Summer crisis: Pay more if discoms tap emergency supply

New Delhi: From this summer, prepare to pay more for power if electricity consumption exceeds expectations and your power supplier has to make emergency arrangements to bridge the demand-supply gap.

Learning from the crisis they faced in the summer of 2009 where surging power demand in Delhi surpassed all arrangements they had made, discoms in the latest tariff petitions for financial year 2012-13 have asked Delhi Electricity Regulatory Commission (DERC) to implement the overall power purchase adjustment formula with immediate effect.


Discoms supported their demand with a direction from the Appellate Tribunal of Electricity, which has recently asked all state regulatory commissions to implement power purchase adjustment formulas, rather than just variable (fuel) cost for distribution licensees on November 11, 2011.

While the BSES discoms have asked for implementation of power purchase adjustment formula on a monthly basis, Tata Delhi power has asked for it to be given to them on a quarterly basis. Less than a month ago, the discoms were granted fuel adjustment formula wherein variations in fuel cost in the international market would be passed on to consumers every three months. The power companies, however, said this was not enough to make up for their losses as the fuel adjustment formula was limited to certain generation stations and select plants only. "All the power supply we receive is through long-term power purchase or bilateral purchases. If the fixed cost (capital) goes up, then the generation company can pass it on to the discom as per a CERC order. Discoms meanwhile can only pass on variable (fuel) cost of selection generating stations to consumers,'' said a BSES official. Following a petition filed by discoms, the Tribunal has directed all regulatory commissions to implement power purchase adjustment formula as soon as possible.

पानी की दरें बढ़ाकर दिजबो हुआ मालामाल


राकेश नाथ/एसएनबी नई दिल्ली। बीते 2010 में पानी की दरों में हुई बढ़ोतरी ने दिल्ली जल बोर्ड को सर्वाधिक आमदनी कराई है। यह आमदनी बिलिंग के जरिए ही हुई, लेकिन राजस्व में इजाफे का कारण पानी की दरों में बढ़ोतरी रहा। यही कारण है कि बीते पांच वित्त वर्ष के आंकड़ों के अनुसार वित्त वर्ष 2010-11 में बोर्ड को सर्वाधिक आय हुई है। इस वित्त वर्ष में बोर्ड को 925 करोड़ 31 लाख के करीब आय हुई है। बीते चार वित्त वर्ष में यह आमदनी कम रही है। बोर्ड को यह आमदनी पानी के बिलों, विकास शुल्क, बायो गैस शुल्क और पैक्जड वॉटर की बिक्री के जरिए होती है। बोर्ड के मुख्य कार्यकारी अधिकारी रमेश नेगी के अनुसार वित्त वर्ष 2011-12 का ब्योरा अभी तैयार हो रहा है। बता दें कि बोर्ड द्वारा जनवरी 2010 से पानी की दरों में इजाफा किया गया है। उस दौरान घरेलू पानी की दरों में 0-6 किलोलीटर तक पानी निशुल्क रखा गया था, यानि छह हजार लीटर पानी का बोर्ड कोई शुल्क नहीं लेता था। दिसम्बर में पानी में बढ़ोतरी के फैसले के बाद पहले स्लैब में 0 से 10 किलोलीटर तक के लिए दो रुपए प्रति किलोलीटर की दरें तय कर दी गई। इसी प्रकार 10 से 20 किलोलीटर की दर तीन रुपए, 20 से 30 किलोलीटर में 15 रुपए और 30 से अधिक किलोलीटर की खपत करने वालों के लिए पानी की दरें 20 रुपए प्रति किलोलीटर कर दी गई। बोर्ड अधिकारियों के अनुसार दरों की इस बढ़ोतरी से जल बोर्ड के राजस्व में इजाफा हुआ। बोर्ड द्वारा पांच वित्त वर्ष के उपलब्ध आंकड़ों के अनुसार वित्त वर्ष 2006-07 में बोर्ड को 420 करोड़ 5 लाख रुपए, 2007-08 में 466 करोड़ 22 लाख रुपए आय हुई है। इसी प्रकार इन दो वित्त वर्षो में तुलनात्मक 46 करोड़ 16 लाख रुपए अधिक आय हुई। इसी प्रकार वित्त वर्ष में 2008- 09 में राजस्व में 23 करोड़ 63 लाख रुपए की गिरावट आई। इस वर्ष बोर्ड की आमदनी घटकर 442 करोड़ 58 लाख रुपए हो गई। इसी प्रकार वित्त वर्ष 2009- 10 में पानी की दरों में हुए इजाफे से आमदनी में एकाएक काफी इजाफा हो गया। यह इजाफा करीब 206 करोड़ 77 लाख रुपए अधिक हुआ। इस साल बोर्ड की आमदनी बढ़कर 649 करोड़ 36 लाख रुपए हुई। इसी प्रकार अगले वित्त वर्ष यानि 2010-11 में बोर्ड की आमदनी में 275 करोड़ 95 लाख रुपए का इजाफा हुआ। बोर्ड ने इस साल 925 करोड़ 31 लाख से अधिक का राजस्व हासिल किया है। विभाग ने कमाये 925 करोड़ पांच वित्त वर्ष में 2010-11 में सर्वाधिक आयl

"Let's Go Green "



Appreciable Initiative by NSS Unit of Sri Guru Gobind Singh College of Commerce,University of Delhi

With the increasing pollution in air and ever-increasing number of pollution creating vehicles on roads,demand of time is to switch over to environmental friendly means of transport.

To spread message of using cycles for travelling distances National Service Scheme Unit of Sri Guru Gobind Singh College of Commerce ,University of Delhi,is taking an initiative to organise "Go Cycling event" on February 15th 2012 from 11am.until 2pm.

With this Programme,Students are aiming to spread the environmental as well as health benefits of using cycles as a means of transport.To realize this aim,they will be covering a large journey on cycles.They will start the Journey from their College itself and will reach Delhi University covering the heavy traffic areas of Shalimar Bagh,Azadpur,Kingsway Camp etc.. The Riders will then take a break of 15 minutes and will continue the journey in North campus.

Be prepared to pay more during Peak hours now !

DERC TO INVOLVE CONSUMERS IN PLAN TO CUT POWER COST

The Delhi Electricity Regulatory Commission (DERC) plans to launch an initiative under which consumers will have the option of cutting down electricity consumption during peak hours.
The initiative is being taken to optimise power purchase at peak hours by discoms through voluntary participation of the consumers to help bring down the power purchase cost of by the companies. The price of power goes up during peak hours. The discoms have to spend more to arrange electricity for peak hours.

The initiative was announced at a meeting DERC held with all stakeholders.

DERC officials said that consumers will be provided with a new metering system, which will facilitate two-way communication between the discom and the consumer.

DERC chairman P.D. Sudhakar said the “demand response” is a new initiative for optimising the power purchase at peak time through voluntary participation by the consumers.

महंगी बिजली के खिलाफ अपील

नई दिल्ली।। बिजली बिल में फ्यूल सरचार्ज जोड़ने के खिलाफ अब अपीलेट ट्रिब्यूनल जाने की तैयारी हो गई है। पूर्व केंद्रीय मंत्री और बिजली आंदोलन के संयोजक विजय गोयल ने कहा कि फ्यूल सरचार्ज के नाम पर बिजली दरों में 5 पर्सेंट की बढ़ोतरी बर्दाश्त नहीं की जाएगी। हम इस फैसले के खिलाफ अपीलेट ट्रिब्यूनल में अपील करेंगे। साथ ही लोक अभियान के तहत बिजली आंदोलन को तेज किया जाएगा। उन्होंने कहा कि 18 फरवरी को कॉन्स्टिट्यूशन क्लब में बिजली अदालत लगाना शुरू किया जाएगा। 

गोयल ने कहा कि 5 पर्सेंट दाम बढ़ने से लोगों में बहुत गुस्सा है। लेकिन हैरानी यह है कि बिजली कंपनियां फिर डीईआरसी से 18-28 पर्सेंट दाम बढ़ाने की मांग कर रही हैं। उन्होंने कहा कि अगर दिल्ली सरकार और बिजली कंपनियों की मिलीभगत चली तो दिल्ली में बिजली 10 रुपये प्रति यूनिट हो जाएगी। उन्होंने बताया कि बिजली आंदोलन का मुख्य मकसद जनता की शिकायतों को दर्ज करना है। यहां सभी तरह की शिकायतें सुनी जाएंगी जैसे तेज भागते मीटर, खराब मीटर, लोड बढ़ोतरी आदि।

Power Tariff n DERC


Dear Mr Vohra,


All our arguments facts and figures against unjustified hike by DISCOMS seem to be falling on deaf ears.DERC simply is not interested in looking at discrepancies which we have been pointing out at the DERC hearings,looks like it was a futile exercise and lot of our precious time was wasted . DISCOMS have gone ahead with the planned hike which is going to reach 8o% in due course to cover up their so called imaginary losses.Its time Delhites woke up and protested the  open loot of Discoms supported by DERC. We on our part will continue raising our cries of dissent and helplessness each time there is a hike annoncement by DISCOMS.

We want an answer from DERC that why the prices of Power Tariff are to be increased again, when you have a big list of unexplained discrepancies ?

DERC must reply to the residents of Delhi that :


Why you raised the prices by 22% ?
Why you enhanced the power tariff by 5% for fuel surcharge ?
Why you want to introduce Time of Day power tariff ?
Why you again want to raise the tariff from 18% to 28% ?


Why don't you answer us about the UNEXPLAINED DISCREPANCIES found by you in the Audited statements of Discom's as below :


Revenue collection :
How the revenue collection in April & May can be just 82.36% and 78.44% in case of BRPL & 61.37% ( ? ) and 79.24% in case of BYPL. Where is rest of the money ? What is the actual amount being said to be not collected ? Do they mean they have GIFTED the rest of the money to consumers ? Do they mean, they had targeted collections in the rest of the months ? If yes, how they could not collect it in April & May ? This needs to be checked thoroughly as the collection efficiency is said to be 92.6% & 89.2% respectively, in case of both Discoms.

How the revenue collected in both of the cases i.e. BRPL & BYPL in April is about 40% of the average of rest of the months. Was there any strategy to show lower collections ? What is the actual difference in monetary terms ?

Billing :
There is a clear indication that the game has been played with the consumers in the month of  April & May. The billed units were lesser by 100 MUs & 60 MUs in case of  BRPL / BYPL in the same period during last year.  Moreover, the Billed units in April were 167 MUs lesser than the energy sold by BRPL in March, same year. How the Billed units can be lesser by 167 MUs from March to April in the same year ? This needs to be checked thoroughly as it has raised many doubts on the working of Discom’s. Billing for rest of the months MUST ALSO BE thoroughly rechecked.

Purchase cost :
How the power cost can be raised from 297 Crores to 648 crores in case of BRPL & from 216 Crores to 466 crores in case of BYPL during April to November i.e. in a span of just 6 – 8 months? It’s said the increase was  by 117% & 116% respectively in both the cases. Do you think it matches the national price index ? What was the percentage of increase in the last few years ? Is the increase exhibited now, in the same ratio as that of in earlier years ? What the Auditors have mentioned over it ?

SHOCKING :
It’s even more surprising that in case of both the utilities, the power purchase cost during the month shown in one statement does not match with the corresponding cash flow statements.  

AT & C Losses :
DERC earlier vide its circular had indicated AT&C losses reduced to just 14% to 20% for various Discoms. Than how these have been increased upto 27.36% & 32.28% in both the cases. This must be checked thoroughly as it can have a massive impact on the visible profitability of DISCOM’s.

Collection targets :
Where is the rest of appx. 10% & 7% of the billed amount to be collected. Is it being shown in the Sundry Debtors or they have written it off as bad debts ?

These are the clear cut indications of the anomalies existing in these DISCOM’s and we are sure that there is a big loophole in the whole story.
