बीजेपी नेता विजय गोयल के नेतृत्व में टीम बिजली आंदोलन ने दिल्ली इलैक्ट्रिसिटी रेगुलेटरी कमिशन (डीईआरसी) के अधिकारियों से मुलाकात की। मीटिंग के बाद गोयल ने कहा कि डीईआरसी ने संकेत दिए हैं कि बिजली के रेट बढ़ने की पूरी संभावना है। 


उन्होंने बताया कि डीईआरसी चेयरमैन और दो सदस्य मीटिंग में मौजूद थे। बिजली कंपनियों ने दाम बढ़ाने की पिटिशन दी है। उन्होंने पब्लिक से अपील की है कि वह बिजली कंपनियों की पिटिशन के खिलाफ डीईआरसी में ज्यादा से ज्यादा याचिका दायर करें। टीम बिजली आंदोलन ने डीईआरसी से कहा कि फर्जी खातों और फर्जी खर्चों का ब्यौरा देने पर कंपनियों पर जुर्माना होना चाहिए। उन्होंने कहा कि 18 फरवरी को तीन बजे कॉन्स्टिट्यूशन क्लब में बिजली अदालत लगाई जाएगी।

फिर बिजली के दाम बढ़ने के आसार

डीईआरसी चेयरमैन पी. डी. सुधाकर ने बताया कि पब्लिक के प्रतिनिधियों ने कमिशन से मुलाकात की। वह जानना चाहते थे कि बिजली के दाम क्यों बढ़ाए जाते हैं। हमने उन्हें रेट तय करने की प्रक्रिया बताई और कहा कि पब्लिक अपनी आपत्तियां दर्ज करा सकती हैं। दिल्ली विधानसभा में नेता प्रतिपक्ष विजय कुमार मल्होत्रा ने कहा कि फिर से बिजली के दाम बढ़ाने की मांग करना कतई न्यायसंगत नहीं है, जबकि सितंबर में ही 22 फीसदी दाम बढ़े हैं और इस महीने से 5 फीसदी फ्यूल सरचार्ज भी लग रहा है। बिजली कंपनियों के अकाउंट में गड़बड़ी होने पर उन्हें फटकार लगाना ही काफी नहीं है, बल्कि उनके खिलाफ मुकदमा दर्ज होना चाहिए।

Tata Power wants high-end consumers to pay special fee

New Delhi: North Delhi power distribution company Tata Power Delhi proposes to levy a new "reliability charge" on commercial and industrial consumers who use more than 600 units in a month.
According to the average revenue requirement (ARR) petition filed by the discom, the extra fee is in return for better service and augmented supply as high-end consumers no longer need to depend on expensive alternatives such as diesel gensets.
In the ARR petition, the discom asked Delhi Electricity Regulatory Commission (DERC) to allow them to charge a reliability fee as a "separate component of tariff." The discom said that high-end consumers should be asked to pay an extra fee as the company has managed to cater to the city's growing demand for power and made it possible for high-end consumers to almost do away with gensets.
The DERC will take up the proposal at the tariff determination hearing that will be held in a few weeks, before arriving at new tariff figures for 2012-13. So far other discoms, BSES Rajdhani and BSES Yamuna, have not made any such case for charging a reliability fee.

Delhi Jal Board mulls financial boost to RWAs

To encourage water conservation in the city, the Delhi Jal Board is considering increase in financial assistance being given to organisations, including Resident Welfare Associations (RWAs), for installing Rain Water Harvesting (RWH) mechanism, by 50 per cent. Presently, the agency  responsible for supplying potable water in the city, provides Rs one lakh to each association. After the increase, any association wanting to set up a RWH in its locality would be given Rs 1.5 lakh.
Chief Executive Officer of DJB Ramesh Negi said over the years, the cost of setting up the RWH mechanism and its maintenance had increased; therefore, the Board is mulling to enhance one-time grant provided by the DJB from Rs one lakh to Rs 1.5 lakh. “This would certainly help maintain the plant in good condition. Out of total aid of Rs 1.50 lakh, Rs 20,000 may be reserved exclusively for its maintenance,” he said.
Since the inception of the system of allocating funds to associations for RWH from 2002, the DJB has granted `one lakh to 169 organisations so far. A team of experts of DJB do annual examination of these RWH installed across the city. To persuade people to fix more harvesting structures in the city, the DJB will also organise a meet of representatives of RWAs and companies which manufacture RWH equipment and offer maintenance services.

Summer crisis: Pay more if discoms tap emergency supply

New Delhi: From this summer, prepare to pay more for power if electricity consumption exceeds expectations and your power supplier has to make emergency arrangements to bridge the demand-supply gap.

Learning from the crisis they faced in the summer of 2009 where surging power demand in Delhi surpassed all arrangements they had made, discoms in the latest tariff petitions for financial year 2012-13 have asked Delhi Electricity Regulatory Commission (DERC) to implement the overall power purchase adjustment formula with immediate effect.


Discoms supported their demand with a direction from the Appellate Tribunal of Electricity, which has recently asked all state regulatory commissions to implement power purchase adjustment formulas, rather than just variable (fuel) cost for distribution licensees on November 11, 2011.

While the BSES discoms have asked for implementation of power purchase adjustment formula on a monthly basis, Tata Delhi power has asked for it to be given to them on a quarterly basis. Less than a month ago, the discoms were granted fuel adjustment formula wherein variations in fuel cost in the international market would be passed on to consumers every three months. The power companies, however, said this was not enough to make up for their losses as the fuel adjustment formula was limited to certain generation stations and select plants only. "All the power supply we receive is through long-term power purchase or bilateral purchases. If the fixed cost (capital) goes up, then the generation company can pass it on to the discom as per a CERC order. Discoms meanwhile can only pass on variable (fuel) cost of selection generating stations to consumers,'' said a BSES official. Following a petition filed by discoms, the Tribunal has directed all regulatory commissions to implement power purchase adjustment formula as soon as possible.
