BSES fails to clear debt, customers pay the price
Several localities of the national Capital had to pay for the
financial callousness of power distribution company (discom) BSES and
faced power cuts on Tuesday.
The BSES owes over Rs700 crore to Power Grid Corporation of India
Limited (PGCIL). With the discom failing to clear the due and submit a
Letter of Credit on time, the PGCIL stopped supply to the discom from
Tuesday midnight. Delhi witnessed a power crunch of around 500 megawatt,
necessitating load-shedding. The BSES, however, said that the PGCIL’s
move was arbitrary and unjustified.
BSES’ two discoms — BSES Rajdhani and BSES Yamuna — together owe the
sum of about Rs700 crore to PGCIL. “The Letter of Credit is a guarantee
letter that the company gets from a bank for taking a loan or picking up
a commodity on credit from a buyer. BSES was to furnish the same to the
PGCIL but failed and as a result the PGCIL stopped supplies starting
Tuesday midnight,” a senior official of the power department said.
The two discoms, which serve South, West, Central, and East Delhi
areas, had a peak supply shortfall of 550 megawatt during the day time
on Tuesday. This came down to 204 megawatt by the evening. Parts of
central, south and west Delhi witnessed power cuts lasting for one to
two hours on Tuesday.
While the Transco officials confirmed the disruption in the power
supply, the BSES denied it and said BSES Rajdhani, which supplies power
to South, West and Central Delhi, had no dues whatsoever.
“Other States fare worse when it comes to clearing their dues with the
PGCIL. Of the total amount of Rs321 crore due for the year, BRPL has
already paid Rs308 crore to PGCIL. Of the remaining Rs13 crore, Rs5
crore is due as refund from PGCIL, leaving only Rs8 crore dues — which
is a surcharge component,” a BSES officer explained. While the BSES
explained its accounts for Rajdhani, it failed to do so for BSES Yamuna.
BSES Yamuna supplies power to Trans Yamuna Region. The company has also
approached the Delhi Government to resolve the issue.
The National Thermal Power Corporation too has written to BSES to pay
its dues and warned of snapping supply if it failed to do so. The BSES
however said that power cuts in several parts of Delhi were because of
local problems. “Whatever load-shedding took place was a result of local
problems and had nothing to do with the PGCIL,” said the BSES officer.

Jama Masjid power dues puts area in darkness:Residents
New Delhi : The spat between
the Imam of Jama Masjid and the Delhi Wakf Board over payment of
electricity dues of over Rs 4 crore has once again left residents of the
area in darkness.
Residents said supply to the area is snapped for over three hours each morning as penalty for the mosque’s unpaid dues.
The power distribution company BSES Yamuna (BYPL) has, however, blamed Metro construction in the area for the abrupt power outages.
Saleem Hasan, a 64-year-old resident of Chudiwalan near Jama Masjid, told Newsline that the outages during morning hours each day affected students and office-goers.
“Every morning, there is no electricity for at least three hours. Local officials say power theft is high in this area. That could be possible, but there are other law-abiding citizens who always pay their bills on time. Some of us have been getting inflated bills, which we still pay. With Board exams near, children are really finding it difficult to cope,” Hasan said.
He said the situation gets aggravated as power cuts also affect water supply. “If there is no electricity from 8 am to 11 am, there is no water either. Who gets water without using motors these days? The truth is that there was never any major power supply issue in the area, until the issue of unpaid dues of Jama Masjid came to the fore,” Hasan said.
When contacted, Chief Minister Sheila Dikshit said the issue of unpaid electricity dues of Jama Masjid was indeed a matter of concern. “But I can assure you there is no power shortage or power cut in the area. Jama Masjid and its vicinity is a much-visited area, and we can’t have blackouts there,” Dikshit said.
“There is no discrepancy on any ground with our consumers of East or Central Delhi. But in areas like Jafrabad, Delhi Gate, Krishna Nagar, etc., the DMRC is undertaking Metro work. Due to this, at times, our cables and feeders get damaged. However, as soon as these are spotted, they are immediately attended to by our operations and maintenance teams and the supply is restored,” a senior BSES official said.
While the Jama Masjid has run up a power bill of Rs 4.16 crore as the charges have not been paid for the past several years, there is an ongoing spat between the Imam of Jama Masjid, Maulana Syed Ahmed Bukhari, and Delhi Wakf Board, each holding the other responsible for clearing the dues.
With neither ready to take up responsibility, residents in the vicinity of the mosque said they have been bearing the brunt of regular power cuts since September last year.

No payment in sight for regularised colonies’ layout plans
New Delhi : Commissioners of
the three corporations failed to make headway regarding payment for
layout plans for regularised colonies, in a meeting with representatives
of residents’ welfare associations (RWA).
Last week, the Director of Local Bodies had asked them to hold
meetings with RWAs because the government cited shortage of funds.
“Payment for layout plans is the secondary issue. The RWAs were reluctant to approve the layout plans of their colonies. They are apprehensive as the layout needs to be in accordance with the Master Plan. Their representatives are not confident about their authority over other RWA members,” East corporation commissioner S S Yadav said.
According to a senior official, in a recent meeting, the Director of Local Bodies had asked the commissioners to meet representatives “preferably by February 26”.
The commissioners were told to sort out issues pertaining to the finalisation and approval of layout plans of regularised colonies. Senior officials said layout plans will be finalised only after RWAs cooperate.
A senior official in the Town Planning department said the Director of Local Bodies was told that RWAs might not agree to pay, in earlier meetings, but the meeting with RWAs was ordered.
The official said the institutes and the corporations are ready with survey reports of 15 regularised colonies.
“We have done an extensive survey of the colonies and have finalised the logistics based on the ground realities. There are approximately 40 families in one acre and we have 300 acres as regularised colonies. Making layout plan for each acre costs around Rs 1 lakh, which will be borne by families living in that acre. Now that the government has refused to pay, we need to find a way to pay these institutes,” the official said.
Almost a week ago, the Director of Local Bodies had asked them to immediately send letters to RWAs, asking them to submit demand drafts in favour of IP University, Jamia Millia Islamia and School of Planning and Architecture, for preparation of layout plans.
“The letters were dispatched on February 15 and the meeting was held, but it could not achieve any breakthrough,” the official said.

Almost a week ago, the Director of Local Bodies had asked them to immediately send letters to RWAs, asking them to submit demand drafts in favour of IP University, Jamia Millia Islamia and School of Planning and Architecture, for preparation of layout plans.
"The letters were dispatched on February 15 and the meeting was held, but it could not achieve any breakthrough," the official said.

Commissioners
of the three corporations failed to make headway regarding payment for
layout plans for regularised colonies, in a meeting with representatives
of residents' welfare associations (RWA).
Last week, the Director of Local Bodies had asked them to hold meetings with RWAs because the government cited shortage of funds.
"Payment for layout plans is the secondary issue. The RWAs were reluctant to approve the layout plans of their colonies. They are apprehensive as the layout needs to be in accordance with the Master Plan. Their representatives are not confident about their authority over other RWA members," East corporation commissioner S S Yadav said.
According to a senior official, in a recent meeting, the Director of Local Bodies had asked the commissioners to meet representatives "preferably by February 26".
"We have done an extensive survey of the colonies and have finalised the logistics based on the ground realities. There are approximately 40 families in one acre and we have 300 acres as regularised colonies. Making layout plan for each acre costs around Rs 1 lakh, which will be borne by families living in that acre. Now that the government has refused to pay, we need to find a way to pay these institutes," the official said.

Delhi govt slaps VAT on medical implants
NEW DELHI: Drugs used during hospital treatment and all medical implants such as heart stents, pacemakers and those used in dental procedures are set to become costlier in the capital, with the government deciding to impose value added tax on these products.
Delhi government on Sunday issued a public notice asking hospitals to pay VAT on these items, which may raise costs by around 5%. It wasn't immediately clear if this would be covered under medical insurance.
"Administering of drugs, medicines, inserting implants during diagnostic tests and treatment, including package treatment constitute 'sales' and are taxable. We are not imposing any new tax but notifying existing laws," said Prashant Goyal, Delhi VAT commissioner.
Goyal said there was no proposal to levy tax on services such as doctors' consultation or surgery fee.
He said most corporate hospitals offer package deals for different surgical procedures which includes the cost of medicines, implant and prosthetics, as required. "It has been seen that many hospitals buy a particular implant or medicine for say Rs 10 but they charge Rs 15 from the patient. Our aim is to make them accountable for the extra profit," he added.
Delhi has more than 800 private hospitals and nursing homes but barring a few, most do not pay VAT.
Delhi VAT Act was implemented in 2005 and as per law offenders can be prosecuted for civil and criminal liabilities. But, officials said, most hospitals were dodging the process claiming that providing medicines or implants to patients is a part of treatment and it cannot be considered as 'sales'.
"The Kerala High Court, while hearing a petition filed by the Kerala private hospitals' association in October last year clearly stated that medicines and consumables sold to patients through hospital pharmacies would be taxable under the VAT Act. It dismissed the latter's plea disputing their liability to register as dealers under the Act," a senior official said.
Hospitals said the tax would be passed on to the patient. "This will increase the cost of healthcare because the burden of these taxes will finally be borne by patients. The government should find other ways of generating revenue. In my view, import duty on MRI machines and other costly equipment should also be brought down so diagnosis and treatment becomes cheaper," said Rajiv Tewari, director, health and wellness, Rockland hospital.
Tewari said patients in the hospital were given bills detailing the medicines and equipment used for treatment.
Dr Pervez Ahmed, managing director of Aapka Urgicare, too termed the government move as a retrograde step and said this would deject entrepreneurs working towards improving the city's health infrastructure. In the Union budget 2011-12, the Centre had proposed imposition of 5% service tax on treatment in private hospitals, paid either by individuals, insurance companies or firms, a move described as 'detrimental' by industry players. The proposal was later dropped. State health minister A K Walia was not available for comment on the new move.

300 crore Bail out package to DISCOM's ?
Delhi Govt. has offered a 300 crore bail out package to DISCOM's ( Govt. companies ) plus 245 crores to TPDDL.
Does it mean that the TPDDL that has got 245 crores as a bail out package will withdraw its petition for price hike ? What's about the CAG Audit ?

Do you think RWAs should pay for the layout plans ?
After a tug of war between the three corporations and Delhi government
over payment to three universities for preparing layout plans for
regularised colonies, the Director of Local Bodies has finally told the
corporations to write to residents' welfare organisations (RWA), asking
them to pay the amount required.
My simple question to all the RWAs is that do you think RWAs (of the regularised colonies) should pay for such expenses while Govt. or MCD is there to collect revenues ?
Detailed news can be viewed at : ‘If govt not helping, RWAs can pay for layout plans’ : http://rwabhagidari.blogspot.in/2013/02/if-govt-not-helping-rwas-can-pay-for.html
Plz reply.

‘If govt not helping, RWAs can pay for layout plans’
After a tug of war between the three corporations and Delhi
government over payment to three universities for preparing layout plans
for regularised colonies, the Director of Local Bodies has finally told
the corporations to write to residents' welfare organisations (RWA),
asking them to pay the amount required.
In a meeting with commissioners of the three corporations, the
Director of Local Bodies asked them to write to RWAs immediately, asking
them to submit the demand drafts in favour of IP University, Jamia
Millia Islamia and School of Planning and Architecture.
Director of Local Bodies has directed the three corporations to
tell the Urban Development department about this decision so that the
RWA concerned may be asked to comply with the directives.
A corporation official said RWAs may be directed to hire
architects on their own and submit their layout plans within a
stipulated period. The commissioners were asked to send details of 15
RWAs to the office of the Director of Local Bodies. The three
corporation have started a pilot project of making layouts in five of
each corporations' regularised colonies.
"We have been trying to get layout plans made by the institutes
and will pay them after the government releases the amount promised. We
have not asked people for money yet as we want to see the problems faced
while implementing the regularisation process," a senior official said.
Chief Minister Sheila Dikshit refused to release funds for the layout plans. "Corporations fail to collect property tax. If they recover
unpaid taxes in their jurisdiction, they will be able to fund layout
plans," the CM said at the Idea Exchange in the office of The Indian
Express.
Accordingly, the three universities were identified to finalise the
layout plans. In a meeting of the three corporation commissioners and
the universities, it was decided to start work for preparation of layout
plans.
Each university will take up a pilot project consisting of about
five colonies per corporation. The universities had agreed to take up
the project and quoted rates Rs 1 lakh per acre for immediate
commencement of the project.

Rashtriy Sahara
| ||

DERC & DISCOM proposals : Plz comment !
DERC has issued today a Public Notice in News Papers about the comments to be submitted on the Plea of DISCOM's. In this Advertisement, DERC as well Petitioners have gived certain Proposals also, that include :
Commission's Proposal Includes :
Time of Day ( TOD ) metering : Time of Day metering of 9 hours on Industrial & Commercial units ( lowered from 300 kw to 100 kw ). These units will have to pay a surcharge of 10% for Peak hours of 15.00 to 24.00 hours & will get a Rebate of 10% for non peak hours ( if they work at that time ) of 24.00 to 6.00 hours for April to September. Similarly for Oct to March the Peak hours are 17.00 to 23.00 & Non Peak hours 23.00 to 6.00, while the surcharge is 10% & the Rebate is just 5%. In our opinion the cost of producing or providing services is going to INCREASE if these proposals are applied & it will result into the additional burden on the Consumers. It further says that time frame for extending the TOD tariff to cover most of the Electricity consumption in the city would be about 5 years.

Uniform Fixed Charges till the Load of 5.0 kw : It has been suggested that instead of 2 slabs of Fixed charges under 5 kw, the Domestic category should be re structured so that uniform fixed charges are levied till the load of 5.0 kw. In our opinion it will enhance the burden of Fixed charges on those consumers who are presently having loads of upto or lesser than 2 kw.
Tariff applicable for connections provided for common services in floor type constructions in plotted structure : It has been suggested that the independent connections being applied by residential consumers for common services like LIFTS, PARKING etc. in floor type constructions in plotted structures should be billed at the highest slab tariff of Domestic category. It will definitely enhance the budgets of those living in the floor type houses.

NTPC to suspend power supply to BSES
Power producer NTPC has announced that it will suspend
supply to power distribution company BSES starting midnight of February
13 for non-payment of dues.
The move will severely
impact supply of power in East, West and South Delhi. The NTPC had given
BSES until February 10 to pay its dues, failing which power supply
would be suspended.
The NTPC has alleged that BYPL
failed to replenish the Letter of Credit (LC) for the amount of
Rs.155.19 crore and that as per power purchase agreement in the event of
non-availability or shortfall in LC, the NTPC has the right to regulate
and sell BYPL’s allocation of power to other parties, sources in the
Power Department told The Hindu.
The BYPL
gets about 434 MW of power from the NTPC. The BRPL, which gets about 127
MW of power from the NTPC, too has failed to replenish the LC for the
amount of Rs.271.61 crore and has been issued the notice.
This
is not the first time that the NTPC has threatened to suspend supply to
Delhi discoms for non-payment of dues. A similar notice was issued in
December 2011. For their part, the discoms said they have apprised the
government of the situation and are making arrangements to meet the
demand.
“In the absence of a cost reflective tariff
over the past several years, the discoms are under financial stress with
accumulated recoverable revenue gap of around Rs.20,000 crore. In
addition, the NTPC allows Delhi discoms only a 30-day credit period
bringing extra pressure on our working capital. Incidentally, other
States are allowed a 60-day credit period by the same generator. We are
in discussions with the Delhi Government, the DERC [Delhi Electricity
Regulatory Commission] and the NTPC and are confident of getting the
matter resolved. BSES will ensure uninterrupted power supply for its
consumers in Delhi,” said a seniorBSES official.

Regulator invites opinion on tariff hike
If you have any objections to the tariff hike proposed by the three
power distribution companies, you can soon start sending your opinion to
the Delhi Electricity Regulatory Commission (DERC).
Next week, the DERC will come out with a public notice inviting
suggestions and objections on the Aggregate Revenue Requirement (ARR) submitted
by the three power distribution companies. According to DERC officials,
they have proposed a hike to the extent of 2 to 13 per cent.
“We will issue a public notice inviting suggestions and objections
from the public. We want people to read the ARR submitted by the three
discoms and if they have any objections or queries they can send us
their response,” said DERC chairman P D Sudhakar.
He said information regarding the public notice would be published in
all newspapers and the website of DERC too. “All the ARRs are also on
our website and can be downloaded by people, who want to study or
examine them,” added Sudhkar.
People will get three weeks time to send their objections, which will
then be scrutinised by DERC officials. Once this process is over, DERC
will hold public hearings where people can raise their concerns
regarding the tariff hike.
Submitting the ARR report is an annual feature for the power
distribution companies, who are required to provide details of the
profits/ losses that they have incurred and the assets that they need to
build on. Based on this report, the DERC then decides on the quantum of
hike that the discoms require.
A consultant has also been roped in by the DERC who will assist the
commission in examining the documents. “We are going to study and
examine the ARRs and will decide whether the hike is justifiable or not.
The process will take a few months,” said a senior DERC official.
Last year, the city had witnessed a power tariff hike of 26 per cent increasing people’s electricity bills significantly.

DERC slaps Rs. 90,000 penalty on discom
The Delhi Electricity Regulatory Commission (DERC) has slapped a fine of Rs. 90,000 on power distribution company BSES Yamuna Power Limited for non-compliance of DERC orders.
According to DERC officials, a complaint was lodged by a consumer claiming that there was a particular column in the power bill known as ‘no current period’ which, gives
information about the duration when electricity was not available inside
the house. However, in all the bills sent by the discom it had omitted
that column, which is mandatory.
“A complaint was filed and several hearings took place. We also
issued a showcause notice to the power distribution company. After a
thorough examination we found that it was indeed a case of
non-compliance and a penalty was imposed,” said DERC chairman P D
Sudhakar.
BYPL has also been given a warning to adhere to all the rules and
orders of the DERC. The complainant S K Maheshwari said that this is the
first time that such a harsh penalty has been imposed on the discom,
since the Electricity Act came into existence in 2003.

Power bills to go up for next three months : Hindustan Times
There's no escaping the price monster.
Starting February 1, you'll have to pay more for power for the next three months as the Delhi Electricity Regulatory Commission has approved provisional 3% and 1.5% power purchase cost adjustment charges (PPA) for BSES and TPDDL areas, respectively, for this period.
Starting February 1, you'll have to pay more for power for the next three months as the Delhi Electricity Regulatory Commission has approved provisional 3% and 1.5% power purchase cost adjustment charges (PPA) for BSES and TPDDL areas, respectively, for this period.
So, if you live in south and east Delhi (BSES areas) and consume 400 units a month, your bill will rise from Rs. 1,840 to Rs. 1,895.20. In west or north Delhi (TPDDL areas), it will go up to Rs. 1,867.60.
Not a big hike. But with new tariffs for 2013 to be out in the next few months, there will be no relief.
The distribution companies - Tata Power Delhi Distribution Ltd, BSES
Rajdhani Power Ltd and BSES Yamuna Power Ltd - had earlier this month
submitted account statements on power purchased in October-December and
sought 2.80%, 7.44% and 9.1% increase in electricity charges,
respectively, as PPA, officials said.
"They've become dictators and have been increasing power bills every
few months. The government doesn't care about the people. They plan to
increase tariffs this year too," said BS Vohra of the East Delhi RWAs Joint Front.

Rashtriy Sahara
