बिजली वितरण कंपनियों की कार्यशैली पर उठे सवाल : Rashtriy Sahara

परफाम्रेस स्टैंर्डड व सप्लाई कोड पर डीईआरसी मुख्यालय में चल रही जनसुनवाई
के दौरान आरडब्ल्यूए पदाधिकारियों ने बिजली वितरण कंपनियों की कार्यशैली
पर उंगली उठाई। हालांकि पूरी जनसुनवाई के दौरान जुलाई और अगस्त माह में आए
बिजली के बढ़े बिलों का मुद्दा छाया रहा। आरडब्ल्यूए पदाधिकारियों ने कहा
कि बिजली वितरण कंपनियां मनमाने तरीके से बिल भेज रही हैं। जनसुनवाई में
डीईआरसी अध्यक्ष पीडी सुधाकर के अलावा सदस्य जेपी सिंह और श्याम बढेरा
उपस्थित रहे। आजादपुर आरडब्ल्यूए के अध्यक्ष आरके रोहिल्ला ने कहा कि जून
माह जिन घरों में 100 से 200 यूनिट का बिजली बिल आता था, जुलाई माह में
उन्हीं घरों में 600 से 700 यूनिट का बिल भेजा गया है। उन्होंने कहा कि
बिजली की नई टैरिफ दरें एक जुलाई से लागू हुई हैं। ऐसे में अगस्त माह में
नई टैरिफ दरों के हिसाब से बिल आना चाहिए, लेकिन जुलाई का ही बिल नई दरों
के हिसाब से भेज दिया है। इससे उपभोक्ता खासे परेशान हैं। आरडब्ल्यूए सदस्य
राजीव कंकरिया ने कहा कि अगर उपभोक्ताओं को सुविधाएं मिलें, तो उपभोक्ता
बिजली की हर कीमत देने को तैयार है। लेकिन जैसा पहले होता था, वैसा अब भी
हो रहा है। पहले भी नया कनेक्शन लेने में महीनों लग जाते थे और अब भी। अगर
जल्दी मीटर लगवाना होता है, तो रिश्वत देनी पड़ती है।

आरडब्ल्यूए ज्वाइंट फोरम के अध्यक्ष बीएस बोहरा ने कहा कि राजधानी की निजी
बिजली वितरण कंपनी बीएसईएस राजधानी को इंग्लैंड के हाउस ऑफ कामंस में
एटीएंडसी लासेज कम करने के लिए सम्मानित किया गया है। साफ है कंपनी को घाटा
कम हुआ है और वह लाभ की स्थिति में है। उपभोक्ताओं के हित में बिजली दरें
कम की जानी चाहिए। उन्होंने कहा कि बढ़े बिजली बिलों से आम आदमी परेशान है।
उन्होंने कहा कि 201 यूनिट उठते ही हर यूनिट के लिए 4 रुपए 80 पैसे चार्ज
किया जा रहा है। इससे करीब 22 लाख से अधिक उपभोक्ता प्रभावित हुए हैं।
डीईआरसी अध्यक्ष ने आरडब्ल्यूए पदाधिकारियों को उनकी समस्याओं के समाधान का
आश्वासन दिया है। डीईआरसी अध्यक्ष ने कहा कि बिजली वितरण कंपनियों बीएसईएस
यमुना, राजधानी, एनडीपीएल और पारेषण कंपनी ट्रांसको का पक्ष पहले ही सुना
जा चुका है। गौरतलब है कि वर्ष 2007 के बाद यह पहली जनसुनवाई परफाम्रेस
स्टैंर्डड और सप्लाई कोड पर हो रही है।

बिजली कंपनियों की क्वॉलिटी तय करने के लिए दिल्ली इलैक्ट्रिसिटी
रेगुलेटरी कमिशन (डीईआरसी) के सप्लाई कोड और परफॉर्मेंस स्टैंडर्ड ड्राफ्ट
को आरडब्ल्यूए ने कंस्यूमर के साथ छलावा बताया है। ड्राफ्ट पर पब्लिक
हेयरिंग के दौरान आरडब्ल्यूए ने डीईआरसी को घेरा और उनके सवालों के जवाब
डीईआरसी के पास भी नहीं थे। उनका कहना है कि कंपनियों की कोई जिम्मेदारी तय
नहीं की गई है और न ही इसका इंतजाम किया है कि कंस्यूमर को नुकसान हो तो
उसकी भरपाई कैसे हो?
बिना इंट्रो और बिना मकसद का ड्राफ्ट : वसंत कुंज आरडब्ल्यूए के अनिल सूद ने कहा कि हर रेगुलेशन का एक मकसद होता है, जिसे इंट्रो में बताया जाता है, लेकिन इस ड्राफ्ट का मकसद स्पष्ट नहीं किया गया है। इससे पहले 2007 में रेगुलेशन लाया गया था, जिसे कभी लागू नहीं किया गया।
कंस्यूमर की जिम्मेदारी तय पर डिस्कॉम को छूट : जीके 1 आरडब्ल्यूए के राजीव काकरिया के मुताबिक ड्राफ्ट में कहा गया है कि कनेक्शन देते वक्त वायरिंग की जांच की जाएगी। अगर कुछ डिफेक्ट है तो कंस्यूमर को नोटिस दिया जाएगा और उसके ठीक होने पर ही कनेक्शन मिलेगा। लेकिन इस बात का कोई जिक्र नहीं है कि रेसिडियल बैक फ्लो की वजह से ज्यादा बिल आता है, उसे कैसे सुधारा जाएगा? हर मीटर तक सेपरेट न्यूट्रल न देने की वजह से ग्राहकों से 25 से 40 पर्सेंट एक्स्ट्रा बिल वसूला जा रहा है। ड्राफ्ट में जिक्र नहीं है कि कंस्यूमर्स को जो नुकसान हुआ है, उसे बिजली कंपनियां कैसे भरेंगी?

बिजली कंपनियों पर शिकंजा नहीं :
ड्राफ्ट में कहा गया है कि वोल्टेज की शिकायत होने पर इसे सुधारने के लिए
जरूरी एक्शन लिया जाएगा। लेकिन ऐसा न होने पर कोई पेनाल्टी नहीं लगाई गई
है। ईस्ट दिल्ली आरडब्ल्यूए के बी. एस. वोहरा ने कहा कि प्राइवेटाइजेशन का
मकसद था कि ग्राहकों को स्टेबल पावर मिले। लेकिन हर कंस्यूमर को साल में 15
हजार रुपये इनवर्टर पर खर्च करना होता है और स्टेबलाइजर लगाना मजबूरी है।
वोल्टेज फ्लक्चुएशन होने पर टीवी, फ्रिज, कंप्यूटर, बल्ब जैसे आइटम फुंकते
हैं। इसकी भरपाई कैसे होगी, परफॉर्मेस स्टैंडर्ड में इसका भी जिक्र नहीं
है।
कॉपी कैट डीईआरसी : अनिल सूद ने कहा कि डीईआरसी ने रेगुलेशन बनाते वक्त यह भी नहीं देखा कि वह 2007 के रेगुलेशन से कॉपी कर रहे हैं और डेट भी चेंज नहीं की। पेनल्टी के प्रावधान वाले कॉलम में पेज 88 पर सप्लाई कोड 2007 ही कॉपी कर दिया गया है। उन्होंने कहा कि जब बिजली की दरें तीन गुना बढ़ गई हैं तो बिजली कंपनियों पर पेनल्टी पांच साल पुराने हिसाब से लगाने का कोई मतलब नहीं है। पेनल्टी भी बढ़ाई जानी चाहिए।

DERC Performance Standards .... Dangerous LOOT CLAUSE ....... Beware!
You all must be aware that I have been
raising the point of FAST RUNNING METERS for the past Three Years ...... DERC
had even acnowledged and reseased an AD. in major News Papers in Dec. 2011
cautioning Costomers to get their wiring checked for Common
Neutral.
NOW FOR THE DANGEROUS
PART ...... DERC is trying to Legalize this LOOT by amending the Clauze

The Voltage of Supply and number
of phases shall be determined by the Licensee depending on the Contract Demand /
Sanctioned Load of the Consumer.
Domestic Connection ........ sec. (xiv)
Connections under this category are provided for consumers
as specified below:
All connections up to a load of 10 kW shall be serviced through a
Single Phase 230 V, 50 Hz supply and connections above 10 kW shall be provided
with a three phase 400 V, 50 Hz. supply. Past cases where 3 phase connections
have been given for loads less than 10 kW, no. changes are contemplated by these
Regulations.
Grossly
Unfair: to over 25 Lakh existing consumers
- This is discriminatory and open to
challenge in the High Court as willful omission to benefit
DISCOMS.
Please refer to the minutes of earlier Public Hearing, over three
years of correspondence and the meeting held at DERC in Sept. 2011, it has been
clearly brought to the notice of the Commission that due to Residual Back Flow
consumers are being fleeced 25% to 40% extra due to fast running meters. DERC
had issued an Ad. in leading Dailies on 24th Dec. 2011 addressing the issue in
an oblique manner, beyond the comprehension of common consumer. DERC through this Draft is trying to
make this practice of making unearned Profits a permanent
affair.

PS: I have been raising the following issue and what
the Electricity Act says ........ Fast Running Electronic Meter:
We
understand that with the installation of ‘Electronic Meters’ without
disciplining the common neutral conductor of the conventional distribution
systems; free from floating charge, the consumers have been paying 25% to 40%
higher bills. Experts have informed us that this is due to floating charge
retained by the neutral conductor; where in the circulating neutral current gets
recorded in the meter reading, therefore INFLATED
BILLS
After three years
of sustained efforts this issue was addressed by DERC by inserting an Ad.
in news papers in Dec. 2011, putting the onus of correcting the flaw on the
consumer. The Supply Code clearly states that it is the Duty of the
Service Provider to provide a separate Neutral up to the Metering
Point.
The remedy lies in implementing Regulation 41 of CEA's
Regulations of 2010, which are the statutes in replacement of IE Rules 1956
under section 53 read with 177 0f the IE Act
2003.
Multiple Neutral Earthing System (MNE) provides the
solution under Rule 61 of the IE Rules-1956’ which, however, stand repealed with
the notification of CEA Regulations -2010. Now regulation No: 41 of the
regulations of CEA of 2010 stringently provides for multiple earthing of the
‘Neutral Conductor’. Therefore, implementation of regulation 41 of CEA
provides the complete solution to this point being raised by Delhi Consumers
ever since the electronic metering has been introduced and not addressed by DERC
for reasons best known to them.
An Audit/Field Survey by an Independent
Institute of Repute involving the Petitioners,
should be conducted. Transformer wise Audit on Units supplied and billed for the
past three years of Peak Load Periods in Winters and Summers. Excess billing if
found should be refunded to the consumers and Punitive Penalty imposed on
DISCOMS for breach of trust and fleecing the
Consumers.

Response to letter to CM from EDMC Mayor.
Dear Madam,
I am responding keeping in mind the interest of common man and the farmers of this nation.
1 I feel big retail stores and small colony shops can exist together.There is enough business for both.
2. In your write up you have totally ignored the
interest of common man and farmers,who have been exploited for long by
traders (Aarthias) and consumers by local shopkeepers.There is no
redressal of grievences and consumer have to eat a humble pie as often
we end up buying substandard goods.
3.This would check the menance of hoarding of crops by
traders and also would check wastage due to lack of storage godowns.We
have seen food grains rotting in the open and people going hungry and
dying in other states due to poverty.
4.If we can buy branded clothes from malls ,what stops
us from buying good quality household items and grocery from foreign
retail outlets.Inspite of malls people still visit markets like Lajpat
nagar and Patri bazaars.
5FDI will give citizens choices and consumers and producers rights will also be protected.
6.As
for the youth ,they will only learn ethical business practices.It will
be survival of the best and youth will get enough job opportunities.
I as a consumer and citizen want FDI in our country as I
want better choices ,accountability and care for the farmers and
peasantry of this nation who have been denied their due for long.

Letter to CM on FDI from EDMC Mayor !

Shiela Dixit Ji
This is with
reference to your statement published in various newspapers regarding you
welcoming the Central Govt.'s decision on allowing FDI in retail. In this statement
you have said that your Govt. in Delhi will permit foreign retailers to do
business in Delhi.
Shiela Ji, when there is a widespread public debate going on in the nation on the issue of FDI in retail, when most of the large states like Punjab, Uttar Pradesh, Madhya Pradesh, Gujarat, Chhattisgarh, West Bengal, Bihar including Congress ruled state like Kerala has decided not to allow the same in their respective states, then what is the hurry in allowing the same in Delhi?
It seems that your govt. is treating the traders and consumers as "lab rats" for other states. Such experimentation with traders and consumers of Delhi should not be allowed. I would like to tall you very clearly that traders and consumers of Delhi are "No Lab Rats."
In this regard, there are some questions that I would like to ask to you:-
1. Why such an important decision is being taken without taking Delhi's traders and common people into confidence?
During last assembly election, there was no mention of FDI in retail in your manifesto. In fact even terms like "FDI" and "retail" were completely missing from the manifesto. It simply means that your Govt. do not have a mandate to take such an important decision related to lives and livelihood of citizens.
2. Further I would like to ask whether you or any representative of your govt. has ever tried to understand the impact of such decision on the livelihood of small traders, distributors and workers working in various retail centers of the city like Shahdra, Krishna Nagar, Lajpat Nagar, Chandni Chowk, Karol Bagh, Babarpur, Seelampur, Jafrabad, Maujpur, Saroijini Nagar etc.?
3. Shiela Ji, as a matter of fact, most of the people from our weaker sections like Muslim youth, working women from poor families, and youth from backward classes are directly and indirectly dependent on retail industry. This step of opening up retail sector for FDI will have direct impact on livelihood of minorities, women and other weaker sections of our society. Please tell us under what pressure is your Govt playing with the livelihood of these weaker sections of our society?
4. This decision of allowing FDI in retail will also affect entrepreneurship of our youth. Youth of Delhi who is known for its entrepreneurship and hard work, will end up working as sales boys and sales girls in these retail shops. This will kill the spirit of entrepreneurship among our youth. Why your Govt. has not thought of consulting our youth before taking such an important decision?
5. Why these foreign retailers are being allowed to make Delhi a dumping ground of cheap China made goods?
6. Municipal Corporations are a major stake holder on issues related to retail trade. Why such an important decision has been taken without taking Municipal corporations into confidence? Can retail business operate without consent from Municipal Corporations?
7. This decision has been taken without taking Municipal corporations into confidence, without consulting with traders and workers, without knowing the opinion of consumer groups and against the public will. This is not only an undemocratic decision but also against the spirit of our constitution. Why policy decisions related to lives and livelihood of common man are being taken in such a sneaked manner?
In my opinion such policy decision should be taken only after wider public consultation. Before taking this decision your Govt. should have organized public discussions with all the stakeholders including traders, distributors, representatives from weaker sections of our society, Municipal corporations, RWAs, etc.
In this regard, I have decided that I will organize a Public Consultation with all these stakeholders in EDMC headquarter on 26th September 2012. I hope you will also come to join this public consultation and will inform people about reasons behind your decision. A formal invitation in this regard will soon be sent to your office.
Please do not take any decision related to FDI in retail before this public consultation. Again I would like to oppose the move to treat Delhi citizens as "Lab rats" in this matter.

Jal board move to shift east Delhi lab condemned
The proposed move by the Delhi Jal Board (DJB) to shift its zonal
laboratory from Bhagirathi plant near Gokulpuri to another location has
attracted criticism from within the organisation and from activists who
are calling it another step towards privatisation.
Mateen Ahmed, MLA and vice-chairperson of the DJB, has written about the issue to
Delhi chief minister Sheila Dikshit, who is the chairperson of the
board, and also to the CEO of the civic body. The Water and Sewage Lab
Staff Association has decided to protest.
There are seven water treatment plants in Delhi, each with its own plant laboratory.
Assistant chemists and laboratory technicians manage these labs. The
Bhagirathi plant has already been handed over to a private company. And
now, the zonal laboratory, currently situated on the premises, is to be
shifted away from the plant.
“What is the need to shift the lab? This is the only lab in east Delhi,” Ahmed complained.
Debashree Mukherjee, the DJB CEO, said, "We are shifting only the
zonal lab. It will be run by the private operator who will also monitor
the real time water quality during production."

Mosquitoes breeding !
when any body dies we feel sorry. when
i request that we should learn as to how to identify where mosquitoes
are breeding ,no body answers,no body pays attention when we know that
mosquito can kill.
Persons
who benefit from mosquitoes are developing newer ways as to how to
produce deadliest mosquitoes ,public is laying a deaf ear .I am seeing
massive proliferation of aedes mosquitoes responsible for causing dengue
& chicken gunya.The primary place of breeding is not the
desert coolers .It is in the open drains which have been opened to sky
in the name of cleaning them & left open with lot of stagnant
water.Mosquitoes come out of drain in the evening 10 minnutes after
sunset.Aedes mosquito shows rapid movement & come out
individually/singly while culex mosquitoes arise softly in a herd like
fashion in groupschools gardens ,big institutions have to be searched for breeding places.
If
there is a mosquito ,it is breeding some where & we ourselves have
to find out where they are breeding & why.It is only difficult to
search first place of breeding
besides desert cooler.Once a spot is detected ,all others can be
detectd & erradicated .We are more then 100 crores ,while breeding
spots are very few & can be forther reduced to nil if we start &
not depend upon those who donot want mosquito to go for their own gain
