने वाले शख्स को गरीब नहीं माना जा सकता है। गरीबी रेखा की नई परिभाषा तय करते हुए योजना आयोग ने कहा कि इस तरह शहर में 32 रुपये और गांव में हर रोज 26 रुपये खर्च करने वाला शख्स बीपीएल परिवारों को मिलने वाली सुविधा को पाने का हकदार नहीं है।

अपनी यह रिपोर्ट योजना आयोग ने सुप्रीम कोर्ट को हलफनामे के तौर पर दी है। इस रिपोर्ट पर खुद प्रधानमंत्री ने हस्‍ताक्षर किए हैं। आयोग ने गरीबी रेखा पर नया क्राइटीरिया सुझाते हुए कहा है कि दिल्ली, मुंबई, बेंगलुरु और चेन्नै में चार सदस्यों वाला परिवार यदि महीने में 3860 रुपये खर्च करता है, तो वह गरीब नहीं कहा जा सकता। इस हास्यास्पद परिभाषा पर हो- हल्ला मचना शुरू हो चुका है।

योजना आयोग की मानें तो हेल्थ सर्विसेज पर 39.70 रुपये प्रति महीने खर्च करके आप स्वस्थ रह सकते हैं। एजुकेशन पर 99 पैसे प्रतिदिन खर्च करते हैं तो आपको शिक्षा के संबंध में कतई गरीब नहीं माना जा सकता। यदि आप 61.30 रुपये महीनेवार, 9.6 रुपये चप्पल और 28.80 रुपये बाकी पर्सनल सामान पर खर्च कर सकते हैं तो आप आयोग की नजर में बिल्कुल भी गरीब नहीं कहे जा सकते।

आयोग ने यह डाटा बनाते समय 2010-11 के इंडस्ट्रियल वर्कर्स के कंस्यूमर प्राइस इंडेक्स और तेंडुलकर कमिटी की 2004-05 की कीमतों के आधार पर खर्च का हिसाब-किताब दिखाने वाली रिपोर्ट पर गौर किया है। हालांकि, रिपोर्ट में अंत में कहा गया है कि गरीबी रेखा पर अंतिम रिपोर्ट एनएसएसओ सर्वेक्षण 2011-12 के बाद पेश की जाएगी।

RWAs ask for explanations

RWAs want discoms to be brought under RTI

New Delhi, Sept 19 (PTI) The resident welfare associations in the capital want the power distribution companies (discoms) to be brought under the RTI and their accounts be audited by the CAG.In a letter to the Delhi Chief Minister and the Chairman of Delhi Electricity Regulatory Commission (DERC), People's Action -- a body of RWAs -- has also demanded review of the objections filed by consumers with the DERC during the public hearing and reopening of the PAC report submitted in the last term of this government.The group, in a letter to Chief Minister Sheila Dikshit, said, "The discoms have enjoyed unprecedented and illegal protection from public scrutiny by being kept outside the ambit of RTI since inception." Calling it a travesty, the body said Delhi government, being a 49 per cent stakeholder, should pressurise its partner discoms to immediately withdraw their plea in the court which had stayed bringing them under RTI.The advocacy group held a mahapanchayat of RWAs at the Jantar Mantar on Saturday during which People's Action Founder and chairperson URJA Sanjay Kaul listed four demands.In the separate letter to DERC Chairman, the RWAs said that the CAG should audit of the accounts of the discoms before any hike.On the point of the CAG audit, they noted that DERC has shown some willingness to accept the demand after the High Court has issued it notices."As is inbuilt into the nature of accounting practises, a tariff hike can only be effected after the audit is completed and not before and request the DERC to find means and methods of holding the order in abeyance until then," the letter said.The body said that since the public hearing was a necessary ingredient in the tariff fixation process, the objections of the consumers had to be acted upon and not merely heard and dispensed with.They said that the DERC would be failing in its duty if "it didn't immediately constitute a committee to view the objections so filed and if these were not discussed threadbare with representatives from the RWA body."People's Action has formed a committee made up of experts, techno-legal experts and RWA members to enter into discussions with the DERC on this point," they said.

NEED HELP


Greeting for the day.

Our RWA situated in South Delhi.  We need your immediate help for stopping the illegal construction in the colony.  We had repeatedly written complaint to public authorities. But no action has taken far. Builder is constructing 18 numbers of flats in 300 square yards with collousion of the public authorities.  Hope, you shall guide us how to stop/seal the ongoing illegal construction in our colony.

THE FUNDS ALLOTTED FOR THE DEVELOPMENT OF AREA ARE BEING SURRENDRED EVEY YEAR.

IT IS FACT THAT NONE OF MLA IS KEEN IN DEVELOPMENT IN THIER AREA.  THEY HAVE ALWAYS COMPLAINT THAT RESIDENTS OF RWA ARE NOT COMING TO THEM AND THEY ARE NOT AWARE OF THE PROMBLES OF THE AREA.  WHERE AS THE FACT IS THAT ALL THE RWAS HAS GIVEN THEIR WORKS AND COMPLAITS TO THEM PERSONALLY MANY TIME BUT THE MLA HAS NOT TIME TO SEE THEM AT ALL.  THEREFORE, THE FUNDS ALLOTTED FOR THE DEVELOPMENT OF AREA ARE BEING SURRENDRED EVEY YEAR. 
 
WE THE RWA HAS A SUGGESTION THAT ACCORDING TO THE LENGTH AND WIRTH OF TH AREA AND PUPULATION THE PORTION OF THE FUND MAY BE TRANSFERED /DIVERED TO THE EACH RWA's bank account  SO THATEACH RWAS MAY TAKE UP THIER WORK IN TIME. 
 
SOME TIMES, THE CHAMCHAS OF MLA GETTING THE WHOLE FUNDS FOR  THEIR AREA WITHIN ONE WARD ONLY.  TO AVOID SUCH SITUATION FUNDS OF MLAS SHOULD BE EQUALLY DIVIDED AMONGEST THE EACH RWA.
