Faulty DJB water meters !

This has reference to yr msg regarding faulty meters.

My comments are as under:-

I am a Sr. Citizen & consumer of water with a track record of over FORTY YEARS  'for low water consumption with "zero or minimum wastage of water" and advance payments to MCD and DJB' which can be verified from records of FORTY YEARS.

Yesterday, Meter- reader Mr. Naresh was at my place to note down the readings from meter around 1230 Hr. No SUPPLY OF WATER AT THAT TIME IN AREA.

He noted down the reading in presence of another person Mr. Santosh from my Neighbourhood who informed both of us that meter is running (please note that water supply gets disconnected around 0630 hr in morning and supply restarts at around 1530 Hr or so.
 
With no supply "on", all water taps tightly closed
and no pumps installed in the house ""THE METER WAS FOUND RUNNING"".

Now, I can safely state that 
1. meters are faulty.
2. DJB HAS BEEN LOOTING CITIZENS OF DELHI AND NEEDS TO BE PUNISHED.
3. action for testing, recalibration to be taken enmass.
4. No payment to be taken from public till this action 3. Is complete.
5. Faulty meters to be replaced with NEW, TESTED & CALIBRATED METERS.

Kindly publish this also and get the needful done.

I know you have your hands full, there is a lot you need to do and YOU HAVE EVERY INTENTION TO GIVE THE MUCH NEEDED RELIEF to Delhites.

BEWARE ...... Jal Board Babus and Old Hands in the Board have turned a BLIND EYE to the Blatant Loot of citizens by installing NEW METERS THAT RUN EVEN ON AIR.

Delhites are sick of getting Inflated Bills and running around DJB offices to have them corrected. Please Read the attached News Paper Reports before you SET THE AGENDA for your first Board Meeting.

RWA’s in Delhi have opposed the installation of these meters as they Run Fast. The Delivery system has not been upgraded and the Meters are Calibrated for a Specific Pressure, whereas the supply is at Low Pressure, forcing residents to install online Motors that make these meters run fast as even AIR SUCKED IN IS ALSO RECORDED.

We as RWA oppose the installation of these new Meters till the time, Jal Board ensures Water Supply at proper pressure and at regular timings. An inquiry was also instituted by Kajeriwal Government, since shelved after the fall of Government.

Therefore, we advise you, to be cautious about the Installation and Continuance of such Meters.

RESPONSE :
I appreciate your bold approach and direct hit at our political representative.  Time has changed and instead of poaching them with lavish brunches, spoon feeding,  falling at their feet, using oratory as if they are from some different planet and seeking their 'blessings' , we have to be strong and determined like Arnab Goswami not weaklings begging with a begging bowl.  Let us call a spade a spade and fire them for not fulfilling their duties.  They are our servants not masters or else if we treat them as descendants  of Britishers they will become arrogant and whip us right and left.
Regarding inflated DJB Bills in my case I had to fight with the ZRO who got it reduced from Rs.9789/- to Rs.2,675/- which again is 5 times high compared to my normal bills. .  Surprisingly immediately prior to elections  DJB  started sending ZERO amount bills which I learnt from 4-5 residents and has even stopped billing thereafter. 
Second point, ignorant  residents who were taken in by false assurances have become scape goats.  Those who refused switching over to new meters are continuing to beneft.  How to over come this analogy  Should we fight for reinstallation of the working meters.  of which DJB must have kept a record or should it now install new meters mfg in India free of cost in place of these Chinese blue meters which run 35% fast. 
Another point, meter readers had not been taking the reading of working meters and DJB had been sending bills on account.  These facts have to be conveyed to AAP who should rectify the inflated bills sent recently in all justice while announcing its free water policy.

RESPONSE :
DJB procured .6.5 lac electronic meters during the last regime. These ar in an advanced state of roll out – in fact may have already finished the roll out.
A couple of years ago I was involved in a number of interactions with senior officials at the DJB head office at Karol Bagh. A large number of residents in my colony had been hit with very high bills – figures ranging from 10,000 to 50,000 for two month periods and DJBs response was that you deposit half, fill up a request for meter checking and then we look into it.  This was nothing but legalised extortion. Meter checking as with electricity was conducted by their own chosen team and invariably they did not find any fault. All DJB was prepared to do was to grant you easy spreading of payment!
I suggested to their finance head at the time, that water is a physical commodity. All you have to do is take a calibrated container and fill it. This will show you if the meter is recording correctly or not. Off course this they did not agree to.
Recently I started observing with my own and brothers new meters. My meter recorded 2.5 times volume...I have a 6 kl tank and on two occasions it it recorded 15 kl on each fill. In my brothers house we noticed something more interesting. There is no water supplied around mid day. If you switch on the valve at this time, you can observe the meter running at high speed.  It is recording air flow! You are being charged for water you are not consuming and this is against any norm.  Air pressure could have built up downstream due to some one using an illegal in-line pump...may be. This is looting consumers to balance your accounts to cover up your own inefficiency.
My advice to all users is:
-to first and foremost have a gate valve installed after the meter and only open this for the period of filling your tank. This way you will not be changed for air consumption
- start keeping a record of meter readings so that you have some basis for challenging your bills.
- persuade your neighbours not to use in-line pumps in areas where there is decent water supply so that every one has a chance of receiving water.  
Let us start a campaign to reign in this rogue organisation. Their accounting is a mess. Billing policies are not people friendly, Not enough is done about leakage of collection and the legitimate users end up being penalised. The STPs are a mess. Many issues which Arvind is quite familiar with sine he has done sterling work in this field in the past.

RWAs have been the ONLY OPPOSITION PARTY in Delhi for the past 15 years !

Dear Vohra ji,

Congratulations that RWAs representative from AAP has won the Gandhi Nagar constituency for the Delhi Assembly. Hope you must have an excellent rapport with him to build up contacts and get things done through him, whose Govt. is in power with an awesome strength beyond doubt!!

True there is no opposition at all to the party in power and we the RWAs need not assume the power or don the garb to be 'the opposition party' to get things done! This is my personal opinion. So long the party in power is responsive, approachable and listens to our grievances common to all and resolve them in phases, the real 'aam aadmi' at large will be satisfied and appreciate the efforts made by the Govt. In retrospect you will see that the govt. agencies do not even attend to your genuine complaints/requests promptly and effectively and are not pro-people but show their power to the poor people, who have no means to approach higher authorities to pose their problems. 

As you are aware and of course you have been focusing too time and again, our common grievances and works to be done in the colonies for the welfare of the residents and their families. Hence your, rather our front' has a very vital role to play in resolving all the pending major issues focused to you from time to time and consolidated them in a cogent and convenient way topic-wise and colony-wise and present them as a joint document to CM and his associates to take prompt action in a phased and time-bound manner which will bring about the greatest satisfaction to all and all of them will bless the Ministers concerned from the core of their hearts! Can you do it in the over all interest of all RWAs, whom you represent and confirm. If not available readily, you may once again seek the same from the RWAs within a target date and consolidate and present them, say within a month or so giving adequate publicity to the same to all concerned. This will the greatest singular contribution of the Front whose voice, I am confident, will be heard and responded too!

As far as 'Anand Vihar' is concerned, I repeat the major issues as a ready reckoner for doing the needful further:-

1. Cleaning of storm water drains, punching the surface to act as a measure of rain water harvesting, thoroughly.
2. Cleaning of sewarage lines mechanically to avoid accumulation and overflowing periodically.
3. Pruning of trees which prevent street electric lights to glow.
4. Cleaning of parks on a regular basis and undertake repairs of their compound walls and paining of railings.
5. Demolition of overhead tank inside the colony lying unused for more then four decades before endangering the lives and properties of residents nearby.
6. Ensure proper usage of tot-lots, nursery plots etc, for the benefit of residents.
7. Ensure safety and security of residents and their properties through the Police intensifying their pivotal role in this sphere.
8. Hand over the Community Hall constructed by the DDA but presently lying idle to the RWA for its effective use.
9. Removal of all encroachments to ensure smooth passage of vehicles and pedestrians.
10. Construction of 'speed breakers' where found necessary.
11. Assist the RWAs administratively and financially to make their work more effective and efficient.
12. Revise/amend all the contentious and outdated provisions in the Delhi Cooperative Societies Act/Rules.
13. Revamp the DCS office and get rid of corrupt practices prevailing thereat presently.
14. Ensure installation of mast lights where required.
15. Provide/improve the signates in the colonies for the benefit and guidance of all.
16. Assist in the provision of CCTVs inside the colony and in the prevailing security system.
17. Assess and find ways and means to solve parking problems inside the colony in phases to over come the present impasse!

P.S. Of course there may be many more but for the time being what struck me now, I have mailed above. E&OE.

RWAs have been the ONLY OPPOSITION PARTY in Delhi for the past 15 years !

Yeah! Mr Rajiv Kakria is absolutely right. It's the RWA community of Delhi that is always ready & willing to face any Govt. RWAs of Delhi did it earlier and will continue to do it, as ever, in future also.

Yesterday afternoon I sent the following SMS to Arvind Kejeriwal, Manish Sisidia, Saurabh Bharadwaj and a few others in AAP ......

"Congratulations. I think NOW I will have to don the opposition hat n hold you up for the promises ....... :)"

This morning I read an article in Hindustan Times .... "Lack of an opposition may give unbridled power to ruling party" .... see attachment.

This got me thinking ....... where has been the opposition in Delhi for the past 15 years? Every matter of Public Interest of the Citizens of Delhi was raised by RWAs and fought Tooth and Nail ..... both on the Streets or in the Courts.

I cannot think of any issue that a Political party has raised effectively or debated in the Vidhan Sabha, MCD, Lok Sabha or Rajya Sabha with any success.

The Center, Delhi Vidhan Sabha and MCD are MERE TERRITORIES controlled by one party or the other ........ REMINDS ME OF 'THE GODFATHER'.

The Center controls Land and Police and the party in power reaps the fruit of office with identical policies, no matter which party is in power.

Delhi Vidhan Sabha gets to control DISCOMS, DJB, Transport, PWD etc and MCD gets to control Parking, Building Sanctions, Property Tax, Sanitation, Parks and the Ghost Staff they never hire or fire.

Over the past 15 years we have had Congress or BJP in Power at the center, Delhi VS and MCD, with no perceptible difference between the handling of affairs or the living condition of Delhites.

Power Tariffs, CWG, BRT, DJB, Master Plan, Parking, the list is long ...... have all been issues raised and opposed by RWAs ........ 

...... THE ABSENCE OF AN OPPOSITION IN THE DELHI VIDHAN SABHA will not be missed and RWAs are more than willing to continue doing what they have been doing for the past 15 years.

THE ONLY DIFFERENCE BEING .....  that this AAP Government is from a Different Mould of Politicians and have promised a Robust Consultative Governance Model .......
