RWA issues for the DDA/NIUA Public Discussion under MPD2041

Subject: Public Discussion under MPD2041

Dear Sir/ Madam,

The first session of the meeting is over & you have heard the comments of various RWAs of our City. We at East Delhi RWAs Joint Front (EDRWAJF), now want to know about your plans for the city under the MPD2041, i.e. How you will make it a World-Class City,  how the issue of multiplicity of agencies can be resolved& How you are going to manage VERY BASIC ISSUES, presently concerning our city, which has become a concrete jungle all over:

1. What are your plans to improve the Air Quality of our city which is amongst the Topmost polluted cities in the world?
2. What will be the status of Public/ Private transport, i.e. the Mix/ Ratio of both? 
3. What will be the share of Green Vehicles by that period to check the pollution levels?
4. What will be the status of the Parking problem prevailing in Delhi? 
5. What will be the status of Encroachment by 2041?
6. What will be the status of Pot-holes & Congestion on Delhi roads?
7. What will be the average speed of vehicles in this city, by that time?
8. What will be the status of the Right of walkability as pavements are already occupied by shop keepers or the parked vehicles?
9. How you are going to clean the river Yamuna which has truly become a dirty drain?
10. How drinking water issues will be resolved, i.e. supply of neat & clean potable water to all the residents?
11. What are your plans to stop waterlogging all over the city, which converts into a dirty water lake city on the onslaught of monsoon every year?
12. What are your plans to incorporate Rain Water harvesting?
13. What are your plans to improve the drainage system, which starts back flowing every now & then? 
14. How you will manage the separation of Rainwater & drain water?  
15. What are your plans for the Disposal of Sewage?
16. What are your plans for the Disposal of Garbage?
17. What will be the status of unbearable Open Dhalavs in every mohalla, which adds to the chaos at every strike of sanitation workers on non-payment of salaries?
18. What are your plans to remove the Garbaze mountains of Delhi?
19. What will be the status of Governmental Health facilities in the city?
20. We have absolutely failed to combat the #coronavirus in our city due to inadequate health facilities. What are your plans to combat any future Pandemic?
21. What are your plans to check the unauthorized constructions?
22. What are your plans to check the growth of unauthorized colonies?
23. What are your plans to manage the migrants?
24. What are your plans to check the city for Density & Cleanliness?
25. What are your plans to check the massive commercialization? Mixed Land use must be redesigned after considering all the anomalies created by it in various residential localities.

Your questions in the Google form:
Many residential areas have over time changed to mixed-use, this has increased pressure on existing infrastructure and also in many cases lead to a rise in parking-related issues. How can these areas be improved? *

Isn't it surprising that while Delhi has over a Crore of Vehicles, there is no parking available, even for a Lakh?  Who is responsible for all the mess? Where the Tax collections on the sale of vehicles have gone? Where is the money collected specifically on the name of Conversion & Parking charges from the shop keepers? Even the Mixed Land use must be redesigned after considering all the anomalies created by it in various residential localities.

If you are an owner of a small plot with minimum light/ ventilation, poor access to greens, urban services- would you be interested to pool your plot and go in for redevelopment? *

A Redevelopment is a good option, but things Depend upon the terms & conditions of the Pool agreement.

Many smaller plot formats lack parking within their site itself along with increased commercialization within certain areas has led to haphazard on-street parking. How do you feel these issues can be mitigated? *

While the vehicles were being sold & huge collections were being made on the name of Sales Tax, VAT, CST, Excise & now GST, Govt never thought that it can create huge parking issues in Delhi. In fact, our Govt itself is responsible for all the mess. Now it must provide parking facility to all those vehicles at reasonable charges at the nearby vacant spots.

One of the main issues Delhi faces is Air Pollution owing to vehicular emissions. If you are currently using a four-wheeler/ two-wheeler to commute in Delhi, what are the issues with respect to shifting to public transport? How can access/ connectivity to Public Transport be improved in Delhi? Also, do you feel over time the need for increased parking can be reduced if a larger shift to Public Transport is made? *

The best option is to shift to Public Transport as soon as possible, but Govt must provide suitable facilities keeping in mind, the ease of travel for all the classes of persons. Moreover, Last mile connectivity must be there for all.

Do you segregate solid waste at your home, if not what are the issues you face with respect to implementing segregation of solid waste at source? *

Yes. But Govt must form suitable norms so that it could be done with 100% success.

What are your views on re-using wastewater at the plot / RWA level? *

Water must be conserved & must be re-used, but RWAs without any empowerment, without any authority, can not do anything. Surprisingly, various agencies expect a lot from the RWAs but hesitate to empower them.

What are your views on shifting to solar energy for powering your building? *

Must be done immediately by providing suitable subsidy to all types of consumers.
