They try to harrase and demand money for writing O.K report

Sir, MCD inspectors for eradicating malaria visit the houses for checking coolers etc.and even if they do not find any problem they try to harrase and demand money for writing O.K report.

I would like to know what MCD is doing for eradicating Malaria,broken roads with water flowing all over right in front of their office on CROSS RIVER MALL approach road IS ONE EXAMPLE),other places like markets, subways etc, are filthyand smelling,I was shocked to see the condition of Prestigious markets like NEHRU PLACE AND,khan Mkt.it became impossible to walk thru as the toilet stink  was unbearable and garbage was all over with dogs sleeping on the pavementI am surprised that shop keepers and offie goers do not take any action and are bearing and living in such dirty conditions.

MCD only collects its TAXES and forgets the rest.

Tax evaders are smarter than mcd or Delhi administration

Now over a week I am in hospital but my spirit is with you.
Property tax or other taxes , the evaders know costbenefits.

Mcd or other bodies are known for inaction. That's why stAff in connivance is plundering exchequer.
BhAgidari cell has list of participAnts.
Start with any area and make the corrupt element to pay and then loose their already gotten wealth.
Immediate door to door collection will dent the zeal to conceal taxes.
Just do it sir.

Tardy Tax Collection: Govt Threatens To Cut MCD Grant

Delhi government may be nowhere near gaining control over MCD but it does help if you hold the purse strings.

The city government has told the civic agency that they will not give Rs 2,000-3,000 crore annual grant to the civic agency unless RWAs are involved in the property tax collection process an idea that was anathema to the civic body till some time back. The government told the Planning Commission about the plan on Wednesday and the response, sources say, has been ``quite positive.''

MCD now collects tax only from a third of the total 25 lakh households in the city. The government has also constituted a task force that, armed with the data of the newly drawn up geospatial infrastructure project, will go on a house to house survey for updating the MCD's own list. MCD officials now say that they are amenable to the idea of getting RWAs to increase tax collections in return for ``incentives'' but it is for the Delhi government which involves itself with RWAs under Bhagidari to evolve the modalities.

Chief secretary Rakesh Mehta, who admitted that the idea had been discussed with MCD quite a few times earlier only to be rejected each time, says that for the government it does not make financial sense to shoulder the burden of MCD's inefficiency. ``They are at present collecting only a third of the tax that they ideally should. If they can collect even another Rs 1,000 crore or so, that would mean so much more money available to us for development. That is why we have said unless they pull up their socks, we will be forced to cut the grant,'' Mehta said.

Immediate joint survey by mcd plus independent agency will bring crores of rupees of revenue.

Community policing project fails

Gurgaon : Community policing, an initiative started by the Gurgaon police about a year ago to bridge the gap between the community and the police department, has failed.                     

The idea was to give the residents’ welfare associations (RWAs) and other social organisations a platform to assist the police in maintaining law and order as well as traffic. 

However, the project remained limited only to issuance of identity cards. The police had appointed 50 people as traffic wardens and another 100 as security wardens. Each of them was given an identity card and a place to sit in the nearest police station, the police officials said.

However, the exercise failed because of lack of interaction between the wardens and the police. The validity of the identity cards also expired and most of them were not renewed.  

“Our RWA representatives were a part of the initiative. Even the previous police commissioner participated actively and held meetings with the officials at his office every month. But since past one year, nothing has been happening,” said Dharam Sagar, chairman, Federation of All RWAs. “The identity cards were not renewed despite our repeated efforts and thus everybody lost interest,” he added.

There were many who did not know about the community policing project at all. Sudhir Kapoor, secretary general, DLF City RWA, said the initiative was discussed during a forum when it had started but nobody informed us about the enrollment procedure. Therefore, we are clueless about it.

MCD to rope in RWAs to collect property tax

A special Delhi government task force would help the Municipal Corporation of Delhi (MCD) identify tax defaulting properties to maximise the civic agency’s revenue. 

The three-member tax force would use the city’s geo-spatial data to identify properties that fall in the tax net and compare it with the MCD’s list of tax payers. The MCD has also been asked to rope in residents welfare associations and market bodies to help identify defaulters to help maximise the corporation’s tax collections. 

Delhi chief secretary Rakesh Mehta said the three-member task force has already begun using the GIS survey to prepare Delhi’s complete real estate list. “Of more than 25 lakh properties, less than 10 lakh pay their tax. The MCD’s tax collection is just about thousand-odd crore, which should ideally be Rs. 2,500 crore. Instead of increasing property tax rate, the MCD should try and collect tax from more properties,” he said. 

Delhi government officials said the MCD could learn from Mumbai’s municipal corporation that send notice to apartment complex heads to collect tax. In Mumbai, the complex secretaries collect tax from property owners and submit with the corporation.
