If you missed the dead line of MCD and now willing to deposit the Property Tax or Conversion charges, online, from the comforts of your home or office, you will be sorry to note that none of the buttons on the MCD ONLINE PORTAL related to online payment are working.

Please log on to http://www.mcdonline.gov.in/ and than go to Property Tax button. A Scroll window will appear with five options : ONLINE FILING ; MANUAL PTR ; EXECUTIVES ; SUPPORT CELL ; ITZ CASH MONITORING.

Milk: Delhi’s most purchased product

Life is costly in the big bad Capital.
An average Delhi family spends more money every month than its counterparts in any other part of the country. But guess what the average Delhi family spends on the most? Milk!
More than rent, fuel, clothes, conveyance and education, Delhiites’ penchant for milk and milk products takes away 10 per cent of the monthly expenses, a government survey has found.
The Delhi government on Monday released these facts in the Level and Pattern of Household Consumer Expenditure in Delhi as part of the 64th round of National Sample Survey Report.
Food
Around 37 per cent of an average Delhi family’s expenditure goes into food. The breakup of the expenditure reveals that 10 per cent of the income is spent on milk and milk products, eight per cent on cereals and pulses, two per cent on edible oils, four per cent on vegetables and two per cent on fruits etc.
“The monthly per capita income has increased, so has expenditure on essential as well as non-essential items,” said Delhi Finance Minister A.K. Walia.

Property tax: civic body falls short of target

New Delhi, April 6 -- The Municipal Corporation of Delhi (MCD) has missed its target of property tax collections for 2009-2010. As opposed to its target of Rs 1,400 crore, it has managed collecting only around Rs 1,100 crore. The civic agency had earned Rs 542 crore in property tax till November 16, 2009-10, which is Rs 85 crore more than the same period last year. But the total target of property tax for 2009-10 is Rs 1,400 crore. Of the total collections made, Rs 675 crore was in the form of property tax and Rs 409 crore in transfer duty share of the civic agency.
The civic body is planning to carry out a survey to determine the exact numbers of properties not paying tax.

Councillors demand increased allowances

Now, public representatives need monetary motivation to enable them to carry out their duties in an efficient manner.
Cutting across party lines, councillors of the Municipal Corporation of Delhi (MCD) have written a letter to the home ministry regarding the issue of increased allowance.
“Councillors do a lot more work then MLAs. Hence, they should get more salary compared to MLAs. Step-motherly treatment is being meted out to us,” said Subhash Arya, leader of the MCD House.
“Councillors are more approachable and easily accessible to the public too. Their salary needs to be increased,” he added.
Arya further said that in Mumbai, councillors are eligible for a monthly sum.
“If Mumbai can allow it, why can’t a Delhi councillor also get it? Our MLAs are even given constituency allowance, money for fuel etc but councillors are not given anything,” he added.
Leader of opposition in the MCD, Jai Kishan Sharma, has also written to the Lt. Governor, asking him to increase their monthly allowance to Rs. 50,000 to enable councillors to meet their ‘petty expenses’.

Air-Ambulances: Flying To Your Rescue On Highways

The National Highways Authority of India (NHAI) is working on an ambi- tious plan to start an air-ambu- lance service and set up heli- pads on all highways emanat- ing from Delhi for airlifting acci- dent victims to nearest hospi- tals or trauma centres.
As a precursor, it has kicked off a massive exercise of iden- tifying locations where the heli- pads can be built.
Three helipads have been proposed between Gurgaon and Kishangarh (Rajasthan) on the National Highway No. 8 -- one in Haryana and two in Rajasthan.
Other national highways ema- nating from Delhi are NH-1 (meandering through Kundli, Sonepat), NH-2 (Faridabad), NH-10 (Bahadurgarh) and NH- 24 (Ghaziabad ).
Helipads would be set up at a distance of 100 kms on these high-speed roads.
Urban stretches such as Gurgaon Expressway that already have a number of good quality hospitals all along it have not been in- cluded in the plan, NHAI officials said.

Poor children in Ganne, a village 45 km east of Allahabad, one of Uttar Pradesh's biggest commercial centres, are eating SILICA - LACED MUD to quell their hunger. Frail, malnourished children eating moist lumps of mud laced with silica - a raw material for glass sheats and soap - because they are not officially classified as poor and so ineligible for official help.

In typical realtor-speak, it's being advertised as "the finest address in the heart of Delhi", and the Commonwealth Games Village is, truly, the stuff of real estate fantasies. Walk through its well-secured gates, and find yourself amid swathes of green, dotted with a swimming pool, a health club, tennis courts and, of course, 34 towers containing 1,168 flats that reek of 5-star comfort. Their decor may be minimalist, but the tone is one of overwhelming opulence.
Built in partnership between the Delhi Development Authority (DDA) and developers Emaar MGF, the Village will give 8,000 international Commonwealth athletes the chance of living India's gated community dream. But outside the gates, the voices of protest aren't dying down; indeed, the critics are multiplying in number. For them, this plush "village" is not a dream world but a nightmare; the controversy around it a mirror of the larger public debate around the CWG itself.


Environmentalists believe Delhi will live to regret constructing these massive buildings on the banks of the Yamuna. They predict that the village will hamper the flow of groundwater that replenishes the seasonal river, effectively choking it. Despite a July 2009 Supreme Court verdict authorising the construction of these apartments, critics remain unconvinced. "It is almost suicide, but we are going through with it," says architect, urban planner and conservation consultant A.G.K. Menon. Even a cabinet minister confessed to Outlook, off the record: "Nobody can explain the justification for building the CWG Village on the banks of the Yamuna. Nor can I understand the logic of having the games somewhere else, and the village across a river."
Environmental concerns apart, some critics are also saddened by the contrast between the Asian Games in 1982, for which architects were selected on the basis of democratic competitions, and the Commonwealth Games, where no time was wasted for democracy. Raj Rewal, who won the competition to design the Asian Games Village near Delhi's Siri Fort Complex, says, "Now you have a case of architecturally illiterate promoters bringing in professionals who are far from being the world's leading architects. India's younger group of brilliant planners and architects have lost out as a consequence."

Government Scheme To Cover Critical Illnesses

To provide Delhiites with easy access to advanced medical treatment, the city government is all set to introduce a healthcare insurance scheme that will cover critical illnesses. The scheme to be implemented from July 2010 will be called Apka Swasthya Bima Trust (ASBT), which will be headed by Delhi chief minister Sheila Dikshit.


According to Delhi health minister Kiran Walia, the process for identifying target population, private partners and sources for funding the scheme has already been initiated. Walia plans to visit Andhra Pradesh soon to study how a similar scheme is being implemented in that state. The Aarogyasri Trust of Andhra Pradesh runs a susidized healthcare scheme under which healthcare solution is offered to those suffering from critical illnesses of the heart, kidney, brain, and cancer, etc.
"Most of the currently operational government-sponsored health insurance schemes for instance, Rashtriya Swasthya Bima Yojna (RSBY) of the Central government cover common ailments and are limited to primary and secondary healthcare requirements. The new scheme will address the need for tertiary and superspecialty healthcare. Initially, BPL and other vulnerable sections of society will be covered under the scheme. Later it may be expanded to cover all citizens," said a senior health officer involved with the project.

Women reservation in RWA : Sector 27 RWA gives 33% reservation to women

Women's Reservation Bill ensures 33 per cent reservation to women in Parliament and state legislative bodies and was passed in the Rajya Sabha on March 9, but it still needs to be passed in the Lok Sabha before it becomes a law. But some sectors in Noida have already adopted the essence of this bill to work for women empowerment and emancipation.

Taking inspiration from this bill, residents of Sector 27 have elected their residents welfare association with more women representatives. Dr SP Jain, general secretary of newly elected RWA of Sector 27 said, "We organised a meeting of residents on March 28 for election, in which women had shown interest in activities of RWA. As a result, we decided to elect maximum number of women.

Jain said, "Residents have elected Kusum Lata as president, Krishna Rakesh and Nisha Thakur as vice-president, Madhu Gupta and Shikha Bhardwaj as a joint secretary, whereas residents had elected only one lady in previous committee of RWA." Jain also said, "Residents have elected this RWA for next two years. We are expecting that this team will work more efficiently than the earlier one, not only for women empowerment, but also in other sectors for the development of society."

Rajani Singh, a resident of Sector 27 believes that women members can also work on all grounds, which men can't. Only women can understand the pain of other women, which is not possible for men. Women can understand social issues in a better way.

More space for women is required. Sanjana Khatri, a resident of Sector 27, "Government has set a milestone for women empowerment by pushing the bill of women's reservation. This is the only reason why RWA has got an inspiration for taking such a step. Government should take more such steps for women empowerment.
