Mayor unveils logo, website for resident ward committee
New Delhi, Mar 29 (PTI) Delhi Mayor Prithvi Raj Sawhney today unveiled the logo and a dedicated website for the recently launched scheme for resident ward committees, which will work as consultative bodies for local-level development. The corporation had announced the scheme for formation of RWCs earlier this month and said it will boost public participation in civic decision-making. As per the scheme, the RWCs will comprise one representative from each registered residents welfare association within a municipal ward, apart from the area junior engineer (works), sanitary inspector and section officer (horticulture). The councillors will chair the committees. The new website - www.rwc-mc.org - will have all details about the scheme and RWAs can download application forms, rules and regulations. The MCD has already issued a public notice for commencement of the scheme and said the RWAs can send a letter of nomination along with application for registration to the Chief Coordinator of RWC Management Cell under the Mayor's office. The forms must be submitted by April 15, it said. The website will also be managed by the RWC Cell. The Mayor said the link of the website will soon be made available on the MCD's site. Sawhney said the logo of RWC - made in a honeycomb pattern with a base line 'Citizens Make a City' - represents dialogue, interaction and engagement, and signifies coming together of the people towards a purpose. He said the logo was a reflection of the importance that the MCD gives to involvement of citizens in building of a city. The United Residents Joint Action (URJA), the RWA wing of NGO People's Action, has been asked to assist the Mayor's Office in execution of the scheme. Sawhney said though most of the councillors involve RWAs while deciding on development works in their areas, the new panels will "institutionalise" this system. The panels, which will meet once a month, will give suggestions on development plans and help prioritise their needs. The Mayor said the move will aid the councillors in conducting area development work in a smooth way. Leader of MCD House Subhash Arya said RWCs will act as a bridge among people, elected representatives and corporation.He had earlier said RWCs will be empowered to give suggestions on various works in the area costing up to Rs 30 lakh. Members of RWAs present at the launch felt the scheme can be beneficial. "RWAs and councillors can definitely bring a change through this scheme if they want," said Rupak Vaish, resident of GK-I and URJA representative, while New Rajinder Nagar RWA general secretary D M Narang felt it is an initiative on the lines of "bhagidari", which will benefit all.

East Delhi RWAs Joint Front
Dear Mr. Vohra ji,
I had been out of station for about a week. No sooner on my arrival I went through your number of mails. Noted the contents. You are no doubt doing an yeoman service to RWAs etc. and we find them very useful.
My long standing wish of meeting all RWAs in batches, colony-wise, hear their outstanding issues to be resolved, collate all of them and present them to the authorities concerned, department-wise, when we meet the officials concerned at a pre-arranged meeting, which need not be attended to by all representatives of RWAs, but only a selected representatives, without fear or favour, based on their response within a fixed time-limit, which you may fix.
The RWAs may be informed to send their grievances, all of general in nature, department-wise, either through e-mail or in a printed form (in duplicate) to your address by speed post. We could then call them one by one on a fixed time and date to interact, understand and assimilate their problems and prepare a memoranda, concise but comprehensive, topic-wise and department-wise, for presentation to the officials concerned at the highest level, with a target time fixed by mutual consent, for resolving the problems. This way we could achieve many things, which will no doubt, I am quite sanguine, will further enhance the East Front status and standing and RWAs will appreciate the sterling and pivotal role being played!!
Hope I will get a response to this outstanding and longstanding request at the earliest.

Mr.Balu is very correct. Some problems are common to all. All of want provision of CCTV CAMERAS IN BUSY MARKETS, Know fate of murder or robbery cases thana wise, say how many solved and how otheres are progressing. No system of getting complaints about high mast lighting attended in parks or commercial complexes. Since our blog is recognised all over DELHI, authorities will find difficult to ignore what we say.

i have been a resident of delhi for the past 40 years and compared what used to be a beautiful city, i am shocked at the present state of the city. every one is talking about making the place livable but no one is ready to actually do anything and in turn they expect the government to do.
i run a NGO and wish to do our bit for the city. as you know, there used to be many guide maps at every colony gate and it was easy to go to any address you want easily without consulting anyone. today these guide maps are pasted with ad handouts, posters of politicians, the lot. this is the same case with public information boards like road names, important boards etc.
we plan to clean up all the public spaces. this email is basically to get your opinion on what we propose to do, as without community approval, we will be sitting ducks when interested parties will object to what we do.
there is a law to prevent defacement of public places which neither the civic authorities use nor the police, resulting in dirty street signs defaced by hooligans. we also plan to bring the offenders to book by filing trespass cases on your behalf under the necessary provisions of the law.
if our proposal comes through, we will seek your cooperation in identifying the spots to clear in each area.

While appreciating your efforts in the formation of the RWC, we have to seek a few clarifications as below :
1. The Rules say that :
- The RWC will be constituted by nomination of one member each from each Registered RWA within the ward.
- There will be no limit to number of RWAs so represented as long as they are registered for the formation of the RWC.
But the Application Form says that :
Two RWAs from the same colony will not be accepted. In such cases both RWAs may propose a suitable consensus candidate for nomination to the RWC.
2. The Rules say that :
- Only RWAs that have been registered OR in operation for at least two years are eligible.
But the Application Form says that :
We are a registered society in operation for longer than two years*. Kindly register the name of our Association/Society in the formation of Residents Ward Committee [RWC] of our Municipal Ward with the RWC Secretariat under the Mayor’s Office, Municipal Corporation of Delhi, Town Hall, Delhi.

Rules & Regulations governing the formation and operation of the
Resident Ward Committee [RWC].
- The Resident Ward Committee [RWC] will be set up to reflect the spirit of the 74th Amendment of the Constitution of India in the context of local self government and devolution of powers.
- The RWC will embody tenets of empowerment of local bodies, inducing transparency enhancing efficiency in the functioning of the Municipality.
- The RWC will act as a consultative committee and work in cooperation with the local elected Councillor for the development of the Ward as a whole in the spirit of public participation.
- The RWC will be constituted by nomination of one member each from each Registered RWA within the ward.
- There will be no limit to number of RWAs so represented as long as they are registered for the formation of the RWC.
- There will be a limit of only one nominated person from each RWA.
- Only RWAs that have been registered or in operation for at least two years are eligible,
- Nominated member will be selected after a resolution nominating the said member to represent the RWA on the RWC.
- The tenure of the Nominated member will be for one year ending each year on March 31st until a new member or a re-nomination is enacted by the RWA through a similar process. Two consecutive terms will not be permitted.
- The RWC will be registered with the MCD as the official consultative group from the ward and will receive a Registration Number reflecting its official status from the Mayor’s office.
- The RWC will meet at least once every month on any date designated by agreement and directed by Convenor of the RWC
- The Councillor will be the Chairman of the Committee.
- The Committee will select a Convenor by consensus.
- The Convenor will schedule meetings, draw up agenda, maintain minutes and exercise conduct of the meetings. The minutes recorded shall go to the Mayor’s Secretariat, Chairman Standing Committee of the ward and the Zonal Deputy Commissioner for action.
- The expenses of all such meetings will be borne by the Councillor through his/her office and expended through the Convenor or any such person that the Convenor authorizes.
- Refreshments costs of the meeting will not exceed Rs. 20 per member of the RWC.
- The meeting will be held at any convenient location within the ward where all members of the RWC can sit in a roundtable format only. [No other seating arrangement is permissible]
- No other person apart from authorised members of the RWC may attend the meeting. The Councillor will be allowed one secretarial aide/support staff. Any decisions that need to be communicated to the media may be done only after the meeting at a press briefing.
- Junior Engineer (maintenance) / Sanitary Inspector may be nominated as nodal representatives of the ward by MCD. They may be present in the meetings.
- The Chairman/Councillor will act on recommendations made by the RWC and an assessment of accomplished targets will be taken at every subsequent meeting and either carried over or deleted from subsequent agenda points.
- RWC will deal with ‘collective objectives’ of the ward on priority. Specific issues of RWAs will only be taken on record at RWC meetings, for individual resolutions outside of the purview of the RWC and done in normal course.
- The RWC will end its official tenure after one year each year on March 31st
- The end of the tenure of each RWC will be marked with an AGM where members of all RWAs will be invited to attend a public meeting.
- At the AGM the Councillor/Convenor will read out the Annual Report of actions performed, initiatives taken targets met or unmet or rolled over.
- The Mayor’s Office will monitor the performance of the RWC based on frequency of filed agenda minutes, number of meetings, presence of Councillor in meetings, jobs allocated, targets met and AGM’s held and informal as well as formal feedback.
- RWCs will be evaluated by a panel of eminent persons for best performance by a local body and awards at an annual gathering will be given to deserving RWCs every year.

MCD has given a Public Notice in the Newspapers on 27.03.2011 for Registraion of all Resident Welfare Associations of Delhi for commencement of the Resident Ward Committee [RWC] Scheme. RWC will be
constituted in each ward through the following procedure :

Please observe Earth Hour
Earth Hour started in 2007 in Sydney, Australia when 2.2 million individuals and more than 2,000 businesses turned their lights off for one hour to take a stand against climate change. Only a year later and Earth Hour had become a global sustainability movement with more than 50 million people across 35 countries/territories participating. Global landmarks such as the Sydney Harbour Bridge, CN Tower in Toronto, Golden Gate Bridge in San Francisco, and Rome’s Colosseum, all stood in darkness, as symbols of hope for a cause that grows more urgent by the hour.
In March 2009, hundreds of millions of people took part in the third Earth Hour. Over 4000 cities in 88 countries/territories officially switched off to pledge their support for the planet, making Earth Hour 2009 the world’s largest global climate change initiative.
On Saturday 27 March, Earth Hour 2010 became the biggest Earth Hour ever. A record 128 countries and territories joined the global display of climate action. Iconic buildings and landmarks from Asia Pacific to Europe and Africa to the Americas switched off. People across the world from all walks of life turned off their lights and came together in celebration and contemplation of the one thing we all have in common – our planet.
Earth Hour 2011 will take place on Saturday 26 March at 8.30PM (local time). This Earth Hour we want you to go beyond the hour, so after the lights go back on think about what else you can do to make a difference. Together our actions add up.
Please Switch off the LIGHTS today between 8:30pm to 9:30pm to observe Earth Hour to save our planet.

Wonder Treatment
VICKS VapoRub - INTERESTING
During a lecture on Essential Oils, they told us how the foot soles can absorb oils. Their example: Put garlic on your feet and within 20 minutes you can 'taste' it.
Some of us have used Vicks VapoRub for years for everything from chapped lips to sore toes and many body parts in between. But I've never heard of this. And don't laugh, it works 100% of the time, although the scientists who discovered it aren't sure why.
To stop night time coughing in a child (or adult as we found out personally), put Vicks VapoRub generously on the soles of your feet, cover with socks, and the heavy, deep coughing will stop in about 5 minutes and stay stopped for many, many hours of relief. Works 100% of the time and is more effective in children than even very strong prescription cough medicines. In addition it is extremely soothing and comforting and they will sleep soundly.
Just happened to tune in A.M. Radio and picked up this guy talking about why cough medicines in kids often do more harm than good, due to the chemicals in them This method of using Vicks VapoRub on the soles of the feet was found to be more effective than prescribed medicines for children at bed time. In addition it seems to have a soothing and calming effect on sick children who then went on to sleep soundly.
My wife tried it on herself when she had a very deep constant and persistent cough a few weeks ago and it worked 100%! She said that it felt like a warm blanket had enveloped her, coughing stopped in a few minutes.So she went from; every few seconds uncontrollable coughing, she slept cough-free for hours every night she used it.
