Planning Commission approves Delhi's Rs 15,862 crore outlay for 2012-13
NEW DELHI: The Planning Commission
today approved Delhi's Rs 15,862 crore annual Plan for 2012-13 which is
11.7 per cent higher than the outlay for the last fiscal..........
"We have agreed to a Plan size of Rs 15,862 crore. They have ambitious 12th Plan (2012-17) target of Plan expenditure at Rs 90,000 crore," Ahluwalia told reporters after the meeting.
Commenting on the state's performance, Ahluwalia said: "Delhi is doing very well. We are quite impressed by the percentage of expenditure (65 per cent) that is going to social services, which is really very high".
"I am satisfied with Delhi Jal Board's operational plan wherein they would expand sewerage network in Delhi," he added..............
On its proposal of direct subsidy, she said, "The panel also agreed to the proposal of Delhi Government to provide either cash or food items under the public distribution system."
About the public private partnership in a water project, she said, "They have asked us to go ahead with that." Under this PPP arrangement, there will be round the clock water supply in some of the areas under a pilot project.
The Chief Minister said that the state has opted for a zero loan budget that would get around 92 per cent of funding from its own sources as in the 12th Plan outlay of Rs 90,000 crore, Rs 83,137 crore would come from state's own sources.
She said that the new schemes which would be launched this year include Dilli Swarozgar Yojana under which members of SC,ST, OBC and minorities would get a loan of Rs 5 lakh for self-employment. Besides, a scheme to make Delhi a kerosene-free city would also be launched shortly.
State would also launch a mission in the 12th Plan to improve health indices which would include setting up of three new medical colleges and five nursing schools.
Power generation capacity in the state is also proposed to be increased to 4,730 MW during the 12th Plan from the present level of 2,232 MW.

New water supply model will help private players: Experts
New Delhi, Aug 8 — The absence of regulatory mechanism in the
Public-Private Partnership (PPP) model in the water sector will help
private players make profit rather than solve Delhi's water crisis,
experts believe.
"The government wants reform in the water sector
through PPP but there is no regulatory mechanism to monitor the
operation of private players, who only aim to make money," said Himanshu
Thakkar, the coordinator of South Asian Network for Dams, Rivers and
People.
The Delhi government has decided to introduce reform in water management through PPP project.
"More
water will be supplied to those who consume water in large quantity, as
according to the slabs the more you consume, the more you pay. The
focus will be on hotels and other big entities rather than households,"
said Thakkar here Tuesday.
He was speaking at a discussion on 'Water Scarcity in Delhi - Soaring Demand or Mismanagement' here Tuesday.
Thakkar
lamented the sorry state of affairs at the Delhi Jal Board which, he
said, needs more transparency and efficiency in its functioning.
"Delhi
is a spoilt child as all its demands are met immediately. It has enough
water to supply to the residents but still it wants water from Renuka
Dam project in Himachal Pradesh which has several discrepancies,"
Thakkar said.
Another environmental expert, Manu Bhatnagar said
that of 930 million gallons per day water supplied to the residents,
only 600 million gallons reach them.
"This amounts to almost 40
percent leakage in the water supply," said Bhatnagar, who heads the
Natural Heritage Division at INTAC.
He expressed concern over the
profligate use of water by people in the city, and cited how 15 million
gallons of water is wasted everyday on washing cars in the capital.

केजरीवाल के खिलाफ धोखाधड़ी का मामला दर्ज

मेरठ।। यहां की एक अदालत में अन्ना के सहयोगी अरविंद केजरीवाल के खिलाफ धोखाधड़ी का मुकदमा दर्ज किया गया है। मुकदमा दर्ज करने वाले स्थानीय शिक्षक हरीशवीर का आरोप है कि राजनैतिक पार्टी नहीं बनाने और किसी राजनैतिक पार्टी में शामिल नहीं होने के अपने वायदे से अरविंद केजरीवाल मुकर गए हैं।
मेरठ के सिविल लाइन निवासी पेशे से प्रवक्ता हरीशवीर ने मंगलवार को एसीजेएम कोर्ट नंबर पांच की अदालत में कौशाम्बी निवासी अरविंद केजरीवाल के खिलाफ याचिका दायर की है।
उन्होंने बताया कि केजरीवाल के आंदोलन पर विश्वास करके वह शुरू से ही उनके आंदोलन से जुड़े थे, लेकिन पिछले दिनों अन्ना हजारे और अरविंद केजरीवाल द्वारा राजनीति में आने की घोषणा से उन्हें मानसिक आघात पहुंचा है। उन्होंने कहा कि यह सीधे-सीधे धोखाधड़ी है।

Letter to ANNA ji
I am surprised and shocked to read your decision of stopping the activities of Team Anna and disbanding the core committee which was formed to fight for jan lokpal. I am sure it must be a disappointment to many. A strong lokpal has been the need of the hour to control rampant corruption in the country. Your movement has brought this issue on center stage and forced the govt. to come out with the bill which is pending for enactment since more than four decades. UPA must have heaved a sigh of relief over your decision but not the right minded people in the country. It is true that none of the political parties wanted to have the bill on the lines proposed by you, yet your movement should have continued to keep all the decision makers under pressure to listen to will of the people. Your decision is going to fritter away all the steam you have generated till now. Ever since grand success of your movement last year, your team had lost its focus. It became directionless. It changed its tracks by targeting 15 ministers of the UPA, attacked BJP - Narendra Modi, RSS and other political parties with the result you lost all the goodwill and support you got from them during your agitation in 2011. Now your team is considering, forming a political party and contesting election in 2014. Do you think you will be able to win substantial number of seats by fielding men of impeccable integrity and clean image so as to have your say in parliament? You have also announced that you will neither form a political party nor contest elections but support candidature of those who are clean. Annaji agitation succeeded because of you and if you are not its part don’t expect any success. Moreover winning elections under the present electoral system is not easy. You know it well so does your team. I therefore am of the opinion please drop the idea of forming a political party without you or with you and contesting elections. Your USP is social and govt. reforms and you must pursue it wholeheartedly. You will have full support of young and middle class Indians throughout the country. We look towards you for reforming the present political system hence don’t disappoint us. Best wishes and regards

DERC puts focus back on solving consumers’ woes
Delhi’s power regulator DERC has finalised a number of measures to improve power distribution infrastructure in the city, which include appointment of independent consultants to check maintenance and upkeep by private companies. To address consumers’ complaints on fast-running meters, the Delhi Electricity Regulatory Commission has also decided to recognise NABL accredited laboratories across the city to check accuracy of the meters. The certification by the National Accreditation Board for Testing and Calibration Laboratories, which functions under the department of science and technology, is considered prestigious and DERC officials said testing of meters by independent laboratories will address consumers’ grievances. In another consumer-friendly initiative, DERC has decided to request the Delhi government to set up a consumer advocacy centre to provide legal help to those who want to pursue their complaints against private power distribution companies. The officials said the commission will soon bring out a handbook to educate consumers about the electricity sector and their rights.
Reduce purchase cost In order to reduce power purchase costs, DERC has decided to persuade three distribution companies to install sophisticated load forecasting techniques to predict possible demand on their network in the course of a day so that power is not wasted. DERC will follow up with the discoms for maximising returns from sale of surplus power to bulk consumers in neighbouring states, officials said.
The commission plans to urge the Central Electricity Regulatory Commission to conduct cost audit of central generating stations so that power purchase cost of distribution companies are properly monitored and kept under control. Power purchase cost comprises 80 to 90 per cent of the cost of providing power at the retail level. As part of its effort to modernise the power sector, DERC will introduce a system under which tariff will be charged according to electricity consumption in peak and off-peak hours. The proposed mechanism — aimed at encouraging consumers to limit their power consumption in peak hours — is being introduced on a pilot basis. If implemented, Delhi will be the first state in the country to have such a metering system, which, experts said, will benefit everybody, including consumers. Power distribution companies often have to buy additional electricity from the market at very high cost to meet demand at peak hours from 6 pm to 11 pm. The proposed system is being introduced to discourage commercial users from consuming more power during peak hours so that load shedding could be minimised in residential areas in peak summer months, when demand goes up substantially.
