Heavy commercial traffic in B Block, Priyadarshini vihar
The residents of B-Block of Priyadarshini Vihar have been suffering from a heavy commercial traffic on a colony's inner lanes. This lane between Gate No.B-1 and B-2 is, although 30' wide, the working space is hardly 20', and is located just parallel to a newly constructed over 10 ft. wide 4-lane main highway on the Khureji nallah, called dis-used canal.
When this road was not constructed, the politicians and the bureaucrats had given assurances that once the road was ready, the woes of our residents would be over. This road is functional for over two years now, and the RWA and the residents have met with the area MLA, who is also a senior minister in the Delhi Government; the area Councillor, and the Traffic Police right up to the Joint Commissioner level, a number of times, but the problems of the residents remain unresolved. The traffic is so much used to using this lane as a convenient short-cut to and from their destinations, that they start fighting with the residents who try to stop them. Traffic james on this hardly 100 meter long lane, is common. High speed and honking by vehicles prohibit the children and the elderly people to even come out of their own houses.
The ACP (Traffic) has been requested several times to provide two constables for peak hours to divert the traffic on to the dis-used canal road, particularly the tractor-trolleys, mini trucks, mini buses, buffalo-driven buggies and other commercial vehicles, during peak hours. No one listens and the residents living on that lane, including over 20 senior citizens, continue to suffer this trauma.

Delhi Jal Board now tapping foreign firms for water meters
NEW DELHI: Unable to procure water meters from the domestic market, the Delhi Jal Board is now tapping foreign companies for supplying the measuring device. And if the negotiations under way are successful, consumers in the city could soon boast of water meters made in Europe.
The Jal Board has been enforcing the use of meters to check its spiralling financial losses. In the absence of functional meters most domestic connections were being billed at a flat rate of 20 kilolitres per month.
“The old practice resulted in severe losses and the Jal Board decided to press for the mandatory use of water meters,” said a senior official.
The Jal Board and consumers are, however, in a fix since the companies that manufacture the meters are unable to cope with the heavy demand. The deadline for installation of new meters has been extended twice over from December 31 in 2009 to January 31 and now to March 31.

Inter active sessions are a must
RWAS JOINT FRONT has been conducting meetings with DERC,BSES and honourable CM of Delhi from time to time. The front is a platform for participation of all RWAS OF SOUTH,WEST,NORTH and to some extent East Delhi. About four years ago at the initiative of front our dear CM had called meeting on electricity electronic meters. Besides others, FROM EAST DELHI Sarv shri SR SANGAR, GB SINGH and my self were present. Yesterday, the meeting was held at SAFDARJUNG CLUB, NEW DELHI. Very important points on issues like electricity, water bills, unauthorised guest houses etc etc were made. I in my personal capacity and as a humble social worker feel that trans Yamuna colonies are lacking in such joint ventures. Can any body suggest how to go about it.

No case for tarrif hike.. BSES
The news flashed tariff hike (20% or more) is applicable to State Electricity Boards as despite rise in input rates, the tariff did not see any hike. Please note... No tariff hike is possible without state consent.
DVB or DESU were sailing in the same boat for a couple of years. But with BSES the situation is entirely different, they seek hike every year. Since privatisation, tariff has seen hike many times. The performance parameters or implementation of DERC ORDERS needs to be examined.
This point i am going to amplify during DERC HEARINGS ON 10th March 2010. Unfortunately except our dear Sharma ji there is no input from any quarter. Tariff hike SHALL affect every body...rich..middle class and poor. In case we are public spirited persons...we should have voiced our concerns.
I once again plead... please come forward...do your best...least we are caught napping.

Deputy Commissioner issued notice for refusing information under RTI
In the first such case of its kind facing the Delhi Government, Information Commissioner Shailesh Gandhi has issued a show cause notice to a Deputy Commissioner seeking his explanation in a case of “dereliction of duty.”
In the order issued on Friday, which came in a case of short-listing non-government organisations for a Bhagidari project, the Information Commissioner has directed the First Appellant Authority and Deputy Commissioner (Central District) Akash Mahopatra, to send his explanation to the Commission before March 30 on “why the Commission should not recommend disciplinary action against him for dereliction of duty.”
The order assumes significance as disciplinary action is resorted to as a measure of last resort and fines up to Rs.25,000 are first imposed against officials.
In the immediate case, the appellant, Abha, a resident of Pushp Vihar, had in August 2009 sought information on the role of a district project officer, Sangeet Gaur, in the selection of non-government organisations. She had also asked of the office of the Deputy Commissioner if it had received any complaints against the DPO’s alleged corrupt activities and if so had demanded copies of the complaints. Also, she had asked if any complaints had been received then what action was taken. To this the Public Information Officer had replied that the query was “not applicable.”

Private hospitals Vs. Govt. hospitals in Delhi
It's really shocking that, On the pretext of offering Free service to the poor patients, these private hospitals, grab the land and other facilities at throw away prices from the government. And while providing the free treatment, they don't even admit the poor patients. That's why 384 of the 504 Free beds are vacant. Shocked to view that 20 of 20 beds for poor patients are vacant in Dharmshilla Cancer hospital. Please read the complete news just under this post.
On the other hand, Just go n view the Delhi State Cancer Hospital started by Smt. Shiela Dikshit. Over 500 patients visit it daily for treatment. And every facility including Chemo Therapy as well Radiation is being offered free of cost. Dr.Grover at DSCI is providing the best of services to all the patients, poor or others.

Free hospital beds: 384 of 504 vacant
If Admitted, Poor Patients Neglected
New Delhi: After a brief reprieve in the wake of the Delhi High Court order that fined Indraprastha Apollo Hospital for not admitting enough patients in the mandatory free beds, such beds in city’s private hospitals that got land at subsidised rates continue to go a-begging.
Of the 504 such beds available in Delhi, 384 were vacant on Wednesday afternoon. Many like Batra, Escorts and Jaipur Golden hospitals had not even bothered to report the status to the government as they are supposed to do on a daily basis, with the result that the number of occupied beds is taken by the health department as vacant. This is as per a stated policy. The state health department, meanwhile, is fighting about 25 cases against various hospitals on the issue. The HC order on Apollo had been stayed by the Supreme Court sometimes back.
Sample this. All 20 beds in Dharamshila Hospital and Research Centre are vacant, as are all 11 in Rockland and Flt Lt Rajan Dhall Hospital each, 39 of 42 in Venu Eye Institute and Research Centre, 10 of 11 in Pushpawati Singhania research Institute. Escorts and Jaipur Golden have 26 free beds each, Batra has 50, Max Devki Devi Heart and Vascular Institute has 19. All these beds have been classified as vacant on the assumption that the hospital would have reported if there was something to report, said a senior health official.

No more missing deadlines: from April 1, babus pay penalty for delayed services
The Delhi government is set to start a pilot project for its service-level agreements (SLAs) to bring more accountability in its public dealings from April 1.
The concept is an initiative by Prime Minister Manmohan Singh, and Delhi will be the first off the block to implement it -- through its integrated services portal ‘Jeevan’.
As part of the initiative, it will be mandatory for each department in the Delhi government to adhere to SLAs of the government and deliver services within a deadline. Significantly, the official concerned would be penalised if delivery of a service shoots past the deadline.
The government will begin with nine services for now, Delhi’s IT Secretary Savitur Prasad said. While the basic framework for Jeevan is already in place, the government is also looking at keeping track of the status of these services provided online.
“Jeevan is already functioning through its 260 kiosks in the city,” Prasad said. “We have an internal system of tracking the status of services provided by various departments. This will now be digitised and accessed online.”
