Dear Vohra ji,
We fully agree and support the EDRWAs Joint Front. In fact, all the authorities, be it DERC or Delhi Government or BSES Yamua Power Ltd., in connivance with each other are increasing the tariff arbitrarily and looting the public. Public hearings by DERC is just an eye wash. We should not tolerate it any further. I know URJA is working hard on this front, but I appeal to all the RWAs and Housing Societies in Delhi to please come forward and raise your voice against this unjust attitude of the Delhi Government. Let’s fight this battle, possibly under the joint banner.

DERC is hand in glove with DISCOMS and is hell bent on cheating and
fooling the residents of Delhi ,all this with the approval of govt.We
should reach DERC in large numbers on the day of public hearing on 8th
of Oct, 2012.to lodge our protest.
WHY WE OPPOSE THE PROPOSED
TARIFF HIKE BY DERC ?
1.CAG audit not done,although companies
are showing profits and not losses as claimed
by them. The Tariff has been revised without CAG audit as promised by
DERC and Madam Sheila dixit.
2 .DERC should
make public the guidelines or
parameters for raising or deciding the tariff.(DERC had admitted in high court
about the absence of the same)
3. Regulation No.41 of the regulations of CEA of
2010 stringently provides for the multiple earthing of the “Neutral Conductor”.
At present we have common neutral for all the
meters in a building. Due to residual backflow
we are paying 25% to 30% more .We
demand separate neutral for each flat.(Please get our meters checked by BSES
for separate neutral, if missing we should be entitled to a rebate of 30% in our
bill )
4. Penalty
for failure of performance standards of
DISCOMs was fixed in 2007,which should be raised in proportion with the
raise in Electricity rates. Rates have been tripled
for consumers but the penalty to
DISCOMS is same .Fines
for power cuts on DISCOMS not shown in the bills. Benefit not passed on
to the consumers as discounts.
5.The monopoly of BSES Rajdhani should end
by bringing in other companies.Consumers should be given choice of selecting
the power supplier.
6.As per
June order those who above 200 units ,would forgo the first slab completely and
will be billed only as per second slab of Rs 4.80/unit from 0-400. Correction
of bills announced by DERC is misleading as rates have been increased. First
200 units will be charged as per original slab ie: Rs 3.70 but beyond that it
has increased from Rs 4.80/unit to Rs 5.70 /unit.
We request correction in bills sent
in July and Sept 2012
DERC should raise the first slab so that more
households are covered in this, we suggest multiple slabs and raising of first
slab to 300 units to 350 units per month keeping in view the rising standard of
living of an average household of Delhi.

‘Julmo Sitam’ of Bijli company with the consultation of Delhi Govt is being increasing day by date. To curb such tendency our RWA should get together and come forward to teach the lesson to both Bilji company and DLI Govt.
Some suggestions are mentioned below:-
- RWA should take the charge of supply of monthly billing and paying the same to bijli company. If they do not accept the same then the amount should be deposited in the court.
- Bijli company should installed separate neutral in every meter instead of common neutral. Alternatively RWA provide the same and cost be changed to bijili company.
- The portion of bill cost should be accepted by DJB as to get the water supply we residents are forced to used electric motors pumps.
- Concept of common meter be introduced in DDA flats
- All street lights, high mast lights be provided with solar panels with automatic on of system by the bijli company as huge money is being charged . It seems to be a big scam with the ‘Milibhagat’ of local MLC and MLA.
- No money should be changed for no electric city supply.
- A common checking mechanism should be introduced with RWA and higher officer of bijli company to ensure the correct supply of electricity
- We must approach the power ministry
- to supply the electric city at same rate as being giving by NDPL.
- To provide the solar energy for domestic use at one time free of cost or at the rate of no profit no loss basis. Or this facilities should be provided by the bijli companies.
- The profit of biljli company should be shared with consumers.
- We must ask the rate on which the bijli company are support to supply the electric city at the time of getting contract through RTI.
- The daily intake and out going quantum of electric city to/from grid rate wise, area wise, with statement of profit and loss should be published in the news paper.
- Criteria of fixing up the load be published by Power ministry. The same should be strictly adhered too.

DERC : WE WANT ONLY THE CAG AUDIT NOW !
Seems DERC is playing with the sentiments of Delhiite's. The earlier slabs were too horrible as : 0 - 200 at 3.70; 0 - 400 at 4.80 and over 400 at 6.40. The proposed slabs are again very shocking as : 0 - 200 at 3.70; 201 - 400 at 5.70 and over 400 at 6.40.
It's quite clear that the general public is to be fooled by one way or the other. What a practice : give by one hand & snatch with other. Moreover, a difference of Rs. 2/- per unit from upto 200 to above 200 units, makes it clear that how ,the Delhiite's are being taken for a ride.

Inspite of the statement given by the Delhi Government to Delhi High Court that CAG Audit of Discoms will be done, nothing has been done so far.
DERC : Please let us know, when the CAG AUDIT of the three DISCOM's will begin ?
While the Audited Balance sheets show the Discoms with profits, how DERC can treat it as losses, without the CAG Audit ?

बढ़ी पानी पर परेशानी, और ढीली होगी जेब
नई दिल्ली (एसएनबी)। दिल्ली विधानसभा में प्रतिपक्ष के नेता वीके मल्होत्रा ने कहा कि दिल्ली की मुख्यमंत्री दिजबो को निजी हाथों में सौंपने से पहले पानी और सीवर की दरों में बेहिसाब बढ़ोतरी करने में लगी हैं। दिल्लीवासी पहले पानी के नए कनेक्शन पर 1110 रुपए अदा करने पड़ते थे, लेकिन अब 2310 रुपए अदा करने होंगे। कनेक्शन कटवाने के लिए भी 100 रुपए की जगह 500 रुपए देने होंगे। जल बोर्ड ने प्रत्यक्ष रूप से पानी के बिलों को पहले ही बढ़ा दिया है और अब अप्रत्यक्ष रूप से हजारों रुपए का बोझ जनता पर डाल दिया है। जनता इसके लिए मुख्यमंत्री को माफ नहीं करेगी

Ladli scheme of Delhi Govt.
Govt. of NCT of Delhi had launched a scheme for
protection of the girl child called 'Delhi Ladli Scheme'. The scheme aims
at enhancing the social status of girl child in the society as well in the
family, ensuring proper education to make the girls self-reliant, ensuring her
economic security and protecting them from discrimination and deprivation.
This scheme was enforced in Delhi w.e.f. 01.01.2008. The
girls born on or after this date will get benefit immediately after their birth.
The other girls born before this date will get benefits under this scheme w.e.f.
the academic year 2008-09 on their admission to the Ist ,VIth, IXth, XIIth class
and after getting passed the Xth class. in the Govt. recognized
Schools.
Eligibility conditions for the scheme are as under:
1.The applicant must be a bonafide resident of the National Capital
Territory of Delhi for at least three years preceding the date of birth.
2. The annual income of the parents of the girl child should not exceed Rs.
1,00,000/-.
3. The girl child must have been born in Delhi as shown by the birth
certificate issued by Registrar (Births & Deaths).
Financial Assistance under this scheme is restricted up to two girl children
only in a family.
This scheme envisages periodic payments by the Govt. in name of the girl
child as follow, which would be kept as fixed deposit in her name and redeemed
along with accrued interest when the child reaches 18 years of age and has
passed the X th class as a regular student.
Payment for the child will be deposited in the following manner :-
1. Payment of
Rs. 11,000/- if the girl child is born in a Hospital/ Nursing Home/institutions
in the NCT of
Delhi.
2.Payment of
Rs. 10,000/- if the girl child is born outside the above mentioned Hospitals/
Nursing Homes/institutions.
3.Payment of
Rs. 5000/- on admission of the child in Class I.
4.Payment of
Rs. 5000/- on admission of the child in Class VI.
5.Payment of
Rs. 5000/- on admission of the child in Class IX.
6.Payment of
Rs. 5000/- on the child’s passing the Class X.
7. Payment of
Rs. 5000/- on admission of the child in Class XII.
The amount disbursed to them at the end of lock-in-period will vary depending
on the stage at which each girl child enters the scheme and registers under it.
Financial arrangements for implementation of this scheme have been made with
the SBI Life Insurance Company Ltd. and with the State Bank of India providing
the front and services for accounting purposes.
The prescribed applications forms can be obtained from the District Officer
Concerned (Deptt. of Social Welfare/ WCD, Govt. of Delhi)/ State Bank of India/
Govt. Recognized Schools and submitted to the concerned District Officer, in
case of school going girl with in 90 days of admission of the girl and in case
of newly born girls with in a year of the birth.

I totally endorse the views expressed by Sh.Ram Guptaji & Shree
Krishanji but would like to add that we people are in no way inferior
to any other people in the world.Given some support by our government
even our own companies,which have already excelled in world arena &
have stood the test of time,can excell & create the necessary
infrastructure required.
At present the two major issues plagauing/hampering our progress are-
1)Burgeoning Population,
2)Corruption at the top level,
3)Non-consistent
economic policy viz.economic policy being tweaked by the political
parties to fulfill their agenda or policy that suits them.
The economic structure & policies which are
suitable for America may not be necessarily suitable for our country.Why
only foreign companies,why not ask Indian companies to set up the
infrastructure.As Ram Guptaji has rightly mentioned that major products
are being procurred from China.I would also like to add here that major
percentage of what China earns from us by way of its exports is used by
them in making bombs & missiles targeted at us only.By asking
Wal-Mart/Carrfoure or other big stores to set up shop,without providing
an opportunity to our own companies is not justifiable at any cost.

I do agree with FDI up to the extant that safe guard should be given to our small farmers and retailers if we are talking about the adultration and supply of bad quality stuff than we can not relies on foreign companies too blindly for this it is the duty of the Govt. to fix up strict rules in the agreement with the companies and ensure the compliance of the same any slickness in this regards should be dealt strictly.

We may welcome the FDI if the 80% of total income of the FDI will
be utilzed in india only. Deployment of the total staff will of our
country only.( excpet higher mangement). These FDI company should not
be allow to purchase the assest in their name. ( for example in
Cameroon the people of the other country has no power to purchase any
assest in thier name.) or like gulf country, FDI is allowed through JV
only. In that JV the share of the that country people is much more than
inveswteor of other country. share of profit must be fixed as fixed by

I agree with Prof. Romney Borges that adulteration and other unfair
practices should go from our retail or even other marketing systems so that consumer gets worth of its
money. However, we should not forget that around 50% of the popular US or European brands carried by
the big stores like Walmart are manufactured in China, Taiwan, etc. You read in newspapers every
day what these countries use in making products for export - the latest being, I think melamine in
making chocolates and other dairy products.Melamine is usually used for making crockery and other household products,
and is dangerous for human health.
Best way, to my mind, is to encourage and support domestic industry to
produce quality products and try to remove corruption from the system, but the million dollar question is ‘who
will do it ? ‘

is not that foreign retailers are very honest. They are honest because
their govts. are very tough on dealing with corruption. Indian people

Dengue time bomb ticks as Delhi municipal staff go on strike : Times of India
NEW DELHI: The receding monsoon may have left the city staring at another dengue outbreak as municipal staff responsible for checking mosquito breeding have gone on strike to demand four months' pay arrears.
Doctors say cases of the mosquito-borne disease that assumed epidemic proportions in 2006 and 2010 have suddenly increased over the last month even though the municipal corporations claim the situation is under control. But the DBCs (dengue breeding checkers), who carry out door-to-door surveys and fumigation, have chosen this time to press their demands. The 3,200 DBCs are angry as not only is their pay held up but also a proposal to regularize them has been turned down.
The three corporations - North, South and East - together claim only 34 people have tested positive for dengue this year. However, figures from just a few private hospitals show that more than 400 people have been infected. A Max Hospitals spokesperson reported receiving 20 dengue patients over the last two days.
While Max has treated 280 confirmed cases of dengue this year, Moolchand MedCity has treated 52 in the last two months. The hospitals claim they are using NS1 antigen and IgM serology tests for diagnosis.
Dr Suranjit Chatterjee, senior consultant at Apollo Hospital, said delayed rains may have caused the spurt in dengue cases. "The numbers have gone up but not reached epidemic proportions yet. The numbers may increase, though - a trend seen in the past," he said.
Dr NK Yadav, municipal health officer of South Corporation, said private hospitals were citing higher dengue figures relying on "rapid" tests not accepted by them. "We get dengue reports from 33 government hospitals and about 13-14 major private hospitals. The others do not report to us and it is not even required. An assessment of the disease's spread can be made through available figures."
Yadav pleaded ignorance about the DBCs' strike. "Their pay has been delayed as the funds come from the government. We have asked them to release funds at the earliest, DBCs will be paid by the month-end. But to my knowledge, work is being carried out smoothly."
The DBCs work for the six months from April to September. After MCD's trifurcation, 1280, 1200 and 720 DBCs were assigned to the south, north, and east municipal corporations, respectively. "In the south, their salaries have been pending for four months, in the north for two to three months, and in the east for three months. We are chasing officials from one floor to another of the Civic Centre. We have written so many times to the commissioner, municipal health officer and deputy commissioners of the zones, to no avail," said Ashok Chaudhary of Anti-Malaria Karamchari Sangh. The DBCs are paid Rs 7,350 per month.
The time may be ripe for DBCs to press their demands but the residents are suffering. "Our complaints to the councillor have proved futile. Since Vasant Vihar has a lot of green area and the markets in A, C and E blocks are in a very bad shape, mosquitoes breed all around in puddles. When some of us went to the south zone office, they said the DBCs are busy in east Delhi," said Rajni Mathur, a member of the Vasant Vihar RWA.
However, east Delhi residents say things are no better in their area. "Our councillor keeps saying fumigation will be done in a week but it never gets done. Dhalaos brimming with garbage and open drains are all breeding grounds," said BS Vohra of East Delhi RWAs Joint Front.

"We don't maintain manual records and those cannot be shared with anybody just like that. The DBCs, who are on contract basis, mark their attendance through a biometric system. The machines are installed at all zonal levels and they get their salaries based on their attendance," said a zonal-level health official of the East Delhi Municipal Corporation.
Also, there is no proper mechanism to check whether fumigation is taking place or not, except surprise visits from the health department officials.
"The DBCs only prepare the records of the number of houses they have checked. But one doesn't double check every record. Sometimes surprise visits by officials are a way to check them," Y S Mann, press and information, director, North Corporation, said.
Many RWAs are still waiting for municipal staff to fumigate their areas. "We have approached our area councillor so many times but he sends us away promising that fogging will take place next week. बिजली के बिल दिल्लीवासियों की जेब पर भारी पड़ रहे हैं, लेकिन लोड का भार
फिर उनकी जेब पर पड़ने वाला है। यह लोड बिजली वितरण कंपनियां तय करेंगी।
इसके लिए कंपनियां 24 घंटें में 30 मिनट का ऐसा कंजरवेटिव समय निकालेंगी,
जब उपभोक्ता का अधिकतम लोड तय किया जाएगा। यह जांच माह में कभी भी तीन बार
होगा। यदि तीनों बार अधिकतम लोड बढ़ा पाया गया तो उपभोक्ता को लोड बढ़वाना
पड़ेगा। बिजली की बढ़ रही मांग के अनुरूप छह माह पहले ही बिजली वितरण
कंपनियों ने उपभोक्ताओं के लोड बढ़ाए थे। इसके तहत एक किलोवाट लोड वाले
कनेक्शन धारकों के लोड तीन से पांच किलोवाट तक कर दिए गए थे। लोड़ बढ़ाने
के नाम पर बिजली कंपनियों ने घरेलू उपभोक्ताओं से 600 रुपए और व्यवसायिक
उपभोक्ताओं से 1500 रुपए वसूले थे, लेकिन अब फिर बिजली कंपनियां उपभोक्ताओं
के लोड बढ़ाने की तैयारी कर रहीं हैं। इसके लिए कंपनियों ने 30 मिनट का
कंजरवेटिव समय तय किया है। उक्त समय के दौरान उपभोक्ता का लोड जांचा जाएगा,
लेकिन यह कंजरवेटिव समय बिजली वितरण कंपनी तय करेंगी। इसके तहत माह में
तीन बार उपभोक्ता की मांग जांची जाएगी अगर बिजली की मांग कनेक्शन से अधिक
पाई गई, तो उपभोक्ता का लोड़ बढ़ा दिया जाएगा। पूर्वी दिल्ली आरडब्ल्यूए
ज्वांइट फ्रंट के अध्यक्ष बीएस बोहरा ने बताया कि बिजली कंपनियां कंजरवेटिव
समय की आड़ में उपभोक्ताओं का लोड बढ़ाने की फिराक में हैं। उन्होंने कहा
कि इसके पहले भी बिजली वितरण कंपनियों ने मानमाने तरीके से लोगों के लोड
बढ़ाए थे। जिन बिजली उपभोक्ताओं के घर में अधिक बिजली खपत हो गई तो उनका
लोड बिजली कंपनी ने बढ़ा दिया है। इससे कंपनी को करोड़ो का लाभ हुआ।
टीपीडीडीएल के प्रवक्ता ने बताया कि बड़े पैमाने पर बिजली उपभोक्ता एक
किलोवाट का कनेक्शन लेकर पांच किलोवाट बिजली कंज्यूम कर रहे हैं, इससे
ट्रांसफार्मर पर दबाव पड़ता है और लाइन पर दबाव पड़ने से कई बार फ्यूज उड़
जाते हैं और एक व्यक्ति की गलती की सजा पूरे मोहल्ले को भुगतनी पड़ती है।
यदि ट्रांसफार्मर जल जाए तो कंपनी को आर्थिक क्षति होती है। कंजरवेटिव समय
माह में तीन दिन देखा जाएगा और यह समय तीस मिनट होगा। यदि तीनों दिन
उपभोक्ता के लिए गए कनेक्शन से अधिक लोड लेता पाया गया तो उसका लोड बढ़ा
दिया जाएगा। उन्होंने कहा कि बिजली की मांग के अनुरूप ट्रांसफार्मर लगाए
जाते हैं। पहले ऐसे उपभोक्ताओं से जुर्माना वसूला जाता था जो कम लोड का एक
किलोवाट का कनेक्शन लेकर क्षमता से अधिक बिजली का उपयोग करते थे, अब
डीईआरसी ने लोड बढ़ाने के निर्देश दिए हैं।

कंपनियां तय करेंगी महीने में तीन बार जांच होगी, डिमांड ज्यादा पाए जाने

There is an important point made in your letter. Today in our country there is so much adulteration in practically everything and corruption is rampant.
The Indian retail outlets will have to shake themselve up and be more honest in the quality of consumer goods they produce. The presence of good quality stuff from foreign retailers will bring down the corruption. The Indian consumer has a right to good stuff and not be at the mercy of unscrupulous traders.

बिजली वितरण कंपनियों की कार्यशैली पर उठे सवाल : Rashtriy Sahara

परफाम्रेस स्टैंर्डड व सप्लाई कोड पर डीईआरसी मुख्यालय में चल रही जनसुनवाई
के दौरान आरडब्ल्यूए पदाधिकारियों ने बिजली वितरण कंपनियों की कार्यशैली
पर उंगली उठाई। हालांकि पूरी जनसुनवाई के दौरान जुलाई और अगस्त माह में आए
बिजली के बढ़े बिलों का मुद्दा छाया रहा। आरडब्ल्यूए पदाधिकारियों ने कहा
कि बिजली वितरण कंपनियां मनमाने तरीके से बिल भेज रही हैं। जनसुनवाई में
डीईआरसी अध्यक्ष पीडी सुधाकर के अलावा सदस्य जेपी सिंह और श्याम बढेरा
उपस्थित रहे। आजादपुर आरडब्ल्यूए के अध्यक्ष आरके रोहिल्ला ने कहा कि जून
माह जिन घरों में 100 से 200 यूनिट का बिजली बिल आता था, जुलाई माह में
उन्हीं घरों में 600 से 700 यूनिट का बिल भेजा गया है। उन्होंने कहा कि
बिजली की नई टैरिफ दरें एक जुलाई से लागू हुई हैं। ऐसे में अगस्त माह में
नई टैरिफ दरों के हिसाब से बिल आना चाहिए, लेकिन जुलाई का ही बिल नई दरों
के हिसाब से भेज दिया है। इससे उपभोक्ता खासे परेशान हैं। आरडब्ल्यूए सदस्य
राजीव कंकरिया ने कहा कि अगर उपभोक्ताओं को सुविधाएं मिलें, तो उपभोक्ता
बिजली की हर कीमत देने को तैयार है। लेकिन जैसा पहले होता था, वैसा अब भी
हो रहा है। पहले भी नया कनेक्शन लेने में महीनों लग जाते थे और अब भी। अगर
जल्दी मीटर लगवाना होता है, तो रिश्वत देनी पड़ती है।

आरडब्ल्यूए ज्वाइंट फोरम के अध्यक्ष बीएस बोहरा ने कहा कि राजधानी की निजी
बिजली वितरण कंपनी बीएसईएस राजधानी को इंग्लैंड के हाउस ऑफ कामंस में
एटीएंडसी लासेज कम करने के लिए सम्मानित किया गया है। साफ है कंपनी को घाटा
कम हुआ है और वह लाभ की स्थिति में है। उपभोक्ताओं के हित में बिजली दरें
कम की जानी चाहिए। उन्होंने कहा कि बढ़े बिजली बिलों से आम आदमी परेशान है।
उन्होंने कहा कि 201 यूनिट उठते ही हर यूनिट के लिए 4 रुपए 80 पैसे चार्ज
किया जा रहा है। इससे करीब 22 लाख से अधिक उपभोक्ता प्रभावित हुए हैं।
डीईआरसी अध्यक्ष ने आरडब्ल्यूए पदाधिकारियों को उनकी समस्याओं के समाधान का
आश्वासन दिया है। डीईआरसी अध्यक्ष ने कहा कि बिजली वितरण कंपनियों बीएसईएस
यमुना, राजधानी, एनडीपीएल और पारेषण कंपनी ट्रांसको का पक्ष पहले ही सुना
जा चुका है। गौरतलब है कि वर्ष 2007 के बाद यह पहली जनसुनवाई परफाम्रेस
स्टैंर्डड और सप्लाई कोड पर हो रही है।

बिजली कंपनियों की क्वॉलिटी तय करने के लिए दिल्ली इलैक्ट्रिसिटी
रेगुलेटरी कमिशन (डीईआरसी) के सप्लाई कोड और परफॉर्मेंस स्टैंडर्ड ड्राफ्ट
को आरडब्ल्यूए ने कंस्यूमर के साथ छलावा बताया है। ड्राफ्ट पर पब्लिक
हेयरिंग के दौरान आरडब्ल्यूए ने डीईआरसी को घेरा और उनके सवालों के जवाब
डीईआरसी के पास भी नहीं थे। उनका कहना है कि कंपनियों की कोई जिम्मेदारी तय
नहीं की गई है और न ही इसका इंतजाम किया है कि कंस्यूमर को नुकसान हो तो
उसकी भरपाई कैसे हो?
बिना इंट्रो और बिना मकसद का ड्राफ्ट : वसंत कुंज आरडब्ल्यूए के अनिल सूद ने कहा कि हर रेगुलेशन का एक मकसद होता है, जिसे इंट्रो में बताया जाता है, लेकिन इस ड्राफ्ट का मकसद स्पष्ट नहीं किया गया है। इससे पहले 2007 में रेगुलेशन लाया गया था, जिसे कभी लागू नहीं किया गया।
कंस्यूमर की जिम्मेदारी तय पर डिस्कॉम को छूट : जीके 1 आरडब्ल्यूए के राजीव काकरिया के मुताबिक ड्राफ्ट में कहा गया है कि कनेक्शन देते वक्त वायरिंग की जांच की जाएगी। अगर कुछ डिफेक्ट है तो कंस्यूमर को नोटिस दिया जाएगा और उसके ठीक होने पर ही कनेक्शन मिलेगा। लेकिन इस बात का कोई जिक्र नहीं है कि रेसिडियल बैक फ्लो की वजह से ज्यादा बिल आता है, उसे कैसे सुधारा जाएगा? हर मीटर तक सेपरेट न्यूट्रल न देने की वजह से ग्राहकों से 25 से 40 पर्सेंट एक्स्ट्रा बिल वसूला जा रहा है। ड्राफ्ट में जिक्र नहीं है कि कंस्यूमर्स को जो नुकसान हुआ है, उसे बिजली कंपनियां कैसे भरेंगी?

बिजली कंपनियों पर शिकंजा नहीं :
ड्राफ्ट में कहा गया है कि वोल्टेज की शिकायत होने पर इसे सुधारने के लिए
जरूरी एक्शन लिया जाएगा। लेकिन ऐसा न होने पर कोई पेनाल्टी नहीं लगाई गई
है। ईस्ट दिल्ली आरडब्ल्यूए के बी. एस. वोहरा ने कहा कि प्राइवेटाइजेशन का
मकसद था कि ग्राहकों को स्टेबल पावर मिले। लेकिन हर कंस्यूमर को साल में 15
हजार रुपये इनवर्टर पर खर्च करना होता है और स्टेबलाइजर लगाना मजबूरी है।
वोल्टेज फ्लक्चुएशन होने पर टीवी, फ्रिज, कंप्यूटर, बल्ब जैसे आइटम फुंकते
हैं। इसकी भरपाई कैसे होगी, परफॉर्मेस स्टैंडर्ड में इसका भी जिक्र नहीं
है।
कॉपी कैट डीईआरसी : अनिल सूद ने कहा कि डीईआरसी ने रेगुलेशन बनाते वक्त यह भी नहीं देखा कि वह 2007 के रेगुलेशन से कॉपी कर रहे हैं और डेट भी चेंज नहीं की। पेनल्टी के प्रावधान वाले कॉलम में पेज 88 पर सप्लाई कोड 2007 ही कॉपी कर दिया गया है। उन्होंने कहा कि जब बिजली की दरें तीन गुना बढ़ गई हैं तो बिजली कंपनियों पर पेनल्टी पांच साल पुराने हिसाब से लगाने का कोई मतलब नहीं है। पेनल्टी भी बढ़ाई जानी चाहिए।

DERC Performance Standards .... Dangerous LOOT CLAUSE ....... Beware!
You all must be aware that I have been
raising the point of FAST RUNNING METERS for the past Three Years ...... DERC
had even acnowledged and reseased an AD. in major News Papers in Dec. 2011
cautioning Costomers to get their wiring checked for Common
Neutral.
NOW FOR THE DANGEROUS
PART ...... DERC is trying to Legalize this LOOT by amending the Clauze

4: Classification of Supply:
The Voltage of Supply and number
of phases shall be determined by the Licensee depending on the Contract Demand /
Sanctioned Load of the Consumer.
Domestic Connection ........ sec. (xiv)
Connections under this category are provided for consumers
as specified below:
All connections up to a load of 10 kW shall be serviced through a
Single Phase 230 V, 50 Hz supply and connections above 10 kW shall be provided
with a three phase 400 V, 50 Hz. supply. Past cases where 3 phase connections
have been given for loads less than 10 kW, no. changes are contemplated by these
Regulations.
Grossly
Unfair: to over 25 Lakh existing consumers
- This is discriminatory and open to
challenge in the High Court as willful omission to benefit
DISCOMS.
Please refer to the minutes of earlier Public Hearing, over three
years of correspondence and the meeting held at DERC in Sept. 2011, it has been
clearly brought to the notice of the Commission that due to Residual Back Flow
consumers are being fleeced 25% to 40% extra due to fast running meters. DERC
had issued an Ad. in leading Dailies on 24th Dec. 2011 addressing the issue in
an oblique manner, beyond the comprehension of common consumer. DERC through this Draft is trying to
make this practice of making unearned Profits a permanent
affair.

PS: I have been raising the following issue and what
the Electricity Act says ........ Fast Running Electronic Meter:
We
understand that with the installation of ‘Electronic Meters’ without
disciplining the common neutral conductor of the conventional distribution
systems; free from floating charge, the consumers have been paying 25% to 40%
higher bills. Experts have informed us that this is due to floating charge
retained by the neutral conductor; where in the circulating neutral current gets
recorded in the meter reading, therefore INFLATED
BILLS
After three years
of sustained efforts this issue was addressed by DERC by inserting an Ad.
in news papers in Dec. 2011, putting the onus of correcting the flaw on the
consumer. The Supply Code clearly states that it is the Duty of the
Service Provider to provide a separate Neutral up to the Metering
Point.
The remedy lies in implementing Regulation 41 of CEA's
Regulations of 2010, which are the statutes in replacement of IE Rules 1956
under section 53 read with 177 0f the IE Act
2003.
Multiple Neutral Earthing System (MNE) provides the
solution under Rule 61 of the IE Rules-1956’ which, however, stand repealed with
the notification of CEA Regulations -2010. Now regulation No: 41 of the
regulations of CEA of 2010 stringently provides for multiple earthing of the
‘Neutral Conductor’. Therefore, implementation of regulation 41 of CEA
provides the complete solution to this point being raised by Delhi Consumers
ever since the electronic metering has been introduced and not addressed by DERC
for reasons best known to them.
An Audit/Field Survey by an Independent
Institute of Repute involving the Petitioners,
should be conducted. Transformer wise Audit on Units supplied and billed for the
past three years of Peak Load Periods in Winters and Summers. Excess billing if
found should be refunded to the consumers and Punitive Penalty imposed on
DISCOMS for breach of trust and fleecing the
Consumers.
