NEXT WORKING GROUP MEETING - Agenda

Vohra ji,

I suggest the following may be included in the Agenda for the next working group meeting:

1.    EMPOWERMENT OF RWAs  - 
        *  RWAs should be involved in the decision making process about projects relating to their respective colonies;
        *  Priority should be fixed as per the requirements of the residents, not as per the wishes of the bureaucrats;
        *  Payment to contractors should be made only after production of a "work satisfactorily completed" certificate from the concerned RWA.
        *  Presidents/General Secretaries of RWAs and RWAs Joint Front should be connected with 'Hot Line' to talk directly with the decision makers.
2.    WORKING OFFICE SPACE FOR RWAs  -
        *  Most of the RWAs work out of the residence of either the President or the General Secretary.  Once they change the address also changes.  It is also an encroachment on the privacy of the family. 
        *  A working office space should be provided to RWAs where required.  The CM has provided about a dozen  Porta Cabins of reasonable size to RWAs in her constituency for running offices, out of the MLA funds. 
        *  Office Space for RWAs should be included as an eligible item under the MLA funds.  A suitable space should  also be provided to put up the Porta Cabin either in a park or a tot lot, etc.
        *  With proper office space, RWAs can work more efficiently;  and can personally interact with more civic agencies' and police officials to ensure sanitation and security in the area.
It approved, these items have to be taken up at the CM level.

Hearing regarding madhuvan 15ft public passage encroached by Universal public school preet vihar

In continuation to hearing held by chairman PGC on 2nd august 2010,
The hearing took place as scheduled today 1/09/2010 in the chamber of chairman pgc.
School principal, mcd officers were present.
From society side, hony secretary sh.op rai, joint secretary sh.b.l.rastogi and my self attended.
The perpetual sublease of houses beyond which school has encroached public passage were shown to chairman and photo copy placed on record.
The school sublease was produced by school principal.
The perusal of school sublease indicated that there is 15ft public passage of madhuvan .
Further, it was also seen that area under possession of school is more than land allotted.
It was also brought out that though school came into existence in 1984, but building completion certificate was only applied in 2007 which was REJECTED by mcd.
This makes the school building illegal construction and functioning without any authority.
It was also pointed out that land was allotted for PRIMARY SCHOOL but now senior secondary school is functioning from 2 acre plot and what exist at site is not what was provided in building sanctioned plans for constructing this building.
Now it is for MCD authorities to act. Since 2005, society has been fighting to get back our public passage so that residents of madhuvan and neighbouring colonies could use it.

Circle rates of some Delhi colonies to rise further

The Delhi government Monday decided to throw open the revised circle rates - the minimum selling price of a plot - of properties in the city to public opinion after discussing a committee report, which has decided to further increase the rates of some colonies. 

Chaired by Chief Minister Sheila Dikshit, a cabinet meeting decided to defer a decision on the circle rates on the sale and purchase of properties, noting that people can send back their opinion on the matter within six weeks, following which a final decision will be taken. 

According to a source, a three-member committee, set up to look into complaints that circle rates of some colonies were too high and of others too low, gave its report deciding to hike the rates of some of the colonies. The committee also noted discrepancies in the already decided rates. 

As per the recommendation, Bhera Enclave, a northwest area in which Delhi's Public Works Department Minister Raj Kumar Chauhan lives, has seen an increase of circle rates from Rs.43,000 per sq. metre fixed last time to Rs.86,000 now. The circle rates in areas near Bhera Enclave are already fixed at Rs.86,000.

BHAGIDARI AND MCD

Bhagidari perhaps was started in 2002 at initiative of Shiela ji CM DELHI.
Thereafter DAY TO DAY functions, like parks and anitation was to be entrusted to RWAS.
I am very happy to inform that our Madhuvan RWA has been chosen to take charge of parks in Madhuvan new delhi 110092.
Our rwa has entrusted this work to me.
Honorary secretary Sh.A.C.Agarwal( retired IAS officer) has circulated to all residents of Madhuvan this development.
Perhaps sanitation services will also follow suit.
Now it will be for residents to ensure upkeep of parks.
Kindly advise us what we must do to make the scheme a success.

Regarding east delhi rwa's joint front first meeting

It was a wonderful experience to be a part and parcel of historic event.
The success has been possible with exemplary initiative of our president vohra ji and full team. In a short time, FULL MC was able to take organisational decisions.
Now it is upto us to make our joint front popular and known to all nooks and corners of east delhi.
Immediately, working committee and especially core committee must become functional and hold weekly meetings to review day to day progress.
Just after adoption of constitution, we need to get our joint front registered.
But active members must exchange view points and developments on daily basis.
For this, perhaps vohra ji could consider circulating e mail ids and mobile numbers of working committee members.
Again i congratulate and salute vohra ji.

High mast lights

Hi,

Ref: High mast lights
A high mast light was installed in 2004 in our area by the then MLA,but it was functional for only few months,repeated complaints to MCD have yielded no results.In 2009 some more lights were installed but MCD has made no effort to maintain them some of them are not functioning from day one.Even maintainance of lights come under two authorities BSES and MCD.Things can never improve with shared accountability,its a easy way out for both the agencies to shift the blame on each other.

FIRST MEETING OF EAST DELHI RWAs JOINT FRONT

We take the opportunity to thank you and your Team once again for the rare 100 per cent attendance and the enthusiasm with which the meeting was conducted.  We also sincerely  thank the host,    Mrs. Ghei , for all the hospitality she  kindly extended.

Vohra ji, my name is Ram Niwas (not Nath) Gupta.  When you circulate the list of office bearers,please remember to include their mobile numbers and email addresses. 
As regards high mast lights in parks, I quite agree with Ghei Sahib.  We also face the same problem of calling the Councillor every time the light is not functioning.  Although, our Councillor is quite active and gets the lights fixed up very soon, there should be a central authority to handle these lights.
A suggestion :  I am sure all the office bearers have internet, if not,  suggest they get one for prompt and efficient functioning.  Best of Luck!

East Delhi RWAs Joint Front - first meeting held today












First meeting of the "East Delhi RWAs Joint Front" was held today in Maduhvan, Preet Vihar, Delhi - 92. The list of office bearers were announced in the meeting. The Front has two committees i.e. the advisory committee & the working committee. The tentative list of Advisory committee & the Working committee is as below. Final list will be announced once we get the membership forms duly filled from all the members.

The Advisory committee is likely to include :
Mr Prem Raj Mehra, Mr Ram Nath Gupta, Mr K C Garg, Mr B S Talwar & Mr T K Balu whereas Mr Anil Mohan is the legal advisor.

The working committee is likely to include :

High Mast lights

These lighting poles have been erected in parks and markets etc from MCOUNCILLOR FUNDS OR FROM MLA FUND.
THROUGHOUT DELHI , so far there is no uniform system in attending non functioning lights.in the event of non functioning or other complaints, the residents have to request concerned councillor who in turn get these attended.
But during last six months there are problems due to non award of fresh contract.
So, now even in ornamental park like OUR MADHUVAN park near entry gate, the no body is attending such complaints.
The park remains in darkness every day till next day dawns.
Why we cannot have a centralised complaint number to get these complaints recorded and attended.
Kindly advise status in your area.
